The transition to the use of paper in public elementary schools in Mexico was not easy. At the end of the nineteenth century, the use of slates had been questioned due to the health risk they represented since students often erased their writing with saliva and the material with which the slates were made did not always meet the necessary specifications. On the other hand, paper, from a hygienic, pedagogical and aesthetic point of view, was considered a superior material compared to the hardness of the slate, the shine of the surface and the lack of precision obtained in the tracing of the letters. Derived from this approach, the possibility of changing materials in official schools was seriously envisioned. However, the paper represented a very high cost. Only two paper mills could supply the schools and it was necessary to lower the price, and guarantee the supply by enhancing the distribution system. This article analyses the beginning of the conversion process of a technology for learning to write such as the slate for paper. I analyse the expense that it meant for the authorities and families, how the change was the result of a multiplicity of social, cultural, economic and political relations that intersected to give a new configuration of time, noise and established values in the classroom.

During the first decades of the 20th century, the supply of paper for the printing industries in Mexico became a problematic issue. Production difficulties, price increases and poor distribution during the monopoly of the San Rafael factory started a deep debate on the modernization and interference of the State in the paper industry. This article analyzes the transition between the private monopoly and the creation of the public company, Productora e Importadora de Papel Sociedad Anónima (PIPSA) in 1935, during the government of Lázaro Cárdenas (1934-1940). Through parliamentary debates, press articles and ministerial reports, the questioning of the monopoly as a public policy, the birth of PIPSA and the results in its first years of operation will be explained. The use of enzyme-based biosensors for the detection and quantification of analytes of interest such as contaminants of emerging concern, including over-the-counter medication, provides an attractive alternative compared to more established techniques. However, their direct application to real environmental matrices is still under investigation due to the various drawbacks in their implementation. Here, we report the development of bioelectrodes using laccase enzymes immobilized onto carbon paper electrodes modified with nanostructured molybdenum disulfide (MoS2). The laccase enzymes were two isoforms (LacI and LacII) produced and purified from the fungus Pycnoporus sanguineus CS43 that is native to Mexico. A commercial purified enzyme from the fungus Trametes versicolor (TvL) was also evaluated to compare their performance. The developed bioelectrodes were used in the biosensing of acetaminophen, a drug widely used to relieve fever and pain, and of which there is recent concern about its effect on the environment after its final disposal. The use of MoS2 as a transducer modifier was evaluated, and it was found that the best detection was achieved using a concentration of 1 mg/mL. Moreover, it was found that the laccase with the best biosensing efficiency was LacII, which achieved an LOD of 0.2 µM and a sensitivity of 0.108 µA/µM cm2 in the buffer matrix. Moreover, the performance of the bioelectrodes in a composite groundwater sample from Northeast Mexico was analyzed, achieving an LOD of 0.5 µM and a sensitivity of 0.015 µA/µM cm2. The LOD values found are among the lowest reported for biosensors based on the use of oxidoreductase enzymes, while the sensitivity is the highest currently reported. [ABSTRACT FROM AUTHOR]

Amate, a proto-paper traditionally made from the inner bark of trees from the Moraceae family of flowering plants, has an extensive history with origins in ancient Mesoamerican cultures from the region of present-day Mexico. In the 1500s, Spanish invasion of the region prompted rapid cultural loss and transformation resulting in devastating consequences, including the systematic destruction of Indigenous books. To further suppress Indigenous cultures, Spanish authorities prohibited the production of amate and replaced it with European papers. However, the tradition of creating amate survived, was passed down through generations, and remained significant among Indigenous communities of Mexico. In the twentieth century, amate became a popular substrate for paintings, artists' books, and bookbindings. Because of amate's fragility, uniqueness, and hand-made nature, many rare book libraries and special collections departments own various significant manuscripts and documents composed of it. This article examines amate at ten such collections and provides suggestions for related future outreach and exhibitions. From Mesoamerican codices to twentieth-century Otomi artists' books, amate materials provide opportunities to promote meaningful community engagement, enhance collective expertise, preserve cultural heritage, and enrich researchers' understandings of the book- and paper-making practice in Mesoamerica and Mexico. This study investigated the performance of four widely used data-collection designs in detecting test-mode effects (i.e., computer-based versus paper-based testing). The experimental conditions included four data-collection designs, two test-administration modes, and the availability of an anchor assessment. The test-level and item-level results were analyzed with inferential statistics and multidimensional scaling, respectively. The test-level results supported the superiority of the single-group counterbalanced design and the random-groups design over the single-group design without counterbalancing and the anchor test design in the recovery of the actual test-mode effects. Analysis at the item level revealed the presence of a two-dimensional solution, with the data-collection design contributing significant variability over and beyond the test mode.

We evaluated and compared the physiological and morphological response to pollution of two epiphytic lichen species, the foliose lichen Flavopunctelia praesignis and the fruticose lichen Usnea ceratina. Lichen samples were collected at remote areas and transplanted at different distances and directions from a paper industry in Morelia (Michoacán, Mexico). Lichen transplants were exposed for 4 months (1) around the industrial area and (2) in their native habitats (control sites). Changes of total chlorophyll content between samples before and after exposure, and morphological damage in the lichen thalli were investigated. Lichens showed species-specific responses. Flavopunctelia praesignis increased in total chlorophyll content after exposure around the industrial area and in control site. This suggests that total chlorophyll changes by a seasonal effect than pollution effect. On the other hand, chlorophyll content of U. ceratina did not change significantly after exposure. Bleaching, changes in color, deformations, and necrosis of lichen thalli were better visible in U. ceratina near the paper industry. We conclude that U. ceratina is a more pollution-sensitive species than F. praesignis. Morphological damage in the lichen thalli would be a suitable indicator for monitoring early biological effects of air pollution caused by the paper industry. [ABSTRACT FROM AUTHOR]

The development of university students’ skills to successfully produce scientific documents has been a recurring topic of study in academia. This paper analyzes the implementation of a training experience using a digital environment mediated by video content materials starring humanoid robots. The research aimed to scale complex thinking and its sub-competencies as a hinge to strengthen basic academic research skills. Students from Colombia, Ecuador, and Mexico committed to preparing a scientific document as part of their professional training participated. A pretest to know their initial level of perception, a posttest to evaluate if there was a change, and a scientific document the students delivered at the end of the training experience comprised the methodology to demonstrate the improvement of their skills. The results indicated students’ perceived improvement in the sub-competencies of systemic, creative, scientific, and innovative thinking; however, their perceptions did not align with that of the tutor who reviewed the delivered scientific product. The conclusion was that although the training experience helped strengthen the students’ skills, variables that are determinants for a student to develop the knowledge necessary to prepare scientific documents and their derived products remain to be analyzed. Engineers make things, make things work, and make things work better and easier. This kind of knowledge is crucial for innovation, and much of the explicit knowledge developed by engineers is embodied in scientific publications. In this paper, we analyze the evolution of publications and citations in engineering in a middle-income country such as Mexico. Using a database of all Mexican publications in Web of Science from 2004 to 2017, we explore the characteristics of publications that tend to have the greatest impact; this is the highest number of citations. Among the variables studied are the type of collaboration (no collaboration, domestic, bilateral, or multilateral), the number of coauthors and countries, controlling for a coauthor from the USA, and the affiliation institution of the Mexican author(s). Our results emphasize the overall importance of joint international efforts and suggest that publications with the highest number of citations are those with multinational collaboration (coauthors from three or more countries) and when one of the coauthors is from the USA. Another interesting result is that single-authored papers have had a higher impact than those written through domestic collaboration. [ABSTRACT FROM AUTHOR]

Over the past decade, Mexican climate policy has captured worldwide attention for its ambition and level of commitment to international goals. Mexico was one of the first countries to adopt a climate change act, the 2012 General Law on Climate Change (referred to as the Mexican Climate Act, MCA). However, Mexico has been unable to fulfil its self-imposed climate goals and the innovative national climate legislation has only produced limited results. By assessing the functioning of the Inter-Ministerial Commission on Climate Change (CICC) and the National System on Climate Change (SINACC), this article analyses how and why climate policy fragmentation occurs during MCA implementation. This paper argues that the lack of integration observed in the Mexican case is the result of a dynamic process characterized by multi-level paralysis, which is caused by three interconnected factors: (1) weakness of the Mexican federal system affecting vertical integration of climate policy (CPI); (2) ambiguities in MCA mandates impeding horizontal CPI; and (3) uneven leadership in Mexican climate policy that generates a breach between promises made abroad and actual domestic implementation capacities. The empirical findings of this paper are based upon quantitative and qualitative content analyses applied to the minutes of meetings of both the CICC and the SINACC, together with 22 elite-interviews with officers close to the policy process. This paper concludes that if there is a blueprint for organizing the Mexican administrative system, it has to start with rethinking the role of climate federalism. Key policy insights Mexican climate policy suffers from policy fragmentation and administrative instruments conceived for integration are not functioning properly. A reform of both is needed. Three interconnected factors generate policy fragmentation in Mexico: weakness of the Mexican federal system affecting collaboration across levels of government (vertical CPI); ambiguities in MCA mandates impeding coordination (horizontal CPI); and uneven leadership that generates a breach between the promises made abroad and actual domestic implementation capacities. Although developing countries have established scores of new protected areas over the past three decades, they often amount to little more than “paper parks” that are chronically short of the financial, human, and technical resources needed for effective management. It is not clear whether and how severely under-resourced parks affect deforestation. In principle, they could either stem it by, for example, creating an expectation of future enforcement, or they could spur it by, for example, creating open access regimes. We examine the effect of Mexico's natural protected areas (NPAs) on deforestation from 1993 to 2000, a period when forest clearing was rampant and the vast majority of protected areas had negligible resources or management. We use high-resolution satellite data to measure deforestation and (covariate and propensity score) matching to control for NPAs’ nonrandom siting and for spillovers. Our broad finding is that Mexico's paper parks had heterogeneous effects both inside and outside their borders. More specifically, at the national-level, we cannot reject the null hypothesis that NPAs had zero average effect on clearing inside their borders, nor can we reject a similar hypothesis for spillover clearing outside their borders. However, we can detect statistically and economically significant inside- and outside-NPA effects for certain geographic regions. Moreover, these effects have different signs depending on the region. Finally, we find that NPAs with certain characteristics were more effective at stemming deforestation inside their borders, namely, those that were large, new, mixed use, and relatively well-funded. Taken together, these results suggest that paper parks have the potential to either reduce or exacerbate tropical deforestation and highlight the need for further research on the conditions that lead to each outcome. This article explores how the Mexican state gathered, archived and destroyed information. It focuses on the US–Mexico campaign against foot-and-mouth disease between 1947 and 1952, whose paper archive Mexican officials burned near the successful conclusion of the campaign. This article argues that several factors shaped the context for this documentary bonfire and made the 1940s a key point of inflection in Mexico's history of official information-gathering: the dominant party's system of elite power-sharing, the growth of a reading public and the regime's drift rightward. At the same time, the nature of the foot-and-mouth disease campaign itself ensured that, despite its possible uses, the archive was particularly sensitive, providing evidence of the embarrassing gaps that began to yawn between the state's language of revolutionary nationalism and its political practise. Indeed, the bonfire represented the culmination of practises Mexican officials had already developed throughout the campaign to reconcile the demands of legibility and deniability, hemispheric integration and nationalism, political stability and state capacity. More broadly, the case illustrates the uneven effects of US assistance on the development of state capacity, the authoritarian but institutionally weak character of the early PRIísta state, and the role of archives in maintaining a coherent image of state sovereignty. Edaphic collembola are abundant in agricultural soils and can be used as bioindicators of the condition of the soils they inhabit. We study the composition, diversity, and phenology of the collembola community in a peach orchard (Prunus persica (L.) Bach) located in Zitácuaro, Michoacán, Mexico. We evaluated the effect of physical and chemical characteristics of the orchard's soil on the edaphic collembola community. Collembola were extracted by Berlese funnels from samples of leaf litter and soil obtained monthly, from September 1993 to August 1994. Fallen leaves were not removed from the ground for the duration of the study. Sixty-nine species were registered: 58 in leaf litter and 53 in soil. Collembola density varied from 248 to 15,889 ind m-2 in leaf litter and 419 to 7,286 ind m-2 in soil. The layer of fallen leaves exhibited the highest density, species richness and diversity of collembola. The edaphic variables that altered collembola density were organic matter content, cationic exchange capacity (CEC) and carbon-tonitrogen ratio. Richness was affected by organic matter and total nitrogen. Diversity was affected by pH, total nitrogen, calcium, and carbon-to-nitrogen ratio. The density of dominant species was negatively affected by phosphorus and calcium content, as well as CEC. [ABSTRACT FROM AUTHOR]

Paper recycling has increased in recent years. A principal consequence of this process is the problem of addressing some polymeric components known as stickies. A deep characterization of stickies sampled over one year in a recycled paper industry in México was performed. Based on their chemical structure, an enzymatic assay was performed using lipases. Compounds found in stickies by Fourier-transform infrared spectrometry were poly (butyl-acrylate), dioctyl phthalate, poly (vinyl-acetate), and poly (vinyl-acrylate). Pulp with 4% (w/w) consistency and pH = 6.2 was sampled directly from the mill once macrostickies were removed. Stickies were quantified by counting the tacky macrostructures in the liquid fraction of the pulp using a Neubauer chamber before the paper was made, and they were analyzed with rhodamine dye and a UV lamp. Of the two commercial enzymes evaluated, the best treatment condition used Lipase 30 G (Specialty Enzymes & Biotechnologies Co®, Chino, CA, USA) at a concentration of 0.44 g/L, which decreased 35.59% of stickies. SebOil DG (Specialty Enzymes & Biotechnologies®) showed a stickies reduction of 21.5% when used at a concentration of 0.33 g/L. Stickies in kraft paper processes were actively controlled by the action of lipases, and future research should focus on how this enzyme recognizes its substrate and should apply synthetic biology to improve lipase specificity. Purpose: The paper aims to present what is known from the school principals who participated in the International Successful School Principalship Project (ISSPP) in Mexico. The paper reviews 14 publications (5 articles, 5 conference papers and 4 books) on successful school principals in Mexico that were published between 2009 and 2021 as part of the ISSPP. The papers were analysed using a conceptual framework consisting of perceived qualities of the principal, school organisation, suitability of teachers and principals, educational materials and methods and educational infrastructure. Design/methodology/approach: A scoping study review methodology was used to explore publications and conference proceedings on ISSPP research on Mexican principals and schools in order to answer the question: What do we know about successful school principals in the Mexican context? Conference papers, journal articles, book chapters and books formed the knowledge base for the review. Findings: As a result of the analysis across the five analysis categories it was found that the principals emphasised improving the educational quality of their schools and understood this as the basic criterion to judge their leadership success. Principals were central to school success and a nested model was produced to show how the successful school is built from the core of the principal, as a socio-emotional skills role model, to a culture of continuous improvement. The model included principal socio-emotional skills, school organisation, continuous improvement of teaching and principal practices and having appropriate educational materials, methods and infrastructure. Originality/value: The ISSPP has produced a large amount of research. The paper is the first review of the substantial contribution from ISSPP research in Mexico. Background We aimed to elucidate household and community-level shedding and transmission of trivalent oral polio vaccine (tOPV) in communities with inactivated polio vaccine (IPV) routine immunization after tOPV is administered during a national health week (NHW). Methods We conducted a 3-arm, randomized trial with data collected at baseline through 10 weeks post-NHW in households with at least 1 child <5 years old in 3 semi-rural communities in Orizaba, Mexico. Selected communities were geographically isolated but socio-demographically similar. Each community was assigned an oral polio vaccine (OPV) immunization rate: 10, 30, or 70% of participating households. From 2653 households in the 3 communities, ~150 households per community were selected, for 466 in total. Households were randomized as vaccinated or unvaccinated, with only 1 child under 5 in the vaccinated household receiving OPV during the February 2015 NHW. No other community members received OPV during this NHW. Stool samples were collected up to 10 weeks post-vaccination for all members of the 466 study households and were analyzed for the presence of OPV serotypes using a multiplex polymerase chain reaction assay. Results We will report on the factors associated with, and incidence and duration of, household and community shedding and transmission of OPV. The secondary outcomes will characterize temporal and geospatial OPV serotype shedding patterns. Conclusions The current global polio eradication plan relies on transitioning away from OPV to IPV. This study contributes to understanding patterns of OPV shedding and transmission dynamics in communities with primary IPV immunity, in order to optimize the reduction of OPV transmission. Radiofrequency (RF) power amplifiers (PAs) are important elements of modern communication systems. The most important components in PAs are the transistors, which are operated under large-signal regimes in such applications. Designing and optimizing PAs are challenging tasks that demand the highest accuracy on large-signal measurements at both device and circuit levels. Large-signal power transistor characterization demands the development and utilization of high-frequency and low-frequency load-pull systems. Furthermore, the static and dynamic characterization of two-input PAs requires the development of new measurement systems that consist of an nonlinear vector network analyzer (NVNA) and an arbitrary waveform generators (AWG). This paper reviews the research activities, achievements, and current research goals at CICESE Research Center in Mexico in the large-signal microwave metrology field. [ABSTRACT FROM AUTHOR]

Mexico is the main Latin American country sending students abroad for international education. In 2020, 34,781 Mexican students were enrolled in higher education institutions (HEIs) outside their country of origin. From those, 37% studied in a European country. The National Science and Technology Council (CONACYT) has funded international student mobility (ISM) for Mexican students since 1970 for the training and consolidation of human resources. Some debates suggest these scholarships mainly benefit students with privileged backgrounds and reproduce inequalities in HE. This paper examines the socio-demographic profiles of CONACYT scholarship doctoral awardees who studied in Europe between 1997 and 2005, along with their different previous HE trajectories and decisions to study abroad. This paper is drawn from my doctoral research using transformative learning theory concepts and the capability approach, exploring the transformative nature of ISM associated with individual meanings of the mobility experiences, capabilities developed, and implications for social change. This paper presents findings from the socio-demographic data collected in 2017 and 2018, from 85 survey respondents who studied in seven European countries. Moreover, it focuses on the qualitative data gathered from in-depth semi-structured interviews with 25 participants who carried out their doctoral studies in the UK, Spain, Germany, France, and the Netherlands. The findings show significant participation of students from less privileged backgrounds and a complex mix of drivers for outward mobility linked to previous educational opportunities and future life aspirations. This paper brings insights from a human development approach, showing how these scholarships are instrumental in increasing ISM opportunities, contributing to social mobility, and facilitating career development. These findings suggest that investment in these types of scholarships contribute to the democratisation and widening participation of international mobility in the European context. School site leadership has commanded the attention of researchers and policymakers in Anglo-American jurisdictions for at least two decades, but little is known about how many other parts of the globe have addressed this topic. This paper reviews published research and policy documents related to school leadership in Latin America between 2000-2016. Applying rapid mapping techniques used for scoping studies, we review 359 research and policy documents and give "coherent, meaningful shape" to what we know and what we don't know about school leadership in the region. Attention in research and policy to school leadership in Latin America was relatively slow to arrive: whilst it grew steadily in the first decade of this century it remains low compared to other regions of the world. We provide an overview of the school leadership policy environment in several countries, describing recruitment, selection, evaluation, and job responsibilities of principals; relevant leadership frameworks; and requirements for training or professional development. We speculate on what might explain the diverse ways that school leadership has been taken up in the region: degree of school system centralization; policy borrowing; stage of development; technocratic problem solving; and neoliberal accountability.

Introduction: Transboundary pollution is a major global challenge and monitoring beach litter along international borders can reveal some of the pathways by which litter enters water bodies, and hence advance the implementation of measures to prevent pollution emissions into international waters. Methods: In this paper, participatory mapping was used to detect beach litter in Imperial Beach, California, along the U.S.-Mexico international border. This study implemented a 3-step protocol including an introductory awareness workshop, a macro-debris survey to categorize and remove beach litter, and a qualitative assessment of pollution drivers. Results: Results show that plastic litter is the most dominant across all transects (304 debris, 52.6% of all litter observations), with an average density of 76 pieces/transect, with plastic being the most common material. Participants identified some of the major causes of pollution with paucity of waste management facilities, tourism activities near/on the beach, and inflow of pollution across the border. Discussion: The paper highlights the role of citizen science in monitoring pollution along large and border regions. Implications of this study include methodological and practical contributions to the study of marine pollution to supplement the current paucity of information on pollution movement and distribution. Canavalia ensiformis is a Fabaceae used for soil conservation and control of weeds. The objective of this study was to identify gall wasps of C. ensiformis at Guerrero, Mexico. A survey was done in June 2022 in a crop of C. ensiformis planted to provide cover for Zea mays L. plots at Anahuac, San Marcos, Guerrero, México. Abnormal galls were found on several organs of the plants, especially the branches. Three branches from 10 plants were gathered, put into paper bags, labelled, and transported in polystyrene containers to Instituto Nacional de Investigaciones Forestales, Agrícolas y Pecuarias (INIFAP) for rearing wasps. Adults were identified based on morphological characteristics. C. ensiformis was reported for the first time as an alternate host of wasps of the genus Eurytoma. Villaseñor and Olóriz (2019) present a comprehensive review of latest Jurassic to earliest Cretaceous ammonites from Mexico, which previously were ascribed to the genus Kossmatia , and provides evidence that these fossils should be referred to other genera. However, descriptions of two new genera provided by Villaseñor and Olóriz (Burckhardtieia and Aguilerites) are lacking indication of their type species that make these genera unavailable following to ICZN articles 13.3 and 67.4.1. Discussed paper also includes figures of the new species Burckhardtieia westermanni , which is lacking formal description, although illustrated by few figures and its holotype is clearly indicated. The genus Burckhardtieia Villasenor and Oloriz can be considered as a junior synonym of the genus Fierrites Cantu Chapa. The latter genus is suggested to be invalid by Villaseñor and Olóriz (2019), but without strong background in support of this statement. Here the author is follow the proposal by Enay (2009) and consider the genus Fierrites as a correct name, which can be used for all American " Kossmatia ". Discussed article is also lacking detailed biostratigraphic data concerning the range of the Burckhardtieia , although clear indication of its range (and ranges of species included in this taxon) seems to be necessary. Background: This study employed bibliometric analysis to ascertain the research focus areas among a group of Mexican physicians affiliated with the Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (ISSSTE). ISSSTE, a healthcare institution catering to a diverse range of diseases, offers a distinctive perspective on the investigated specialties within the realm of health. The primary objective was to identify knowledge gaps in medical care disciplines through a comprehensive examination of scholarly publications. Methods: We retrieved Scopus papers affiliated with "ISSSTE" and saved them as.CSV files. Subsequently, we employed VOSviewer, biblioshiny, and bibliometrix for bibliometric analysis. This enabled us to identify prominent institutions, prolific authors, highly cited researchers, and their respective affiliations. Results: Our analysis identified 2063 publications; the specialty internal medicine accounted for the greatest proportion with 831 publications. Original papers accounted for 82% of the total, with 52% of them being written in Spanish. The majority of scientific output, 92%, originated from Mexico City. The annual production has steadily increased since 2010, peaking in 2021 with over 200 publications. However, papers on prevalent conditions, such as metabolic syndrome, received limited citations, and the L0 index (percentage of uncited items) for all papers is close to 60%. Scopus mislabeled one affiliation, and some cases show a low paper-to-author ratio of 0.5 Discussion: Additional concerns, such as honorary authorship due to excessive authors per paper, and the underlying causes of low citation rates in Mexican publications, warrant further examination. Moreover, our research emphasizes the urgency of bolstering research and development funding, which was consistently below 0.5% of GDP for the past four decades, falling short of legal mandates and international benchmarks. We endorse the establishment of robust research collectives in Latin America to address these challenges, foster regional scientific output, and transition from knowledge consumers to knowledge producers, thereby reducing dependence on foreign technology. This Special Issue is intended to highlight both recent work to advance the physical understanding of transboundary aquifers and factors relevant in successful collaboration on transboundary groundwater resource use. The collected papers address: (1) the identification and prioritization of the needs and strategies for sustainable groundwater development and use, along with the complexities introduced by working across borders with differing governance frameworks, institutions, cultures, and sometimes languages; (2) the characterization of the physical framework of the aquifer, stressors on the aquifer system, and how those stressors influence the availability of groundwater in terms of its quantity and quality; and (3) the incorporation of stakeholder input and prioritization directly into the process of aquifer assessment and model building. The papers provide insights into the state of knowledge regarding the physical characterization of important transboundary aquifers, primarily along the U.S.–Mexico border and the opportunities for greater stakeholder involvement in resource evaluation and prioritization. They point the way towards a future focus that combines both of these aspects of transboundary aquifer assessment for informing groundwater management discussions by policymakers. Supply chain instabilities and inflated material prices have had a disruptive impact on cost estimating of construction projects. While several research efforts used national macroeconomic indicators to forecast the prices of domestically produced construction materials, none of the existing studies investigated whether the lagged macroeconomic indicators of the main trading partners could enhance the predictability of the prices of cement, steel, and lumber in the US construction sector. This paper fills this knowledge gap. The authors adopted a multi-step methodology that included: (1) collecting data on the target variables and the candidate leading indicators; (2) identifying the structural breaks in the collected data sets; (3) conducting causality tests to identify short-term associations and cointegration tests to examine long-term relationships; (4) developing vector error correction (VEC) models to forecast the prices in the short and long terms; and (5) evaluating the performance of the proposed models against existing forecasting models in the literature. Results of the Granger test and Johansen test indicate that Canada's overall producer price index (PPI) is a consistent leading indicator of the prices of cement, and Mexico's overall PPI is a consistent leading indicator of the prices of steel. Findings indicate no statistical evidence to suggest that neither Canada's PPI nor Mexico's PPI can be leading indicators of lumber prices. Over an 18-month ahead of sample horizon, the presented VEC models of cement and steel prices outperformed existing models, particularly beyond the 1-year-ahead forecasts. Utilization of the proposed forecasting models can significantly enhance the accuracy of cost estimates and feasibility studies of construction projects. This provides proactive financial planning for construction contractors and project owners through improved short- and long-term forecasting of the prices of main construction materials. Executive Summary: The International Organization of Migration has characterized the US-Mexico border as the world's deadliest land migration route. By August 2024, a minimum of 5,405 persons had died or gone missing along this border since 2014, with record high numbers since 2021. Migrant deaths occur despite decades of: US Border Patrol search and rescue initiatives; public education campaigns targeting potential migrants on the dangers of irregular migration; dozens of academic publications and reports highlighting the root causes of these deaths; efforts by consular officials, local communities, and humanitarian agencies to locate, identify, and repatriate human remains; and desperate attempts by families to learn the fate of their missing loved ones. This paper introduces a special edition of the Journal on Migration and Human Security (JMHS), which draws on original research and the expertise of medical examiners, forensic anthropologists, social scientists, and humanitarian organizations to examine this persistent human tragedy. Many of the authors investigate migrant deaths in their professional capacities. They identify the dead, return remains to family members, and champion reforms to prevent deaths and better account for the dead and missing. This JMHS special edition represents a collaboration between the University of Arizona's Binational Migration Institute, the Center for Migration Studies of New York (CMSNY), and the Working Group on Mapping Migrant Deaths along the US Southwest Border. The Working Group includes scholars and practitioners from California, Arizona, New Mexico, Texas, and New York who have met monthly since October of 2021. The special edition examines in granular detail the causes of migrant deaths, US border enforcement strategies and tactics, migrant death statistics, and the resource and capacity challenges faced by US counties along and leading from the US-Mexico border in investigating these deaths. The US Department of Homeland Security (DHS) and many public officials attribute the deaths to the predations of human smugglers, the victims' ignorance or assumption of risk, and the harsh "natural" conditions to which migrants finally succumb. This special issue also documents the underlying non-natural causes of this enduring tragedy, and offers both overarching and more targeted solutions to preventing and minimizing migrant deaths. The issue builds upon and extends seminal research on migrant deaths first featured in CMSNY publications more than two decades ago. Section I introduces the issue of migrant deaths by posing the question: Why should we care? Section II describes the genesis of "prevention through deterrence"—a border enforcement theory and strategy—and its evolution through subsequent Customs and Border Protection (CBP) and US Border Patrol strategic plans. It describes the immense enforcement infrastructure built around this idea by successive administrations and Congresses, and it explains why it has failed to stem irregular migration and how it has contributed to migrant deaths. Section III reviews the main causes of migrant deaths—forced migration, the combined effects of prevention through deterrence and border enforcement tactics, the denial of access to asylum, the border wall, the "naturalization" of migrant deaths, and the dominant vision of the border as a site of danger and exclusion. Section IV reviews the legislative standards for identifying, investigating, and reporting on migrant decedents. It also details the deficiencies of Border Patrol and county-level sources of data on deaths, and it outlines ways to strengthen data collection. Section V discusses the burdens placed on communities along and leading from the border in investigating deaths and their need for greater resources and capacity to address this problem. Section VI outlines the anomalies and challenges related to the Border Patrol's migrant rescue program. Section VII describes international legal standards to guide the investigation of migrant deaths and two model programs. This paper explores the relationship between access to early childhood education and care (ECEC) services and family arrangements in the distribution of work in four Latin American countries. We find that households in which all children aged 0 to 5 receive ECEC services exhibit smaller gender gaps in unpaid work, mainly due to a decrease in the amount of time women devote to care work. Women in these households devote more time to paid work, such that the gender gap in total work does not differ between households based on use of ECEC services. However, use of ECEC services for children aged 0 to 5 is associated with reduced hours of unpaid work among women and an increase in women's hours of paid work. These findings confirm the importance of increasing access to early childhood care and education services to reduce gender gaps in the region. [ABSTRACT FROM AUTHOR]

Food fortification in low-income settings is limited due to the lack of simple quality control sensing tools. In this study, we field validated a paper-based, smartphone-assisted colorimetric assay (Nu3Px) for the determination of iron in fortified flours against the gold standard method, atomic emission spectrometry (AES). Samples from commercial brands (n = 6) were collected from supermarkets, convenience stores, and directly from companies in Mexico and characterized using both Nu3Px and AES. Nu3Px's final error parameters were quantified (n = 45) via method validation final experiments (replication and comparison of methods experiment). Qualitative pilot testing was conducted, assessing Nu3Px's accept/reject batch decision making (accept ≥ 40 μg Fe/g flour; reject < 40 μg Fe/g flour) against Mexico's fortification policy. A modified user-centered design process was followed to develop and evaluate an alternative sampling procedure using affordable tools. Variation of iron content in Mexican corn flours ranged from 23% to 39%. Nu3Px's random error was 12%, and its bias was 1.79 ± 9.99 μg Fe/g flour. Nu3Px had a true mean difference from AES equal to 0 and similar variances. AES and Nu3Px made similar classifications based on Mexico's policy. Using simple, affordable tools for sampling resulted in similar output to the traditional sampling preparation (r = 0.952, p = 0.01). The affordable sample preparation kit has similar precision to using analytical tools. The sample preparation kit coupled with the smartphone app and paper-based assay measure iron within the performance parameters required for the application to corn flour fortification programs, such as in the case of Mexico. Drought monitoring and early detection have improved greatly in recent decades through the development and refinement of numerous indices and indicators. However, a lack of guidance, based on user experience, exists as to which drought-monitoring tools are most appropriate in a given location. This review paper summarizes the results of targeted user engagement and the published literature to improve the understanding of drought across North America and to enhance the utility of drought-monitoring tools. Workshops and surveys were used to assess and make general conclusions about the perceived performance of drought indicators, indices and impact information used for monitoring drought in the five main Köppen climate types (Tropical, Temperate, Continental, Polar Tundra, Dry) found across Canada, Mexico, and the United States. In Tropical, humid Temperate, and southerly Continental climates, droughts are perceived to be more short-term (less than 6 months) in duration rather than long-term (more than 6 months). In Polar Tundra climates, Dry climates, Temperate climates with dry warm seasons, and northerly Continental climates, droughts are perceived to be more long-term than short-term. In general, agricultural and hydrological droughts were considered to be the most important drought types. Drought impacts related to agriculture, water supply, ecosystem, and human health were rated to be of greatest importance. Users identified the most effective indices and indicators for monitoring drought across North America to be the U.S. Drought Monitor (USDM) and Standardized Precipitation Index (SPI) (or another measure of precipitation anomaly), followed by the Normalized Difference Vegetation Index (NDVI) (or another satellite-observed vegetation index), temperature anomalies, crop status, soil moisture, streamflow, reservoir storage, water use (demand), and reported drought impacts. Users also noted the importance of indices that measure evapotranspiration, evaporative demand, and snow water content. Drought indices and indicators were generally thought to perform equally well across seasons in Tropical and colder Continental climates, but their performance was perceived to vary seasonally in Dry, Temperate, Polar Tundra, and warmer Continental climates, with improved performance during warm and wet times of the year. The drought indices and indicators, in general, were not perceived to perform equally well across geographies. This review paper provides guidance on when (time of year) and where (climate zone) the more popular drought indices and indicators should be used. The paper concludes by noting the importance of understanding how drought, its impacts, and its indicators are changing over time as the climate warms and by recommending ways to strengthen the use of indices and indicators in drought decision making. Structural race-based inequalities in Mexico cannot be denied. Anthropologists and social scientists have thoroughly documented racism at both personal and systemic levels. Following I.M. Young's framework, this paper identifies two possible pathways for the anti-racist movement in Mexico: the liability and the social connection models. The former uses guilt to assign responsibility —it requires an agent to be voluntarily and causally connected to injustice; the latter does not isolate perpetrators but assigns responsibility to all agents who contribute (voluntarily or not) by their actions to the structural processes that produce injustice. After examining the trajectory of the Mexican anti-racist movement, this paper demonstrates that activists are relying too heavily on the liability model. Furthermore, drawing from ethnographic material from Brazil and the United States, the paper suggests that this model is not only unnecessarily confrontational and ineffectual, but potentially counterproductive for the anti-racist movement, as it is prone to provoke a defensive response. In turn, this paper suggests focusing on the structural nature of racism in Mexico and developing ways to communicate this effectively, in order to foster the positive prospects of successful anti-racist activism. U.S. support for border enforcement in Mexico has been ongoing for decades, but in 2014, after the arrival of unprecedented numbers of Central American minors and families to the U.S., even greater pressure was placed on Mexico to seal its border with Guatemala. This paper explores the resulting tensions between Mexican border enforcement policies outlined under Programa Frontera Sur, intended to tighten security and surveillance in the south of the country, and Mexico's 2011 Migration Law, intended to facilitate the protection of migrants' rights. Through ethnographic fieldwork, I examine how the borders of the Mexican state are maintained through the (il)legibility of administrative rules and procedures in the context of conflicting immigration agendas. Specifically, this paper explores the precarious paths to legal protection via regularización de estancia por razones humanitarias, a temporary legal status granted to victims of grave crimes. It traces applicants' circuitous trajectories through bureaucratic processes and evolving enforcement landscapes, noting the costs and contingencies involved in making claims 'legitimate' and legible in the eyes of the state. This paper also brings attention to the positioning of migrant shelters at the margins of state inclusion, where formal and informal mobilities often intersect. As a feminist geopolitical study of state bordering practices, this research is useful in understanding lived impacts and responses to more recent strategies of administrative border enforcement, including the MPP and Title 42 programs. Methane, sulfate and chloride concentrations in sediment porewater from two coastal mangrove ecosystems (Celestún and Chelem Lagoons) on the Yucatán Peninsula, Mexico were measured. In these sediments methane exists in shallow sediments where sulfate is not depleted, and sulfate reduction is actively occurring. A transport-reaction model depicting the various production and consumption processes for methane and sulfate is used to elucidate processes responsible for this observation. The model illustrates that methane in the upper sediments is produced in-situ supported by high dissolved organic matter as well as by non-competitive substrates. In addition methane is contributed to porewater in the upper sediments, where sulfate reduction occurs, by transport from deeper zones within the sedimentary column through bubbles dissolution and diffusion. The shallow methane production and accumulation depths in these sediments promote high methane fluxes to the water column and atmosphere. [ABSTRACT FROM AUTHOR]

We modelled the carbon (C) cycle in Mexico with a process-based approach. We used different available products (satellite data, field measurements, models and flux towers) to estimate C stocks and fluxes in the country at three different time frames: present (defined as the period 2000-2005), the past century (1901-2000) and the remainder of this century (2010-2100). Our estimate of the gross primary productivity (GPP) for the country was 2137±1023 TgCyr-1 and a total C stock of 34 506±7483 TgC, with 20 347±4622 PgC in vegetation and 14 159±3861 in the soil. Contrary to other current estimates for recent decades, our results showed that Mexico was a C sink over the period 1990-2009 (+31 TgCyr-1) and that C accumulation over the last century amounted to 1210±1040 TgC. We attributed this sink to the CO2 fertilization effect on GPP, which led to an increase of 3408±1060 TgC, while both climate and land use reduced the country C stocks by -458±1001 and -1740±878 TgC, respectively. Under different future scenarios the C sink will likely continue over 21st century, with decreasing C uptake as the climate forcing becomes more extreme. Our work provides valuable insights on relevant driving processes of the C-cycle such as the role of drought in marginal lands (e.g. grasslands and shrublands) and the impact of climate change on the mean residence time of C in tropical ecosystems. The Body Project (BP) intervention for body image issues is supported by extensive efficacy and effectiveness research, most of which has been conducted in the United States. The BP uses cognitive dissonance to help participants critique the ideal appearance through written, verbal, and behavioral exercises. This reduces the internalization of the appearance ideal, which in turn decreases body dissatisfaction symptoms and, in some individuals, the onset of eating disorders. To broadly implement this program in Mexico and Latin America, Comenzar de Nuevo (CdN), a non-profit organization for eating disorder treatment, partnered with the Body Project Collaborative in 2014. Together, they created a training and implementation infrastructure. This paper explores the adaptation of BP and its implementation in Mexico and Latin America. We used sustainable business, marketing, and educational models to fulfill CdN's mission to reduce eating disorder risk factors, including weight stigma, in the Latin American region. By integrating strategies to combat weight stigma within our program delivery, we strive to contribute to a more inclusive and supportive environment. We trained master trainers, regular trainers, and/or group facilitators from Argentina, Bolivia, Colombia, Costa Rica, Chile, Dominican Republic, El Salvador, Guatemala, Mexico, Panama, and Spain; and implemented the BP in 15 public schools supported by sponsorship programs.
