Firms, especially heavy-polluting firms, are facing intense pressure from informal environmental regulations, which play a unique role in promoting heavy-polluting firms' green technology innovation (GTI). Communities and ENGOs are two important informal environmental regulation entities that have different influence mechanisms to stimulate heavy-polluting firms in GTI. The research results indicate that heavy-polluting firms' GTI follows an inverted U-shape as the number of communities around these firms increases, whereas it follows a positive linear correlation as the number of ENGOs increases. Interestingly, ownership types and administrative hierarchy distance positively moderate the curvilinear and linear relationships. State-owned enterprises (SOEs) are more inclined to maintain their legitimacy by fulfilling communities' and ENGOs' environmental requirements than non-SOEs. A shorter administrative hierarchy distance means that firms are supervised by high-level governments. This article employs asymmetric configuration theory and methods to investigate how technological innovation drives regional green growth in China's complex environment. Specifically, the pooled QCA method is employed to identify multiple driving paths for technological innovation-driven regional green growth. Three configurations for high green growth have been identified: (1) a configuration with high IRD (internal R&D), non-high GS (government support), non-high TM (technology market), and non-high ER (environmental regulation) as core conditions; (2) a configuration with high IRD, non-high NRD (non-R&D) and non-high ER as core conditions complemented by high TM; and (3) a configuration with high levels of IRD, ERD (external R&D) and TM, and non-high ER as core conditions. Furthermore, high IRD is essential for green growth, while strict environmental regulations may be detrimental. This article explores the impact mechanism of different types of environmental regulations on corporate green technology innovation (GTI). The research focuses on analyzing three types of environmental regulations: command based environmental regulation (ER1), market-oriented environmental regulation (ER2), and voluntary environmental regulation (ER3), and how they affect corporate GTI. This study selected enterprise GTI as the dependent variable and measured it by the number of applications for green invention patents and green utility model patents. The independent variables are the three types of environmental regulations mentioned above. According to data from Chinese A-share listed companies. Using benchmark regression models to analyze the impact of different environmental regulations on GTI, and constructing a moderating effect model to study the role of corporate R&D investment and government support in the process of environmental regulations affecting GTI. The results indicate that (1) ER1, ER2, and ER3 can all promote enterprise GTI, and the three environmental regulatory methods have a better synergistic effect. (2) R&D investment has a positive correlation with the relationship between ER2 and GTI, and a negative correlation with ER 3 and ER 1. (3) There are differences in the GTI performance of enterprises in different regions, ownership nature, factor density, and industry types under the influence of environmental regulations. (4) The impact of environmental regulatory policies on corporate GTI is mainly short-term. This study provides a new perspective on how environmental regulations affect corporate GTI, especially in the context of developing countries like China. The research findings emphasize the role of different types of environmental regulations in incentivizing corporate GTI, while also pointing out factors that governments need to consider when formulating environmental policies, such as regional differences and corporate characteristics, which are of great significance for promoting green development of enterprises and achieving broader sustainable development goals. Based on the two-stage innovation value chain model, incorporating environmental regulation policies and three-waste emissions into the research framework, constructing a green technology innovation efficiency evaluation index system from the perspectives of green inputs and outputs, and utilizing the super-efficiency SBM model and the Malmquist-Luenberger index model, assessing the effectiveness of green technological innovation in two aspects, namely, static, and dynamic, respectively. The results show that: the average value of green technical innovation efficiency of China's hightech industries is 0.5277, with significant differences between provinces, but the overall is constantly improving, showing an upward trend; the green technological innovation efficiency decreases from east to west, and the differences among the three major regions are not only embodied in spatial patterns, but also in the growth rate; during the period of investigation, the inefficient provinces are gradually decreasing, and the level of green technological innovation of China is constantly getting better; China's The average value of ML index of green technical innovation efficiency of high-tech industries in China is greater than 1, and the overall development trend is better; the increase of ML index in the eastern and central regions mainly relies on the positive influence of technological efficiency, while the decrease of ML index in the western part is affected by the recession of technological progress and technological efficiency, and the efficiency of technology research and development stage is generally higher than that of scientific and technical achievements transformation stage, and low efficiency of achievements transformation stage is mainly affected by the inhibiting effect of technological progress - inhibitory effect of technological advancement. This paper uses the data of Chinese listed companies from 2008 to 2019, selects a space autoregressive difference-in-difference model (SAR-DID) to research environmental regulation policies on corporate green innovation, and empirically tests the impact of Energy Consumption Rights Trading (ECRT), Environmental Protection Interview (EPI), and the simultaneous implementation of the two policies (ECRT and EPI). The research results show that enterprise green innovation has produced a positive spatial spillover effect. The implementation of ECRT has a positive effect on corporate green innovation and has a long-term effect, while the implementation of EPI also has a positive effect on corporate green innovation, but the effect is "immediate" and less pronounced and lasting than ECRT. The promotion effect of ECRT and EPI is higher than the net effect of the two policies, but it will weaken over time. The promotion effect of environmental regulation policies on corporate green innovation is more concentrated in the eastern regions and non-heavy polluting industries. Therefore, China should implement both ECRT and EPI simultaneously, with ECRT in the first place and EPI in the second, and actively explore ways to keep the policies effective in the long-term. Depending on the incentive impact of environmental regulations in different regions and industries, differentiated environmental regulations should be applied to promote the technological transformation of enterprises and strengthen green innovation. The relationship between environmental regulation and innovation has long been a key issue of scholarly interest. The Porter hypothesis posits that environmental regulations can effectively promote innovation. However, with the rapid development of the Internet, the relationship between environmental regulation and innovation has changed. Through a theoretical analysis, this paper finds that the development of the Internet can not only directly promote innovation but also inhibit innovation through environmental regulations. This paper uses Chinese city-level data from 2014 to 2016 to empirically test the relationship among the Internet, environmental regulation, and innovation. The study finds that (1) the increase in the Internet level and in the intensity of environmental regulations promotes innovation, and the results remain stable after the replacement of the Internet level metrics, (2) the increase in the Internet level inhibits the positive effect of environmental regulations on innovation, but its inhibitory effect is lower than the promotion effect of the Internet on innovation, and (3) the Internet and environmental regulations have a significant promotion effect on the application and acquisition of three types of patents, including invention patents, utility model patents and design patents, with the application and acquisition of utility model patents having the greatest promotion effect, and (4) the analysis of heterogeneity shows that environmental regulation has a greater effect on innovation in eastern and provincial capital cities, and the Internet has a greater effect on innovation in western and nonprovincial capital cities. Finally, this article puts forward policy recommendations based on three aspects: strengthening Internet construction, implementing environmental regulations and policies based on local conditions, and increasing support for R&D and innovation. China's fast industrialization and economic expansion has led to environmental degradation, prompting the government to implement a slew of environmental regulations and laws. This article examines how China's stringent environmental policies and legislation have impacted the development of environmental technology. The study's panel of Chinese companies confirmed that more stringent regulations really spurred innovation in green technology. This research lends credence to the premise that stricter environmental regulations are helpful in inspiring the development of cleaner technology that may help mitigate environmental issues. Research also shows that tighter environmental legislation increases environmental policy's effect on technological development. According to these results, environmental law may improve the efficiency of environmental policy by providing a hospitable framework for the application of technological innovation. In the context of tightening resource and environmental constraints, quantitative measurement and influencing factors of cultivated land use eco-efficiency (CLUE) have become hot topics in current academic research. Existing studies primarily focus on the influence of natural, social, and economic factors on CLUE but ignore exploring the impact mechanism and effect of environmental policies on CLUE. Therefore, this study aims to explore the impact of environmental regulations on CLUE. To achieve this objective, a super-efficiency slack-based measure (super-SBM) model is used to calculate the CLUE for 31 provinces (municipalities and autonomous regions) in China from 2000 to 2009. Additionally, the intermediary effect model and the threshold effect model are used to empirically investigate the transmission mechanism and nonlinear characteristics between environmental regulation and the CLUE. The results show that: (1) the temporal dynamics of CLUE exhibit a pattern of initial fluctuating decline followed by gradual growth in China as a whole and across its eastern, central, and western regions. (2) Environmental regulation has a significant negative impact on CLUE, and the effect exhibits a nonlinear characteristic of decreasing marginal effects. (3) Agricultural technological innovation and agricultural industrial structure play a mediating role between environmental regulation and CLUE, reducing the negative impact of environmental regulation on CLUE. Environmental policies play an important role in the process of industrial low-carbon transition in developing countries. From the perspective of the impact condition and mechanisms, we discuss how to improve their effectiveness to give full play to the positive impact of environmental regulations. Based on provincial industrial data from 2003 to 2019 in China, this study uses a threshold regression model and endogenous regression to reveal the impact condition and mechanisms of environmental regulations on industrial low-carbon transition. The results suggest that (1) technological innovation capability and cost-bearing capacity are the key conditions for environmental regulations to exert a positive impact on low-carbon transition. (2) Environmental regulations have a positive impact on low-carbon transition through technological innovation (technology), resource reallocation (capital), and skill premium (labor). Research on the implementation conditions and mechanisms of environmental regulations will help policy-makers formulate appropriate and reasonable environmental regulations and eliminate the obstacles between environmental regulations and low-carbon transition, while an assessment of China's environmental policies will provide a reference for environmental governance in other developing countries. Based on the instrumental variable method and a fixed-effects model, this paper uses panel data from 283 prefecture-level cities in China from 2004 to 2016 to analyse the impact of environmental regulation on the international competitiveness of China. The results suggest that (1) the strengthening of environmental regulation hinders the international competitiveness of Chinese cities; (2) technological innovation, resource allocation and government intervention all have partial mediating effects between the intensity of environmental regulation and the international competitiveness of Chinese cities. Nevertheless, if reasonable environmental policies can be formulated to enable the organic coordination of technological innovation, resource allocation and government intervention, it is possible to achieve a win-win situation between environmental regulation and the international competitiveness of Chinese cities. It is essential to explore the optimal environmental regulation policy combination for high-quality economic development due to the mutual constraints and confrontation between environmental regulation policies. Based on provincial panel data of China from 2000 to 2019, this study uses the spatial Durbin model to examine the synergy effect of different environmental regulation policy combinations on high-quality economic development from the dual perspective of local effects and spillover effect of environmental regulation, respectively. Furthermore, it explores the threshold effect of environmental regulation policy synergy on high-quality economic development through technological innovation at provincial level as well as in three major regions of China using the threshold regression model. The results indicate that environmental regulation policy synergy has a spatial spillover effect on high-quality economic development, and there is a positive U-shaped relationship with them no matter which policy combination. However, there are significant differences in the local effects and spillover effects of environmental regulation policy synergy under different policy combinations. Moreover, there is a double threshold for environmental regulation policy synergy effect on high-quality economic development except in central China, which policy combinations of 13 and 23 have a single threshold effect, while the other policy combinations have no threshold effect. Finally, the optimal environmental regulation policy combination for high-quality economic development is given through comparative analysis. Previous studies on the relationship between environmental regulation (ER) and technological innovation efficiency of defence industry (TIE-DI) mainly focus on variability and complexity, while few empirical studies have incorporated environmental flexibility into models, and most of them are based on questionnaires. Therefore, this paper takes environmental regulation and environmental policy complexity (EPC) as the entry point, so as to discuss the feasibility of improving the technological innovation efficiency of China's defence industry enterprises (CDI), which aims to empirically test the mechanism of ER and EPC on improving the efficiency of applied technological innovation of China's defence industry enterprises. The research conclusion provides sufficient theoretical basis and empirical support for strengthening the technical innovation efficiency support, standardising the market order and the market leading, establishing the information disclosure mechanism and improving the internal control of industrial enterprises. As an important indicator of sustainable development, industrial eco-efficiency (IEE) has aroused growing attention from governments all over the world including China, in recent decades. The Chinese government has introduced numerous environmental regulations; however, the environmental pollution issue does not appear to have been solved. Moreover, although several earlier studies have shown that environmental regulations may promote innovation, there is no consensus on their ultimate effects on IEE. Therefore, this study took a critical look at the connection between environmental regulations and IEE in 36 Chinese sub-sectors from 2009 to 2018. Based on the weak Porter hypothesis (weak PH) and strong Porter hypothesis (strong PH), this paper constructed two panel regression models and conducted group analysis by pollution intensity to check the relationships among environmental regulations, technological innovation, and IEE. It was found that environmental regulations can improve technological innovation and IEE, but these impacts vary across different pollution groups. Specifically, environmental regulations have a U-shaped or inverted U-shaped relationship with technological innovation and IEE. Of the 36 sub-sectors, 26 prove the existence of the Weak PH while 10 verify the Strong PH, indicating that environmental regulations generally advocate technological innovation for most sub-sectors but only promote IEE in a few sub-sectors at present. As the world becomes more concerned about carbon emissions, the Chinese government, which is a large contributor to carbon emissions, has also begun to pay attention to the issue of carbon emissions. Environmental regulatory policies have been implemented to improve the environment, but are these policies really conducive to improving firms' eco-innovation performance? This paper empirically investigates the relationship between environmental regulation policies and firms' eco-innovation performance in China and finds that: firstly, environmental regulation in China is inadequate and that manufacturing eco-innovation performance is generally low; secondly, there is a U-shaped relationship between environmental regulation policies and firms' eco-innovation performance; thirdly, there is significant industry and regional heterogeneity in the induced effects of environmental regulation tools; and fourthly, there is a mediating effect of industrial agglomeration on the promotion of firms' eco-innovation performance. The conclusions of this paper are: firstly, that the Chinese government should continue to improve environmental regulations and strictly enforce them so that green becomes the colour of 'economic recovery'; secondly, that the Chinese government should develop scientific and reasonable environmental regulatory policies according to local conditions; thirdly, that Chinese companies should increase their spending on research and development; and fourthly, that the Chinese government needs to optimise the industrial layout and support mechanisms. We present a Hotelling duopoly and study the relationship between privacy regulation and environmental policy in an industry in which firms invest in "green" innovation (E-R&D) to reduce emissions in production. This research concludes that governments need to set emission taxes consistent with privacy regulations. With strong privacy protections, emission taxes should be higher than the case with no privacy protections. In the asymmetric case with poor privacy regulation, the optimal emission tax is highest to achieve emissions reductions. In addition, an economic trade-off can arise from the industry profits and E-R&D investment. With weak privacy regulation, the effort of E-R&D is highest, and corporatedo the least harm to the environment, while the industrial profits are lowest due to the massive tax burden. Environmental regulation and innovative development are essential means to solve the negative externalities of environmental pollution. However, developing countries often face the dual pressures of environmental pollution and innovative development. This paper focuses on whether environmental protection policies (EPP) can achieve a win–win situation between green development and innovative development. Based on the panel data of 277 cities in China from 2006 to 2016, this paper studies the impact of China's EPP on urban innovation efficiency by using a time-varying difference-in-differences approach. Combined with the geographical features of Chinese cities, we further take urban form into the mediating effect analysis. The results show that (1) EPP has a significant positive impact on innovation efficiency, and the result satisfies the parallel trend test; (2) the robustness test shows that EPP has technological innovation and diffusion effects; and (3) the mediating effect test show that urban form has a significant mediating effect on the impact of EPP on innovation efficiency. Under the background of global response to climate crisis and environmental pollution, environmental regulation plays an increasingly important role in green technology innovation. This paper uses data from 280 Chinese cities from 2003 to 2019 to empirically answer the question whether environmental regulation can improve the level of urban green technology innovation. It is found that environmental regulation has a significant positive effect on green technology innovation. Under the heterogeneity of economic geographical region and resource-based city, environmental regulation has positive promoting effect on urban green technology innovation. Heterogeneity results also show that environmental regulation significantly promotes green technology innovation in central and resource-based cities, but does not significantly promote green technology innovation in eastern and western cities and non-resource-based cities. Further research shows that environmental regulation can promote the level of green technology innovation through the two transmission mechanisms of government technology input and foreign direct investment. For the Chinese local government which is implementing the policy of green economic transformation, the formulation of scientific regional environmental policy is beneficial to improve the level of green technology innovation, increase government technology input and optimize the foreign investment environment. Reasonable environmental regulation is beneficial to promote green innovation and sustainable development, but the current lack of research of environmental regulation and collaborative innovation intention. Based on this, this paper constructs an evolutionary game model of green collaborative innovation between enterprises and financial institutions from the perspective of enterprise information disclosure and financing constraints, and explores the specific effects of different types of environmental regulation through case analysis and numerical simulation. Case studies show that the cooperation between enterprises and financial institutions is conducive to the realization of green innovation, but there is still no effective restraint mechanism. The numerical simulation results show that the combination of market-incentive and command-controlled environmental regulation can better stimulate the willingness of collaborative innovation, but the former has more significant incentive effect. Further, for enterprises, the government's cost subsidy or revenue incentive coefficient positively affects the cooperative innovation willingness of both parties. Similarly, the improvement of the cost subsidy or income incentive or even punishment coefficient by the government to financial institutions also has the same effect; increasing the cost subsidy coefficient is more significant, and enterprises are more sensitive to this. This paper used a dynamic spatial panel model to empirically analyze the effects of environmental regulation, market demand, and the associated spatial spillovers on regional green innovation in China, from which the following was found. (1) The environmental regulations had a positive "U-shaped" effect on local green innovation and a positive neighborhood spillover effect, and market demand had a significant positive effect on local green innovation and a "ripple effect." (2) The mechanism analysis found that the environmental regulations tended to inhibit regional green innovation input through a "cost compliance" effect, and market demand had a stronger incentive effect on innovation input than the environmental regulations, thus promoting the improvement of green innovation level. (3) The environmental regulation and market demand effects on green innovation had obvious spatial and temporal heterogeneity. The results of this study could help to promote regional green innovation by formulating reasonable environmental policies and stimulating the vitality of green technology market. In 2020, China's carbon emissions were 10 billion tons, about 29% of global ones. As the largest carbon emitter in the world, China's heavy carbon emission pressure will affect not only its sustainable development, but also the global climate change situation and human survival. In order to achieve a positive interaction among renewable energy technological innovation, environmental regulation intensity and carbon pressure, and effectively alleviate China's carbon pressure, the dynamic interaction among the three aspects was investigated by taking 2008–2017 panel data of China mainland as the research sample, measuring carbon pressure level and renewable energy technological innovation, establishing panel vector autoregressive (PVAR) model, and adopting impulse response function and variance decomposition. It was found that a mutual promoting effect exists between renewable energy technological innovation and environmental regulation intensity, and also between renewable energy technological innovation and carbon pressure, while a mutual inhibiting effect between environmental regulation intensity and carbon pressure. The variance decomposition results show that carbon stress level has the highest contribution to the long-term variance of renewable energy technological innovation except for the variable itself, which is 10.2%. Renewable energy technological innovation has the highest variance contribution to environmental regulation intensity, which is 8.2%, and environmental regulation intensity has the highest variance contribution to carbon stress level, which is 28.1%. The conclusions of present study are helpful to clarify the dynamic interaction among renewable energy technological innovation, environmental regulation intensity and carbon pressure, further improve environmental regulation policy and renewable energy technological innovation R&D decision-making, and provide an effective way for China and the world to alleviate carbon pressure. With the process of China's economic transformation and structural adjustment, the trend of thermal power industry transfer is more and more obvious. Under the background of industrial transfer, the research of the influence of environmental regulation on technological innovation has become a vital issue that needs to be discussed urgently for the current high-quality economic development. Based on the thermal power industry data in 30 provinces of China from 2008 to 2017, this paper constructs a mediating effect model to examine the relationship among environmental regulation, industrial transfer, and technological innovation. The results reveal that: (1) there is a U-shaped relationship between environmental regulation and technological innovation; (2) the increase of environmental regulation intensity promotes the thermal power industry to move to areas with loose environmental regulation; (3) industrial transfers play a mediating role in the process of environmental regulation influencing technological innovation. Therefore, the government should formulate scientifically effective environmental regulation policies so that the thermal power industry can realize orderly transfer and realize technological innovation. This research measures the relationship between green innovation and the performance of financial development by using an econometric estimation during the year of 2000 to 2018 in 28 Chinese provinces. It is intended to explore the relative role of green technological innovation in driving green financial development in the west and central China, as well as how it influences economic growth in these regions. Ordinary least square (OLS) framework was utilized in mainland China to perform empirical studies by using an econometric estimation. This study claims that China has adopted research-based education system, while those for economic growth and expenditure in the regions while the innovation parts results shows that the tertiary education were 12.42% and 13.53% versus the 10.50% and 10.6% in the eastern area. The research-based education increases the patents in green innovation and boosts the environmental policy. The financial development led to green technological development and innovation. Green innovation and financial development decrease the emissions, and it is apparent that as environmental regulations stimulate technical development, the superiority of human resources increases. The findings indicate that green financing reduces short-term lending, thus limiting clean energy overinvestment, while the long-term loans have little impact on renewable energy overinvestment, and the intermediary effect is unmaintainable. Purpose: Environmental regulation policy and cleaner production technology innovation are the key links to achieve sustainable economic development. This paper tests the impact of Two Control Zone (TCZ) environmental regulation policy on cleaner production technology innovation and explains the heterogeneity effect between them from the perspective of regional pollution intensity and R&D investment scale. Design/methodology/approach: This paper takes TCZ policy as an environmental regulation policy and collects the patent data related to coal desulfurization cleaner production technology innovation in prefecture-level cities from 1994 to 2002 in China. This paper also tests the relationship between TCZ environmental regulation policy and cleaner production technology innovation based on difference in difference (DID) model. Take regional R&D investment scale and pollution intensity as category variables and analyze the heterogeneity effect of TCZ environmental regulation policy on cleaner production technology innovation based on difference-in-difference-in-difference (DDD) model. Findings: TCZ environmental regulation policy effectively promotes China's cleaner production technology innovation, but it is more conducive to cleaner production technology innovation in heavy pollution areas. Green energy efficiency (GEE) is pivotal for sustainable economic growth, particularly in the context of China's ambitious environmental goals. This study assesses the impact of Green Financial Reform and Innovation Pilot Zones on GEE from 2005 to 2020, using the SBM-GML method and a Double Difference Model (DID). Findings indicate a significant improvement in GEE within these zones, driven by advancements in green innovation and environmental regulation. At the micro level, firms in pilot zones show enhanced Environmental, Social, and Governance (ESG) performance and experience fewer financial constraints. The escalating demand for resources in urban and rural construction development raises the crucial question of achieving green development within limited resource constraints. This study delves into the interplay between environmental policy and green development in urban and rural construction. Utilizing the spatial Durbin model for analysis, findings reveal that investment-oriented environmental regulation significantly impacts green development and positive spillover effects in neighboring regions when considering spatial weight matrices. In contrast, cost-based environmental regulations positively affect green development when spatial interactions are disregarded. However, they exhibit negative effects at the spatial level, potentially leading to a "pollution relocation" phenomenon. Although the influence of R& D subsidy-based environmental regulations on green development is not significant, their impact becomes notable upon considering spatial interactions, potentially generating positive effects across regions through mechanisms such as technology diffusion and knowledge transfer. Furthermore, from an endogeneity perspective, the impact of environmental regulatory tools on green development exhibits a time lag effect. Moreover, investment-type regulation in the eastern regions significantly fosters green development, whereas cost-based regulation shows a suppressive effect; investment-type regulation in central regions has a positive spillover on neighboring areas; and R&D subsidies in western regions negatively impact local green development. Rapid developments in environmental infrastructure have contributed to significant improvements in green total factor productivity, but further investigation is required to provide a detailed assessment to understand the policy mechanisms involved. This paper analyzes environmental progress in China through MMQR, CCEMG, and AMG as empirical strategies for 30 provinces in China. Our empirical results reveal that energy optimization through renewable energy is the most effective channel to improve green total factor productivity, though it is not the only available option. Since environmental regulations, infrastructure development, and green technology innovation also directly impact energy efficiency, adopting these within policy channels will positively impact environmental sustainability. Green innovation (GI) is increasingly recognised as an effective strategy for tackling climate change, mitigating environmental issues, and promoting sustainable development. Using panel data of the Chinese listed firms from 2007 to 2019, this study adopts the difference-in-differences approach to assess the impact of the green finance policy (GFP) initiated by the Chinese government in 2012 on the green innovation performance of firms. The findings reveal that the GFP significantly boosts the green innovation performance of heavily polluting enterprises (HPEs). Notably, this effect is more pronounced in state-owned enterprises and firms with high dependence on external finance. Compared with penalty-based regulations, incentive-based and voluntary environmental regulations demonstrate more significant moderating effects on the relationship between the GFP and green innovation performance for HPEs. We also identify improved efficiency in the usage of green investments as a potential mechanism through which the GFP enhances the green innovation performance of HPEs. Further comparative analysis shows that green enterprises can achieve simultaneous improvement in both the quality and quantity of green innovation, whereas HPEs predominantly exhibit enhancements in innovation quantity. To maximise the GFP's positive effects, it is recommended to facilitate more targeted bank lending towards HPEs to support their structural transformation. The heterogeneous impacts of environmental regulation on China's low‐carbon economic transformation has attracted much attention. This paper uses the provincial panel data of China as the sample, by constructing a dynamic intermediary effect model, this paper empirically tests the intermediary effect and path difference of different environmental regulation policies on carbon dioxide emission reduction. The study found that whether China's environmental regulatory policies can influence the intensity of carbon emissions through mediation effects is closely related to the type of policy. China's ordered environmental regulation policy can force technological innovation to indirectly curb carbon emissions, but a high carbon industry structure indirectly promotes carbon emissions. Carbon trading pilots have a negative intermediary effect on carbon emissions through industrial structure and technological innovation. The eastern mainly directly suppress carbon emissions through the market incentive policy, the central mainly relies on the command‐controlled environmental policy to achieve backward emission reduction, the western produces a green paradox. Methods of previous researches on green technology innovation will have difficulty in finite population. One solution is the use of stochastic evolutionary game dynamic-Moran process. In this paper we study stochastic dynamic games about green technology innovation with a two-stage free riding problem. Results illustrate the incentive and selection strength play positive roles in promoting participant to be more useful to society, but with threshold effect: too slighted strength makes no effect due to the randomness of the evolution process in finite population. Two-stage free riding problem can be solved with the use of inequality incentives, however, higher inequality can make policy achieves faster but more unstable, so there would be an optimal range. In order to explore the impact of technological innovation on economic performance all regions in China is studied from different environmental regulation. The panel data of 30 provinces from 2007 to 2017 are collected, and variables reflecting environmental regulation and technological innovation are designed. Multivariate linear regression analysis is used to verify how technological innovation affects economic performance before and after environmental regulation is added. The results show that technological innovation has a significant positive impact on economic performance, and technological innovation has still a positive impact on economic performance after addingenvironmental regulation.The eastern region is superior to the central and western regions in terms of environmental regulation policy, technological innovation and economic performance, and in dealing with the relationship among those three. This paper investigates the impact of China's environmental regulations, with a focus on the green credit policy, on green innovation in pursuit of the "carbon peak and carbon neutrality" goal. Given the implementation of the 2012 Green Credit Guidelines, this paper employs the Difference-in-Difference Method (DID) and conducts a quasi-natural experiment to empirically examine the interactions among the central government, local governments, and high-pollution and high-emission enterprises by exploring the impact of green credit policies on green innovation of these enterprises. Relying on 4503 samples of 237 high-pollution and high-emission enterprises listed in the main board in China from 2003 to 2021, this study reveals that the green credit policy can improve green innovation of these enterprises. Specifically, this study explores the detailed mechanism through which the green credit policy enables these enterprises to increase their market concentration and then the monopoly profits, which in turn promotes their green innovative productivity. In addition, this paper also reveals how local governments' political and financial incentives may serve as positive and negative moderating factors, respectively, within the impact mechanism. Based on the unique perspective of local environmental regulations promulgated in Chinese prefecture-level cities from 2000 to 2018, this paper examines the impact of urban environmental legislation on green total factor energy efficiency (GTFEE). The results show that implementing environmental legislation significantly improves local GTFEE , with comprehensive protection regulations contributing to local energy efficiency improvements, while the impact of pollution prevention regulations is insignificant. This conclusion remains robust to multiple scenarios. Potential mechanisms through which environmental legislation can guide urban green transition include the industrial upgrading effect represented by "clean industry development" and "polluting industry exit", as well as the technical innovation effect achieved through "new technology generation" and "old technology upgrading". • Difference-in-differences model is employed to estimate the effect of the low-carbon city pilot (LCCP) policy on entrepreneurial activity. • The LCCP policy can promote the entrepreneurial activity of the pilot cities. • We explored the mechanism of the LCCP policy on entrepreneurial activity. • We discussed heterogeneity and spatial spillover effects of the LCCP policy. The low-carbon city pilot (LCCP) policy is a city-level environmental regulation policy proposed by China to implement climate action goals and achieve sustainable development, and has received widespread attention since the first batch of pilots was presented in 2010. This study systematically examines the causal effect of the LCCP policy on entrepreneurial activity by constructing a difference-in-differences (DID) model using panel data for 186 cities in China over the period 2008–2017. We found that the LCCP policy significantly promoted entrepreneurial activity and this effect gradually strengthened over time during the study period. A series of robustness tests support this finding. The results of the mechanism test suggest that the LCCP policy can discourage entrepreneurial activity by increasing production costs and also promote entrepreneurial activity by increasing human capital accumulation and promoting technological innovation. The results of the heterogeneity analysis indicate that non-command-and-control policy instruments can better promote entrepreneurial activity in the context of a comprehensive environmental regulation policy such as the LCCP policy. The results of the spatial spillover effects test show that the LCCP policy can significantly promote entrepreneurial activity in the neighboring areas, and this effect is greater than that of the pilot areas. We analyze the environmental regulation-productivity nexus and add to the literature in two main ways. First, shadow prices of energy and industrial energy prices are employed as relative measures of policy stringency. To ensure the robustness of the results, the model is also estimated for five alternative measures that have been applied in prior research. Second, we address the endogeneity of environmental regulation, innovation, and trade openness. A cross-country multi-sectoral dataset is utilized, including newly industrialized countries and former transition economies. The estimates show that the positive effects of increases in environmental policy stringency on productivity, which have often been reported in the more recent studies, change to mainly insignificant effects once simultaneity is controlled for. Hence, no support for the strong Porter Hypothesis can be found. This paper evaluates the effect of host‐country environmental policy stringency on the offshoring of green patents for 2000 top world R&D performers. It is shown that a more stringent environmental regulation triggers patent offshoring in the field of green technologies. Results are robust to various different specifications, to alternative definitions of innovation offshoring and of regulatory restrictions, to controls for firm and country‐level characteristics and to the consideration of possible endogeneity of regulation. We interpret these findings as evidence that MNEs can take advantage from their exposure to multiple institutional settings, reducing the costs of, and increasing the payoff from, green innovation offshoring. Abstract Pollution Haven hypothesis and Porter hypothesis provide two different behavioral strategies for pollution industries under stringent environmental regulations, which make a clear line between the two hypotheses in the previous literature. This paper studies the pollution industry transfer in China from the perspective of industry mobility, and proves that the transfer of pollution industries under environmental regulations is the comprehensive effect of "Pollution Haven" and "Innovation Compensation" by using Chinese provincial-level data from 2000 to 2015. The empirical results find that strongly mobile pollution industries have tended to transfer directly to the areas with loose regulations, but "Innovation Compensation" effect is not significant, leading to the pollution industries transferring out; the weakly mobile pollution industries have not shown the "Pollution Heaven" effect, environmental regulations will stimulate innovation and increase industry output through the mechanism of "Innovation Compensation", which increases the regional proportion of pollution industries output. In short, we believe this study can provide a new perspective for explaining the current pollution industry transfer in China and help for more precise and reasonable environmental policies. Serious environmental pollution due to the economic boom in China has forced the government to implement environmental regulations. This paper examines the relationship between environmental regulations and technological development in different regions of China. Industry data from 1999 to 2012 using the DEA (Data Envelopment Analysis)-Malmquist productivity index were analyzed. It was found that total productivity growth is mainly caused by the change in technological progress. The environmental regulations of industry had a positive effect on technical progress at the national level. However, the relationship between environmental regulation and technological progress showed significant differences at the regional level. Results showed that for every 1% increase in strength of environmental regulation, there was a corresponding 7.04% increase in technology progress in eastern China. However, in central and western China, results showed that for every 1% increase in strength of environmental regulation, technology progress declined by 4.91% and 1.08%, respectively. It is concluded that the Porter hypothesis is well supported by data from the advanced eastern regions, while not fully supported by data from the underdeveloped central and western regions. For the central and western regions, various reasons for deviation from the Porter Theory have been determined by using the Environmental Kuznets Curve (EKC). Policy implications such as using government allowances and bank loans to import well educated staff, to enhance production technologies, to implement environmental solutions, and to set up strict regulations are recommended for the policy makers. The maturing literature on innovation has recognized the processes of sectoral and technological systems of innovation as helpful frameworks to analyze environmental innovation – a field whose importance continues to grow amidst contemporary regulatory pressures, for example, on maritime industry and shipping. This paper intertwines these key innovation concepts and applies them to classify and systematize an environmental product innovation: marine scrubber systems. The paper also addresses the linkage between innovation policy and environmental regulation and presents an overall framework to visualize and systematize conceptual connections between sectoral and technological systems of innovation to further develop and manage these complex systems of environmental innovation inducement. Anthropogenic global warming strategies on carbon mitigation are driven by encouraging green innovation and using carbon taxes, yet an empirical model to validate this is non-existing. Moreover, the existing stochastic effects by regression on population, wealth, and technology (STIRPAT) model has been found to lack policy tools on taxes and institutions that cut carbon emissions. This study amends the STIRPAT model with environmental technology, environmental taxes, and strong institutional frameworks to create a new model STIRPART(stochastic impacts by regression on population, affluence, regulation, and technology) to understand the factors impacting carbon pollution using the emerging 7 economies. Using data from 2000 to 2020, the Driscoll-Kraay fixed effects are employed in this analysis to conduct evidential tests of the impacts of environmental policies, eco-friendly innovations, and strong institutions. The outcomes indicate that environmental technology, environmental taxation, and institution quality decrease E7's carbon emissions by 0.170%, 0.080%, and 0.016%, respectively. It is recommended that E7 policymakers should adopt the STIRPART postulate as the theoretical basis for policies favoring environmental sustainability. As urbanization has developed, a variety of urban clusters have gradually emerged with important effects on regional economic growth and carbon emissions. This paper constructs a multi-period difference-in-difference (DID) model for testing how urban cluster synergistic development policy (UCSDP) affects urban carbon productivity in 148 cities of China with 13 urban clusters as the experimental group from 2003 to 2019. According to the results, the UCSDP improves carbon productivity, mainly via reducing energy intensity. In addition, UCSDP improves carbon productivity by adjusting energy structure, increasing green innovation, altering city greening levels, and accelerating the process of urbanization. Moreover, it can produce synergistic effects in terms of energy structure, green innovation, greening level, and urbanization level. Furthermore, the UCSDP has heterogeneous effects on the carbon productivity in various cities. Specifically, the carbon productivity of high-status, high-rank, and resource-based cities responds more significantly to UCSDP. The paper analyses the relationship between environmental regulation and eco-innovation. The relationship is tested using a German firm-based panel and a dynamic count data model estimating the propensity of firms to innovate in response to five initiating factors, namely the fulfillment of existing legal requirements, expectations towards future legal requirements, financial incentives, demand for eco-innovations and self-commitment. The heterogeneity of firms is controlled for using R&D intensity, the size, the sector and the region of the company. The results answer the central question concerning the design of environmental policies in order to foster eco-innovation. Comparing a static model to a dynamic one shows that only long term objectives and market incentives are positively associated with eco-innovation. Conventional regulatory tools, namely legally binding instruments, are not effective for triggering innovative behavior at the firm level. The results do not allow to confirm the Porter hypothesis but rather offer a refined version, emphasizing the nuances that apply to the concept of “regulation”. Stringent environmental regulations may encourage industrial innovation, as technological advancements lower the cost of pollution abatement (Popp et al. in Handbook of the economics of innovation, vol II. The pollution-havens hypothesis, on the other hand, indicates that, rather than innovating, dirty industries may relocate to countries with less stringent environmental regulations (Copeland and Taylor in J Econ Lit 42(1):7-71, 2004). Thus, more stringent environmental regulations may increase or decrease innovative activities. This paper examines empirically the impact of environmental regulations on R&D intensities and R&D expenditures in 21 manufacturing industries in 28 OECD countries from 2000 to 2007. I consider pollution intensity and the relative ease of relocation (immobility) as industry characteristics that determine the optimal industry response to increased environmental policy stringency. I find that more pollution intensive industries innovate less as regulatory environments become more restrictive relative to less pollution intensive industries. At the same time, more immobile industries innovate more than more mobile industries as environmental regulations become more stringent, illustrating innovation as an alternative to relocation. As China's longest-implemented market-based environmental regulation policy, emission charges have contributed outstandingly to improving the ecological environment and reducing firms' pollution emissions. We assess the impact of emission charges on the innovation quality of Chinese firms based on the perspective of firms' breakthrough technological innovation. By observing Chinese A-share listed firms with heavy pollution from 2011 to 2020, we find that corporate breakthrough technological innovation positively moderates the emission charges to enhance the quality of corporate innovation. Our mechanism tests suggest that emission charges and breakthrough technological innovation positively affect innovation quality by improving the means of green innovation of enterprises. In addition, heterogeneity analysis shows that emission charges and firms' breakthrough technological innovation are only effective in improving the innovation quality of state-owned firms, and the effect on the innovation quality of non-state-owned firms is not significant. The Chinese government has made great efforts in air pollutant reduction and carried out strict regulation policies. Since numerous air pollutants and CO 2 tend to have the same root, source, and process, recent studies argue that environmental regulation may also contribute to reducing carbon emissions. To investigate how various types of environmental regulations affect carbon emissions reduction, this paper constructs the spatial Durbin model and panel threshold model based on provincial panel data in China during 2003–2019. The main findings are as follows: First, China's net carbon emissions show a decreasing trend from east to west, displaying significant spatial agglomeration characteristics. Then, formal and informal environmental regulations have inverted U-shaped impacts on net carbon emissions. The "green paradox" and "reverse emission reduction" effects come into play at different stages. Finally, the threshold model reveals that with the improvement of regional technological innovation levels, the carbon-reducing effect of environmental regulation will increasingly come to the fore. Environmental justice is a more sustainable constraint on polluting behavior than administrative instruments. Previous literature has explored the impact of various administrative instruments applied to environmental regulation on green innovation but has neglected the possible role of environmental justice. This paper examines the effect of environmental justice on green innovation using the multi-period difference-in-difference (DID) approach by taking the establishment of the Chinese environmental court as a policy shock, thus filling the gap in previous studies. We conclude that: first, the establishment of environmental courts significantly contributes to the level of green innovation. This finding holds after a series of robustness tests. Second, environmental justice pushes polluters to engage in green innovation through the mechanism of pollution control. Third, the effect of environmental courts on green innovation is not significant in resource-based cities, which depend more on high-polluting industries for development. Fourth, a better legal environment can help improve the effectiveness of environmental justice in promoting green innovation. This paper not only supplements the existing literature on the factors influencing green innovation and explains the operational mechanisms and effects of environmental justice, but also provides theoretical support for promoting green innovation in practice. Considering the environmental governance dilemma caused by environmental decentralization, this study aims to explore whether the strategic synergy between local and neighborhood environmental regulations can be an essential tool to improve green innovation efficiency and achieve sustainable development. Using the data of industrial firms from 2005 to 2019, and employing network slack-based measure and Tobit regression, this study provides empirical evidence that (1) the green innovation efficiency shows an upward trend in fluctuations but still has great room for improvement; (2) the direct impact of local environmental regulation on green innovation is positive, but the indirect impact through forcing firms to transfer into the neighborhood with loose regulation is negative, that is, the industrial transfer plays a suppression effect; (3) the strategic synergy of environmental regulations has U-shaped and direct effect on green innovation and also has a positive indirect effect through inhibiting the firm's behavior transferring into the neighborhood. The Porter hypothesis states that environmental regulation can promote innovation. China faces serious environmental pressure and demand for innovation, and has a goal of becoming one of the most innovative countries by 2035. Due to China's vast territory and uneven development, realizing this goal will depend on both the economically developed coastal cities in the east, and the influence of underdeveloped coastal cities in the west. Given this context, this study investigates the causal relationship between environmental regulation and innovation in underdeveloped coastal cities, using the synthetic control method. The empirical analysis results show that environmental regulation has promoted innovation in underdeveloped coastal regions in western China, and the Porter hypothesis is verified to apply in the underdeveloped areas of developing countries. The research indicates there are certain differences among underdeveloped coastal cities; as such, local conditions should drive specific environmental regulation policies, whether they are in China or other developing countries. Specifically in China, the Guangxi government should adopt strict marine environmental regulation policies to force Fangchenggang industrial enterprises to make changes towards cleaner and more sustainable production, and should continue to promote innovative development of the city. Since the parties to Paris agreement ink ambitious emissions reduction targets, there is a growing debate – whether the existing environmental regulations have potential to spur enough technological base that could help to achieve the targets by 2030? Thus, this study attempts to empirically investigate the role of stringent environmental regulations towards environmentally friendly technological innovation, carbon emissions, GDP, exports and imports for 20 OECD countries. The results find long-run equilibrium relationship among the variables and suggest that the current environmental regulations encourage green innovation in the panel countries. Furthermore, stringent environmental policies couple with environmentally friendly innovation are impetus to sustainable development. Exports and imports have little to contribute green innovation but, exports reduce carbon emissions in the short-run only and imports are emissions intensive. The study suggests that the OECD countries need to revisit trade related environmental regulations. • Stringent environmental policies promote green innovation in OECD-20. • Stricter environmental regulations are subject to short-term negative economic shock. • The exports and imports have little to contribute to green innovation. • OECD-20 needs to revisit the trade related environmental regulations. • The study possesses policy implications for 2030 emissions reduction targets.
