The genus Sorbus has maintained an extremely relevant role over time from a landscape and environmental perspective in many countries in the Mediterranean and Central Europe. Based on the requirements coming from the environmental policies provided in the European strategy Next Generation EU, Sorbus has been considered a valuable species to be introduced in urban and peri-urban areas. The purpose of this study was to propagate four Sorbus accessions selected in the Sicilian territory, Southern Italy, using the liquid substrate in temporary immersion bioreactors Plantform™. The results obtained showed that the presence of 1 mg L−1 mT in the substrate in combination with IBA 0.05 mg L−1 produced a significant number of shoots (4.7) and a greater length (2.2 cm). Among the accessions, there were statistically significant differences; the accession SN2 and SN1 produced more shoots (respectively, 4.0 and 3.6), and a greater length of the shoots was observed in the selections SN4 and SN3 (respectively, 2.4 cm and 2.3 cm). The relative growth rate (RGR) was significantly influenced by the presence of the culture substrate of the combination of cytokines and auxin; SN4 selection showed the best RGR results of 8.3 mg−1 d−1. The use of the bioreactor Plantform™ in Sorbus domestica L. has favored a better development of plants obtained in vitro, demonstrating that this system is a valid alternative for the micropropagation of Sorbus. Various anthropogenic activities affect marine coastal habitats, leading to heavy litter pollution. However, whilst high litter concentrations are nowadays common in the proximity of metropolises, few studies investigated the magnitude of this phenomenon around coastal villages and small towns. We hereby characterized the benthic litter occurring in the trawlable grounds of the Gulf of Policastro (Tyrrhenian Sea, central-western Mediterranean), a low population density area that becomes a popular tourist destination during summer. We furthermore tested differences between two depths (∼100-200 and ∼500-600 m) and the impact of tourism on the shallower waters. The area was characterized by a litter abundance of 651.12 ± 130.61 item/km 2 , with plastic being almost totalitarian (93%). The shallower waters hosted two-thirds of the litter found. Almost all (∼95%) the litter items had a land-based origin, while the sea-based litter was mostly found at higher depths. About 14% of the litter was found to be fouled, with the development of litter-associated communities that somehow mimic the natural ones living on hard substrates. The higher litter presence noticed during the touristic peak (July-August) suggests that tourism is an important source of local litter, although it contributed to the local accumulation in a synergic way with other factors. The majority of the litter items presumably originated from the nearby coastline, while the deeper waters were or are used as a dumping site by the local trawling fleet. The discovery of such a critical waste accumulation and management in a somehow remote area contributes to widen the perspectives on the presence of benthic litter mostly in territories characterized by wide anthropization. Over the last decade, waste management and prevention have become important in the transition towards a circular economy (CE). This study explores how voluntary environmental policies, adopted at a regional level, contribute to green transition from the perspective of the CE. By considering general and region-specific trends in waste management and environmental certifications, we perform a two-step analysis on a panel of 20 Italian regions between 2015 and 2019: the first step extrapolates the relative efficiency by using a Data Envelopment Analysis (DEA), while the second step extrapolates the efficiency in terms of productivity changes supported by Malmquist Productivity Analysis (MPA). The DEA results show an overall rising trend of efficiency among the Italian regions, supported by the MPA. Furthermore, they reveal that technological innovation in Italian waste management contributes to a greater efficiency in socio-economic systems which are characterized by 'environmental federalism'. From a decision-making perspective, this study suggests that measures such as the incentivization of voluntary environmental policies should be proposed to promote techno-organizations' transition to CE, in coherence with regional economic/industrial specializations and strategies, possibly based on a diversified policy mix, setting a knowledge-based framework by using budgetary measures and policy actions at the regional level. • Circular Economy with resource recovery is a driving force to achieve green transition. • Increase in resource efficiency is an unexplored economic opportunity to support growth. • EMAS and UNI EN ISO certifications are proxies for the level of attention paid to the environment. • Voluntary environmental certifications facilitate the transition. • Choices made at the regional level contribute to the transition. Multiple environmental stressors threaten the environmental quality in urban areas.Several policies were implemented in Italy to improve environmental quality, following the rationale that the more populated municipalities need high intervention priority and funds. Nevertheless, this approach not necessarily ensures to address real environmental challenges. This study aims to provide an innovative approach to explore interventions' priority at the national scale, based on Environmental Quality Standards (EQS) of five factors related to three environmental stressors, air pollution (O 3 , PM 10 , NO 2), thermal stress (heatwave days), and hydraulic vulnerability (flooding events). A multi-criteria analysis assessed the cumulative effect of factors by combining them into a single Aggregate Index of Challenge (AIC), and a hotspot analysis identified AIC spatial aggregation through the territory. Finally, the spatial mismatch between Italian environmental policies and the co-occurrence of factors was explored. Results evidenced EQS exceedances in the national territory of O 3 for 89%, PM 10 for 8%, NO 2 for less than 1%, heatwaves for 45%, and hydraulic vulnerability for 10%. AIC highlighted that 43% of the national surface shows the coexistence of at least two factors in EQS exceedance. Results highlighted that administrative boundaries are not sufficient to delimit an area of analysis and intervention as opposed to an evidence-based approach which seems promising for enhancing the costeffectiveness of funds allocation as well as their return in terms of human wellbeing. Board members' attitudes towards environmental protection are an important antecedent of how companies define and implement sustainability initiatives, but little is known about directors' attitudes and the factors associated with these. Using survey data on Italian board members, the research sought to explore the relationships between these individual's personal attributes, especially those related to their roles on boards, and their attitudes towards environmental protection. The findings suggest that female directors, directors with financial background, and independent directors are positively related to attitudes towards environmental protection. In the financial sector, younger board members and risk committee members show stronger environmental attitudes. The results could be of interest to policymakers because the board member attributes identified may require a stronger regulatory focus in order to achieve public policy's environmental protection objectives and to governance bodies in terms of defining board committees' composition and selecting "green directors" oriented towards environmental issues. Past research suggests that although citizens are generally favorable to pro-environmental policies, their negative economic impact can be a relevant source of concern. In two studies, we investigated the agreement with messages highlighting the positive vs. negative economic impact of a pro-environmental policy (the creation of a protected natural reserve in a lakeside area), as a function of the framing of the policy itself in terms of local relevance (Study 1) and environmental impact (Study 2). In Study 1, participants (N = 514) were citizens of different Italian regions. Results showed that reference to the local (vs. global) relevance of the proposed policy increased the tendency to agree with loss-framed (vs. gain-framed) messages on the economic impact of the policy. In Study 2, participants (N = 500) were a sample of actual lakeside residents from the Garda Lake area in Italy. Results showed that reading messages promoting the policy through stressing the negative consequences of not implementing it (vs. the positive consequences of implementing it) increased the tendency to agree with a subsequent loss-framed (vs. gain-framed) message on the economic impact of the policy. This effect was more evident among participants with stronger place identity. This paper investigates the effect of ownership on sustainable development and environmental policy in Italian municipally owned corporations (MOCs) dealing with urban waste management, trying to understand if multiple ownership can generate better performance compared to single ownership and if the presence of private partners could be crucial in this. The research question is answered by analyzing 41 MOCs of the largest Italian cities operating in urban waste management. In this specific sector, public administrations have tried to improve their offer in terms of sustainable development, environmental policy, and efficiency. The paper covers the Italian case study, where urban waste production per capita is higher than the European average figure. The waste cycle management service is operated in Italy at local level through totally publicly owned companies (monoadministration or multiadministration), mixed (public–private) companies, or via a full externalization achieved by means of public tenders. Through a multinomial ordered probit panel, we show that MOCs with multiple owners perform better than those having a single owner and perform much better with the presence of a private partner, confirming those academic findings according to which collaborative arrangements can increase efficiency, do better than public sector bureaucracy, and lower the costs of service provision. The results of this paper can be used by academics, practitioners, and policy makers alike. To the best of our knowledge, this is the only study that applies this perspective to the analysis of the current international waste management scenario with relation to MOCs having multiple ownerships. Climate warming affects lake ecosystems both through its direct effect on the phenology of species and through the alteration of the physical and chemical environments, which in turn affects community composition. In deep lakes, stratification enhancement and mixing reduction have already been observed, leading to hypolimnetic anoxia and to the rise of cyanophytes. The increase in stability depends on the rise of air temperature due to global emissions of greenhouse gases (GHG). Primary production could then either increase with rising epilimnetic temperature and buoyancy or decrease as fewer nutrients are upwelled from deep layers. The prevailing outcome, as well as the quantitative and temporal dynamics of all climate-induced modifications, depend on the specific lake characteristics. Individual analyses are then needed, one-dimensional coupled hydrodynamic-ecological numerical models being suitable tools for such predictions. Here, we simulated with GLM-AED2 (General Lake Model - Aquatic EcoDynamics) the 2020-2085 dynamics of the oligomictic and oligotrophic deep subalpine Lake Maggiore (Italy/Switzerland), according to the Swiss Climate Change Scenarios CH2011. Multiple realisations were performed for each scenario with random meteorological series obtained from the Vector-Autoregressive Weather Generator (VG), highlighting the uncertainties related to meteorology. Increase and decrease of nutrient loads were also tested. Results show that anoxia would occur in the hypolimnion regardless of nutrient input reduction, unless global GHG emissions were immediately reduced. Total phytoplankton biomass would be weakly affected by climate change, strongly depending on nutrient input, yet water warming would cause cyanophytes to compete with diatoms. Abstract The European Commission identifies separate waste collection as a primary factor in its sustainable development strategy. The EU Member States are expected to achieve a separate waste collection rate of 50% by 2020. Although Italy is not very far from such target, it features wide regional variation in the extent of separate collection. Municipal administrations are the key managerial units for the implementation of the environmental policy. By means of the Classification and Regression Tree Analysis, this work assembles Italian municipalities (NUTS-4) into homogenous groups, that share common characteristics with respect to geographic, economic and socio-cultural covariates. Three benchmark regions are identified, i.e. Veneto, Sardinia and much of Campania. The results achieved in these areas depend on the joint action of citizens and institutions and may inspire local-level waste management policies in other areas of the country. The European Union (EU) has recently reformed its Common Agricultural Policy (CAP) and, in parallel, has completely abolished the production quotas for milk. These changes will have important consequences for the use of land, of inputs (i.e., water and chemicals) and on the economic performance of rural areas. It is of interest to evaluate the integrated impact of these modifications and of climate change (CC), since the latter could neutralize or reverse some desired effects of the former. For this purpose, this paper evaluates the potential impact of the abolition of milk quotas, as well as of the reform of the first pillar of CAP in two different climate scenarios (present and near future). A bio-economic model simulates the possible adaptation of various farm types in an agricultural area of Southern Italy to these changes, given the available technological options and current market conditions. The main results show that the considered policy changes have small positive impacts on economic and environmental factors of the study area. However, some farm types are more affected. CC can effectively attenuate or reverse several of those effects, especially in some farm types. The world population is demonstrating an increasing awareness about the ecological impacts of air quality, including impacts on human health. The Veneto region and, more generally, the Po Valley (NE Italy), are characterised by frequent exceedance of limit values for air quality, in particular particulate matter (PM 10), which causes these areas to be listed as hotspots; thus, this region has some of the worst air pollution in Europe. The aim of the current research was to analyse a 10 year-long time series of air quality data (2011–2021) in the Veneto region to investigate the influence of selected factors on air quality, such as natural processes (meteorological conditions), environmental policies, and health emergency measures due to the COVID-19 pandemic. Generally, the considered pollutants, PM 10 , NO, and NO 2 , presented a decreasing trend during the last ten years. The reduction in nitrogen oxides was clearly improved after the implementation of a specific environmental protocol (the "New Agreement of Po Valley Basin"). Conversely, the PM 10 concentration seemed to be affected by other important emission sources, such as domestic heating systems, agricultural activities, and animal farms, which are not as strongly regulated as emission sources such as traffic. This paper investigates the relationship between neighborhood effects and pro-environmental behavior. Working on 1999–2012 data on separate waste collection in Italian provinces, a spatial econometric analysis is carried out. While a substantial stream of research focuses on recycling behavior determinants, spatial dependence among different inter-regional geographical areas has been less studied. Here, empirical support is provided to the existence of spatial effects and heterogeneous behavior in the Italian context. It is found that waste collecting habits tend to be strongly influenced by proximity effects, either in a positive or negative way. Moreover, the paper tests the nature of such influence in terms of time effects, by evaluating non-contemporary spatial dependence. “Good” (or “bad”) pro-environmental behavior as a persistent dynamic effect is found, with the possibility of both self-sustaining virtuous socio-spatial dynamics and perverse lock in. These results call for a rethinking of environmental policies, and in particular for a stronger focus upon the social dimension of spatial diffusion phenomena in pro-environmental behaviors. Degraded air quality severely affects the health of citizens worldwide. The design of effective policies requires exploring public preferences for environmental and air quality policy instruments. Within the EC-FP7 SEFIRA project, using a choice experiment that stresses the trade-offs between attributes, this study investigates public preferences for environmental policy drivers in Italy. The main objective is to investigate the role played by selected policy drivers in determining policy preferences, complemented by elasticity and willingness to pay estimations. Preference heterogeneity and the role of socio-economic and attitudinal variables are explored with a latent class model over 2400 respondents sampled across Italy. The results allow identifying the different role played by the policy drivers across the classes. It emerged that most of the respondents (43%) are particularly sensitive to the cost components (cost sensitive respondents). The remaining respondents instead show an important sensitivity towards personal engagement in term of changes in the mobility and eating habits (lifestyle-change sensitive respondents). However, while 29% of them perceive these habits’ changes as negatively impacting on the personal utility, the other 28% of respondents translate the potential changes in the habitual behaviour of driving and eating as environmental and health benefits. Based on the modelling results, potential policies are simulated reporting respondents’ reaction to selected scenarios. In recent years several European air pollution policies have been based on a cost-effectiveness approach. In the European Union, the European Commission starts using the multi-pollutant, multi-effect GAINS (Greenhouse Gas Air Pollution Interactions and Synergies) model to identify cost-effective National Emission Ceilings and specific emission control measures for each Member State to reach these targets. In this paper, we apply the GAINS methodology to the case of Italy with 20 subnational regions. We present regional results for different approaches to environmental target setting for PM2.5 pollution in the year 2030. We have obtained these results using optimization techniques consistent with those of GAINS-Europe, but at a higher resolution. Our results show that an overall health-impact oriented approach is more cost-effective than setting a nation-wide limit value on ambient air quality, such as the one set for the year 2030 by the European Directive on ambient air quality and cleaner air for Europe. The health-impact oriented approach implies additional emission control costs of 153 million €/yr on top of the baseline costs, compared to 322 million €/yr for attaining the nation-wide air quality limit. We provide insights into the distribution of costs and benefits for regions within Italy and identify the main beneficiaries of a health-impact approach over a limit-value approach. We analyze the impact of Regulation (EC) No 1080/2006 on separate collection rate of Italian regions. We exploit longitudinal data for 20 NUTS-2 Italian regions and eighteen years (from 1996 to 2013). We identify regions which are exposed to “Convergence” objective as the treatment group and regions which are not exposed to this objective as the control group and use a Difference in differences estimation. The estimates suggest that the Regulation (EC) No 1080/2006 has not influenced the convergence process among the Italian regions. The main policy implications are discussed. [ABSTRACT FROM AUTHOR]

Industrial ecology is presented in the literature as both a policy tool and an academic theory. This paper discusses a voluntary certification scheme adopted by the regional government of Tuscany (Italy) as a policy tool to disseminate the concepts of industrial ecology. The approval of a regional regulation represents the first adoption in European environmental and industrial policies of a voluntary tool aimed at stimulating the creation and dissemination of eco-industrial parks. This new certification method is analysed by focusing on the prevention of pollution. The criteria required to obtain the qualification, and the roles and responsibilities of all the actors involved are outlined. Finally, the strengths and weaknesses of the certification scheme are highlighted and the Italian standard compared with the national standard issued in China by the State Environmental Protection Administration. The findings contribute to the discussion of policy measures aimed at disseminating the concepts of Industrial Ecology including a tool based on voluntary co-operation and third-party certifications. The main aim of this paper is to explore how perceptual and aesthetic impact analyses are considered in Environmental Impact Assessment (EIA), with specific reference to Italian renewable energy projects. To investigate this topic, the paper starts by establishing which factors are linked with perceptual and aesthetic impacts and why it is important to analyze these aspects, which are also related to legislative provisions and procedures in Europe and in Italy. In particular the paper refers to renewable energy projects because environmental policies are encouraging more and more investment in this kind of primary resource. The growing interest in this type of energy is leading to the realization of projects which change the governance of territories, with inevitable effects on the landscape from the aesthetic and perceptual points of view. Legislative references to EIA, including the latest directive regarding this topic show the importance of integrating the assessment of environmental and perceptual impacts, thus there is a need to improve EIA methodological approaches to this purpose. This paper proposes a profile of aesthetic and perceptual impact analysis in EIA for renewable energy projects in Italy, and concludes with recommendations as to how this kind of analysis could be improved. Ecological knowledge is considered an important factor in environmental policy-making. However, the opportunity for ecologists to influence policy can often occur within discrete time policy windows, and seizing these opportunities has been heavily emphasized as a recent global conservation need. In 2017 the Natura 2000 Conservation Measures have been finalized in Italy, and delineated the management policy and institutional responsibilities of Natura 2000 Sites, after obligations of the EU Habitat Directive. In this timeframe, we developed a multi-scalar hierarchical habitat selection model for wolf reproductive-sites to identify potentially favorable habitat for wolf reproduction in the western Italian Alps, based on 19 years of data. This habitat suitability model was useful for the definition of species conservation requirements within the Natura 2000 Sites, and has been adopted in legislation processes, representing a successful example of ecological modelling fitting into a relevant policy window and informing legal instruments to achieve nature conservation goals. In the European Union, which is increasingly oriented towards environmentally sustainable development, separate waste collection plays a crucial role. Over the years, the EU has produced several guidelines, programmes and directives aimed to build a green society and tone down the differences between, as well as within, Member States. In Italy, the waste management system is currently regulated by Legislative Decree 152/2006, through which European directives have been incorporated into the Italian law. The existing literature has focused on the effects of L.D. 152/2006 on Separate Waste Collection (SWC) rates; however, there are not previous studies on the effects of this decree on growth rates and on convergence process among regions in terms of SWC and its items (i.e., organic, plastic, paper, and glass). This paper aims to fill these gaps. For this purpose, we implement β- and σ- convergence analysis based on Generalised Method of Moments (GMM) on official Italian regional data over the period 2001–2018. Results show that Legislative Decree 152/2006 has two contrasting effects: on the one hand, it helped increase separate waste collection; on the other hand, it slowed down the convergence process in terms of separate waste collection among the Italian regions. However, the convergence process is characterised by different speeds across Italian macro-areas (Northern, Central, and Southern Italy), highlighting a three-speed country. To foster convergence, the national legislation should consider regional differences in terms of economic, infrastructural, institutional, social, and demographic characteristics. Europe has a wealth of community forest arrangements. This paper aims to transcend the diversity of locally specific terms and forms, to highlight the value of considering them inclusively. Building on methods to make sense of diversity, we use reflexive grounded inquiry in fifteen cases in Italy, Scotland, Slovenia and Sweden. Within four dimensions (forest, community, relationships between them, and relationships with wider society), we identify 43 subdimensions to describe them collectively. Our approach shows how European arrangements contribute to wider discourses of collective natural resource management. Both tradition and innovation in Europe inform options for environmental governance. Arrangements challenge the distinction between 'communities of place' and 'communities of interest', with implications for social and environmental justice. They exemplify multilevel environmental governance through both vertical and horizontal connections. Emerging from long histories of political and environmental pressures, they have a role in enhancing society's connection with nature and adaptive capacity.

Sustainable Development Goals (SDGs) and 2030 Agenda represent global development programs. Education can widen the acknowledgement of their relevance and their applications. This survey aims to assess awareness, knowledge and attitudes towards SDGs and sustainability among first-year students in nine Italian Universities. A Likert scale-based online questionnaire of 70 items was compiled by students from March to July 2019. It examined knowledge and expectations referred to sustainable development concepts, indicators and documents/models accounting for sociodemographic variables. Statistical analyses performed were Chi-square test, Fisher's Exact test, Kendall's W correlation coefficient, univariate and multivariate analysis. The questionnaire was completed by 1676 students. A low percentage referred a good knowledge of SDGs and 2030 Agenda, most of them had never attended related educational activities previously. Better knowledge of SDGs and 2030 Agenda was observed in case of previous specific educational activities ( p < 0.001). The expectation towards university guaranteeing an education on SDGs was high, both for personal wisdom and for usefulness in future professional context. A significant difference ( p < 0.001) in such expectations was found, as healthcare students were less interested than colleagues of other areas. The results showed low knowledge but interest towards sustainable development. A scheduled implementation of academic initiatives should be considered.

Forest development is a complex phenomenon which, for the number of actors involved and the response time expressed by forests, is difficult to understand and explore. Forests in Italy, as in several areas of Europe, are experiencing intensive management and recently, an increasing impact by ungulates. The effects on forest development of these two disturbances combined are difficult to predict, and consequently to be properly managed. We used a forest landscape change model, LANDIS-II, to simulate forest development as driven by forestry practices and roe deer impact for 200 years in a mountain forest of the Italian Apennines. We found that each disturbance alters forest tree species richness, forest type abundance and distribution, and forest structure. When considered combined, the two disturbances show additive behavior, enhancing or moderating each other's effects. Forest management has a negative effect on tree species richness. We expected roe deer to have a negative effect on harvest yields, but this result was significant only for two of seven harvesting treatments. On the other hand, roe deer presence had a positive effect on tree species richness. All the simulation scenarios returned some extent of forest loss. The amount of the forest loss is lowest in the scenario without disturbances, and greatest when both disturbances are considered. However, the two disturbances combined, with the magnitude modelled in our simulations, have relatively low effects on the forest dynamics we analyzed in our study area. The minimization of negative externalities is a key aspect in the development of a circular and sustainable economic model. At the local scale, especially in urban areas, externalities are generated by the adverse impacts of air pollution on human health. Local air quality policies and plans often lack of considerations and instruments for the quantification and evaluation of external health costs. Support for decision-makers is needed, in particular during the implementation stage of air quality plans. Modelling tools based on the impact pathway approach can provide such support. In this paper, the implementation of health impacts and externalities analysis in air quality planning is evaluated. The state of the art in European member states is reported, considering whether and how health effects have been included in the planning schemes. The air quality plan of the Piemonte region in Italy is then considered. A case study is analyzed to evaluate a plan action, i.e., the development of the district heating system in the city of Turin. The DIATI (Dipartimento di Ingegneria dell'Ambiente, del Territorio e delle Infrastrutture) Dispersion and Externalities Model (DIDEM model) is applied to detect the scenario with the highest external cost reduction. This methodology results are extensible and adaptable to other actions and measures, as well as other local policies in Europe. The use of health externalities should be encouraged and integrated into the present methodology supporting air quality planning.
