The creative sector is one of the most rapidly growing sectors of the global economy. This sector can also play an important role in providing economic benefits for developing countries. Promoting the creative economy needs a better understanding of the underlying factors that account for its spatial distribution. One of the most important factors that may influence the development of creative industries is tolerance. This paper focuses on the spatial distribution of the creative economy across cities in Indonesia and examines its relationship with tolerance. The main data sources of this paper are the unique data produced by the Central Bureau of Statistics (Badan Pusat Statistik or BPS) and the Indonesian Agency for Creative Economy (Badan Ekonomi Kreatif or BEKRAF), in addition to the City Tolerance Index provided by the SETARA Institute. The study finds that the creative economy in Indonesia does not tend to have a high spatial concentration, indicating that cities in Indonesia have an opportunity to develop the creative economy. The analysis confirms that tolerance matters for the creation of the creative economy in Indonesia. Three components of the City Tolerance Index that influence the creative economy are the Mid-Term Regional Development Plan, discriminatory regional rules and incidents of abuses against the freedom of religion or belief. The size of the population, the Human Development Index, and the status of a city as the provincial capital play a significant role in explaining the distribution of creative economies across the cities in Indonesia. Aim/Purpose ICT integration into classroom pedagogical practices is considered an essential aspect of learning processes in developed countries but there are issues in developing countries regarding funding, infrastructure, access, and teacher skills and professional learning. This article presents some aspects of the findings of a study in one remote region within a developing country after the implementation of a widescale ICT initiative. This study investigates issues for implementing ICT in schools in relation to teacher and school leader attitudes, access and ICT use, and improvements needed in Papua which is one of the most remote regions of Indonesia. The paper frames these issues within the context of successful online learning initiatives in developing countries and foreign aid implementation literature, with these aspects being under-researched, especially in significantly remote developing country locations. Background Developing countries like Indonesia have progressively introduced online learning into school management and classrooms within government planning frameworks and with initial support from foreign aid providers. While there is research available regarding ICT implementation in more urbanized contexts within developing countries, there is a gap in terms of large-scale research which is focused on more remote regions and is supported by foreign aid. Methodology Mixed methods including surveys and interviews were used to investigate research questions concerning teachers' and principals' attitudes, ICT access and use, and perceptions about improvements needed. SPSS software was used for surveys and descriptive analysis, and interviews were analysed through manual coding processes. Contribution ICT access and e-learning in schools are increasingly becoming relevant in developing country contexts, and this research paper is a preliminary largescale study that makes a contribution through highlighting issues experienced in more remote locations. This includes specific internet and power issues and transport inaccessibility problems, which highlight the need for locally-based and ongoing coaching of teachers within schools and regions. The paper also draws on the literature about online learning in developing countries and foreign aid towards some possible success directions in isolated contexts, an under-researched area. The importance of education systems establishing ICT skills levels for students integrated across subjects, for well-coordinated planning involving partnerships with hardware and internet providers, as well as the need for school leaders being trained in establishing teacher peer support groups for ongoing coaching, are learnings for Papua and other remote locations from the comparative developing countries literature Findings The findings highlight teachers' and school leaders' positive attitudes to ICT in education, although the results indicate that ICT was frequently applied for administrative purposes rather than for teaching and learning. Principals and teachers highlighted some improvements that were needed including systematic training in computer skills and professional learning about the integration of ICT with teaching and learning, especially in relation to pedagogical practices, as well as the need for improved infrastructure and equipment. Recommendations for Practitioners The study highlights issues and potential success factors as evident in remote regions of developing countries that have achieved recognition for widescale ICT implementation in schools. This includes issues in relation to policy makers and education authorities working with foreign aid funders. Of significant importance is the need for coordinated and collaborative strategic planning including in relation to sustained professional learning towards student-oriented ICT pedagogies and skilling principals to establish a positive culture and teacher peer coaching. Particularly relevant to developing countries in remote locations is the importance of additionally addressing specific infrastructure and maintenance issues. Recommendations for Researchers Regarding ICT and its use for student learning, more research is needed in developing countries and, in particular, in more remote locations where specific issues, differing from those encountered in capital cities, may be evident for teachers and principals. Impact on Society Teachers and principals in remote locations of Indonesia such as Papua have generally positive attitudes about the benefits of online learning but need greater ICT access for students in the classroom and also professional development regarding pedagogical practices to support students in learning effectively through online processes. Future Research Updated and more detailed comparative research with other developing countries, especially those with remote locations, would be beneficial to more comprehensively identify Papua's current stage of development and to design appropriate future interventions. Purpose: The purpose of this paper is to examine the role of volunteers and its impact on related accountability practices towards beneficiaries by a large humanitarian non-governmental organisation (NGO) in Indonesia. Design/methodology/approach: The authors adopted a qualitative case study design. The empirical evidence comes from rich fieldwork carried out in an Indonesian NGO. The authors collected the evidence mainly via 46 interviews and five focus groups. Findings: The authors found that the case NGO drew heavily on the social and cultural capitals of volunteers in the process of serving its beneficiaries, which, in turn, facilitated the enhancement of its accountability to the beneficiaries. The authors also found that volunteers play a bridging role to reduce the distance between NGOs and beneficiaries. Research limitations/implications: For NGO managers, this study provides necessary empirical evidence on the positive role played by the volunteers in the development and operationalisation of accountability to the beneficiaries. In the authors' case, beneficiary accountability is enhanced by the social conduct and practices performed by the NGO's numerous volunteers. Beneficiary accountability is of significant concern to the policy makers too. This study shows that volunteers and NGO can work in a reciprocal relationship where social and cultural capital can be mobilised to each other's advantage. To facilitate beneficiary accountability, NGOs can draw on the socio-cultural capitals held by the volunteers who appear to share the same norms and expectations with the beneficiaries. This process can also lead to the building of social and cultural capital by the volunteers themselves as they achieve great satisfaction and gain valuable experience in this process that could lead to greater satisfaction in their spiritual and material lives. Originality/value: The authors extend the previous literature on beneficiary accountability by highlighting the under-researched role of volunteers in such accountability practices. In this paper, the authors first discuss the facilitating role of volunteers in enhancing NGOs' accountability towards beneficiaries. Then, this is illustrated empirically. In addition, the authors argue that although Bourdieusian concepts like field and capital have been widely used in the analysis of various organisational practices the concept of habitus received limited attention particularly from the context of developing countries. Background: Public awareness is crucial for successful deployment of tidal energy, a renewable energy source that can provide clean electricity to remote islands. However, considering public attitudes on tidal energy are not well known, especially in developing countries, a barrier exists in implementing public engagement strategies. This study aims to contribute by identifying strategies for information provision—the initial step in public engagement—and estimate how these can be engaged to enhance support for tidal energy among the local public in a remote area of a developing country, in this case, Flores Timur Regency, Indonesia, considering their socio-cultural background. Methods: In this paper, we employ statistical analyses using multinomial probit modelling to identify the key variables that shape information flow. The aptness of the variables is then verified using post-estimation techniques for their use as input parameters for the simulation of the information flow in the field study area. Agent-based simulation (ABS) is employed to replicate the actual conditions in Flores Timur Regency, Indonesia, and simulate the flow of information through the local community. Results: According to the multinomial probit estimations, the people belonging to the top hierarchical group show a higher probability to support tidal energy compared to the members belonging to the lower groups. Understandably, around twice as many information flow cycles are needed to disseminate information to the members of the lowest hierarchical group, compared to the members of the top hierarchical group. The results also show that increasing the amount of available information has a positive impact on information dissemination. Conclusions: This study demonstrated that information provision is highly effective with propagation of information that specifically highlights the individual benefits, rather than the community benefits of tidal energy. Additionally, savings in terms of costs, time, and efforts can be realized if the most influential members of the local community are targeted initially before including all other stakeholders. The study also indicated that locals absorb more information and increase their support for tidal energy when additional data is made available. Poor safety is a perennial problem for the construction industry worldwide. The concept of safety climate has been strongly linked to safety performance, yet inconsistent methodologies make international comparisons problematic. In addressing this gap in research, a comparative safety climate survey of 515 construction operatives and managers in Australia, Indonesia, and China is presented using a standardized tool. The results highlight interesting similarities and differences between safety climate in each country and question taken–for–granted assumptions that safety climate in countries with relatively mature regulatory structures like Australia are more positive than in less developed countries like Indonesia and China. Results also highlight the intermediating effects of factors such as management commitment and cultural differences in shaping safety climate. Highlighting the potential value of theories of new institutionalism and cultural and ethical relativism, the paper concludes by raising important new practical, theoretical, and methodological questions about the merits and challenges of making international comparisons of safety climate, even when using standardized measurement tools. This paper puts Indonesia in the spotlight assessing the country's ability to combat corruption through ICT enabled governance. The research firstly tries to define governance through the different lens of intergovernmental organisations. This is followed by a comparative analysis of different situational characteristics of governance in developing and developed countries. The paper then explores the role of governance in Indonesia, highlighting the existing barriers, and potential drivers to the implementation of ICT in Indonesia. It is concluded that ICT enabled good governance needs to be in place to support the eradication of corruption in Indonesia. Corruption in Indonesia is considered systematic as the practice is prevalent across public organisations in the country. This study contributes to the information systems discipline by offering new insights into the issues of implementing ICT enabled open governance in developing countries such as Indonesia. Increasing demand in developing countries for animal sources of food including red meat is predicted to double by 2050. In Indonesia, there has always been a gap between supply and demand of beef with national beef production only satisfying about 45% of demand. This paper aims to describe the current features and prospects for beef production systems in Indonesia. The first part of the article reviews and analyses Indonesian beef cattle production systems. The second part addresses issues related to the current systems for beef production that could become important for future development of the beef industry in Indonesia. Recommendations to improve breeding and reproduction, to empower smallholder farmers, to improve the capacity of industry-related institutions to enhance technology transfer, and to develop systems for industry development such as integration of palm oil or plantations with beef cattle production are briefly discussed. Energy intensity convergence can be used to assess the effectiveness of policies in reducing energy intensity. This study analyzes the energy intensity convergence in Indonesia based on panel data of 33 provinces from 2010 to 2018. Spatial econometrics techniques are used in the estimation of beta convergence to measure the spatial dependence of energy intensity. Empirical results show that there is evidence of both absolute and conditional beta convergences with no evidence of sigma convergence. From the results, this study found that other variables, such as provincial income, the role of manufacturing industries, the role of international trade, FDI, and population density, might encourage energy intensity convergence. From the estimation results, several policy recommendations are derived to increase energy efficiency: First, using a more efficient industrial technology. The following debate was set up as a roundtable during the conference "Internationalizing German Communication Studies: Learning from the World" in Erfurt, Germany, in March 2024. It features three scholars originally from Russia, Indonesia and Egypt, who have been socialized both in their native and the German communication studies community and thus can refer to both "worlds" in terms of a critical analysis, but also regarding academic best practices for a deep internationalization in communication studies. The debate aims to share their (subjective) experiences and to gather ideas of what could be improved and what should be continued regarding a cosmopolitization of study programs, university structures, and research foci in German communication studies institutes. The construction industry is a significant part of the economy in developing countries. During Indonesia's 2010-2020 period, many large-scale EPC projects were launched to build new plants and infrastructure facilities. However, most of these projects experienced delays. This research aims to identify the causes of delays in EPC projects in Indonesia. It also investigates whether specific characteristics of EPC projects within the fertilizer industry in Indonesia, particularly those associated with state-owned companies, contribute to these delays. Data was collected through questionnaires with samples from company construction experts involved in EPC projects consisting of 41 owners, 14 contractors, and 12 consultants. The Relative Importance Index (RII) was subsequently computed, revealing the top ten delay causes for EPC projects in Indonesia based on the highest RII values consisting of delays in procuring equipment/materials, contractor difficulties in funding the project, ineffective project planning and scheduling, the winner of the tender is the lowest bidder, rework due to errors during construction, poor communication and coordination between parties involved in the project, delays in the work of design, disputes in understanding the EPC contract and project specification, unrealistic the duration of the project and delays in the owner's decision. Comparison of delay factors with other developing countries in Asia and Africa shows similarities. Notably, among these categories, contractor-related factors demonstrated the highest RII values. Spearman's rank correlation coefficient shows that all respondents highly agreed with the individual ranking of delay factors. [ABSTRACT FROM AUTHOR]

Purpose-The purpose of this paper is to explore the impact of moral equity, relativism, and attitude towards digital piracy behaviour in a developing country. End-user piracy is more difficult to detect than commercial piracy. Thus, an effective strategy to combat piracy needs a comprehensive understanding of both the supply and demand sides of piracy. The current study focuses on the demand side by investigating the impact of moral equity, relativism, and attitude on consumer piracy behaviour in Indonesia. Design/methodology/approach-Using a convenient sample in Yogyakarta, Indonesia, questionnaires were distributed in a large private university. In addition, through snowball sampling techniques, the surveys were also distributed to other adults who live within a walking distance from the campus. The data collection resulted in 222 usable surveys (a response rate of 68 per cent). Findings-In Indonesia, moral equity had a negative and significant impact on purchases of illegal copies of music CDs and pirated software. Relativism affects the purchase of pirated software positively, but its effect on purchases of illegal copies of CDs is insignificant. Attitude towards the act was negatively impacted by moral equity for CDs and software. Relativism only significantly affects the purchase of pirated software but in the opposite direction while it has failed to reach significance for illegal music CD purchases. Attitude towards the software piracy and purchases of illegal copies of music CDs positively affect consumer's digital piracy behaviour. Finally, Indonesian consumers feel more morally wrong to purchase illegal copies of CDs than to buy pirated software. Practical implications-In the context of Indonesia, higher moral equity has affected piracy behaviour negatively. Therefore, efforts to reduce piracy should focus on highlighting the importance of fairness and justice. One of the main drivers of digital piracy (e.g. buying, downloading, copying, and sharing digital materials illegally) is overpriced products. It has led many Indonesians to believe that it is acceptable to purchase pirated software and illegal copies of CDs. Nonetheless, if companies are able to lower prices; thus make it affordable to consumers, consumers will perceive fairness and justice in purchasing original copies of software and CDs. Originality/value-There are very limited studies investigating factors impacting the purchase of pirated software and CDs in the developing countries specifically Indonesia, the fourth most populous nation in the world and one of the biggest markets for counterfeit products. This study investigates the mental health consequences of rural–urban migrants in Indonesia. We use the migrant economic assimilation model applied to our individual longitudinal data specifically designed to observe migrants' performance. Compared with urban non‐migrants, this study finds that migrants' mental health conditions are persistently lower. Moreover, their mental health gap has worsened over the years since migration. Along with this pattern, we also found that migrants' earnings are persistently higher than those of urban non‐migrants, with a decline in social support. Indonesia is an interesting case study for researchers, educators and students of sustainable development and sustainable energy due to its ability to connect the multiple "worlds" it has become part of. Indonesia is an important bridge to Muslim countries, the voice of the Global South in the G20 and a main pillar of the 134-country-strong G77. Indonesia's development trajectory is also key to the achievement of the Paris Climate Agreement as well as of the 2030 Agenda. This article proposes that one way to understand Indonesia's complex energy transition is by knowing how to teach it as a case study. By teaching how Indonesia addresses contradictions that would have been unsurmountable for other countries, new insights and values can be gained. Indonesia's energy transition offers helpful lessons, because of its aspiration to become a developed country by 2045. However, as the methodology of this paper suggests, these lessons can be more valuable when they are achieved through the stages of reflection, interaction and action. By knowing how to teach Indonesia's energy transition, the value of knowledge can be multiplied. This article begins by showing how Indonesia addresses barriers and caveats by focusing on silver linings and comes up with pragmatic solutions to energy-related issues. This is followed by the "teaching guide," which provides recommendations as to how the lessons from Indonesia can be embedded into a learning experience. The "learning activation approach" is introduced, which encourages students to systematically reflect on the complexity of selected contexts and understand this complexity by looking at the technical issues and processes that allow decision making. Small-island communities in developing countries rely heavily on wild fisheries to meet the communities' food and livelihood needs. These communities' remoteness, insularity and the small size of the local economy make the fishery production sensitive to the way in which fishers interact with other community members and to local environmental changes. This paper investigates how social capital and environmental threats to local fishing activities are associated with fishery productivity using the data collected in a small-island fishing community in Indonesia. We estimate the technical efficiency and capacity utilization, and examine how these measures are related to the social capital built around the island community. The impacts of environmental changes that are perceived as threats to local fishing activities are also evaluated. We find that inefficiency in the fisheries' production is correlated with whether fishers are tied to community members outside their own fishing groups and whether they are exposed to environmental threats, the sources of which are internal and external to the fisheries system. The underutilization of existing capacity is evident for fishers who receive government aid for fishing equipment and those who perceive population growth and aquaculture development as a threat to their fishing activities. The sustainability of the water supply program in developing countries is influenced by many inter-linked and dynamic factors, suggesting the need to analyse the system behaviour of the water supply program. However, no study analyses factors influencing the sustainability of rural drinking water supply programs holistically, and this study aims to fill that gap. This study utilized a system dynamics approach based on a case study of a community-based rural drinking water supply program (PAMSIMAS in Bahasa) in Magelang Regency, Indonesia. Five sustainability aspects were considered in the model development and simulation: financial, institutional, environmental, technical, and social aspects. Eight scenario analyses related to those five aspects were conducted. The causal loop diagrams suggest that the overall loop in the system is reinforcing, meaning that the improvement in one aspect will improve the overall condition of the system and deterioration in one aspect will reduce the overall condition of the system. Scenario analysis shows that external fund is critical to support the program financially, especially at the beginning of the project when the piped system is being built and water revenue is still low. Scenario and sensitivity analyses revealed that human factors, i.e., the performance of the water board and response and support from the community, positively influence the sustainability of the water supply program. Additionally, the water board plays a key role in accelerating the pipe network growth. Finally, this paper argues that visualising and simulating the causal relationship and dynamic behaviour of the rural water supply program are critical for water stakeholders to better design and implement the water supply program. Background: Neoliberal globalization contributes to the out-migration of labour from sending countries in the global South. Supported by multilateral organizations including the IMF and World Bank, the migration and development nexus holds that nations and households in migrant sending countries can migrate their way out of poverty. Two countries that embrace this paradigm, the Philippines and Indonesia, are major suppliers of migrant labour including domestic workers, and Malaysia is a primary destination country. Theory and methods: We deployed a multi-scalar and intersectional lens to highlight the impact of global forces and policies, interacting with constructions of gender and national identity, to explore the health and wellbeing of migrant domestic workers in Malaysia. In addition to documentary analysis, we conducted face-to-face interviews with 30 Indonesian and 24 Filipino migrant domestic workers, five representatives from civil society organizations, three government representatives, and four individuals engaged in labour brokerage and the health screening of migrant workers in Kuala Lumpur. Results: Migrant domestic workers in Malaysia work long hours in private homes and are not protected by labour laws. Workers were generally satisfied with their access to health services; however, their intersectional status, which is both an outcome of, and contextualized by, the lack of opportunities in their own country, prolonged familial separation, low wages, and lack of control in the workplace, contributed to stress and related disorders—which we regard as the embodied manifestation of their migratory experiences. Migrant domestic workers eased these ill effects through self-care, spiritual practices, and the embrace of gendered values of self-sacrifice for the family as a form of solace. Conclusions: Structural inequities and the mobilization of gendered values of self-abnegation underpin the migration of domestic workers as a development strategy. While individual self-care practices were used to cope with the hardships of their work and family separation, these efforts did not remedy the harms nor redress structural inequities wrought by neoliberal globalization. Improvements in the long-term health and wellbeing of Indonesian and Filipino migrant domestic workers in Malaysia cannot focus solely on the preparation and maintenance of healthy bodies for productive labour, but must attend to workers' attainment of adequate social determinants of health, which challenges the migration as development paradigm. Neo-liberal policy instruments such as privatization, marketisation and commercialization of migrant labour have led to both host and home countries benefitting, but at the expense of the migrant domestic workers' well-being. Renewable energy still cannot compete with fossil-based electricity generation costs in most developing countries. Fiscal instruments can be considered the most promising tool in emerging economies compared to various measures to support renewable energy deployment. Fiscal instrument effectiveness in renewable energy development in developing countries is still underemphasised in the literature. Using the case of Indonesia, this study aims to simulate how different fiscal incentives can affect the economic price of renewable energy by employing six types of fiscal incentive scenarios. The scenarios include tax incentives (tax holiday, tax allowance, value-added tax reduction) and subsidy policies (interest rate subsidy, land acquisition support, and project development facility). Using a typical financial model for 66 projects of solar photovoltaic and wind technology provided in Indonesia's ten years national electricity plan, the findings generate two major outcomes. First, compared to other incentive policies, tax holidays and tax allowance are the most significant policies that would reduce the electricity price of renewables in Indonesia. Second, solar photovoltaics are more sensitive in response to fiscal intervention than wind technology. Social media are popular among adolescents worldwide, including the global South. The way adolescents use social media is influenced by their own perception of social media but also by how their parents use and perceive social media. This study aims to understand how Indonesian young adolescents (12-15 years old) and parents of adolescents use and perceive social media. For this purpose, we conducted eight focus group discussions and eight semi-structured interviews with 30 Indonesian adolescents and 15 Indonesian parents. Thematic analysis of the qualitative data reveals that both adolescents and parents use social media for social, practical, and pleasure activities. Most adolescents mention that they consider themselves skilled in using social media, while parents consider themselves less skilled. Both adolescents and parents mention that social media offer benefits for adolescents, including emotional, social, and practical benefits. However, adolescents and parents also mention the risks of social media use for adolescents, including social, emotional, and informational risks, as well as the displacement of more meaningful activities. As such, both adolescents and parents do not perceive social media as inherently good or bad but rather as a novel medium that offers benefits for adolescents but also involves several risks to be considered by parents and other relevant stakeholders. This study adds to our understanding of social media use in the global South and offers a theoretical basis for future studies on the impact of adolescents' social media usage on wellbeing in an Indonesian context. Using Indonesia, one of the leading voices in the so-called Global South, I trace the diverse narratives of non-Western elites on interpreting the war in Ukraine, the relationship between Russia and the "non-Western" world, and the NATO factors. The lack of knowledge about Russia and Ukraine, coupled with the strong anti-Western sentiment, has created a more pro-Russian sentiment in the Indonesian narratives about the war. This tendency was made stronger by the postcolonial thinking in Indonesian elite discourse, creating an 'understander' narrative rooted in the local postcolonial history instead of being driven by external, material factors. Natural resources-blessing or curse? Indonesia provides an excellent case study for an examination of this question. It is a major commodity exporter; the fourth most populous country in the world; and the world's largest archipelagic state with huge mineral, forest and maritime resources. Indonesia also has three distinctive features that are particularly relevant for such a study. First, with the exception of the Asian Financial and COVID-19 crises, it has had at least moderately strong economic performance for the past half-century. This distinguishes it from the majority of resource-rich developing countries, and therefore there are lessons to be learnt from its management of these boom and bust episodes, particularly the latter. Second, Indonesia has experienced two rather different resource booms-the first based mainly on oil and gas in the 1970s and the second based primarily on coal, palm oil and gas over the years 2005-11. The economic, social a.nd environmental effects of these two booms have dilfered signifcantly. Third, the country experienced major regime change in 1998-99, from the centralized, authoritarian Soeharto regime in 1966-98, which presided over the first boom, to the subsequent democratic, decentralized regime during the second boom. The very different political and institutional arrangements had important implications for the management Of the boom and its distributional effects. We examine these issues in a comparative context, employing as reference points two very large natural resource exporters, Brazil and Nigeria, and Malaysia, a smaller, more dynamic Southeast Asian comparator. This article seeks to analyze and characterize the geopolitical structure of Indonesia, the largest archipelagic state globally. It presents two connected primary concepts. First, the geographical characteristics of Indonesia suggest that it may have both strengths and limitations, as well as the potential for social, economic, and even military dominance. Indonesia's geopolitical structure appears to be based on the "strategic trinity" of geostrategy, geoeconomics, and geopolitics. Even though these concepts are not novel in and of themselves, this article contributes to the scant existing literature. The present study contributes by generating new information. It is one of the few studies that evaluate Indonesia's geographical characteristics and how they impact the country's international relations, national defense system, and strategic planning. The introduction of the Industry 4.0 and Society 5.0 concepts has been undoubtedly challenging, and the readiness towards them could be fundamentally enhanced by strategic management and entrepreneurial governance. Bureaucracy in the majority of developing countries, including Indonesia, is an impediment due to the delays in bureaucratic reform and weak patterns of communication and coordination between their institutions. This study aims to analyze the readiness towards the era of Industry 4.0, and Society 5.0 in Indonesia from the perspectives of strategic management of the bureaucracy and entrepreneurial government. We undertake a case study on the organization of the Deputy for Human Resources of the Indonesian Ministry of Empowerment of the State Apparatus and Bureaucratic Reform and use a mixed method that simultaneously combines quantitative and qualitative methods. The resulted data from observations, in-depth interviews, and focus group discussions were then analyzed using path analysis, descriptive methods, and qualitative approaches. Our results finding shows that there is a strategic value in data-based policies, and the ownership of data from various perspectives is strategically used as a direction for policymakers. One of the impacts of the Industry 4.0 and Society 5.0 concepts is that the world has become increasingly connected. Hence, there are no boundaries between systems. Bureaucratic strategic management and entrepreneurial government have a significant effect on the readiness towards the Industry 4.0, and Society 5.0 concepts, in Indonesia, either partially or simultaneously. This research is a qualitative method research that uses literature review to seek the impact of New Public Management (NPM) approach toward the implementation of digital government in Indonesia. Digital government is looking for more open, collaborative, and innovative government and it goes along with NPM ideal purpose to provide effective services to citizens, and also emphasizes efficient government. However, previous research stated NPM approach did not suitable for developing countries. This research tried to look if NPM approach is a challenge for the implementation of digital government in Indonesia. As the result, NPM approach became a big challenge for the implementation of digital government in Indonesia because it resulting sectoral ego and not integrated e-services application. Tourism has become an essential sector in developed and developing nations, but cultural integrity must be preserved and protected to continue attracting tourists from across the globe. Thus, studying how to maintain cultural sustainability while simultaneously developing the tourism sector to attract international visitors is essential. The current study is a valuable addition to the cultural and tourism literature depicting the critical drivers that all developed and developing nations can consider for the growth of their tourism sector. The current study utilizes a systematic analysis approach to project the future role of the central government in sustaining cultural values and developing tourism to support the rural communities in Indonesia economically. The opinions of experts were gathered via interviews and a self-administered survey. The questionnaire was formulated based on the Cross-impact Direct Influence (CDI) matrix. Scenario Wizard software and MICMAC analysis were employed to analyze the data. The findings of the MICMAC analysis presented 13 key/important constructs with predominant roles in sustaining cultural values and developing the Indonesian tourism system in the future. In addition, the ScenarioWizard Method identified 35 possible states of the critical constructs that were conceptualized in the second phase. The results revealed four scenarios with stronger consistencies. Scenario 1 was the most desirable and had appropriate features to preserve Indonesia's cultural sustainability while developing the tourism sector. The development of so-called advanced materials is mainly driven by research devoted to supporting industry and now expands to many issues such as energy demand, climate change, healthy awareness, and many others. However, the process of this material evolution is arguably slow in many developing countries, putting them far behind developed counterparts in terms of technological advancement. One of the advanced materials that absorbed global attention and can be adopted to assess research development is graphene. In this work, graphene-related publications of universities and research institutes were utilized to assess how effective the higher education policies of Indonesia, as a developing country, encourage graphene research development. For this purpose, a multidisciplinary perspective was used to comprehensively analyze the findings, highlighting the emerging gaps, orientation, and promising future research that will benefit many researchers, governments, and industries. A total of 667 filtered publications were investigated. In addition, VOSviewer was utilized as a proper complement to visualize and analyze the publication trend based on keywords and authorship. Many aspects were explored, including publication, distribution, collaboration, and policies. The investigation revealed that supportive governmental policies, especially Law No. 12 of 2012, in classifying the entity of universities, had a remarkable impact on the productivity and geographical distribution of graphene research publications. The most important finding, after analyzing 535 publications, showed that publications of graphene research increased dramatically and is centralized on Java Island. Moreover, it strongly indicates that most universities with the authority to self-budget can contribute significantly to advanced materials research. International collaboration with many countries was also strongly formed. By contributing 114 co-authorships, Malaysia was shown to be a favorite counterpart. Therefore, this study confirms that research activity can be utilized to assess the effectiveness of higher education policies. In a broader context, the advanced materials research publication is emerging as an indicator in revealing Indonesia's socio-economic development. Cross‐cultural adaptation is an important part of using validated questionnaires across countries and settings. Here we describe the cross‐cultural process adopted in the STRiDE (STrengthening Responses to dementia in DEveloping countries) program. We adopted a cross‐cultural adaptation process including forward translation, back translations, and cognitive interviews of the STRiDE toolkit. In total, 50 older adults and 41 carers across sites in Indonesia and South Africa participated in cognitive interviews; field notes and verbatim quotes are reported. We describe the cross‐cultural adaptation process of the STRiDE toolkit. During the process, issues were identified with the translated toolkit, including aspects related to cultural appropriateness, terminology equivalence, and timings. The data demonstrate that a rigorous, yet pragmatic, cross‐cultural adaptation process can be achieved even with limited resources. Over the last two decades, Indonesia has experienced remarkable economic growth. However, the percentage of infants and young children meeting the minimum dietary diversity (MDD) criteria has stagnated. Despite the growing body of evidence of the association between MDD and socioeconomic factors, there is little information about socioeconomic inequalities in MDD in Indonesia. The current study seeks to quantify the wealth- and education-related inequalities in MDD among infants and young children in Indonesia and determine the contribution of different factors to these disparities. We included a total of 5038 children aged 6–23 months of the 2017 Indonesia Demographic and Health Survey. We measured wealth- and education-related inequalities using the concentration curve and Wagstaff normalised concentration index. Using a concentration index decomposition analysis, we then examined factors contributing to wealth- and education-related inequalities in MDD. The concentration indices by household wealth and maternal education were 0.220 (p < 0.001) and 0.192 (p < 0.001), respectively, indicating more concentration of inequalities among the advantaged population. The decomposition analysis revealed that household wealth (29.8%), antenatal care (ANC) visits (16.6%), paternal occupation (15.1%), and maternal education (11.8%) explained the pro-rich inequalities in MDD in Indonesia. Maternal education (26.1%), household wealth (19.1%), ANC visits (14.9%), and paternal occupation (10.9%) made the most considerable contribution to education-related inequalities in MDD. There is substantial wealth- and education-related inequalities in MDD. Our findings suggest an urgent need to address the underlying causes of not reaching dietary diversity by promoting infant and young child feeding equity in Indonesia. [ABSTRACT FROM AUTHOR]

Although the relationship between social protection and enterprise performance is much debated in the literature, evidence is particularly limited in the case of small and medium‐sized enterprises in developing economies. Using census data from 2010 to 2014, this article examines how the provision of social security influenced business performance in Indonesia. The author finds that increased social security spending of 10 per cent is associated with a per‐worker revenue gain of up to 2 per cent. Moreover, profits are not found to decrease with increased social protection coverage, suggesting that increasing worker benefits may be a worthwhile business investment. [ABSTRACT FROM AUTHOR]

The plan by Indonesian government to build a high-speed rail (HSR) has previously existed for years. Both the Japanese and Chinese government had both showed interest in the project, and both of them have the technological capacity to build a railway that would connect Jakarta and Bandung. This project was however awarded to China because they made a provision of soft loans for the project, while Japan on the other hand wanted the Indonesian government to completely provide the fund required to execute the project from the beginning to the end of the project. The proposed construction of the railway lines will cut travel time between Jakarta and Bandung from about three hours by car to just 45 minutes only. The project will include integration of the HSR with developments along its corridor through transit oriented developments. The line would attract around 10 million passengers per year in first year of operation, this is because of Jakarta's huge population size in addition to the number of pairs of destinations that the HSR would connect. However, even the KL - SG HSR project signed an agreement on February 2013, it is noteworthy to mention that the surprising decision arrived not long after the newly elected Malaysian prime minister raised the possibility of dropping the project because of its cost implications. Background: Hospital accreditation is widely adopted as a visible measure of an organisation's quality and safety management standards compliance. There is still inconsistent evidence regarding the influence of hospital accreditation on hospital performance, with limited studies in developing countries. This study aims to explore the association of hospital characteristics and market competition with hospital accreditation status and to investigate whether accreditation status differentiate hospital performance.Methods: East Java Province, with a total 346 hospitals was selected for this study. Hospital characteristics (size, specialty, ownership) and performance indicator (bed occupancy rate, turnover interval, average length of stay, gross mortality rate, and net mortality rate) were retrieved from national hospital database while hospital accreditation status were recorded based on hospital accreditation report. Market density, Herfindahl-Hirschman index (HHI), and hospitals relative size as competition indicators were calculated based on the provincial statistical report data. Logistic regression, Mann-Whitney U-test, and one sample t-test were used to analyse the data.Results: A total of 217 (62.7%) hospitals were accredited. Hospital size and ownership were significantly associated with of accreditation status. When compared to government-owned, hospital managed by ministry of defense (B = 1.705, p = 0.012) has higher probability to be accredited. Though not statistically significant, accredited hospitals had higher utility and efficiency indicators, as well as higher mortality.Conclusions: Hospital with higher size and managed by government have higher probability to be accredited independent to its specialty and the intensity of market competition. Hypertension is a rapidly growing problem in developing countries. At the same time, due to its asymptomatic nature, the afflicted population is largely unaware of being hypertensive. Due to a lack of resources, routine medical exams are very rare in developing countries and many sick individuals remain undiagnosed. Using a large sample of hypertensive individuals from Indonesia, we show the importance of being diagnosed. Diagnosed individuals exhibit lower systolic and diastolic blood pressure, and overall lower probability of remaining hypertensive than undiagnosed individuals. We also show the main channels through which this is achieved: taking medication, routinely monitoring one’s blood pressure, and engaging in moderate physical activities. We also point to channels through which additional benefits could be realized, but that are currently ineffective: dietary changes and maintaining a healthy body weight. Combined, these results point to the importance of directing public policy towards addressing the under-diagnosis problem and educating the public of the benefits of adopting a healthy life-style. Background: Nutrition transition in developing countries were induced by rapid changes in food patterns and nutrient intake when populations adopt modern lifestyles during economic and social development, urbanization and acculturation. Consequently, these countries suffer from the double burden of malnutrition, consisting of unresolved undernutrition and the rise of overweight/obesity. The prevalence of the double burden of malnutrition tends to be highest for moderate levels (third quintile) of socioeconomic status. Evidence suggests that modifiable factors such as intra-household food distribution and dietary diversity are associated with the double burden of malnutrition, given household food security. This article describes the study protocol of a behaviorally based nutrition education intervention for overweight/obese mothers with stunted children (NEO-MOM) in reducing the double burden of malnutrition.Methods: NEO-MOM is a randomized controlled trial with a three-month behavioral intervention for households involving pairs of 72 stunted children aged 2-5 years old and overweight/obese mothers (SCOWT) in urban Indonesia. The SCOWT pairs were randomly assigned to either an intervention group or to a comparison group that received usual care plus printed educational materials. The intervention consisted of six classroom sessions on nutrition education and home visits performed by trained community health workers using a motivational interviewing approach. The primary outcomes of this study are the prevalence of double burden of malnutrition as measured in SCOWT, child's height-for-age z-score (HAZ) and maternal body mass index (BMI).Discussion: Because previous studies are mainly observational in nature, this study advances understanding of the double burden of malnutrition through a fully powered randomized controlled trial. The intervention assists participants in self-administered goal setting to improve diet and child feeding behaviors by improving self-efficacy. Maternal self-efficacy may be enhanced through vicarious and active mastery of experiences gained during six sessions of nutrition education and verbal persuasion during home visits.Trial Registration: The Universal Trial Number (UTN) for this study is U1111-1175-5834. Purpose The relationship between strategic choices and performance in service firms in emerging markets has remained largely under-researched. This study aims to address this issue by studying the performance of financial institutions in the context of Indonesia’s political, institutional and socio-cultural environment.Design/methodology/approach Using institutional theory, the authors analyzed data collected using surveys and interviews with senior managers in Indonesian financial institutions.Findings The authors find that the regulative and normative elements have forced organizations to incorporate the values set by the external institutional bodies. The organizations have undertaken structural isomorphism in response to culture-cognitive elements, and differentiate themselves by focusing on the provision of quality customer service and enhanced customer satisfaction.Originality/value The authors provide new insights by studying how the political and institutional environment and choice of strategy influences performance of the services sector in emerging economies. This study sought to assess actions which Indonesia, Sudan, and Tanzania took to implement the health workforce commitments they made at the Third Global Forum on Human Resources for Health (HRH) in November 2013. The study was conducted through a survey of published and gray literature in English and field research consisting of direct contacts with relevant ministries and agencies. Results show that the three countries implemented interventions to translate their commitments into actions. The three countries focused their commitments on improving the availability, geographical accessibility, quality of education, and performance of health workers. The implementation of the Recife commitments primarily entailed initiatives at the central level, such as the adoption of new legislation or the development of accreditation mechanisms. This study shows that action is more likely to take place when policy documents explicitly recognize and document HRH problems, when stakeholders are involved in the formulation and the implementation of policy changes, and when external support is available. The Recife Forum appears to have created an opportunity to advance the HRH policy agenda, and advocates of health workforce development in these three countries took advantage of it. Indonesia is frequently mentioned as an emerging player in United Nations (UN) peacekeeping, but its role has been understudied compared to other emerging powers. Drawing on interviews with foreign and defence ministry officials, and independent analysts in Jakarta, as well as statements by Indonesian representatives in the UN and other forums, this article makes three arguments. First, although Indonesia has a long history of involvement in UN peacekeeping operations (PKOs), there has been a major change in policy in the last decade, with much greater importance attached to peacekeeping. Jakarta has set itself the goal of becoming a top ten troop contributing country with 4,000 personnel deployed by 2019. Second, although Indonesia retains a strong preference for traditional "blue helmet" missions mandated by the UN Security Council (UNSC), and based on principles of host country consent, impartiality and non-use of force, its views on peacekeeping are evolving. While Indonesia has concerns about aspects of the "new" peacekeeping agenda, such as Protection of Civilians and robust peace enforcement missions, in practice it has proved to be more pragmatic than some of its rhetoric might suggest. Third, although emerging powers are frequently portrayed as conservative, Indonesia has been an advocate for a more ambitious approach to peacekeeping in Southeast Asia. It was the first to argue for an ASEAN peacekeeping force and has supported the use of regional troops to monitor peace agreements. In sum, the Indonesian case supports some of the claims made about emerging powers and peace operations but challenges others, underlining the diversity of this group of states. We evaluated two risk models (bioregion pathway and species-based exposure), with the aim to determine an effective strategy to implement marine biosecurity risk management in regions/countries where biological data are limited. We used the Port of Tanjung Priok, Jakarta Bay, Indonesia, as a case study to test both models. The bioregion pathway model illustrates that Tanjung Priok is highly connected to the East Asian Sea (~91%), and the Northwest Pacific, Mediterranean, and Australia & New Zealand bioregions ("Very Low" risk), with other bioregions posing "Negligible" risk, highlighting the importance of understanding regional port linkages. The bioregion pathway model strength is grounded by using readily available shipping data; however, it does not classify species into threat categories but considers a larger number of species as an increasing threat. The species exposure model found that 51 species pose a theoretical risk (10 "Moderate", 20 "High", and 21 "Extreme" risks) to Tanjung Priok. These 51 species can be used as a "watch list" for this port. If biosecurity measures for this port were restricted to the outcomes of the bioregion pathway model only 4 of the 51 species highlighted by the species exposure model would have been captured. The species model was data intensive, requiring extensive species datasets and consequently may be unsuitable when data are limited. [ABSTRACT FROM AUTHOR]

(1) Background: Few studies have investigated (demographic) correlates of (prevalent) overweight rates among early adolescents, especially from higher socioeconomic positions (SEP) in developing countries, such as Indonesia. The current study aims to fill this gap. (2) Methods: Participants included 411 adolescents from five private schools in Indonesia. Adolescents' weight and height were measured, and adolescents completed questionnaires on demographic factors (i.e., sex, school area, ethnicity, pocket money) and previous year dieting. (3) Results: Results showed that more than one-third of the sample was overweight, with higher rates among adolescent males (47%) than females (24%). Moreover, adolescents attending schools in urban areas (compared with suburban areas), and those reporting past dieting (compared with those reporting no dieting) had higher overweight rates. Ethnicity and the amount of pocket money were not related to overweight status. Finally, a clear sex-specific interaction was found involving school area, showing that males in urban areas had a significantly higher risk to be overweight, whereas this did not apply to females.
