Purpose: This paper aims to explore the existence of convergence in non-monetary working conditions in Europe resorting to widely used definitions of this phenomenon and composite indexes of job quality. Design/methodology/approach: The analysis relies on composite indexes, widely used in previous literature, for 207 regions in six different areas of job quality drawing on the microdata of the European Working Conditions Survey from 1995 to 2015. This study assesses the occurrence of convergence both in terms of dispersion of job quality outcomes (sigma-convergence) and, especially, regarding the existence of a catch-up process (beta-convergence). Findings: This study finds evidence of both types of convergences in all the domains, with the exception of skills and discretion and prospects dimensions according to the sigma-convergence approach. The results do not suggest substantial differences between the 15 European Union countries before the 2004 enlargement and the new Member States and are robust to a wide range of changes in the sample and different econometric specifications. Originality/value: Tot he best of the authors' knowledge, this paper represents the first rigorous and systematic attempt of addressing the existence of convergence in non-monetary working conditions, applying formal and widely accepted definitions of this phenomenon. The concept of the public interest has often been revisited within theoretical debates related to the fields of politics, decision making, and planning. While it has been claimed that the public interest should serve as one of the main pillars for decision-making, various authors reject the possibility of its operationalization, describing it as a vague criterion for any empirical analysis. With that in mind, the main aim of this paper is to present the role of the public interest and its long lasting tradition in Serbian planning practice from socialism until today, as well as its operational dimensions in relation to the specific post-socialist planning context. This paper will first briefly discuss the nature of the public interest concept in relation to planning. It will go on to present some of the socio-economic aspects of Serbian socialist and post-socialist planning practice, so as to better understand the local context in which the public interest is framed. Finally, it will propose the dimensions of planning practice in which the public interest is articulated. Romanian areas have suffered of an intense out emigration from rural areas. In order to reduce the socio-economic marginalization the European Union by the Common Agricultural Policy (CAP) has supported more initiatives aimed at implementing the diversification in rural areas. The aim of this paper was to assess by a quantitative approach in Romanian farms belonging to the FADN dataset some relationships among the financial subsidies allocated by the CAP and the level of wealth in rural areas. It has used in this research a dual and different methodology of investigation. It has employed in the first phase the multiple regression model and in the further step the Structural Equation Modeling aimed at estimating the cause effect relationships between all investigated variables over the time 2007-2015. Findings have pointed out as the level of wealth in rural areas has been influenced by the financial subsidies allocated by the Common Agricultural Policy and a positive impact has been also assessed focusing the attention on the total CAP payments towards the level of farmer's net income. The use of formal and informal care for the elderly depends on many factors: income, urban-rural environment, educational attainment, family composition (singles/multi-member family), age and severity of health complications. For this analysis, a pro-rich poverty model is used based on data from the latest (8th) edition of SHARE (Survey of Health, Aging and Retirement in Europe) to examine the impact of socioeconomic inequalities among older people in the use of home care in European Union. The main results indicate that the pro-poor distribution of long-term care prevails in most of the studied countries. At the same time, health variables contribute to pro-poor inequality in the use of long-term care, mainly in informal care. When it comes to formal care, most countries have pro-poor contributions. Formal care inequalities disappeared when adjusted for need factors, while informal care inequalities remained in most countries. [ABSTRACT FROM AUTHOR]

In many countries, flood defense has historically formed the core of flood risk management but this strategy is now evolving with the changing approach to risk management. This paper focuses on the neglected analysis of institutional changes within the flood defense strategies formulated and implemented in six European countries (Belgium, England, France, the Netherlands, Poland, and Sweden). The evolutions within the defense strategy over the last 30 years have been analyzed with the help of three mainstream institutional theories: a policy dynamics-oriented framework, a structure-oriented institutional theory on path dependency, and a policy actors-oriented analysis called the advocacy coalitions framework. We characterize the stability and evolution of the trends that affect the defense strategy in the six countries through four dimensions of a policy arrangement approach: actors, rules, resources, and discourses. We ask whether the strategy itself is changing radically, i.e., toward a discontinuous situation, and whether the processes of change are more incremental or radical. Our findings indicate that in the European countries studied, the position of defense strategy is continuous, as the classical role of flood defense remains dominant. With changing approaches to risk, integrated risk management, climate change, urban growth, participation in governance, and socioeconomic challenges, the flood defense strategy is increasingly under pressure to change. However, these changes can be defined as part of an adaptation of the defense strategy rather than as a real change in the nature of flood risk management. [ABSTRACT FROM AUTHOR]

The availability and accessibility of natural resources are fundamental for human well-being and the functioning of global economies. International policies have been developed with the aim to ensure resource efficiency and to respond to environmental and socio-economic concerns towards the sustainable management of natural resources. In fact, building effective resource policies requires solid methodologies and indicators for monitoring resource extraction and consumption by the economies as well as all its related environmental impacts. The present study focuses on the European context, assessing current methodologies for resources analysis towards identifying their strengths and weaknesses in supporting policies. The study analyses trends in material resource extraction within Europe and imports over the past 10 years. Three approaches are compared: (i) “mass”-based accounting (i.e. material flow analysis); (ii) “impact assessment”-based, founded on the life cycle assessment methodology, and (iii) “resource criticality”-based, building on assessment of critical raw materials for EU economy. The paper shows through some examples that this methodological choice has relevant repercussions in terms of resource prioritization. Hence, the choice of the accounting methodology and the setting of targets should be guided by the policy objective(s) (i.e. dematerialization, environmental impact reduction and security of resource supply), possibly complementing the different insights coming from the three approaches. From the mid-1770s onwards there was a clear shift in perspective in the way European commentators looked at China, a subject that, especially in an era defined by Paul Hazard as the crisis of European consciousness, had long appealed to Western culture as both a cognitive and more generally an intellectual challenge. The contrast between sinophilic and sinophobic attitudes, which often characterized the evolution, even temporal, of the eighteenth-century perception of Chinese reality, cannot alone explain the shifts in interest and changes of opinion that occurred towards the end of the eighteenth century. What this contribution aims to highlight is how, in some key observers of and commentators on China between the end of the eighteenth and the beginning of the nineteenth century - from Adam Smith, Abbé Raynal and Denis Diderot, to Lord Macartney and John Barrow - one can detect perspectives and reflections that cannot be due to a simple descriptive register or to attempts at apologia or devaluation, but rather to approaches tending to include China in global comparative historical or socio-economic reasoning. And how, with that reasoning, the assumption of the superiority of the European model leads to China being seen no longer as a mere object of admiration or a source of inspiration, but as a new actor with a new role in global history. The discourse thus tends to take on, in various ways, prescriptive overtones, aimed at identifying the internal and external changes necessary for the part that, from a Western perspective, China could play in a connected world. Several health researchers have emphasised the effects of socio-economic factors on population health outcomes. Many studies have been demonstrating the relationship between socio-economic conditions and individual health, as they have stated that deprived population are more likely to have a higher rate of morbidity and mortality due to different diseases. This study examines the association between socioeconomic deprivation and health outcomes among the population from urban and rural communities in Ialomiţa County (Romania). The research is based on statistical and spatial analysis, using indicators related to socio-economic deprivation (economic status index, housing endowment index, education level index and) and indicators related to health outcomes. Preliminary results showed the expansion of deprived areas, overlapping areas with precarious population health, generally areas with high incidence of respiratory and digestive diseases, high mortality due to infectious diseases. Background: Modifiable health-related behaviours tend to cluster among most vulnerable sectors of the population, particularly those at the bottom of the social hierarchy. This study aimed to identify the clusters of health-related behaviours in 27 European countries and to examine the socioeconomic inequalities in these clusters.Methods: Data were from Eurobarometer 72.3-2009, a cross-sectional survey of 27 European countries. The analyses were conducted in 2016. The main sections of the survey included questions pertaining to sociodemographic factors, health-related behaviours, and use of services. In this study, those aged 18 years and older were included. We selected five health-related behaviours, namely smoking, excessive alcohol consumption, frequent fresh fruit consumption, physical activity and dental check-ups. Socioeconomic position was indicated by education, subjective social status and difficulty in paying bills. Latent class analysis was conducted to explore the clusters of these five behaviours. Multinomial logistic regression model was used to examine the relationships between the clusters and socioeconomic positions adjusting for age, gender, marital status and urbanisation.Results: The eligible total population was 23,842. Latent class analysis identified three clusters; healthy, moderate and risky clusters in this European population. Individuals with the lowest socioeconomic position were more likely to have risky and moderate clusters than healthy cluster compared to those with the highest socioeconomic position.Conclusions: There were clear socioeconomic gradients in clusters of health-related behaviours. The findings highlight the importance of adopting interventions that address multiple health risk behaviours and policies that tackle the social determinants of health-related behaviours. Medieval European urbanization presents a line of continuity between earlier cities and modern European urban systems. Yet, many of the spatial, political and economic features of medieval European cities were particular to the Middle Ages, and subsequently changed over the Early Modern Period and Industrial Revolution. There is a long tradition of demographic studies estimating the population sizes of medieval European cities, and comparative analyses of these data have shed much light on the long-term evolution of urban systems. However, the next step—to systematically relate the population size of these cities to their spatial and socioeconomic characteristics—has seldom been taken. This raises a series of interesting questions, as both modern and ancient cities have been observed to obey area-population relationships predicted by settlement scaling theory. To address these questions, we analyze a new dataset for the settled area and population of 173 European cities from the early fourteenth century to determine the relationship between population and settled area. To interpret this data, we develop two related models that lead to differing predictions regarding the quantitative form of the population-area relationship, depending on the level of social mixing present in these cities. Our empirical estimates of model parameters show a strong densification of cities with city population size, consistent with patterns in contemporary cities. Although social life in medieval Europe was orchestrated by hierarchical institutions (e.g., guilds, church, municipal organizations), our results show no statistically significant influence of these institutions on agglomeration effects. The similarities between the empirical patterns of settlement relating area to population observed here support the hypothesis that cities throughout history share common principles of organization that self-consistently relate their socioeconomic networks to structured urban spaces. The construction of a European social economic model becomes impetuous necessary because in the recent years the middle class of society was eroded significantly. Now more than ever, the authorities need to develop a viable strategy to contain structural and functional elements of a European social economic model. Based on the four models we have foreshadowed in our research the socio-economic policy mix that can build a strong and sustainable economy, which meet the requirements of the European social model. Information extracted from the article is useful because it indicates the direction to be taken into account to optimize the "welfare state" of the other European social models. In this regard it should be considered efficient labor market, develop social protection only for deprived people and nominal wage growth, and hence the real one. Background: Tackling inequalities in overweight, obesity and related determinants has become a top priority for the European research and policy agendas. Although it has been established that such inequalities accumulate from early childhood onward, they have not been studied extensively in children. The current article discusses the results of an explorative analysis for the identification of inequalities in behaviours and their determinants between groups with high and low socio-economic status.Methods: This study is part of the Epode for the Promotion of Health Equity (EPHE) evaluation study, the overall aim of which is to assess the impact and sustainability of EPODE methodology to diminish inequalities in childhood obesity and overweight. Seven community-based programmes from different European countries (Belgium, Bulgaria, France, Greece, Portugal, Romania, The Netherlands) participate in the EPHE study. In each of the communities, children aged 6-8 years participated, resulting in a total sample of 1266 children and their families. A parental self-administrated questionnaire was disseminated in order to assess the socio-economic status of the household, selected energy balance-related behaviours (1. fruit and vegetable consumption; 2. soft drink/ fruit juices and water consumption; 3. screen time and 4. sleep duration) of the children and associated family environmental determinants. The Mann-Whitney U test and Pearson's chi-square test were used to test differences between the low and high education groups. The country-specific median was chosen as the cut-off point to determine the educational level, given the different average educational level in every country.Results: Children with mothers of relatively high educational level consumed fruits and vegetables more frequently than their peers of low socio-economic status. The latter group of children had a higher intake of fruit juices and/or soft drinks and had higher screen time. Parental rules and home availability were consistently different between the two socio-economic groups in our study in all countries. However we did not find a common pattern for all behaviours and the variability across the countries was large.Conclusions: Our findings are indicative of socio-economic inequalities in our samples, although the variability across the countries was large. In the aftermath of the financial crisis, the European Central Bank (ECB) has experienced an unprecedented deterioration in the level of trust. This raises the question as to what factors determine trust in central banking. We use a unique cross-country data set that includes a rich set of socioeconomic characteristics and supplement it with variables meant to reflect a country's macroeconomic condition. We find that besides individual socioeconomic characteristics, macroeconomic conditions play a crucial role in the trust-building process. Our results suggest that agents are boundedly rational in the trust-building process and that current ECB market operations may even be beneficial for trust in the ECB in the long run. Background: Socioeconomic inequalities in health behaviour emerge in early life before tracking into adulthood. Many interventions to improve childhood health behaviours are delivered via schools, often targeting poorer areas. However, targeted approaches may fail to address inequalities within more affluent schools. Little is known about types of universal school-based interventions which make inequalities better or worse.Methods: Seven databases were searched using a range of natural language phrases, to identify trials and quasi-experimental evaluations of universal school-based interventions focused on smoking, alcohol, diet and/or physical activity, published from 2008-14. Articles which examined differential effects by socioeconomic status (N = 20) were synthesised using harvest plot methodology. Content analysis of 98 intervention studies examined potential reasons for attention or inattention to effects on inequality.Results: Searches identified approximately 12,000 hits. Ninety-eight evaluations were identified, including 90 completed studies, of which 20 reported effects on SES inequality. There were substantial geographical biases in reporting of inequality, with only 1 of 23 completed North American studies testing differential effects, compared to 15 out of 52 completed European studies. Studies reported a range of positive, neutral or negative SES gradients in effects. All studies with a negative gradient in effect (i.e. which widened inequality) included educational components alone or in combination with environmental change or family involvement. All studies with positive gradients in effects included environmental change components, alone or combined with education. Effects of multi-level interventions on inequality were inconsistent. Content analyses indicated that in approximately 1 in 4 studies SES inequalities were discussed in defining the problem or rationale for intervention. Other potential barriers to testing effect on inequality included assumptions that universal delivery guaranteed universal effect, or that interventions would work better for poorer groups because they had most to gain.Conclusions: Universal school-based interventions may narrow, widen or have no effect on inequality. There is a significant need for more routine testing of the effects of such interventions on inequality to enable firmer conclusions regarding types of interventions which affect inequality.Prospero Registration Number: CRD42014014548. Background: Socioeconomic inequalities in mortality are one of the greatest challenges for health policy in all European countries, but the potential for reducing these inequalities is unclear. We therefore quantified the impact of equalizing the distribution of six risk factors for mortality: smoking, overweight, lack of physical exercise, lack of social participation, low income, and economic inactivity. Methods: We collected and harmonized data on mortality and risk factors by educational level for 21 European populations in the early 2000s. The impact of the risk factors on mortality in each educational group was determined using Population Attributable Fractions. We estimated the impact on inequalities in mortality of two scenarios: a theoretical upward levelling scenario in which inequalities in the risk factor were completely eliminated, and a more realistic best practice scenario, in which inequalities in the risk factor were reduced to those seen in the country with the smallest inequalities for that risk factor. Findings: In general, upward levelling of inequalities in smoking, low income and economic inactivity hold the greatest potential for reducing inequalities in mortality. While the importance of low income is similar across Europe, smoking is more important in the North and East, and overweight in the South. On the basis of best practice scenarios the potential for reducing inequalities in mortality is often smaller, but still substantial in many countries for smoking and physical inactivity. Interpretation: Theoretically, there is a great potential for reducing inequalities in mortality in most European countries, for example by equity-oriented tobacco control policies, income redistribution and employment policies. Although it is necessary to achieve substantial degrees of upward levelling to make a notable difference for inequalities in mortality, the existence of best practice countries with more favourable distributions for some of these risk factors suggests that this is feasible.
