To date, older adults have received little attention in the newly emerging technological narratives of transnational religion. This is surprising, given the strong association of later life with spiritual and religious engagement, but it likely reflects the ongoing assumption that older adults are technophobic or technologically incompetent. Drawing on ethnographic interviews with older Sinhalese Buddhist migrants from Sri Lanka, living in Melbourne, this paper explores the digital articulations of transnational religion that arise from older migrants' uses of digital media. We focus on how engagements with digital media enable older Sinhalese to respond to an urgent need to accumulate merit in later life, facilitating their temporal strategies for ageing as migrants. Recent research has documented the immediate negative impact of the COVID‐19 pandemic on household and business consumption, but there is still limited investigation into the medium‐term effects in specific consumption categories. This paper addresses this gap using a vector autoregression analysis of a system of aggregated consumer final demand across Australia. We highlight the importance of studying a demand system, as opposed to investigating independent consumption categories, due to the interactive evolution of consumption during the pandemic. Modelling the paths of various consumption categories in response to shocks from one another, we find that, despite the large and abrupt shocks to consumption during the first two quarters of 2020, most categories reverted to pre‐COVID levels when restrictions were lifted. Importantly, transportation had the largest and most persistent decline. Overall, shocks to sectors other than food, alcohol and education were outside the counterfactual forecast confidence intervals estimated based on pre‐COVID information. [ABSTRACT FROM AUTHOR]

Novel combinations of global conditions, issues under investigation and research alliances require constant reassessment of how to conduct cross‐cultural research. Here we recount an exploratory investigation considering cross‐cultural research between Australian and Indonesian researchers. This paper sets out a range of considerations for practitioners of cross‐cultural research between our two countries. This investigation supports intentions to develop trans‐disciplinary climate change adaptation research but is applicable across multiple research topics and disciplines. We engaged a small multi‐disciplinary mix of researchers, from both countries, conducted two initial focus groups, and subsequently involved participants in drafting of this paper as an exploration of how being cross cultural could manifest. We highlight that cross‐cultural collaborations occur in environments of both cultural differences and power differences. Four main strategies emerged for dealing with the challenges (or opportunities): working respectfully, being reflective of cross‐cultural research practice, being flexible, and learning about culture. Overarching these strategies, we found cross‐cultural research requires considerable extra (long term) effort to tackle and that this is sustained by researchers' intrinsic motives to care for people and place, making this type of research a distinctive labour of love. Finally, we found similarities between cross‐cultural research and climate change adaptation research (even when conducted within one country) where both endeavours call for boundaries of places, cultures and disciplines to be crossed in order to effectively engage with complex topics and environments. Negotiating the liminalities here often defies set formulas and requires a willingness to engage with and 'muddle through' the messiness. Our findings will be of value to those undertaking cross‐cultural research across a wide range of issues. Introduction: Australia's population is ageing, resulting in more older adults living in residential aged care facilities. Occupational therapy scope of practice in Australian residential aged care facilities is significantly influenced by the government funding instrument. As the current government funding instrument is administratively inefficient, insufficiently discriminates between residents' care needs and provides perverse incentives, a new funding model is set to be implemented. This creates an opportunity for a review of the current evidence base to support the lobbying of national associations to shape occupational therapy practice. The research question that guided this systematic mapping review was as follows: What is the current state of scholarship about occupational therapy in Australian residential aged care facilities? Methods: A search of four databases (CINAHL, Medline, Embase and Scopus) was conducted and 1,617 papers were identified. All papers were screened through a two‐phase process: (i) title and abstract review and (ii) full text review, using pre‐determined inclusion and exclusion criteria to identify papers relevant to this review. A data extraction tool was designed in Microsoft Excel® and was used to extract data from the included papers. Results: Twelve Australian articles were published between 1986 and 2020, most frequently authored by an occupational therapist. Included articles were classified into four groups: articles including occupational therapists as participants, articles about occupational therapy practice, articles exploring an occupational perspective of residents and articles with limited exploration of occupational therapy. Conclusion: This review identified that there is a dearth of Australian occupational therapy literature. This creates challenges for occupational therapists seeking evidence to guide their practice to optimise resident health and well‐being and for national associations seeking to lobby for the profession. This paper challenges current approaches to undertaking community‐centred disaster recovery. Community‐centred approaches are widely recognised as ‘the gold standard’ for effective recovery from disasters. Yet, they are rarely applied well enough in practice. Challenges include the ‘authority’ culture of command‐and‐control agencies, the emphasis on discrete recovery time frames, and the reluctance to relinquish centralised control. The paper focuses on people's experiences of community‐centred recovery in New South Wales, Australia, which has experienced severe fires and floods since 2019. We undertook key informant interviews and an online survey to inquire into how community‐centred recovery is enacted. Our work uncovered widespread dissatisfaction with current practices. The paper discusses key themes emerging from the research and ends with a call to change how community‐centred recovery is framed and conducted by responding organisations, to include the underlying causes of vulnerability in recovery, to measure success differently, and to alter the narrative of who ‘owns’ disasters. University Departments of Rural Health (UDRHs) in Australia are federally funded under a program to address ongoing challenges with health workforce distribution for rural and remote areas. They have a significant role in research in regional, rural and remote areas, including research related to Indigenous health. However, a comprehensive analysis of their contributions to original Indigenous health related to Indigenous health is lacking.This study examines the contributions of UDRHs to Indigenous issues through analysis of publications of UDRHs focused on Indigenous health during the period 2010–2021.This paper examines a database of UDRH Indigenous‐related publications from 2010 to 2021.A total of 493 publications to which UDRHs contributed were analysed, including 354 original research articles. Health services research was the most common category, followed by epidemiology and papers exploring Indigenous culture and health. While health services research substantially increased over the period, the numbers of original research papers specifically focused on Indigenous workforce issues, whether related to Indigenous people, students or existing workforce was relatively small.This broad overview shows the nature and trends in Indigenous health research by UDRHs and makes evident a substantial contribution to Indigenous health research, reflecting their commitment to improving the health and well‐being of Indigenous communities.The analysis can help direct future efforts, and future analyses should delve deeper into the impact of this research and further engage Indigenous researchers. Background: This study examines the perceptions of the Australian public canvassed in 2021 during the COVID‐19 pandemic about their health system compared to four previous surveys (2008, 2010, 2012 and 2018). Methods: In 2021, a nationwide online survey was conducted with a representative sample of Australians (N = 5100) recruited via market research panels. The results were compared to previous nationwide Australian survey samples from 2018 (N = 1024), 2012 (N = 1200), 2010 (N = 1201) and 2008 (N = 1146). The survey included questions consistent with previous polls regarding self‐reported health status and overall opinions of, and confidence in, the Australian health system. Results: There was an increase in the proportion of respondents reporting positive perceptions at each survey between 2008 and 2021, with a significantly higher proportion of respondents expressing a more positive view of the Australian healthcare system in 2021 compared to previous years (χ2(8, N = 9645) = 487.63, p < 0.001). In 2021, over two‐thirds of respondents (n = 3949/5100, 77.4%) reported that following the COVID‐19 pandemic, their confidence in the Australian healthcare system had either remained the same (n = 2433/5100, 47.7%) or increased (n = 1516/5100, 29.7%). Overall, respondents living in regional or remote regions, younger Australians (< 45 years) and women held less positive views in relation to the system. In 2021, the most frequently identified area for urgent improvement was the need for more healthcare workers (n = 1350/3576, 37.8%), an area of concern particularly for Australians residing in regional or remote areas (n = 590/1385, 42.6%). Conclusions: Irrespective of disruptions to the Australian healthcare system caused by the COVID‐19 pandemic, Australians' perceptions of their healthcare system were positive in 2021. However, concerns were raised about inadequate workforce capacity and the cost of healthcare, with differences identified by age groups and geographical location. While intellectual property laws protect rights holders from infringement of their intellectual property, these laws also protect against abuse of those rights where rights holders unjustifiably threaten competitors with infringement proceedings. The introduction of additional damages for flagrant unjustified threats under the recent Intellectual Property Laws Amendment (Productivity Commission Response Part 1 and Other Measures) Act 2018 (Cth) may benefit an alleged infringer who is not found to have infringed a valid patent. In particular, new section 128(1A) to the Patents Act 1990 allows additional damages to be awarded against a person for making blatant unjustified threats of infringing a patent. In cases where it is difficult to determine the loss and ordinary damages cannot be awarded, a court could award a nominal amount in compensation, but the difficulty lies in whether, in some cases, damages can be awarded at all. This raises the need to consider other legal avenues to address the issue of unjustified threats relating to patented inventions. In this paper we have identified four such other legal avenues being: specific provisions of the Australian Consumer Law; the misuse of market power provisions in s 46 Competition and Consumer Act 2010 (Cth); the duty of care and diligence in s 180 Corporations Act 2001 (Cth); and the law of joint tortfeasorship. Each of these potential legal solutions will be examined in turn however a comparison of remedies, or interactions with the laws of evidence, and exploration of costs are beyond the scope of this analysis. Further while we acknowledge that other Australian legislation provides a cause of action arising from the making of unjustifiable threats, such as in the Copyright Act 1968, the Trade Marks Act 1995, the Designs Act 2003 and the Circuit Layouts Act 1986, this paper is focused on the Patents Act 1990 only. This review aimed to inform a deeper understanding of the varied experiences of ageing in place for older adults in Australia and New Zealand. Ageing in place involves older adults remaining in their own home or community as they age rather than moving into residential care. Our focus was on how ageing in place relates to older adults' mental health, life satisfaction, wellbeing, and overall ability to adapt well to ageing. This paper followed PRISMA‐ScR guidelines. Of the initial 210 papers identified, 20 met inclusion criteria and were retained. Four key themes related to experiences of ageing in place and the skills and strategies utilised to age in place were extracted from these studies. Themes encompassed older adults' individual characteristics and strategies, their connections to community, their home environment, and the appropriateness of support and services. We conclude that ageing in place should not be considered a "one size fits all" approach to ageing. Policymakers, researchers, and governments should acknowledge that older adults are a diverse group. Future ageing policy should strive to accommodate all older adults regardless of their circumstances or ageing preferences and researchers should include older adults from diverse populations and circumstances. This integrative review aimed to identify and synthesize evidence on workplace stress and resilience in the Australian nursing workforce. A search of the published literature was conducted using EMBASE, MEDLINE, CINAHL (EBSCO), PsycINFO, Web of Science, and Scopus. The search was limited to papers published in English from January 2008 to December 2018. The review integrated both qualitative and quantitative data into a single synthesis. Of the 41 papers that met the inclusion criteria, 65.85% (27/41) used quantitative data, 29.26% (12/41) used qualitative data, and 4.87% (2/41) used mixed methods. About 48.78% (20/41) of the papers addressed resilience issues, 46.34% (19/41) addressed workplace stress, and 4.87% (2/41) addressed both workplace stress and resilience. The synthesis indicated that nurses experience moderate to high levels of stress. Several individual attributes and organizational resources are employed by nurses to manage workplace adversity. The individual attributes include the use of work–life balance and organizing work as a mindful strategy, as well as self‐reliance, passion and interest, positive thinking, and emotional intelligence as self‐efficacy mechanisms. The organizational resources used to build resilience are support services (both formal and informal), leadership, and role modelling. The empirical studies on resilience largely address individual attributes and organizational resources used to build resilience, with relatively few studies focusing on workplace interventions. Our review recommends that research attention be devoted to educational interventions to achieve sustainable improvements in the mental health and wellbeing of nurses. [ABSTRACT FROM AUTHOR]

This paper examines the intellectual contributions of Professor W. M. ('Max') Corden to Economics. We focus on three main fields: trade theory and practice, especially his pioneering work on the theory of effective protection; open economy macroeconomics, including exchange rate policy, the international monetary system, Dutch Disease and economic crises; and Australian economic policy. We emphasise Max's motivation for working on these topics, as he sought to understand real‐world economic issues and challenges and to employ economic theory and expositional clarity in search of policy reform. Whilst there has been an increase in attention to infrastructure in the social sciences and humanities over the last two decades, this focus has primarily explored urban landscapes, neglecting infrastructural dynamics in rural areas. This paper explores the synergistic relationship between rurality and infrastructure by focusing on examples and experiences of infrastructural ruin in Australia's New England North West. Drawing on 2 months of ethnographic fieldwork, this paper argues that ruination is a common modality though which infrastructure is experienced in rural contexts, and that this ruination, which is tied to the histories and everyday experience of rural spaces, becomes a means by which rurality is (re)produced both materially and culturally. Exploring infrastructural ruination in rural regions allows for narratives to be told of rural spaces that move beyond revivalist and declinist paradigms of rural scholarship. Instead, attention to the experience of infrastructural ruin positions rural spaces as unique landscapes where engagements with infrastructure play an integral role in shaping the material and cultural composition of contemporary rurality. Several initiatives have sought to increase the number of First Nations individuals with a higher degree in research (i.e., PhD or research masters)—in Australia and in similarly colonised countries. However, little has been written on day‐to‐day support structures and mechanisms that might help First Nations Australian candidates thrive in postgraduate research degrees and beyond. For sensitive research fields such as alcohol, emerging Aboriginal and Torres Strait Islander researchers must grapple with topics which are stigmatising and in some instances associated with traumatic associations. There is also a lack of studies internationally that describe optimal support for First Nations students undertaking a higher degree by research with a primary focus on alcohol. Here we discuss what we have learned from the support offered through the Centre of Research Excellence in Indigenous Health and Alcohol—from the perspective of academic staff, students, trainees and early career researchers. Rationale: Challenges associated with translating evidence into practice are well recognised and calls for effective strategies to reduce the time lag and successfully embed evidence‐based practices into usual care are loud and clear. While a plethora of nonpharmacological interventions for people with dementia exist; few are based on strong evidence and there is little consideration for programme operationalisation in the complex environment of long‐term care. Aims and Objectives: This paper describes the preparation for the implementation of the Weaving Evidence into Action for Veterans with dementia project, incorporating the codesign of delivery of four evidence‐based, nonpharmacological interventions. Method: Implementation preparation for this type 2 hybrid effectiveness‐implementation project was underpinned by the Implementation Framework for Aged Care (IFAC). A sociocultural–political contextual scan was undertaken, and reflection on the IFAC question 'why change?' with key stakeholders. Delivery of the four interventions of music therapy, exercise, reminiscence therapy and sensory modulation was explored using codesign methodology. Preparation of both intervention delivery personnel and recipients was via training, establishment of a change team and promotional/awareness‐raising strategies. Results: The contextual scan revealed Australian government reforms and organisational imperatives facing long‐term care services, while reflections on 'why change' flagged best practice dementia care at the local care home level. Several codesign sessions involved veterans with dementia, family members, care home staff members and volunteers to ensure programme alignment with needs and preferences, accounting for existing activities. Training was designed and delivered before programme commencement. A change team was established and strategies to support behaviour change instigated. Implementation evaluation is reported elsewhere. Conclusion: The extended preparatory period for implementation, afforded by the COVID‐19 pandemic on programme commencement, enabled time for widespread understanding of the programme and necessary upskill of staff. Tracking farmland purchases is central to interpreting transnational finance's growing power in agrarian restructuring. Australia's public Register of foreign land ownership reveals little about agrarian change, however. In presenting the first comprehensive mapping of farmland purchases made between 2008 and 2020, this paper examines the ways that financial investments are altering farm ownership patterns in Australia. First, we show that most foreign owned land has been purchased by only 10 pastoral companies, which are implicated in speculative development activities. Second, foreign investment in cropping and horticulture is more significant than it appears in the Register, with investments in agricultural infrastructure increasingly driving land use change. Third, we illustrate the deepening entrenchment of institutional finance. By engaging with the findings from our dataset as well as with the politics of data that have shaped the availability of information, the paper progresses understandings of the financialization of farmland in both its material and ideational aspects. Background Development of core research competency is a principle of orthopaedic surgical training in Australia. This paper aims to provide an objective snapshot of publications by Australian orthopaedic trainees and surgeons, to contribute to the discussion on how to identify and build on research capability in the Australian Orthopaedic Association ( AOA). Methods By analysing journals with a journal impact factor >1 from 2009 to 2015, data were gathered to explore scientific journal publications by Australian orthopaedic surgeons and trainees in relation to who are the authors, what they are reporting and where they are publishing. Results One thousand five hundred and thirty-nine articles were identified with 134 orthopaedic trainees and 519 surgeons as authors. The publication rate for both trainees and surgeons was just over two in five. The majority of studies were of level three or four evidence (Oxford's Centre for Evidence-Based Medicine guidelines). Only 5% of trainee papers were published without surgeons' co-authorship. Eighty-six percent of papers published by surgeons did not involve a trainee. The rates of trainees publishing with other trainees were low. Conclusion Only 5% of trainee papers were published without surgeons' co-authorship, highlighting the importance of surgeon mentorship in developing trainee research capability. The 86% of papers published by surgeons without trainee co-authorship raises the question of missed mentoring opportunities. Low rates of trainee co-authorship highlight potential for trainees to work together to support each other's research efforts. There is scope for more studies involving higher levels of evidence. In this paper, we assess the impact of the COVID‐19 pandemic on the Australian visual arts sector. We base our analysis on the responses of over 1500 visual artists and arts workers to a survey conducted by the National Association for the Visual Arts (NAVA), the national peak body for the visual and media arts, craft and design sector in September 2021. NAVA employed this online survey to study the relationship between the pandemic and both the incomes and mental health of artists and arts workers. Using regression analysis, we find that there has been a significant impact for both artists and arts workers, with the severity of the impacts varying by gender, age and the availability of state‐based and Australian Government support programmes. Reduced hours and loss of contracted work and commissions due to the pandemic were both related to declines in income and mental health outcomes for artists and for arts workers. Housing stress was associated with a higher likelihood of a significant or extreme mental health impact for artists and arts workers. In addition, artists' incomes and mental health outcomes were impacted when faced with a reduced ability to sell, although some artists were able to increase their online profiles. There is a growing interest in how policy processes can better incorporate the values of the communities they serve, yet policymakers face numerous challenges when they seek to embed values into policies. This paper builds on existing values research to develop a bespoke policy values framework for Australia, based on the popular notion of a 'fair go'. While the fair go is often associated with a narrow set of equality and procedural justice values, we show that it has a much wider range of historical and contemporary meanings, which taken together provide a useful starting point for understanding policy values important to Australians. We apply our framework to two policy domains—housing and immigration—to show that it offers an effective heuristic to help policymakers understand key value priorities and conflicts in these policy areas. The paper provides theoretical insights regarding the role of values in policymaking and offers a practical tool for use when designing, implementing, and evaluating policies. Points for practitioners: Community values should inform public policy decision‐making in a democracy. However, incorporating values into policy is difficult because of the wide range of different values to consider, the need to manage tensions and conflicts between values, and the time pressures often faced by policymakers.The popular and enduring notion of the 'fair go' embodies multiple value positions, which cover a range of different values that matter to Australians, making it a good basis for an Australian policy values framework.Our fair go values framework is designed to serve as a heuristic for policymakers when designing and evaluating public policies. It is not intended as a comprehensive guide to value debates in all policy areas, but offers a starting point for quickly appreciating the key value priorities and conflicts in relation to a policy issue. Emergency declarations are important legal tools for the state to protect itself and its citizens during times of crisis. Such declarations permit the exercise of extraordinary powers to address an emergency or disaster. They present an opportunity to explore policy learning in crises, through the ability to examine emergency declaration instruments and the detail of post‐emergency inquiries and reviews. This paper briefly assesses Australian law that provides for emergency declarations and places it in the context of theories of policy learning and change. Two case studies reveal evidence of policy learning in emergency declaration practice in Australia. There is an emerging practice of using declarations primarily or purely as tools to communicate the seriousness of an emergency. This policy learning has occurred both within and between jurisdictions, including the federal government. The #BlackLivesMatter Movement has amplified the role of social media in visibilising anti‐Black violence. Drawing on the narratives and expertise of those who have experienced anti‐Black racism, this paper employs the theoretical concept of racial dignity to highlight how young African Australians participate in racial discourse on social media. The findings of this paper demonstrate that social media is a significant site where Black African youth reclaim racial dignity through: 1) reversing the white gaze; 2) recognising and calling out anti‐blackness; and 3) cultivating and engaging in communities of healing and belonging. Through these digital practices, Black African youth in Australia foster racial agency that promotes positive self‐recognition, racial resilience and racial dignity. We argue, therefore, that social media offer Black African young people in Australia spaces to engage in positive expressions of Afro‐blackness and challenge anti‐blackness in ways that are safer to them than in physical, offline settings in white contexts. There are distinct bodies of cultural knowledge attached to the sea. In this paper we orient the focus towards the nature and extent of cultural framings of sea territories, as inclusive of submerged landscapes, for Indigenous maritime peoples in northern Australia. This approach is distinguished by a pluralist methodology and reorients the primal focus of a human geography and broader geographical scholarship concerning submerged landscapes to begin with an Indigenous perspective. Engaging ethnographic accounts of Indigenous Australian knowledges of Sea Country, as inclusive of ancient pre‐inundation landscapes that lie out‐of‐sight on Australia's continental shelves, highlights the potential for a more expansive vision of human connections to the past and present continental landmass of Australia. Indigenous oral traditions, Dreaming Ancestor narratives and songlines provide extensive detail to assist in understanding these parts of the greater Australian landmass and in this paper are brought into relation with recent sea floor mapping efforts which operate to draw back the water and reveal commensurable geographies upon which to envision possibilities for socialised realms of human emplacement. Both bodies of knowledge generate information of submerged landscapes that call for an expansion of thinking on where the land ends and the sea begins and how submerged terrestrial landscapes are understood across cultures as part of human geography. The approach outlined here calls for a habit of bringing principled systems of understanding to stand together as part of an explanatory schema for a world populated by and yet differentially known by people. Background: Obtaining research funding in Otolaryngology – Head and Neck Surgery (ORL‐HNS) can be challenging. In this paper, an analysis of research output in ORL‐HNS in Australia and worldwide between 2008 and 2018 was conducted and then adjusted for the number of specialist surgeons in each country. Methods: Scopus by Elsevier was used to measure research output of Ear, Nose and Throat (ENT) surgeons in Australia between 2008 and 2018. Each individual's career and 10‐year h‐index was identified and then repeated with self‐citations excluded. Total and 10‐year citations were also recorded. The top 15 countries in terms of research output in ORL‐HNS were also ranked based on the number of ENT articles published in the 10‐year period, and then adjusted by the number of actively practicing ENT surgeons per country. Results: Between 2008 and 2018, Australia published 1510 articles out of a total global output of 48 613 papers in ORL‐HNS with the top 10 authors having an h‐index placing them within the world's top 100. Whilst the USA made the greatest total contribution with 12 912 publications, when adjusted for the number of specialist ORL‐HNS clinicians in each country, Australia, Canada and India in order topped the rankings. Conclusion: Australia has established itself as a research leader in the global field of ORL‐HNS, publishing more articles per surgeon than any other country between 2008 and 2018. Geography is fostering a diverse range of methodologies that engage the more‐than‐human dimensions of research. Debates surround the efficacy of both longstanding and emergent methodological approaches in grappling with how to do more‐than‐human geography. Much attention has been given to the methodological implications of theoretical debates that evoke distributed agency and calls to "enliven" research. To date, however, questionnaire surveys have not been considered as part of these deliberations. Survey response rates are normally reported as percentages, with scholarly attention focusing on how question design, financial incentives, and delivery format may influence human engagement with the questionnaire. Little attention has been paid to questionnaire survey methods in or for more‐than‐human research. Inversely, there is also little discussion of the agency of non‐human bodies, processes, and materials, and how they work for or against survey completion. This paper contributes to these deliberations by exploring more‐than‐human agency in the delivery and completion of a postal questionnaire, distributed to rural households that are self‐sufficient for water on the south coast of New South Wales, Australia. By focusing on the elements, infrastructure, and animals that work with and against survey delivery and completion, we show that questionnaire surveys are a more‐than‐human achievement. Consideration of the chewed and weathered survey, and the more‐than‐human processes that influence its delivery and completion, matters in challenging "human‐centred" notions of field research. We argue that what we know about the world through a survey is always a performative process, not only by considering how research design aligns with politics and knowledge practices, but also the more‐than‐human. Background: Major depressive disorder (MDD) can have severe impacts on function and quality of life. Up to one third of patients will have an inadequate response to their first line of treatment, with subsequent lines of therapy associated with lower remission rates and higher relapse rates. Recently esketamine has become available for Australian patients, and this agent provides an additional treatment option for those with MDD who have had an inadequate response to two or more antidepressant therapies during the current moderate to severe depressive episode. This paper provides an expert panel's practical recommendations and clinical guidance for establishing esketamine clinics in Australia. Methods: An expert panel (n = 11) comprising psychiatrists, mental health care nurses, pharmacists, and individuals with experience establishing esketamine clinics was convened in Sydney. The panel developed practical recommendations and clinical guidance, which were then further refined. Results: Five key areas were identified: practical considerations for esketamine clinic set‐up, including multidisciplinary care considerations; patient selection; administering esketamine; adverse event management and long‐term follow‐up. Conclusions: Guidance presented in this paper should assist Australian clinicians to set up an esketamine clinic, and provide practical advice on the infrastructure and clinical requirements for treatment of patients with this agent. Universities are increasingly identified by planning authorities as catalysts for urban change. At a local scale, planning policy often positions the development of university sites as a way to reconfigure the social, economic, and built characteristics of an area. At a city‐wide scale, the development activities of universities emerge as central to wider metropolitan strategic ambitions. This is especially the case in cities, such as Sydney, Australia, where multiple universities are dispersed across the city. Increasingly universities have been identified in strategic planning policy as vital infrastructure able to influence the structure and function of the city. This paper reviews recent strategic planning processes in Sydney. Specifically, the paper reveals how universities emerge as central in pursuing global city status and economic performance, supporting existing centres and corridors, establishing new specialised centres and shaping a new urban spatial structure. This paper emerged from discussions between the authors about our shared and different perspectives of climate change and its impact on the social, emotional, physical, spiritual and cultural wellbeing of Aboriginal Peoples and mental health services in a rural region, heavily impacted in recent years by bushfires and floods. Here we discuss, from the lead authors personal perspective as a Gamilaraay Woman, the experience of Solastalgia as a critical impact of climate change on wellbeing. Specifically, we discuss the relationship of a connection to country from a Gamilaraay, first person perspective through a series of diary entries from the lead author. Authors are researchers from different cultural backgrounds, connected through a medical research futures fund research project, to promote resilience within Aboriginal communities and the health services sector in the New England, North West region. The lead author has cultural connections to some of the communities we work with and our work is informed by these connections. While this paper was written to express an Aboriginal perspective on climate change and wellbeing, it reflects our shared perspectives of how disasters such as bushfires impact the wellbeing of Aboriginal peoples. We also explore the connection between the impact of localised, recurring natural disasters and the increasing demands on mental health services in regional and rural areas and discuss what this means with Aboriginal and non‐Indigenous mental health nurses and researchers working in regional and rural areas where access to mental health services often poses considerable challenges. From our perspective, mental health research and nursing play an important role in walking alongside Aboriginal Peoples as we explore, respond and create resilience to the ever‐present influence that climate change is having on our lives, communities, country and workplaces. Globally, labour markets are encountering profound changes because of the digital revolution. Middle‐income countries such as China are leapfrogging high‐income countries to take advantage of the digital economy. The growing use of digital technologies is also reshaping the labour market in high‐income countries such as Australia. Potentially, new technologies may facilitate both employers and employees to overcome some of the barriers to disability employment. However, it seems that the opportunities and hopes have not yet translated into improved employment rate for people with disability. This paper uses an ecosystem framework to examine the state's role in improving the critical elements of disability employment: developing a national strategy, creating employment opportunities, building capacity and enhancing accessibility. This paper compares the historical development of disability employment and the policies introduced to take advantage of digital technologies across China and Australia. It studies the national policies, funded activities and the governing structure in China and Australia. The findings revealed distinctive approaches that have played to the strengths of each country. Background Methods Findings and Discussion Conclusion So What Strengths‐based approaches to health care are often seen as an alternative to deficit‐based approaches and are common in Aboriginal health settings. Despite this, there is little existing research that describes Aboriginal peoples' perspectives about the strengths of their communities. This paper describes cultural strengths and resources as understood by Aboriginal people living in western Sydney.In‐depth interviews were used to collect qualitative data from two communities on Dharug and Dharrawal Country in western Sydney Australia. Data come from a larger study, which focused on how cultural strengths supported sexual well‐being. Fifty‐two interviews were conducted with Aboriginal young people (aged 16–24 years) by trained peer interviewers. Additionally, 16 interviews with Aboriginal adults (25 years and older) were conducted by members of the research team.While opinions varied, four key areas of cultural strength were identified: (1) strong kinship relationships; (2) knowledge sharing; (3) shared experiences, identities, and values; and (4) knowing Country. Throughout these four themes, the sense of connection and belonging is viewed as an important overarching theme.Communities are not homogenous with regard to what they view as cultural strengths. Knowing Country and practising culture meant different things to different individuals while providing a similar sense of belonging, connection, and identity.Health service providers, policies, and programs can use this information to understand the continuing impacts of past policies and events whilst recognising that each community has strengths that can be drawn upon to improve service engagement, knowledge sharing, and health outcomes. Over 10 million ED visits occur each year across Australia and Aotearoa New Zealand. Outside basic administrative data focused on time‐based targets, there is minimal information about clinical performance, quality of care, patient outcomes, or equity in emergency care. The lack of a timely, accurate or clinically useful data collection represents a missed opportunity to improve the care we deliver each day. The present paper outlines a proposal for a National Acute Care Secure Health Data Environment, including design, possible applications, and the steps taken to date by the Australasian College for Emergency Medicine ED Epidemiology Network in collaboration with the College of Emergency Nursing Australasia. Optimal use of the existing information collected routinely during clinical care of emergency patients has the potential to enable data‐driven quality improvement and research, leading to better care and better outcomes for millions of patients and families each year. Institutional racism within Australia, grounded in the country's settler‐colonial structure, has sidelined Indigenous interests in public policymaking since federation. In an attempt to redress this, the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) was endorsed by the Australian government in 2009. UNDRIP is an authoritative international standard that could inform the ways that governments engage with Indigenous peoples and protect their rights. This paper introduces Indigenist Critical Policy Analysis (ICPA). While mainstream policy evaluation assesses whether policies and processes have met the governments stated objectives, ICPA assesses whether they uphold or violate Indigenous rights. ICPA involves reviewing policy documents against the key principles and specific Articles of UNDRIP. Presenting a worked example of ICPA, the NSW Regional Health Strategic Plan 2022–2032 is assessed against the five phases: (1) Orientation; (2) Close examination; (3) Determination; (4) Strengthening practice; and (5) Indigenous final word. This analysis finds that the Strategic Plan is poorly aligned with UNDRIP. Specifically, there is little evidence that Indigenous values influenced or held any authority in the process. ICPA offers a practical approach to analysing policy for compatibility with Indigenous rights under international law that could be used by Indigenous organisations and policymakers. Increasing numbers of households are impacted by disasters due to population growth, increasing development in higher risk areas, and climate change. While emergency management in Australia aims to reduce quantifiable losses, lived disaster and recovery experiences are relatively mute, with implications for mitigation and post‐disaster support. This paper draws on findings from a research project that set out to examine the role of insurance in household recovery after the 2013 Blue Mountains bushfires in New South Wales. Among the 19 interview participants, prioritisation of the needs of children was found to hinder personal recovery. Drawing on this key finding, this paper focuses on parents' emotion work and emotions surrounding home. Innate desires to provide good care monopolised parents' emotions and emotional outlets, as they worked to conceal threats and (re)establish a sense of normalcy. Emotion work drained parents, as did threats to, and the loss of, "home" created through "dwelling." When homes burnt, so too did memories of children embodied in that home – memories that had permeated the material space. This sense of loss intensified when informing children about losses – an act that breached parents' protective instincts and necessitated additional emotional care. Emotions escalated as capacities for care were challenged or eroded in the absence of home contents that normally would have anchored daily routines and provided stability. Replacing such items dominated parents' recovery efforts – efforts encumbered by competing recovery demands, yet facilitated to some degree by insurance safety‐nets. These emotions impacted parents' mental and physical wellbeing in the four years that separated the bushfires and the interviews. While there is considerable literature outlining parents' role in lessening disaster impacts on children, few studies examine parents' capacity to do so. In addressing this gap, this paper highlights avenues to improve psychosocial aspects of disaster recovery. Parenting is challenging at the best of times, let alone in disasters. Focusing on the 2013 Blue Mountains bushfires in Australia, this paper explores the emotions involved in caring for children while surviving and recovering from a disaster. Insights from "emotion work" and the loss of "home" – structures bound with memories and resources for good care – highlight both demands on parents and avenues to improve post‐disaster wellbeing for families. The Musée du Quai Branly Jacques Chirac (MQBJC) in Paris includes a commissioned ceiling mural by Australian artist John Mawurndjul. Neither the identity of the artist nor the cultural meaning of the work features strongly as part of the visitor experience for this work. Such interpretation is, in general, pushed to the margins in the museum's permanent exhibits. Paradoxically, the temporary exhibits are treated differently. The paper details how the power of John Mawurndjul's art is developed in relation to social activities on his own country as well as his cross‐cultural engagements with the broader art world. Cultural meaning and strong principles of aesthetics are developed through this creativity. The paper presents these insights as interpretational possibilities for Mawurndjul's mural and questions whether an avowed museum of world arts can continue to ignore the development of a more cross‐cultural definition of aesthetics and a relational approach to develop and interpret its permanent exhibits. This paper examines the hallmarks of an emergent and distinctive Australian and New Zealand health geography over the last 30 years. Building on an assessment of the early development of the sub‐discipline in the two countries, a review of published work reveals the co‐presence of local themes alongside connections to more global perspectives associated notably with health behaviour. Further common themes are the influence of year‐round exposure to outdoor spaces and the proximity of "blue spaces" to urban centres. However, there are divergences in the evolution of the sub‐discipline. A comparison of attendance at the biennial International Medical Geography Symposia (held since 1985) with publications in the journal Health & Place reveals differentially globalised characters. A steady flow of international visitors and appointments to New Zealand universities as well as more apparent connections to the wider discipline of geography contrast with more applied geospatial and public health connections in Australian health geography. Connections between people and water have received considerable attention within geographic research. This paper draws on cultural and historical geographies, political ecology and the environmental humanities to extend understandings of the hydrosocial cycle by focusing on the cultural dimensions of society–water relations through the concept of shadow waters. Shadow waters centres attention on the cultures that privilege certain waters while rendering other waters invisible and marginalised. Inspired by Val Plumwood's notion of "shadow places," shadow waters brings to light the way power intersects with cultural practices. We bring this concept of shadow waters into conversation with Indigenous water knowledges. Shadow waters can be conceptualised vertically, with surface water receiving more policy and research attention than ground water, and also horizontally, as some sub‐catchments, uses and values have been ignored or undervalued in macro‐catchment processes. Temporally, in considering the past, complex and contested histories of human–environment relations are often overlooked in favour of simple historical narratives that ultimately reinforce dominant management structures and trajectories. Shadow waters are thus historically created as particular power structures and narratives are reinforced and "normalised" over time. This paper examines shadow waters in southeastern Australia, elucidating the way two rivers are interwoven and co‐determined in cultures of water use in this context. We show how the rethinking of dominant water cultures, made possible by cross‐cultural engagement, generates new possibilities for reconnection, restoration and protection; a different water ethics based on care and responsibility that addresses power relations and injustices. This paper reflects on whether and how the World Health Organization (WHO) inspires age‐friendly policymaking across different levels of government. This is done via a case study in which we analyse the policies of Australia's three‐tiered federated government system against the WHO's eight core age‐friendly cities domains. Findings suggest that membership of the Global Network of Age‐Friendly Cities and Communities did not appear to overtly inspire the development of age‐friendly policies across Australian governments. Content analysis shows there is an overwhelming policy focus on care and support services, with little attention to cultural diversity. This reflects an outdated portrayal of debilitation in later life and a lack of recognition of how diverse circumstances impact the ageing process and corresponding support needs. Our findings also reveal the challenges of a three‐tiered federated system, where varying financial and authoritative capacities have influenced how different governments acknowledge and respond to population ageing. Notably, local governments—the main level of implementation targeted by the WHO—are invariably constrained in developing their own age‐friendly policies and may opt to adopt those of higher levels of government instead. This article presents new insights into the views of families regarding the educational opportunities for their children in special school settings. It reports on a study designed to capture the perspectives of families regarding the opportunities to consult and engage with teachers on the education of their child or children with disabilities across special schools in Australia. The methodology provided a framework of investigation critical to the research in this study. Furthermore, a significant body of parental voices was manifested through the study providing a rich bank of perspectives regarding their preferred delivery models of education for their families and children with disabilities. Transitions to working from home due to the COVID pandemic led to a proliferation of literature and industry reports on changed work practices. However, this study set out to advance understanding of how human resource professionals managed the crises – adding to the limited literature on this perspective. Data was collected during late 2020/early 2021 through interviews with human resource professionals. Data was analysed using coding techniques enabling findings to be organised into relevant concepts and categories. Contributions to practice include the range of challenges and opportunities associated with working from home, which are outlined here as technical and behavioural recommendations. These include the need for improved IT support and IT literacy across the workforce; issues linked to employee isolation, managing privacy, workload, and the management of remote employees. Limited scholarly work has been conducted on obtaining equal opportunities to participate in employability‐related programmes by international students while studying in Australia. Drawing on a qualitative study, 20 South Asian postgraduates were interviewed to explore their experiences in accessing employability‐related programmes. Based on the findings, South Asian graduates have experienced unequal opportunities in accessing employability‐related programmes as postgraduate international students in Australia. They are disadvantaged by generic career advice and resume assistance offered by their university career office, and companies invited to university career fairs offer internships, placements or graduate programme opportunities mostly to domestic students. As a result, South Asian graduates were unable to gain employment in their field of studies. South Asian graduates have also offered several useful recommendations to facilitate more equal chances of developing employability and thereby gaining successful employment in Australia. These include partnerships with companies in providing employment opportunities, diversification of university career office roles, and establishing connections with alumni. Objective: With little research investigating older Australians' experience of companion animal (pet) ownership or wildlife encounters, this paper focuses on the value of animals in their lives. Methods: Three online focus groups explored 103 older adults' lived experience of home and community, with this paper focused on interactions with animals—companion animals and wildlife. Results: Most (60%) had at least one pet, which brought love and joy into their lives. Reflexive thematic analysis identified three themes: pets as family; challenges of pet ownership; and connection to everyday wildlife and nature. Conclusions: In addition to valuing companion animals (typically cats and dogs), this research is among the first to show that some older people also develop ongoing relationships with local Australian wildlife, such as kookaburras, kangaroos, lizards and birds, which raises the possibility that fostering connections with wildlife may enhance well‐being. Recent analysis of Blockchain use has highlighted considerable potential productivity gains arising from lower transaction costs between buyers and sellers of goods. This has been shown by recent examples of Blockchain use in the Australian grains sector. In this paper, we have further developed and quantified this concept of productivity gain by undertaking several illustrative scenarios using a general equilibrium model of the global economy. Our analysis indicates that an assumed modest growth (five per cent) in productivity due to Blockchain use in the grains sector could raise output by eight per cent over the medium term. If this is accompanied by Blockchain use in the Australian finance sector, grains output could reach ten per cent. This reflects the effect of reduction in transaction costs due to the use of Blockchain technology as a "distributed ledger technology" in grain trading. Further, it is anticipated that the wider effects of Blockchain‐driven productivity enhancement of the Australian finance sector could contribute to approximately 2.5 per cent increase in GDP in the medium term, relative to what would otherwise be. This paper considers Australia's approach to telecommunications infrastructure from the perspectives of the policy official and the public administration scholar. From the official's perspective, the approach has been successful in stimulating private sector investment in many markets. This has been achieved by promoting open competition and where necessary establishing a government business enterprise as a transitional measure to build and operate a next‐generation National Broadband Network (NBN) to provide high‐speed fixed‐line broadband to all Australian premises by 2020. From the academic perspective, however, the approach reveals the shifting balances between political objectives and market challenges. This paper consists of three main parts. The first is an introduction by a former senior public servant turned public administration scholar. The second is from a policy official and provides an overview of the Australian telecommunications market, starting with some historical context, the deregulation in the 1990s and the privatisation of the former government‐owned telecommunications incumbent, Telstra. The third is from a public administration scholar and provides a short complementary critique of Australia's communications policy. The paper discusses, from different perspectives, the policy settings that have been adopted to support infrastructure competition and investment in the Australian telecommunications market, including the development of the NBN. This paper compares key aspects of governance structures for Indigenous populations in the United States and Australia. The paper focuses on policy coordination and administration, in particular the nodes of decision‐making in the two countries in relation to government contracting and accountability. The U.S. approach to funding Indigenous organizations stems from the 1975 Indian Self‐Determination and Education Act and its subsequent expansions. Through the development of contracting into permanent compacting via block grants, this approach builds established nodes of Indigenous government and facilitates whole‐of‐government coherence at the level of the American Indian tribe. The U.S. approach seems correlated with better performance and may lighten bureaucratic loads over the long term. The Australian model, on the other hand, seeks to create whole‐of‐government coherence through top‐down financial accountability in a way that hampers the development of Indigenous political capacity. The paper traces the development of these practices through time and illustrates how they contribute to the fragmentation rather than growth of Indigenous political capacities. It suggests ways the Australian model could be improved even in the absence of fundamental reform by drawing on the contracting‐to‐compacting framework of longstanding U.S. practices. We compare models for funding Indigenous organisations in the United States and Australia. The U.S. approach encourages nodes of Indigenous governance via permanent compacting, and seems correlated with better performance. The Australian approach, on the other hand, pursues whole‐of‐government coherence via unpredictable short‐term contracts that fragment Indigenous political capacities. [ABSTRACT FROM AUTHOR]

Settler colonialism continues in Australia today. One way this occurs is through processes of assimilation such as targeting First Nations subjectivities with behavioural conditions on their social security payments. In this paper, I draw on a 13‐month study examining one such programme; the Cashless Debit Card trial in the East Kimberley region in North West Australia. Through restricting cash and purchases to curb alcohol consumption, illegal drug use, and gambling, card aims to instil "responsible behaviour" such as getting a job in the capitalist economy, accumulating private property, and succeeding in English education. Through drawing on critical discourse analysis, I ask, what does the Cashless Debit Card tell us about the settler state's attempts of continued assimilation? The paper explores specific ways the state legitimising assimilation through provoking narratives of First Nations dysfunction, depoliticising poverty and colonisation, constructing evidence around success of policy, and constructing ideas of "community" in order to regulate who speaks and who is overlooked. Although assimilation attempts are made, there is resistance and pushback in the trial site. Attempts of assimilation, not actual assimilation, can only be observed. [ABSTRACT FROM AUTHOR]

Interactions between horizontal accountability agencies (e.g., anti‐corruption agencies [ACAs]) and social accountability actors (e.g., journalists, civil society activists, and complainants/whistleblowers) are recognized as important to horizontal agencies' performance, but the reason(s) is not clear. This study therefore explores why horizontal accountability agencies need social accountability actors in performing their functions. The study analyses data from 30 key stakeholders in Australia, including ACAs staff members, social accountability actors, and other observers to report on the specific support roles social actors play to ACAs' activities and operations. Through the conceptual lens of social accountability, evidence show that social actors play four key types of support roles to ACAs' activities and operations: activate ACAs' investigations; "amplify" ACAs' operations; guard ACAs' activities and operations; and defend ACAs' independence and powers. These findings support the need for interactions and, also, affirm the potential for research into how these support roles can better be provided for effective anti‐corruption outcomes. The research is of value to public accountability agencies in Australia, and internationally. This paper examines why anti‐corruption agencies (ACAs) need social accountability actors to effectively perform their accountability functions. It shows that social actors play four key support roles to ACAs' activities and operations: activate ACAs' investigations; "amplify" ACAs' operations; guard ACAs' operations; and defend ACAs' independence and powers. In a period when care is being cast as an individual responsibility there is a need to invigorate analyses of caring capacity, of the factors and relations that make care possible. This paper develops caring‐with as an analytic to guide analyses of caring capacity. Caring‐with brings feminist care ethics together with assemblage thinking. It innovates from Tronto's identification of "caring with" as the fifth phase of care to figure care as a generative sociomaterial relation that is productive of and emergent through assemblages of actors who are not always supportive of care. Caring‐with advances three frames for conceptualising caring capacity. First, caring‐with situates care in a sociomaterial and performative frame. Second, it places care in a temporal frame, speaking to the historical and generative depth of relations that are the foundation and future of care. Third, it theorises the production and translation of care across space. These concepts are empirically examined through the caring experiences of single older women living in precarious housing in Sydney, Australia. Interviews with these women show how housing assemblages shape the emergent potential for care, co‐constituting the capacity for individuals to take part in caring practices (for self and others) and to achieve basic care needs (including needs for food, energy, and appropriate housing). Caring‐with provides a framework for conceptualising caring capacity in unequal worlds and illuminates the adaptive and creative agencies that generate and hold care together. It also points to new ways of conceptualising caring responsibility as a distributed achievement. Finally, caring‐with suggests an approach to conceptualising housing within care research. While there has been significant discussion of the intertwined roles of mobility and identity, little has been written about these two factors in relation to an important third factor, dress. This paper examines dress and identity within two lifestyle migration memoirs, as forms of media such as these create socially situated imagined places where readers can explore new lives and ways of being. Using a culturally oriented framework to examine the moving parts of mobility, identity and dress within text and place, this paper engages with Carol Tulloch's theory that styling the body is self‐telling, whereby dress reveals autobiographical details about the self through clothing choices. It argues that moving from one place to another begins a process of change, and that clothes are used to signify this process to others. This paper contributes to understanding the transformative process of migration, particularly as it relates to imaginative explorations associated with texts. It also contributes to another underdeveloped field, the study of dress in rural areas. Its original application of Tulloch's theory along with broader social theories, within a discussion of lifestyle migration discourse and dress, means that it differs from previous migration research. This paper discusses lifestyle migration and resulting identity changes as demonstrated in two literary texts. The texts, as do media more generally, provide an important place for readers to imaginatively explore new identities and ways of living that cannot be uncovered in the same way through other methods. In many parts of the world, policymakers, legislators, marine managers, and indigenous peoples have attempted to reconcile marine protected area (MPA) governance and management with indigenous peoples' ancient and ongoing traditional ownership of coastal and marine environments. This paper describes a novel approach in Australia to addressing this challenge through indigenous‐led planning and collaborative governance of holistic coastal land and sea indigenous protected areas (IPAs) based on the indigenous concept of "Country"—traditional land and sea estates and their associated cultural, environmental, and other values.To provide context to this approach, the paper explains the concept of "Sea Country" and provides an overview of the relationship between indigenous peoples and Australia's coastal and marine environments, the legal and policy recognition of Indigenous Sea Country rights and interests, and the engagement of indigenous people in the governance and management of government‐led, legislated MPAs in Australia.The paper then describes the evolution of IPAs from being specifically based on indigenous land tenure to being based more generally on Indigenous Country, across multiple tenures, including marine areas. In recent years, IPAs based on Country have enabled indigenous people to lead planning and governance of land and sea areas over which they have limited legal rights, including over existing national parks and marine parks. Using this approach, some IPAs complement existing protected area governance and management arrangements, whereas elsewhere Country‐based IPAs are adding significantly to Australia's MPA estate. The Dhimurru IPA in the Northern Territory and Girringun Region IPAs in Queensland are presented as examples of this Country‐based approach.This indigenous‐driven, collaborative, nonlegislative approach to dedicating, governing and managing coastal areas and MPAs may serve as a model in other nation states for indigenous people wishing to use a protected area governance framework to support the contemporary management of their traditional marine and coastal estates.
