This paper reconsiders the classical theoretical question on the relationship between urbanisation and development and the effects of administrative status and path dependency on urbanisation using the dual‐track urbanisation framework. It examines the different effects of the determinants of urbanisation on state‐sponsored and spontaneous urbanisation in Fujian Province of China during the 2000–2010 period. Various explanatory variables describing administrative status and demographic and economic conditions were employed to explain the levels of dual‐track urbanisation using a multivariate statistical analysis of 67 county‐level units. It was found that administrative status affected both state‐sponsored and spontaneous urbanisation. The initial level of urbanisation had strong positive effects on state‐sponsored and spontaneous urbanisation. Most importantly, the development level was the most significant factor in state‐sponsored urbanisation in Fujian, although the secondary sector of the economy had the strongest effect on spontaneous urbanisation. It appears that state‐sponsored urbanisation is strongly path dependent and has advanced in highly developed areas, whereas spontaneous urbanisation is more dynamic and led by the expansion of the manufacturing sector. This study exposes and maps a hitherto little‐known dimension of China's urban geography – that of shrinkage, directly affecting one in 10 of its cities. Urban shrinkage is revealed to be a growing concern for the most populous country on earth, with the absolute number of shrinking cities rising by 71% from 164 in the 1990s to 281 in the 2000s. By developing its own definition of the city as an urban area (UA) in the Chinese political‐administrative context, this paper builds a morphologic taxonomy of China's shrinking cities. This reveals the overall net population loss across Chinese shrinking cities more than doubling since 1990, reaching 7.3 million inhabitants in 2010. Sixty‐eight Chinese UAs, mostly in north‐eastern China, are found to have been shrinking continuously since 1990. Despite the multifaceted and entangled make‐up of urban shrinkage, the paper identifies four distinct causes of this geographical phenomenon in China: (1) state‐incubated reindustrialisation and economic restructuring, impacting upon 63% of all shrinking UAs; (2) the country's new economic geography, with the underlying centripetal forces of agglomeration pushing around 34% of all shrinking cities towards marginalisation; (3) state‐propelled demographic change, leading to natural population decline in 26% of Chinese shrinking cities; and (4) state‐sponsored mega‐shrinkage, responsible for urban population loss in almost 20% of all the cases. This study further provides a theoretically informed reflection on the peculiarity of shrinkage in China and its public policy implications. This paper examines the long‐ and short‐run impacts of the railway zones associated with the China Eastern and South Manchuria Railways in Manchuria, which were administered by Russia and Japan, respectively, from the early 1900s to the 1920s. Despite the fact that 'railway imperialism' impaired China's sovereignty and territorial integrity and constituted a humiliating quasi‐colonial episode in Chinese history, railway zones nevertheless had a noticeable impact on Manchuria's local economies. Through a reconstruction of the historical dataset and cliometrics, we show that, among the railway zones in northeastern China, only those attached to the South Manchuria Railway exerted a significant and positive impact. Specifically, its railway zone had higher urbanisation and literacy rates and a higher percentage of professionals in its industrial and commercial sectors in the 1930s, and these effects persist to the present day as an unintended outcome. Apart from the agglomeration of direct manufacturing investment in these railway zones, an additional channel through which the impact took effect was the provision of public goods, such as schools and hospitals, which served as necessary conditions for long‐term development. With the development of rapid industrialization, urbanization, and modernization, water resources have been facing a series of increasingly severe problems in China, especially in urban areas. However, the absence of an effective, scientific evaluation method may lead to a lack of awareness of sustainable water usage. Thus, this paper focuses on performance analysis for regional sustainable water use in China. First, the sustainable water management (SWM) efficiency is defined, and then, six indicators are selected to construct an evaluation index system. Given that experts are usually not completely rational in practice, we need to take the effect of the experts' nonrationality into consideration when evaluating the SWM efficiency. In view of the indicators' uncertainty and fuzziness, and the experts' nonrationality, the hesitant fuzzy TODIM (HF‐TODIM; TODIM is an acronym in Portuguese for interactive multicriteria decision making) method, which can capture the influence of the experts' psychological factors on the evaluation results, is used to evaluate the SWM efficiency. Furthermore, the assessment method is applied to some sample regions in Tuojiang River Basin. Based on the calculated results, some findings and implications for the SWM efficiency in the sample regions are analyzed. Finally, the applied results using the proposed method are compared with the results derived using the HF‐TOPSIS (hesitant fuzzy technique for order preference by similarity to an ideal solution in hesitant fuzzy environment) method. Through the comparative analysis, we conclude that the HF‐TOPSIS method does not take the experts' psychological factors into consideration, but the HF‐TODIM method can avoid this issue and is very useful for the evaluation of the regional SWM efficiency. Since the mid-2000s, rural development and politics in China has entered a new phase that revolves around what the central government calls 'agricultural modernization'. Transforming the once-dominant smallholding, family-based agriculture has become a focal point of the government's programme of rural rejuvenation, where a range of economic changes unleashed by urbanization and industrialization also converge. We argue that in this new context, agrarian change has become the key vantage point from which to study rural China. We review key contributions of the papers in this special issue and highlight their insights on rural differentiation, land politics and rural livelihoods. We discuss how studying the ' Chinese path' of agrarian transition can contribute to ongoing debates on key themes in agrarian studies, including both the agrarian questions of capital and of labour, and how agrarian political economy offers unique perspectives on the overall processes of capitalist development in China. Abstract: In this paper, we introduce urbanization as an important driver of government size. Using panel data for 175 countries from 1960 to 2010, we find that there is a close link between urbanization and the size of the public sector, especially when looking at education, health care, and social issues. Various robustness checks confirm this finding. An analysis of state‐level public spending in Colombia and Germany confirms our hypothesis on the subnational level. On the microeconomic level, people in urban areas acknowledge that governments should take more responsibility, and they are more in favor of redistribution. This finding can help to explain the evolution of government size, and it can also predict the present and future needs of urbanizing areas. [ABSTRACT FROM AUTHOR]

The electricity demand in South Africa has experienced vast changes both from a policy point of view and due to the country's great industrialisation and urbanisation. The literature dealing with the South African electricity case, to date, has not taken into account these changes and their effect to the symmetric behaviour of the residential and industrial electricity consumers. Hence, this paper aims at examining the asymmetric behaviour of the annual South African electricity demand (total, residential and non-residential) for the period 1960-2012. To do so, three different tests were used: the entropy test proposed by Racine and Maasoumi (2007. Journal of Econometrics 138, 2, 547; 2008. Econometric Reviews 28, 246), the conditional symmetry test proposed by Bai and Ng (2001. Journal of Econometrics 103, 225) and the Triples test proposed by Randles et al. (1980. Journal of the American Statistical Association 75, 168). The findings showed that there is weak evidence of asymmetry, given that the null hypothesis of symmetry can only be rejected at 10 per cent level of significance. Hence, econometric models examining the South African electricity demand during the same period are credible in their assumption of a linear data generating process. [ABSTRACT FROM AUTHOR]

Previous literature on labour migration has paid little attention to the influence of environmental attributes. This paper attempts to remedy this void by developing a simple, two-region general equilibrium model with amenities playing a key role in affecting migration flows. Specifically, we argue that in the presence of an environmental externality, interregional labour migration depends not only on wages but also on amenities. People may leave a region offering higher wages, if the resulting utility loss from worsened amenities exceeds the gain in wages. Policies should be adopted by regions or nations to regulate the environment to provide for the quality of living. To attain this goal, regional or international policy cooperation on tradable pollution permits can be superior to pollution permits supplied independently by each region or nation while non-tradable between them. Debates on how growth and urbanization affect the environment have been intense, but they lack the global perspective. Therefore, this research examined those relationships, and to a greater extent other forms of global environmental degradation, such as foreign direct investment (FDI). It also explored the relationships between industrialization and technologies. The results, using Westerlund cointegration and quantile regressions over the period 1995–2017, show cointegration and regional heterogeneities in the environmental transmissions of economic development, industrialization, renewable energy, urbanization and FDI. The results show that economic development generates more environmental degradation in all quantiles at a global level, whereas urbanization and renewable energy reduce environmental degradation in all quantiles, with the highest effect being in the upper quantiles. On the other hand, industrialization affects the lower quantiles negatively and significantly but affects the upper quantiles positively. Finally, the empirical analysis supports the paradise haven or pollution halo hypothesis (PHH) for the 40th, 50th, 60th and 80th quantiles. This suggests that FDI inflows have a detrimental effect on the host country for these quantiles. Therefore, among the objectives of the policies are to give priority to more sustainable economic growth processes, which contribute to reducing environmental degradation, and furthermore to reinforce strict environmental laws on investment inflows and to build sustainable urbanization and industrialization processes for countries. Development zones constitute a special type of place‐based policy that has been implemented worldwide. As an essential economic development engine, Chinese National Economic and Technological Development Zones (NETDZs) are perceived as a successful example. However, few studies have looked into the channel effects at work in development zones concerning industrialization and urbanization, despite the crucial nature of such effects with regard to sustainable development of development zones. Following a brief description of NETDZs and their theoretical mechanisms with urban economic performance, industrialization, and urbanization, this study used a simultaneous equation model to generate empirical evidence of the impact of the establishment of NETDZs on urban economic performance and its channel effects through industrialization and urbanization. The results confirm that NETDZs exerts a positive and significant impact on urban economic performance, and NETDZs also show indirect influence in urban growth through urbanization. Although significant and positive intermediation of industrialization remains invalid, foreign direct investment and investment in fixed assets are still crucial in Chinese industrialization. Both industrialization and urbanization play an important role in Chinese urban economic development. Meanwhile, compared with eastern regions more influenced by urbanization, industrialization still acts as a major impetus in inland China. [ABSTRACT FROM AUTHOR]

Abstract: From 2002 to 2013, Angola engaged in large‐scale state‐led reconstruction and development alongside an elite‐led appropriation and seizure of national assets. Until the oil price shock, Angola had been succeeding in promoting rapid economic growth, and possibly even significant social development, alongside a massive grab of wealth and power by local elites. Today, though an economic crisis has taken hold, frequent predictions of the country's imminent collapse have yet to be fulfilled. This article reviews the state's development planning and expenditure with a focus on public investment and industrial development to determine to what extent Angola during this period might be considered a developmental or petro‐developmental state. It is argued that, while more significant than generally thought, petro‐developmental outcomes were and are limited by the autocratic and neopatrimonial tendencies of the Angolan elite. Nevertheless, limited success with structural transformation may have lasting effects. Following its long civil war, the conditions existed for Angola to follow a new path of state‐led development. Though it may now be more difficult, structural transformation and economic diversification remain the only path to economic and social development. [ABSTRACT FROM AUTHOR]

From 1890s to the 1930s, white mobs tortured and killed thousands of African Americans across the South. These lynchings, even those committed by the smallest of mobs, were ritualistic and performative, enacting and reinforcing the core beliefs of white supremacy. The narratives and photographs produced after lynchings likewise created and circulated representations of white domination and black subordination. Lynching was thus more than a social or political form of violence; it was a cultural spectacle that conveyed meaning to its white participants and spectators. This article, adapted from the author's 2009 book, examines the forces that gave rise to lynching spectacles and the cultural work those spectacles performed. It argues that, although the spectacle was reinforced through modern technologies, such as photography, lynching ultimately arose as a reaction against the transformations that modern life had brought to the South. Industrialization and urbanization had destabilized the racial hierarchy and fueled white fears of a black crime wave. Lynching was a violent means to assert order in the face of potential disorder. As such, it was rooted in traditional practices, such as notions of popular justice and public executions, and white southerners interpreted lynching spectacles through local customs and beliefs. Over time, the dissemination of lynching spectacle nationally through modern media by anti‐lynching activists contributed to the decline of mob violence. [ABSTRACT FROM AUTHOR]

Summary: China has more than 1,500 industrial parks, which, collectively, play a crucial role in facilitating industrialization and urbanization. A key characteristic of these parks is that most rely on shareable energy infrastructure, an efficient configuration that can also deliver substantial and sustainable reductions in greenhouse gas (GHG) emissions. This study offers strategies for mitigating GHG emissions from Chinese industrial parks. We focus on extensive data collection for the 106 industrial parks listed in the national demonstration eco‐industrial park (EIP) program. In doing so, we carefully examine the evolution of 608 serviceable energy infrastructure units by vintage year, fuel type, energy output, and technologies of combined heat and power units. We assess direct GHG emissions from both energy infrastructure and the parks, and then identify the features and driving forces of energy infrastructure development in the EIPs. We also offer recommendations for ways to mitigate the GHG emissions from these industrial parks. The energy infrastructure stocks in Chinese EIPs are characterized by heavy coal dependence (87% of capacity) and high ratios of direct GHG emissions versus the total direct emissions of the park (median value: 75.2%). In many parts of Africa, societies that remain primarily rural are experiencing accelerated urban growth and highly visible booms in property development. In the absence of significant industrialization, investment is pouring directly into what Lefebvre and Harvey characterized as the 'secondary circuit' of capital. Debates about the drivers of investment in real estate are longstanding in relation to the global North, but have given little consideration to low-income and late-urbanizing countries in Africa. Yet such contexts offer important opportunities to reflect on existing theory. Focusing on Kigali and Addis Ababa (both transformed virtually beyond recognition over the past two decades), this article explores the drivers and consequences of investment in urban real estate in countries striving to structurally transform their economies. It argues that a range of formal and informal incentives and constraints have led to high-end real estate being viewed as the 'safest bet' for those with resources to invest, even where demand is limited and governments are promoting other kinds of investment. While some people are reaping urban fortunes in largely untaxed rents, much of the construction is purely speculative, creating landscapes of unused and underused high-end properties in contexts where investment is desperately needed elsewhere. ABSTRACT Deng Xiaoping's market reforms have unleashed an irresistible drive towards urban expansion in China over the last three decades. Yet despite the relentless expansion of urban boundaries and the rapid growth of a property market in China, land transactions that involve the surrender of land leases by Chinese peasants are conducted in an unstable institutional setting. Increasingly, people are questioning the existing regulatory framework for rural land transactions, with the result that an institutional void is threatening to open up. This article focuses on one of the most important spontaneous efforts to fill this void in recent years: the Nanhai land-based shareholding cooperative experiment in southern China. This is a story of institutional change at the grassroots level. The article identifies the source of institutional entrepreneurship, evaluates the dynamics of the insider-driven process, and explains how and why the experiment is failing. An ineffective monitoring mechanism, growing conflict over the allocation of returns, a changing social landscape, and pecuniary temptation all play a role, while the ad hoc nature of the experiment also fails to instill the confidence and stability necessary for long-term investment. Our understanding of comparative economic development has been heightened by recent advances in the historical literature, particularly in the Great Divergence debate. Broad geographical comparisons, extended time periods, and the diverse and contested tools of measurement have all enriched the context of the comparative literature. Revisiting the discussion of causality - long-term preconditions versus shorter-term contingencies - provides additional insights into the volition of human actors, especially households and governments. It also helps to unpack the nature of 'institutions', a term that has suffered from bifurcation into good or bad and whose deeper components have been insufficiently analysed. [ABSTRACT FROM AUTHOR]

Due to the rapid industrialization and urbanization of China, an estimated 252 million farmers have migrated from impoverished rural areas to prosperous urban regions, seeking off-farm employment. In China, these are referred to as migrant workers. Workers' compensation insurance law represents one of the most vital formal institutions for Chinese migrant workers. Through in-depth interviews with migrant workers and employers, the authors find that instead of making a formal claim based on workers' compensation insurance law, most injured migrant workers adopt informal channels (e.g. bargaining, negotiation, threats, violence) to receive compensation from employers. Even when migrant workers are insured in accordance with the law, they may be denied legal insurance compensation and thus turn to informal private settlement. Generally, the amount of compensation acquired by means of informal private settlement is significantly smaller than that awarded in the case of legal insurance compensation. This practice reveals that, like some other formal institutions in China, workers' compensation insurance law is merely a symbolic ornament, window-dressing for the public, which are referred to as 'ornamental institutions'. In the way they are designed, set up and funded, these ornamental institutions can easily prove illusory since they conceal an anarchic world wherein diverse informal channels of social actors emerge, which reflect the reality of Chinese society. Therefore, only through deep empirical research, like this study, can one see beyond the facade of modernity in contemporary China, observe the reality of social actors, and reflect upon the functioning of ornamental institutions. Air pollution has seriously threatened public health in developing countries. However, it is still a big challenge for fabricating a filter with high filtration efficiency, low air resistance, and long service life. Herein, we report a facile strategy to fabricate a multilayered nonwoven composite with a functionally gradient structure for air filtration by a combined method of needle‐punch, melt blown, and corona charging techniques. Our integrated multilayer needle‐punched/melt blown composite filter could achieve a high filtration efficiency up to 99.52 ± 0.01%, a low pressure drop of 136.87 ± 0.49 Pa, and a satisfied quality factor of 0.03898 ± 0.0001 Pa−1 for sodium chloride particles with an aerodynamic diameter of 0.26 μm at the airflow rate of 85 L min−1. More importantly, the resultant filter exhibited a large dust holding capacity of 23.5 ± 0.41 g m−2, which indicates a long service life.
