Against the backdrop of the current political developments in Central and Eastern European (CEE) countries, such as Ukraine, Poland, and Romania, the question arises as to the role played by economic transformation and the resulting innovation linkages in these countries over the last 20 years. The main purpose of this paper is to explore the impact of economic and institutional dimensions on the development of CEE countries, explicitly distinguishing between European Union (EU) members and non‐members, and thus reflecting the differences in institutions and path dependency. Furthermore, the paper contrasts the performance of CEE countries with that of Western European countries. To achieve these objectives, the impact of factors such as innovation, institutions, and political practices on the economic development of 37 European countries from 2000 until 2020 is followed using fixed effects regression and Ordinary least squares (OLS) regression. The results of the analysis show the importance of institutional factors such as low levels of corruption, political freedoms, and intellectual property. The effect of institutional variables was particularly pronounced in the case of non‐EU countries, which indicates the particular importance of the development of stable institutions for achieving higher levels of economic development for this category of countries. This paper examines the four‐way linkages between innovation, trade openness, financial development and economic growth using panel‐VAR approach for 11 European countries over the period 2001‐2016. Most importantly, the findings revealed that there is a unidirectional relationship between economic growth and financial development, between trade and economic growth and between innovation and financial development. The findings also revealed a negative relationship between innovation and economic growth and between trade and economic growth. The paper concludes that further regulation of financial systems and the quality of funding are important ingredients to foster economic development. The paper also concludes that country‐specific characteristics can play an important role in fostering innovation and productivity. Furthermore, policymakers should improve institutional quality and improve the regulatory environment in order to benefit more from trade openness. Modern communication technologies make information more easily and quickly accessible, leading to more transparent and competitive markets. Based on a theoretical model, this paper provides new empirical evidence on the potential impact of online search intensity on asymmetric cost pass‐through. Prices often move as 'rockets and feathers': they rise quickly in response to cost increases and they fall slowly in response to cost reductions. A panel threshold error correction model is applied to weekly producer and retail prices of chicken and mutton in Iran. The results suggest that the volume of online searches is associated with a more complete and less asymmetric cost pass‐through from farmgate to retail prices. Thus, online platforms and search engines have the potential to increase competition by bringing prices closer together and reducing profit margins. [ABSTRACT FROM AUTHOR]

Abstract: This paper looks at the link between the quality of economic institutions and innovation, and innovation and growth. We construct a measure of the innovation content of individual manufacturing industries and show that countries with stronger economic institutions specialize in more innovation‐intensive industries. Our results also provide evidence that industries involving higher levels of innovation grow relatively faster in countries with better economic institutions. The purpose of this paper is to examine the positive impact that the creation of food processing hubs can have on "smart specialisation" on the economic development of regional Australia. The analysis looks at two existing developments in Australia, as well as providing an economic evaluation of another "regional hub" that is currently being proposed. Our paper provides an economic impact analysis of the proposed establishment of a food processing hub in Victoria. There is strong evidence that innovation is a primary driver of a nation's economic growth. As Australia continues to compete in the global economy, it is imperative that businesses should be innovative to improve their performance. In this paper, we evaluate the status and main drivers of innovation in small businesses in the food sector in Australia. Discrete choice modelling and bootstrapping procedures are applied to a panel of firm‐level data collected through the ABS Business Characteristics Survey (2006–2007 to 2010–2011 for the Australian Bureau of Statistics' Business Longitudinal Database Confidential Unit Record File) to investigate the factors affecting the likelihood of small food businesses to innovate. Results show that businesses are more likely to innovate if they collaborate, have higher information and communication technology intensity, and use science, technology, engineering and mathematics skills. We also found that small food businesses, even at the subsector level, do combine different types of innovation when innovating. The propensity to innovate also increases for small businesses that have flexible working arrangements, face moderate‐to‐strong market competition, operate overseas and seek finance through debt and equity. ABSTRACT This paper explores environmental innovation in the largest emerging economy - China - and its potential for contributing to global transitions to low-carbon, more sustainable patterns of development. It builds on earlier studies bringing alternative forms of low(er)-technology, 'below-the-radar', 'disruptive' and/or social innovation into its analysis. In addition, however, the paper develops our understanding of low-carbon innovation by paying particular attention to issues of changing power relations and social practices: theoretical issues that need attention in the literature generally but are notably absent when studying transitions in China. This shift in perspective allows four neglected questions to be introduced and, in each case, points to both opportunities and challenges to low-carbon system transition that are overlooked by an orthodox focus on technological innovations alone. These are briefly illustrated by drawing on examples from three key domains of low-carbon innovation: solar-generated energy, electric urban mobility, and food and agriculture. This study challenges existing literature which maintains that technology latecomers usually depend on imported technologies to develop emerging high-tech sectors. This paper argues that the domestic institutional environment in facilitating networking might be more important for developing academia-industry ( A- I) networks. The co-evolution of institutions and the knowledge transfer process in the Taiwanese Biopharmaceutical Innovation System ( TBPIS) is a case in point. Far from relying purely on foreign technologies, several important institutional and policy changes, which transform the institutional environment from prohibiting A- I intertwining into encouraging A- I collaborations, have enabled domestic research institutes to influence the acquisition, creation, and diffusion of knowledge in the innovation network. Nonetheless, the country continues to struggle in commercializing domestic scientific research to step into a knowledge-based economy. Therefore, this paper suggests that more productive strategies would be helpful to advance domestic academic research, sustain A- I networks, and strengthen the innovation system. Innovation policy has emerged as a new field of economic policy during the last few decades. This paper explores the rationales for national innovation policies, as laid out in the existing literature on the subject, and considers what the lessons and challenges for theory and practice in this area are. Innovation policy attempts to influence innovation activity, often with the purpose of increasing economic growth. But it can also have more specific aims such as preventing unwarranted climate change, improving national health, and so on. The increasing attention given to innovation policy at the national level from the 1990s onwards went hand in hand with the development of a new, systemic understanding of innovation, which in a better way than before accounted for the 'stylised facts' of innovation activity as identified by empirical work. The system approach, as the paper shows, came to have a significant influence on the subsequent policy discourse. Drawing on recent advances in innovation-systems theory, a synthetic framework for the analysis of innovation policy is developed and used to highlight issues of particular relevance for the conduct of innovation policy and future scholarly work in this area. This paper identifies the extent to which cultural diversity induced by internal migration affects urban innovation in China. We measure cultural diversity by an index of "plurality" of provinces of origin. Using the 2000 and 2005 population census data, we find that innovative activities are higher in cities with a higher degree of cultural diversity. Further heterogeneity analysis shows that cultural diversity, not only of the highly skilled, but also of the low skilled, has a positive effect on innovation. In the innovation and development literature, natural resources ( NR) are generally viewed as a curse for developing nations and NR-based industries as having little potential to innovate and drive long-term growth. This has led policy and development experts to opt for strategies to induce a shift in the pattern of specialization towards other sectors. This paper proposes a different approach. By exploring recent evidence from the Argentinean agricultural sector and the mining industry in Chile, it points to the window of opportunity that NR industries offer as a platform to develop knowledge intensive industries with which to support economic development in resource-endowed countries. The lessons drawn from these findings suggest that development strategies can also promote more innovative knowledge intensive NR-based industries rather than moving away from them. Environmental issues have become increasingly important for companies and society in general, and information about them is of concern, to the extent that many companies have been criticized for their negative impact on the environment, rather than for their technological and economic performance. This paper attempts to go a step further by developing an index of environmental issues from the Thomson Reuters Eikon database using statistical techniques to analyze the type of environmental information that companies report internationally. An index of 71 environmental variables was constructed and a dependency model was set up to determine the explanatory variables that may influence this index of environmental disclosure. This paper introduces convergent innovation (CI) as a form of meta-innovation-an innovation in the way we innovate. CI integrates human and economic development outcomes, through behavioral and ecosystem transformation at scale, for sustainable prosperity and affordable universal health care within a whole-of-society paradigm. To this end, CI combines technological and social innovation (including organizational, social process, financial, and institutional), with a special focus on the most underserved populations. CI takes a modular approach that convenes around roadmaps for real world change-a portfolio of loosely coupled complementary partners from the business community, civil society, and the public sector. Roadmaps serve as collaborative platforms for focused, achievable, and time-bound projects to provide scalable, sustainable, and resilient solutions to complex challenges, with benefits both to participating partners and to society. In this paper, we first briefly review the literature on technological innovation that sets the foundations of CI and motivates its feasibility. We then describe CI, its building blocks, and enabling conditions for deployment and scaling up, illustrating its operational forms through examples of existing CI-sensitive innovation. Innovation has been increasingly recognized as a critical force in national economic growth not only in developed countries, but also in emerging countries such as China and India. This paper provides a critical review of the literature related to China's innovation capability. First, I evaluate the current status of China's innovation capability as measured not only by the level of human capital and output of academic research but also by patents, products, and services that directly benefit economic growth. I then review the development pathway of China's national innovation system since the economic reforms, including policies, the role of the government, and the engagement of different actors in the national innovation system. Following that, I examine theories and empirical evidence that help to explain the evolution of China's innovation capability. Finally, using China's experience, I analyze the relationship between innovation capability and economic development and highlight how the uneven spatial distribution of innovation capability may affect China's regional economic development. As past economic progress has come at the expense of diminishing natural resources, increasing pollution and widespread damage to ecosystems around the world, an imperative we must respond to is to seek ways in which to achieve economic, social, and environmental sustainability, including actions aimed at a circular economy and eco‐innovation. Recycling has numerous implications for the environment, economic and production performance, employment, and production of wealth. The environmental regulator must therefore consider all the aspects of the waste cycle when deciding the right policies to maximize social welfare. We consider three types of agents involved in a Stackelberg game: manufacturers, importers and sellers (MIS), recyclers, and the government acting as an Environmental Protection Agency (EPA). In our model, we introduce the cost to adopt new technology for eco‐innovation per unit produced by the MIS, resulting in the possibility to reduce the weight of the advanced recycling fees if they invest more in the aptitude to be recycled of their products. East Asia has been one of the most dynamic regions of economic growth and development. The past two decades have seen tremendous economic and technological catching up in the region. Using South Korea as a case to illustrate the process of technology catching up, we find that the process of graduating from imitation to innovation is a nonlinear one, and requires conscious efforts to invest in research and development and other technological capability-enhancing activities. Successful technology upgrading also calls for policies and institutions that are relevant to technological innovation to evolve and adapt as an economy goes through the different stages of economic and technological development. Research Summary: Our study provides novel insights into how women influence SME innovation in emerging markets, despite the resource‐constrained and gender‐restrictive contexts in which they are embedded. Building from transactive memory (TM) theory and using data from 741 SMEs in 33 emerging markets, we develop and test a contextualized framework of SME innovation that considers gendered effects in ownership, workforce composition, and communication. Findings indicate that in emerging markets, female‐led SMEs employ more women than male‐led SMEs, and more women in SMEs (even at modest levels) enhance and enable the TM system to deliver more innovation outcomes. Findings also suggest that emerging‐market SMEs can be innovative through differing configurations of women in ownership and workforce composition, underscoring the importance of gendered and contextual considerations in innovation research. Managerial Summary: Innovation is vital to the social progress and economic development of emerging markets. Even though institutionalized gender bias in emerging markets tends to constrain (rather than empower) women's entrepreneurial activities, our study reveals how women can be an important source of innovation. We find that women in emerging markets are stronger together: women in ownership advocate for and support other women by employing them in their SMEs, and in turn, as women's representation increases in SMEs, women are empowered to collectively share and leverage their endowed resources for innovation. Thus, our study challenges the general perception that men are more innovative than women by revealing that the presence of women in emerging‐market SMEs yields greater innovation outcomes. This survey provides a selective review of the literature on patent policy, innovation and economic growth. The patent system is a useful policy tool for stimulating innovation given its importance on technological progress and economic growth. However, the patent system is a multidimensional system, which features multiple patent policy instruments. In this survey, we review some of the commonly discussed patent policy instruments, such as patent length, patent breadth and blocking patents, and also use a canonical Schumpeterian growth model to demonstrate their different effects on innovation and the macroeconomy. Many countries adhere to the Organisation for Economic Co‐operation and Development creed that innovation is good for the economy. Experiments are often used to intentionally create space for innovation. Decisions allowing experiments result in temporary legal enclaves for a few, excluding many others. Therefore, they come with risks. The aim of this article is to provide a set of guidelines that help improve the legal resilience of experimentation policies, so they are better able to withstand legal attacks when they occur. To do so, we first arranged the existing diversity of legal experiments in a theoretical model. Special attention was paid to two archetypes of legal experiments: statutory experiments and regulatory sandboxes. Second, we analyzed the impact of both types of experiments on four core legal principles: legality, certainty, equality, and public accountability. This article examines the role of entrepreneurial behaviour, property rights and state effectiveness as determinants of national innovation. Entrepreneurial behaviour reflects not only risk‐bearing and risk‐sharing attitudes but also the capacity to undertake innovation activities. Besides, institutions also play an important role in formalising entrepreneurial behaviour that is crucial for a country's innovation. A comparison is made among three groups of countries—that is, factor‐driven, efficiency‐driven and innovation‐driven economies. Panel‐data econometric techniques are applied to undertake empirical analysis, using macro‐level data covering a time period of 7 years (2010–2016). It is observed that entrepreneurial attitudes and entrepreneurial activities play an important role in determining innovation but the impact varies with the level of economic development. A U‐shaped relationship is observed between innovation and entrepreneurial activities. Innovation‐driven economies have strong property rights and effective policy implementation that help build the confidence of prospective entrepreneurs who are attracted by perceived opportunities. Therefore, perceived opportunities have a significant impact only in innovation‐driven economies. Moreover, innovation is highly suppressed in fragile countries, that is, factor‐driven economies that face serious market distortions and inefficiencies caused by weak property rights and state ineffectiveness. The so‐called "new growth theory" is characterized by the now Nobel Prize winning insight that ideas are a nonrival input to and output from endogenous investment in innovation. Nonrivalry implies increasing returns to scale, but this also unintentionally creates an empirically disputed scale effect that a growing population implies an ever‐increasing growth rate. Empirical evidence supports fully‐endogenous growth without scale effects, but theoretical issues sustain the decades‐long dispute over exactly how to negate the scale effect. This article surveys theoretical approaches to resolving the scale effect and shows how four generations of endogenous growth theory are defined by the maturing of modeling techniques for constraining increasing returns. The synthesis suggests that the dispute over scale effects is really a narrative about how the powerful application of increasing returns has followed a standard theoretical development pattern. This implies that a fourth generation is now emerging that negates the scale effect while retaining fully‐endogenous growth without relying on assumptions of linearity. Instead, the market response to excessive increasing returns to innovation constrains explosive growth by expanding the market, rather than by a linear assumption. Abstract: After having been put aside for three decades, industrial policy has reappeared in the research and policy debate on economic development in the Global South. However, it has also been argued that fragmented and decentralized value chains have foreclosed the traditional role of industrial policy. The article reviews three strands of thinking, exploring to what extent and how one can align the call for new industrial policy with the expansion of global value chains? It shows how the research agenda can be moved forward by realigning contributions from global value chain scholarship with researchers who take their point of departure concerning new industrial policy in structural transformation, technological capability and innovation system thinking. The BRICS countries in general, and China and India in particular, are now widely regarded as the areas of the world likely to challenge the economic leadership of the United States (US) and the European Union (EU). A large part of this challenge will come from rapid technological catch-up by China and India. Yet, despite a recent rise in interest, there is limited knowledge about how and where innovation takes place in these two leading emerging countries and to what extent the Chinese and Indian territorial systems of innovation differ from those in the EU or the US. In this article we explore the geography of innovation in China and India, concentrating on understanding key territorial-level innovation trends by country, region and technology field, using the US and the EU as benchmarks. We find significant contrasts between the geography of innovation in China and India and that of the US and the EU. First, the degree of concentration of innovative activities in both countries is extremely high. Levels of agglomeration of innovation in the coastal provinces of China, as well as in Delhi and the South of India, significantly exceed the levels of agglomeration found in the USA and the EU. Secondly, China has witnessed a more rapid increase in the degree of concentration of innovation than India. We posit that the differences in the geography of innovation between, on the one hand, China and India and, on the other hand, between these countries and the developed world are rooted in different institutional settings, different systems of innovation and different national innovation strategies. Using firm-level data from 2006 to 2013 for a set of developing countries, we examine the effects of financial development on innovation. Financial development boosts innovation by improving resource allocation and investment in strategic sectors as well as facilitating technology to promote growth. Using binary response models and instrumental variable techniques to correct for endogeneity, we find robust but puzzling results. Contrary to most of the existing literature, financial development has a negative effect on the probability of a firm to innovate in developing countries. This effect is conditional on firm size, and only larger firms benefit from financial development. These results are robust to different measures of financial development and econometric specifications. We argue that this is a result of the design of the financial system in regard to the lack of capital and institutional system. An endogenous growth model is developed where each period firms invest in researching and developing new ideas. An idea increases a firm's productivity. By how much depends on the technological propinquity between an idea and the firm's line of business. Ideas can be bought and sold on a market for patents. A firm can sell an idea that is not relevant to its business or buy one if it fails to innovate. The developed model is matched up with stylized facts about the market for patents in the United States. The analysis gauges how efficiency in the patent market affects growth. The article uses a conceptual framework to review empirical evidence and some 180 articles related to the opportunities and threats of Big Data Analytics for international development. The advent of Big Data delivers a cost-effective prospect for improved decision-making in critical development areas such as healthcare, economic productivity and security. At the same time, the well-known caveats of the Big Data debate, such as privacy concerns and human resource scarcity, are aggravated in developing countries by long-standing structural shortages in the areas of infrastructure, economic resources and institutions. The result is a new kind of digital divide: a divide in the use of data-based knowledge to inform intelligent decision-making. Given the role that innovation plays as an engine for economic development, we examined the enabling factor of institutions in Africa. Particularly, attention was given to determining the equivalent effects of institutional development on innovation. A sample of 40 African countries over the period 1996-2012 was employed, and our baseline equation was estimated using the system generalised method of moments ( SGMM) estimation technique. The empirical result reveals that government effectiveness and regulatory quality are two institutional measures that have the most equivalent impact on innovation. The extent of impact is an indication that institutions matter, especially when considering innovation in Africa. Therefore, to advance the rate of innovation in Africa, improving frameworks to drive regulations and enhance government effectiveness is a necessary instrument. Technological innovations are by no means Pareto-improving. I build on the argument that incumbent innovators can use political means to block rival innovations by emphasizing that the competitiveness of political system and some political institutions may diminish their ability to do so. I specify an institutional mechanism of agenda power, which provides newcomers with an improved ability to enter the game. The number of agenda power holders varies significantly among political systems, electoral systems, and administrative structures. With a sample of about 100 countries and across 20 years I show that politically competitive regimes, majoritarian electoral rules, and federal structures supply more holders of agenda power in comparison to their counterparts and, other things being equal, produce more innovations. Globalization has generated increasing interest in technology-intensive industries as a way to sustain national economic competitiveness. High-technology growth is often conceptualized as a 'high road' to prosperity, more amenable to private-public, industry-labor, and interfirm cooperation than tax, regulatory, or cost competitive strategies. While specialization in technology-intensive industries does deliver several benefits, this article uses Finland's successful transformation into a high-technology economy to highlight the significant economic and political risks associated with this strategy. Economically, movement into electronics exposed Finland to cost competition and disruptive technological innovations. Politically, high-technology competition weakened the solidaristic ties that characterized postwar capitalism and the coordinating capacities that underpinned economic growth. In short, high-technology growth exacerbated the problems it was supposed to solve. The article concludes by generalizing the argument to several non-Nordic states. [ABSTRACT FROM AUTHOR]

European spatial governance is becoming an intriguing mix of ideas from the economic, political and cultural spheres. This article asserts that, in the EU's spatial planning, the cluster is increasingly part of a hybrid spatial politics, here named the 'cluster gaze', based on the interplay of innovation-oriented political rationality and spatial governance. To study this process, the article provides an empirical investigation into selected EU documentation. The investigation is based on two perspectives. First, the cluster is analysed as a mediating instrument to stimulate and rescale transnational market developments in the EU. Second, the cluster is studied as an instrument of spatial management - one that builds on a business managerial ethos and endorses a specific hierarchical spatial imaginary and a cluster evidence base to assess the productivity and efficiency of European clusters. Both of these perspectives pave the way for a European 'politics of cluster excellence' that is about the constant sharpening of cluster practices, continuous evaluation and ranking, and the enhancement of cluster performance to rise from the ' European league' towards the 'world class'.
