A major admissions reform was carried out in Finnish higher education at the end of the last decade. This paper focuses on three main policy papers connected to the reform and examines the use and production of evidence therein. Drawing on bibliometric research and research on educational policy, we aim to provide insight into how to utilize citation analysis when examining evidence in educational policymaking. In the three policy papers, domestic legislature was cited the most frequently, and research from higher education institutions was cited the least. Affirmational citations were the most prominent; perfunctory, assumptive, conceptual, persuasive, contrastive, and negational citations were found to a lesser extent. When cross-examined in relation to citation types, sources were mostly cited as affirmational, with the exception of research from higher education institutions, which was cited as conceptual information. We also found that the writers cited their own previously written ministry-affiliated policy brief as central information in one of the policy papers connected to the reform. Our study is in line with the earlier literature showing that certain sources, such as domestic publications, are favoured over others. Analyses of policy documents and interviews with three Norwegian politicians revealed differences in how school leaders were described, positioned and ascribed responsibility in Norwegian education policy between 1990 and 2017. While how politicians positioned school leaders changed substantially during the period, a stable trait was vague descriptions of school leaders' responsibility. In 1990, school leaders were envisioned in a managerial position, above teachers, as employers. A more recent White Paper, from 2017, positioned school leaders closer to the teaching profession. The interviews showed that after the PISA-shock in 2001, politicians united across party lines in a 'new regime of understanding', downplaying traditional conflicts between Norwegian politicians. While Parliamentary politicians rhetorically disagreed, there was, underneath the policy discourse, a growing realpolitik consensus in questions of education policy. The study investigates policy descriptions of school leaders after 1990, when Management by Objectives was introduced in education. To position Norway in the international policy context, we draw on Stephen Ball's concepts fabrication, managerialism, magical solutions and neoliberal performativity. Three periods, with simultaneously appearing residual and emerging tendencies were identified. In conclusion, we question an apparent lack of ambitions for school leadership in Norwegian education policy. The article contributes with new insights into education policy fluctations. Policy analysis can be useful for learning about 'what works' in policy. Contemporary policy studies literature highlight that such learning is influenced by power relations in government that shape our ways of knowing the world. This paper offers a critically reflexive narrative account of power relations present during Indigenous higher education policy analysis research conducted in the Northern Territory (NT), Australia to shed light on how to effectively negotiate policy analysis. We reflect on tensions that arose by applying Nakata's concept of the 'cultural interface', which accounts for the complexity of meaning making across diverse knowledge spaces. Narratives from an Indigenous Project Reference Group member are included to provide a perspective on these tensions from an Indigenous standpoint. The paper concludes by describing enabling conditions and strategies that were necessary for effective policy analysis, and considers implications for Indigenous higher education policy analysis in the NT. This paper will investigate how specific narratives on the inclusion of minority language students (MLSs) are constructed in Norwegian and Italian educational policy documents. We will employ the Narrative Policy Framework's (NPF) analytical categories with an interpretative narrative approach to reconstruct the two national policy narratives and compare their salient features. In response to international trends of inclusive education, Norway and Italy have developed two different educational policy models for the inclusion of MLSs. Norway operationalised inclusion through 'adapted education' for all students, while Italian policy defined an 'Italian path towards the intercultural school'. The results will show that the Norwegian approach to inclusive education is sustained by what we define as a technocratic (efficiency-oriented) narrative, while the Italian intercultural education employs a normative (ideologically-based) narrative. Despite the differences, the two policy narratives share an unresolved tension between a universalistic and particularistic stance. In the policy documents, the inclusive/intercultural education for all students is ambiguously complemented by integration measures designed explicitly for MLSs. The study will illustrate the travelling nature of inclusive and intercultural education in the policy domain and show that the policy shift towards inclusion needs to be understood as an ongoing and non-linear process. This paper delves into the intricacies of fostering bottom-up educational initiatives aimed at addressing power imbalances in societies marked by intractable conflicts. Focusing on the establishment of a Palestinian-Jewish integrated bilingual education program in Israel, the study examines archival materials and stakeholder interviews to uncover the divergent motivations of politicians, educators, and administrators. It highlights the multifaceted nature of NGO-government negotiations, emphasizing the entanglement of contexts and the presence of internal conflicts within each entity. By exploring the ideological and operational challenges faced at different administrative levels, from national ministries to local municipalities, the paper provides a nuanced understanding of the support mechanisms for integrated bilingual schools. Amid debates about CRT in education, this paper critically analyses laws that have reportedly sought to expand ‘education on racism, bias, the contributions of specific racial or ethnic groups to U.S. history, or related topics’ with the hypothesis that there would be little evidence of anti-racist ideology in policies pertaining to curriculum. The research design thus leans on King and Chandler’s (2016) distinction between non-racist and antiracist stances, as well as Andreotti et al’.s (2015) social cartography that maps out ‘soft-reform’ and ‘radical reform’ spaces, to achieve a latent content analysis of 14 pieces of legislation across 13 states since 2020 to identify and analyse the ideological characteristics of these pieces of legislation. Only four of the 14 documents from four different states contain a significant anti-racist ideological leaning; the others express a liberal multicultural ideological position that celebrates difference and recognizes contributions, but does not examine systemic racism. Thus, among states that are legislating more ethnic studies, the vast majority do not legislate anti-racist positions. This paper concludes that there is little evidence of anti-racist ideas being legislated into primary and secondary education in the United States, and that most curricular reforms toe a non-critical ideological line. This final contribution offers an overview of issues that arise in the earlier papers. It makes a commentary on what has been established about teacher education for diversity in Anglophone countries, by considering three themes that emerge from a reading of the papers collectively: policy as the context for teacher education for diversity, what it means to be a teacher in diversity, and how diversity can be conceptualised in educational contexts. Interventions instated to disrupt the destructive effects of the school-to-prison pipeline on students of color were repealed as a result of the US Education Department's 2018 Federal Commission on School Safety report. Using a critical policy and critical discourse framework, this paper examines how the language used in the report facilitated the process of repeal while concealing the insidious effects that the repeal could have on students of color and especially black students. Based on this analysis, the paper argues that education policy discourse is influenced by and supports the covert operation of white supremacist ideological structures that hinder the struggle for equity and justice in education. This paper draws on the retrospective accounts of eight LGBT+ students aged 18–21 attending a university in Northern England. Using interpretivist methodology, qualitative research was conducted to explore how their sex and relationships education impacted upon their needs as a sexual and/or gender minority. An under-researched aspect of experience was also investigated: namely, how LGBT+ people learned about sex and relationships if not in a formal school setting. Two focus groups were used to examine these areas of interest and similar patterns in both groups were apparent. Themes such as the impact of heteronormative value systems, pornography as an educational resource, and the use of online Blogs and search engines as a source of alternative education were highlighted. Findings demonstrate how participants' experiences of sex and relationships education were largely non-inclusive and irrelevant to their needs. The paper concludes with practical suggestions to ensure subsequent generations of LGBT+ pupils receive a more inclusive educational experience, supported by approachable teachers who are comfortable and competent teaching the subject. Amid the democratic backsliding of the United States and other nations, this paper problematises how authoritarian policy trends complicate who holds educational authority over teacher pedagogy, the contested public education arena, and schools as knowledge production sites within a democratic society. This paper situates the entrenched war on the educated in the United States within a broader political context that has unearthed nationwide educational policies premised on anti-democratic tenets of authoritarian populism. Drawing upon language from enacted educational ‘gag orders’ in multiple states, this paper highlights how conservative policy language positions teachers as passive policy subjects and illustrates the aims of these educational orders to curtail academic freedom, institutional autonomy, and redefine what is true and worth knowing within the contested public education domain. Finally, this paper calls to attention the risks posed to democratic institutions and stakeholders in the wake of authoritarian turns occurring both nationally and globally. [ABSTRACT FROM AUTHOR]

This paper suggests that the Organisation for Economic Cooperation and Development (OECD) education policy work of the last 20 years has achieved a paradigmatic shift in the thinking and framing of education; however, this process was not exclusively based and dependent upon the cold rationality of numbers. Crucially, as the article will show, it has also involved processes of socialisation and learning. The paper argues that a constructivist-institutionalist perspective based on the notion of socialisation provides adequate tools to explain the dominance of the OECD in the education policymaking world. The paper makes use of policy learning theory to show how and why it is the coming together of various actors in social terms that sustains and reinforces the numbers game, rather than simply the validity or strength of the numbers themselves. It uses the case of the publication of the OECD Review of Swedish education in 2015 to empirically flesh out the argument. Although the influence of the OECD has been great to a number of countries, Sweden is perhaps one of the few that displays such unanimity of public opinion and the academic and policymaking worlds in regard to the indispensability of the OECD as an education policy expert and actor. This paper revisits and reassesses the influence of the context of production on the origin, development and use of the term 'policy sociology' in research in the sociology of education in the UK from the 1980s to the contemporary period. Starting with the first use of the term 'policy sociology,' and its definition as 'rooted in social science tradition, historically informed and drawing on qualitative and illuminative techniques', the paper considers the established knowledge production traditions in education policy studies that policy sociology was responding to in the 1970s and 1980s in the UK. It foregrounds the implication of a critical stance towards policy contained in that usage, as well as considering what was and is meant by the term critical in the now dominant usage (critical policy sociology), before considering how policy was and is defined, and the specific and particular contribution that sociological enquiry can make to the study of education policy. Across the four UK jurisdictions, there are distinct disparities in exclusion rates of school students. Northern Ireland, alongside Scotland and Wales, has demonstrated over time, lower rates of permanent exclusions and temporary exclusions compared with England. This paper examines these disparities from the perspectives of representatives from various system-level educational bodies and third sector organisations representing children and families who experienced the exclusion process. The paper will also present policy and legal frameworks associated with exclusion in Northern Ireland. We interviewed 9 stakeholders, associated with practices of school exclusion in Northern Ireland, from a range of system-level education bodies and advocacy groups. Findings include positive strategies perceived to keep exclusion levels low, types of obstacles or resistance to anti-exclusion policy, participants' perspectives on unofficial exclusion practice, and perspectives on official exclusion data. What emerges from interviews is a series of tensions between implementing a child-centred approach and diminishing support services and resources. We conclude that those working within the Northern Ireland education system, are committed to an inclusive approach. However, the development and implementation of effective supporting frameworks take time and consultation, and there is evidence of tension between the perceptions of those working at a system-level and those working in schools. While the literature in skill formation systems has paid considerable attention to inter-variation between types of national skill formation systems and intra-variation among individual types as in the case of collective skill formation systems, less is known about the role of the European Union in establishing a European model of skill formation. Building on studies in educational governance and decentralised cooperation, this paper analyses the European Alliance for Apprenticeships (EAfA) and explores its relationship to national skill formation systems. We analyse the emergence of a European model of collective skill formation and offer case studies of Ireland and France to understand how this European model relates to these two contrasting skill formation systems. Through deductive qualitative content analysis of official documents, we show that (a) the EAfA, in resembling characteristics of national collective skill formation systems, promotes the emergence of a European model of collective skill formation, and (b) that Ireland and France show signs of moving further towards adopting elements of a collectivist training model centred on apprenticeship training although mediated by path-dependencies of a liberal (Ireland) and statist (France) skill formation model. This paper is based on a keynote address given at the ATEE Annual Conference 2019, held at Bath Spa University, remembering Geoff Whitty (1946–2018). It seeks to make sense of the current teacher education scene, both within the United Kingdom and across Europe and beyond. Reference will be made to Whitty's enormous contribution to our understanding of policy processes in teacher education as well as to the author's own work, much of it inspired by Whitty. The paper concludes with suggestions for a focused international research agenda for teacher education, that is viable in a Europe where the UK may have left the Union and in a wider world where global politics are unpredictable and where the meaning of 'truth' is frequently called into question. This paper explores some of the fundamental contradictions related to the commercialisation of education and how Pearson plc – 'the world's leading multinational education company' – is trying to overcome these challenges through discourse and semiotics. Pearson's Efficacy Framework is a semiotic-calculative device created to measure the impact of educational products and services sold by the company. This paper examines the ways in which the efficacy programme and tools developed by Pearson represent a type of 'social fix' intended to resolve contradictions linked to education commercialisation by demonstrating the 'measurable impact' and 'outcomes' resulting from its educational products and services and communicating that to customers, shareholders, policymakers, state managers and partners. Efficacy will be analysed as it relates to a hegemonic 'knowledge brand' in the making in education that is being actively promoted and appropriated by Pearson. Pearson, therefore, aims to construct a corporate brand and reputation around efficacy based on legible measures of performance, which this paper argues is in response to risks and contradictions associated with the commercialisation of education. In transnational policy, directives on how to improve "quality" through auditing flourish. However, more research is needed about how these quality audits affect school personnel in local contexts. This paper has scrutinised the discursive effects of how "quality" is construed in school personnel's comments during a quality audit conducted by the Swedish Schools Inspectorate. By drawing on Bacchi's (2009) WPR approach, such constructs were analysed and interrogated. The results indicate that "quality" is construed as an absence of "warning flags", and thus as compliance with standards. In effect, statements about quality seem to become problem-oriented. Moreover, "quality" is talked about as a responsibility, and in effect the concept becomes invisible. It is also suggested that "quality" is construed as something that both enables and obstructs different kinds of discussion and discernments. This paper explores ideas about the role of the school principal embedded in New York State education policy. Many public schools across the state fail to deliver equitable opportunities and outcomes for an increasingly diverse student population and improving school leadership offers the potential for substantial returns. Drawing on concepts of role identity, organisational coherence, and leadership for equity, I use an interpretive approach to examine how conflicting and ambiguous expectations for principal behaviour in New York's Every Student Succeeds Act Plan, its Culturally Responsive-Sustaining Education Framework, and its approach to principal evaluations might endanger realisation of a principal's moral commitment to educational and social justice. I conclude with recommendations for state policy and future research with the aim of supporting principals to navigate the complexity of their role and lead to organisational coherence around equity. The modest impact of national policy efforts on school digitalisation relates to a gap between views among policy-makers and practitioners, giving rise to complexity in translating policy into action. Acknowledging changes in governing through alternative policy formation-processes, and Ward and Parr's (2011) arguing for the importance of strategic- and operational policy coherence, the focus of this paper is the forming of a national plan of action for the digitalisation of schools in Sweden (#skolDigiplan). Within this interview study, the views on policy work and challenges of digitalisation of schools are explored among an exclusive management group of non-traditional Swedish policy-makers appointed to produce the #skolDigiplan. Based on the findings, I conclude that national policy making regarding the digitalisation of schools may be conducted through a collective process, with several educational stakeholders contributing. Furthermore, I suggest that non-traditional national policy-makers, arguing a lack of digital competence knowledge concerning schools at the governing or authority level, may consider taking a step back in the policy-formation process as a supportive action. In China, the government had created a policy-friendly educational setting for rural migrant children for a long period after 2001. Yet in 2013, in some metropolitan areas such as Beijing and Shanghai, the schooling policy retuned to more demanding criteria, bringing hardships to many migrant families. This paper examines the power relations underlying the formation of the post-2013 restrictive policy. Utilizing Foucauldian theoretical resources, it develops the work of Bowe, Ball and Gold on policy cycle and produces an updated analytical framework. The findings show that the discursive formation permeating the four coexisting and permeable contexts of the policy trajectory legitimizes the following statements: recruiting migrant children leads to declining educational quality; state school education is a restricted type of social welfare open only to the "contributors to the city"; and standardization is necessary for school enrolment practice. The power relations lie beneath the discursive practices are the exam-orientated education discourse and the disciplinary power of the privileged over the dominated, which objectivize migrants as "outsiders" and a risk to educational quality. The introduction of assessment orientated policy in 2016 marks a significant change in Scottish education as it will establish standardised national testing. Teachers in Gaelic medium education are well placed to offer insights as they have had considerable autonomy regarding assessment and this paper is the first to consider the impact of this specific reform in Scotland. Three linked themes emerged from thematic analysis based on focus group data. Participants were keen to discuss the climate regarding Gaelic medium education linking concerns with the ongoing reform of assessment policy. Policy and practice implications are discussed as well as the anticipated impact the assessments may have on pupils and teaching staff. This paper contributes to the understanding regarding the role of standardised tests in education and feeds into an understanding of policy development through the lens of immersion education highlighting uncertainties held by teachers when reform is underway. This paper compares conceptions of teacher quality in two education systems – Singapore and Hong Kong – that consistently perform well in international assessments of student achievement. Both systems constantly refresh their expectations of teacher competencies, with recent iterations, which offer a just-in-time opportunity to learn from how they now conceptualise quality teaching. This paper will provide the context surrounding each jurisdiction's education system, how each views teacher quality, and how each has rethought the concepts of teacher quality according to their unique contextual circumstance. The paper then compares these concepts articulated and enacted by each country, linking these to the wider international literature and scholarship in order to glean insights into what teacher quality is or how it might be reconceptualised to meet future needs. This paper explores the production of educational policy discourse based on a view of increasing future unpredictability, focusing on how educational policy knowledge is reconceptualized as a form of anticipatory regime. Specifically, we investigate the Israeli Ministry of Education's Future-Oriented Pedagogy Research and Development Unit, analyzing how the unit produces ways of knowing for policymaking based on the epistemic value of anticipation. Through critical policy analysis of the unit's documents, we explore its structure and rationale, describing two key epistemological mechanisms driving anticipatory educational policy. First, the appeal to 'trends' as a means of generating a certain vision of the future. The centrality of trends establishes a discourse in which policies are subordinated to a future that is at once unpredictable yet inevitable. Second, the introduction of 'adaptivity' as a key educational response to unpredictability, positioning constant change and reaction to external developments as the organizing principle of educational systems. This paper explores the declining trend of fine arts education in secondary schools. We examine mechanisms that may explain this phenomenon on structural levels of policymaking and policy implementation in different areas of the education system. What will be defined as the "selection device" refers to the structurally determined selection of educational content at various policy levels of society. We argue that the choices politicians, principals, students, and parents make are regulated by "nudging" as an underlying principle of the selective device. By presenting students with "rational choice" alternatives, they are gently pressuring them away from selecting arts courses. This redirection is discursively conveyed by schools, but systematically governed by national and international guidelines in which the fine arts have a relatively low status. The declining legitimacy of arts subjects in secondary education can thus be seen as an outcome of policies embedded in the education system. By manipulating the features of the selection device, the transnational movement of the New Right exerts control over educational policy. [ABSTRACT FROM AUTHOR]

This paper examines the implementation of Singapore's landmark policy, 'Thinking Schools, learning Nation' (TSLN), in developing 'thinking students' through the prism of student voice. In the context of twenty-first century education and the growing importance of student voice in education, this paper argues that the time might be right to 'disrupt' Singapore's education status quo and incorporate meaningful student voice in education policies. Instead of perceiving students as mere subjects of educational policy enactment, and seeing policy as something that is done to them, it should be reconceptualised as something which is done with them; importantly, students should be recast as key co-agents of educational change, consistent with TSLN's reconceptualization of learners as 'thinking students'. Basing its arguments on findings from a qualitative case study of students' perceptions and schooling experiences of critical thinking in TSLN, this paper considers the case for the inclusion of significant student voice in Singapore's educational policy reforms. It fills gaps in research on student voices in Singapore's educational reforms and TSLN's research from students' perspective. The paper suggests that the inclusion of student voice in educational reform might be the next landmark step in 'disrupting' its educational landscape after the 'big bang' of TSLN. This paper first provides a brief overview of the history and current usage of the concept of competence in academic research, and then undertakes a critical discussion of how the term is currently used in educational policy. The running example used throughout the paper is competence in foreign language learning. The PISA study is discussed to demonstrate how the concept of competence has come to prominence in the international discourse on education in recent years. Following this, particular attention is given to the situation in Germany where there has been a shift towards competence as an aim of teaching in recent years, coupled with an increased focus on standards and accountability. The relationship between competence and standards is examined critically, since some authors appear to use the two interchangeably whether or not this is justified. Finally, the Common European Framework for Languages (CEFR) and a German curriculum document are examined critically with regard to their use of the concept of competence. [ABSTRACT FROM AUTHOR]

This paper analyzes the challenges embedded in the conflict between the right to accessible education, which implies a prohibition on discriminatory practices in school admission, and the right to adaptable education, which accommodates children's cultural affiliations. It shows that a normative lens, which examines the ways by which legal rules correspond to conflicting rights and interests, cannot fully capture the tension between legal prohibitions on discrimination in education and the sociocultural norms in religious communities. Thus, the paper offers a socio-legal lens, which focuses on the context of admission policies to Jewish religious schools. Based on three test cases of admission policies to Jewish religious schools in Israel, England, and Flanders, Belgium, the paper demonstrates how the legal rules regulating the admission policies are influenced by social forces. In Israel and England, these forces have facilitated a descent down slippery slope, originating with religious criteria, but concluding with discriminatory criteria. They also shaped admission practices reflecting the asymmetric power relations between the institutional school systems and individual families. The paper highlights the benefits of the Belgian policy, which proscribes religious classification of school candidates. This policy circumvents the ambiguous distinction between religion, ethnicity, and social class, and expands educational choices. [ABSTRACT FROM AUTHOR]

The forces of neoliberalism have profoundly reconfigured the landscape of educational policy and discourse, shifting focus from democratic values-based conceptions to exigencies for effective learning. The onset of the global recession of 2008, coupled with the ongoing effects of the global pandemic have resulted in the centring of crises discourses as fundamental to state strategies for educational policy. This paper adopts the theoretical conception of “late neoliberalism”, structured through assemblage theory, to discuss the significance of these impacts in Irish education, with references to the United Kingdom and international contexts as appropriate, reflecting the globalising force of neoliberalism. In so doing, I also draw on perspectives from Leo Strauss’ considerations of political philosophy with its critique of liberal society in order to refocus attention on the undercurrent ideology of scientism, which is masked in attempts to establish veils of neutrality in the knowledge basis of educational policy reformation. I argue that the recent crises have intensified the scientistic ideology that underpins a number of policy moves drawing on examples from both national and international contexts. I conclude the discussion by drawing upon Biesta's critical analysis of the learnification agenda in order to present the challenge of becoming “redemocratised” in our orientations to educational discourses. This paper addresses the current debates, anxieties, and perceptions around the idea of scholarly artistic research within doctoral studies, internationally and in South Africa. A common point of contention, both in South Africa and in the international arena, is the reluctance within institutional structures and external bodies to accept artmaking as research and the creative production or artifact as a legitimate component of the research output. Creative practice is permissible at the doctoral level of study but usually research or new knowledge that emerges from such practice is evaluated and analyzed through the lens of textual research. The unwillingness to qualify practice as autonomous research is coupled with its awkward positioning in the humanities as a kind of study secondary to and distinct from that associated with scientific research methodology. This discussion engages with policies, developments, debates, and discourse around practice-based doctoral study in South African and globally, with the hope of presenting a comprehensive overview of the current state of doctoral level artistic research. Moreover, in drawing on international discourse and precedents the study proposes some guidelines, parameters and methodological approaches that can contribute to the understanding and development of doctoral artistic research in South Africa. In 2015, the Colombian Ministry of Education introduced the Cátedra de Paz (CdP), a national policy that seeks to contribute to human rights, citizenship, violence prevention, and peaceful conflict resolution. In the context of a decentralized education system, schools have significant autonomy to adapt the policy to local contexts. Relatively little research to date has documented the enactment, evaluation, or impact of the CdP. This study aims to understand how educators have interpreted this national mandate, and the extent to which the policy has prompted and expanded teaching and learning opportunities about conflict, peace, and justice. We explore the perspectives of 46 teachers working in public schools across 19 of Bogotá's 20 localities, several years into the creation of the CdP and in the midst of a contentious national peace process. The paper shows a range of enactment formats and uneven impact on teachers' existing commitments to peace education. We conclude that the CdP has had a contradictory effect on school-based practices, legitimizing the importance of peace education as a national imperative, while marginalizing efforts within schools as individualized and bound to the social sciences subject. Focusing on the process of “technology transfer”, this paper aims to critically examine the production and usage of the information and communication technology (ICT) curriculum, and discusses its possibilities. It is found that the goals in both of the two stages of the ICT curriculum in Taiwan were rather “rhetorical”. Three problems are then discussed: an “inevitable” discourse, but opposed to its original intention, the exclusion of instructional issues, and the exclusion of students' life experience and reflection. Finally, three possibilities for the ICT curriculum are proposed: expanding educators' understanding of the ICT curriculum, developing an ICT curriculum beyond the dominance of ICT experts, and rethinking the role of teachers in the implementation of the curriculum. The creation of the Teaching Excellence Framework (TEF) represents a significant development concerning the teaching mission of the university in the UK. This paper considers the background to, and the development of, the TEF. It explains the context from which the TEF emerged and unpacks a series of rationales which illustrate the need for, and the role of, the new framework. The TEF is presented as an instrument to fulfil a range of functions, including: a mechanism to determine tuition fee rises and inform student choices in a reconfigured higher education market; a means of updating the quality and regulatory regime; and a way of raising the esteem of teaching within the academy, and the importance institutions place on student education. The paper explains how the contested idea of “teaching excellence” is defined within the framework, and the metrics and methodology used to assess this. An overview of the submission process and results illustrates how the TEF works in practice. How the TEF embeds two agendas in higher education is discussed: the use of quantitative measures to capture and convey performance, and the role of the student as a consumer not just a learner. The paper concludes the TEF can be viewed as a multi-purpose evaluation tool, not merely designed by the imperatives of teaching excellence or quality assurance, but also by the need for a measure to provide market information to consumers and allocate fee increases to institutions, and this is reflected in its content and character. This paper theorises how politics, economy and migrant population policies influence educational policy, utilising Bourdieusian theoretical resources to analyse the Chinese context. It develops the work of Lingard and Rawolle on cross-field effects and produces an updated three-step analytical framework. Taking the policy issue of the schooling of internal migrant children as an example, it analyses how a range of fields – political, economic and public policy – ‘export’ their logics of practice into the educational policy field (as a sub-field of the public policy field) and consolidate the changes. The cross-field effects shape the state school enrolment policy and the relative positions of agents and the relative value of their capital in the educational policy field. This paper demonstrates the analytical capacity of Bourdieusian theoretical resources for policy analysis in the Chinese context, by illustrating how the inequalities experienced by migrant families have been intensified in education by cross-field effects. Using document analysis, this paper examines the historical emergence of the quantified child, revealing how the collection and use of data has become normalized through legitimizing discourses. First, following in the traditions of Foucault's genealogy and studies examining the sociology of numbers, this paper traces the evolution of data collection in a range of significant education policy documents. Second, a word count analysis was used to further substantiate the claim that data collection and use has been increasingly normalized through legitimizing discourses and routine actions in educational settings. These analyses provide evidence that the need to quantify educational practices has been justified over long periods of time through a variety of documents and that the extent to which data governs educators’ thoughts, discourses, and actions has dramatically increased during the past century. This paper considers the implications of the current landscape of education policy reform in Australian schooling. We argue that the decontextualisation of education policy enactments and the eschewing of concerns relevant at the local level of the school over the past two decades have prompted various reform agendas to fail. We contend that recognition of the deep contextualisation of schools is paramount in any attempt at renewal. Therefore, it is at the local school-level that reform agendas can and should be directed by the pedagogical and innovative work of educators. We focus on 'relational pedagogy' because it offers opportunities to enact school-wide reform and enhance the professional capacities of educators as pedagogical innovators. Contemporary education reform agendas are best situated and registered within school sites and relational pedagogy stands as a deeply contextualised provocation for enacting school renewal. In 2006, public schools in Kyrgyzstan introduced free meals for all primary school children as a nutrition and poverty measure. This paper attempts to assess how participation in the free meals programme affected the school attendance of primary and secondary school students. The analysis of demographic differences in schooling across income groups and the investigation of the effects of free meals on school attendance is performed using annual panel data from the Life in Kyrgyzstan survey from 2010 to 2013. The sample includes around 3,200 school students that were in Grades 1 and 9 the previous academic year. School attendance is measured in terms of number of weeks missed from school during the last academic year, reported by students' parents. This article addresses how desire and fantasy function in a project-based welfare setting by examining a case from the context of Danish educational policy. Drawing on Žižek and others' development of psychoanalytical concepts derived from Lacan, the paper shows through an interview-based empirical study how project managers believe in the project they manage through their fantasies about highly passionate 'fiery souls'. However, as the paper argues such managerial fiery soul fantasies add a fantasmatic superstructure to the professional ideals in the reformed Danish public school in a way that challenges the profession category itself by eroding the difference between professionalism and volunteerism. The conclusion is that the secret of the fiery soul rather is its ability to make project-based welfare policy appear coherent than it is the almost supernatural abilities of particular individuals. This paper adopts an inductive analytical approach to reviewing the major state policies to reform teacher education in China. Based on the perceived impact on teachers and teacher education, 21 policy documents have been selected for this review. Five themes emerge in the analysis, which include: Expansion of teacher education by institutional diversification; structural changes through upgrading, merging and eliminating institutions and school; innovations on modes of teacher preparation, curricula and teaching practicum; certification and examinations; and strengthening teacher supply for the rural schools. The paper also analyses the contextual and systemic factors that affect the formulation and implementation of reform policies in teacher education and critically reflect the effect of these policies on Chinese teacher education. Teacher hiring is often a dysfunctional time-consuming bureaucratic procedure, which is not always completed on time due to organisational impediments, budget cuts and slow-moving political processes. Specifically, late hiring has been reported to affect negatively teachers' as well as students' performance. This study examined the extent of late hiring in parallel support, which is a Greek institution aiming to support students with disabilities and special education needs within the mainstream classroom. Actually, this paper examined the number of parallel support teachers in Greek primary and secondary education who were hired on time as well as the percentage of recruitment per hiring phase during the school years 2018--2019 and 2019--2020. Results indicated high percentages of late hiring in this institution for both educational levels lead to the suggestion that the Greek State virtually divided the students into two categories; the 'privileged' who were supported from the start and the 'non-privileged' who were belatedly supported. The researchers conclude that policies in Greece concerning hiring of parallel support teachers need fundamental changes in organisation and funding, in order to serve the students' needs and signalise a strike against ableism. This paper critically examines the notion of 'sheltered' pedagogies for English language teaching in English-dominant contexts. I specifically explore how the increasingly popular Sheltered English Immersion (SEI) model has been interpreted in certain contexts to further monolingual language ideologies. Drawing on critical and poststructural approaches to policy analysis, I ask who is being sheltered through SEI – interrogating the degree to which the model accommodates multilingual learners as compared to 'sheltering' monolingual pedagogies, teachers, students, and policies of the status quo. Ultimately, this framing destabilizes assumptions around who benefits from 'sheltered' approaches. I first introduce a theoretical framework to challenge claims of a widespread transcendence of monolingual language ideologies through theoretical advances such as the pluri/multilingual turn. Next, I analyze the socio-historical trajectory of SEI's use within U.S. English-only movements and the language ideologies produced therein. Finally, I provide a specific example of an SEI training mandate in the U.S. state of Massachusetts that demonstrates how monolingual language ideologies can be reinforced through teacher education, even in the absence of specific English-only policies. As a result of international neoliberal and neoconservative trends, the status of the arts has been devalued in secondary school curricula. This paper examines why the arts are not considered core educational knowledge in pedagogic discourse arising from the New Right policy agenda. In a case study analysis of Swedish educational policy debates, curriculum codes and their underlying principles of recontextualization are weighed as they bear on the arts. Discursive positionings and socio-political networking between political standpoints and stakeholders have been analysed based on official Swedish documents associated with the legislative process of curriculum revision. Our findings show how justifications of arts education clash with coding orientations arising from a strong classification between what is presumed to be valuable and non-valuable knowledge, which in turn is due to an underlying principle of visibility. While advocates argue that artistic practices promote transversal competences and have intangible benefits, this same argument unwittingly strengthens the non-autonomous status of the arts. The illegitimacy of the arts also stems from the belief that they are only marginally related to visible market values. Taken together, the arts are not considered core knowledge because of their perceived relative unimportance for higher academic learning or vocational competence. [ABSTRACT FROM AUTHOR]

In this Indigenous/non-Indigenous collaboration, we examine discourses of 'community engagement' in Australia's blueprint education policy, Through Growth to Achievement: The Report of The Review to Achieve Educational Excellence in Australian Schools. While the report addresses the education sector widely rather than being specifically directed towards Indigenous education, as a significant equity-oriented text it is accountable for responding to the educational inequities that so greatly impact Indigenous students and communities. We begin this paper by reviewing some of the complex historical meanings in educational policy assumed through the term community engagement, followed by an analysis of how Australia's non-Indigenous policy writers have historically constructed Indigenous identities and communities. Drawing on Carol Bacchi's poststructural policy discourse analysis, 'What's the problem represented to be?' we explore the taken-for-granted assumptions about who and what 'community' means including what cause and effect benefits are assumed from community engagement. We propose that colonial legacies are still present in the way 'community engagement' is defined in this influential report and advocate for a policy disruption that utilises Indigenous definitions of community and community engagement. The Global Education Reform Movement (GERM) is expanding internationally and reaching countries that seemed to be immune to this education reform approach until quite recently. Accordingly, more and more educational systems in the world are articulated around three main policy principles: accountability, standards and decentralisation. National large-scale assessments (NLSAs) are a core component of the GERM; these assessments are increasingly used for accountability purposes as well as to ensure that schools achieve and promote centrally defined and evaluable learning standards. In this paper, we explore these trends on the basis of a new and original database on NLSAs, as well as on data coming from the Programme for International Student Assessment (PISA) questionnaires. In the paper we also discuss how different theories on policy dissemination/globalisation explain the international spread of NLSAs and test-based accountability worldwide, and reflect on the potential of a political sociology approach to analyse this globalising phenomenon. This paper discusses structural and ideological challenges to mother tongue-based multilingual education (MTB-MLE) which has in recent years been gaining ground in many educational contexts around the world. The paper argues, however, that MTB-MLE is set against these challenges – referred to here as inequalities of multilingualism – which prevent MTB-MLE from being implemented successfully. The first section provides a brief background of significant phenomena which have led to the emergence of MTB-MLE as a viable form of education around the world. The second section describes some features of inequalities of multilingualism by situating the paper within sociolinguistic and sociopolitical contexts in Asia, especially Southeast Asia, to be followed further in the third section with a more targeted discussion of such inequalities using a recent case of linguistic discrimination in the Philippines as an example. This paper draws on theoretical insights from Michel de Certeau to formulate a response to questions of whether, and in what ways, poststructural policy analysis can ‘transcend critique to offer potential grounds for alternative social and political strategies in education’. The paper offers a discussion of how Certeau’s concern with how policies ‘work on’ everyday cultures and everyday cultures ‘work on’ policies, might speak to education policy analysts in useful ways. Taking the case of parent–school engagement in education policy as an example, I explore how Certeau’s commitment to policy work founded on an ethical demand for heterogeneity and a recognition of complicity offers fertile ground for understanding, unsettling and potentially remaking policy agendas, their enactments and lived effects. I argue that in order to move beyond critique we must first accept a position within its gaze, and to ask how policy might be put to use as a means of recognizing rather than regulating the subjects, practices and relations of culture. Many developed and developing countries are seeking to systematically transform their education processes through Information and Communication Technology (ICT). The aim of this paper is to present findings from one aspect of a larger ICT study in a particular location in a developing country, with the specific focus presented here being ICT professional development and impacts. Research methods in the study included teacher and school leader surveys, targeted interviews and also case studies. Findings at a systems level generally indicated insufficient coordination of training and minimal follow-up occurring. In case study situations in which the school leader ensured a schoolwide approach to the professional learning of teachers, ICT was more embedded into student learning processes in classrooms. Considering ICT and other professional learning relevant to education, this paper has relevance for policy developers and school leaders in developed and developing world contexts. The need exists for using coordinated professional development processes, with more centralised ‘one-off’ training supplemented by schools and districts. The establishment of peer learning groups or mentors to support skill-building over time is also needed. Through these ongoing processes, teachers can more effectively make changes in their teaching practices, with potential impacts on student learning. [ABSTRACT FROM AUTHOR]

Purpose: Physical education policies provide guidance and accountability to develop quality programs that increase physical literacy. The purpose of this study was to conduct a systematic review of physical education policy research to explore its effects on the school environment and programming as an essential component of physical education. Methods: Using the PRISMA guidelines of identify, screen, determine eligibility, and include, studies were extracted from four different databases, using search terms related to the essential physical education component of policy and environment. Of the 225 publications identified, 42 studies met the inclusion criteria for this investigation. Each paper was coded, and emergent themes were identified. Results: The policy research was predominantly descriptive and focused on: (a) minutes in physical education (83%), (b) moderate to vigorous physical activity (MVPA; 31%), (c) certified/qualified teachers (24%), (d) exemptions (17%), and (e) student-teacher ratio (12%). Emergent themes of adherence, policy strength, and implementation accountability were identified as influential physical education policy aspects. Conclusions: Policy research over the last 20 years was focused on the regulatory mandate of time. Policy research did not directly address disciplinary process variables of learning activities or outcomes of physical education. The effects of policy exemptions and class size were underrepresented. Themes may explain the lack of reporting student performance as the primary outcome. Further research is needed to examine the downstream effects of physical education policy and determine whether well-written policies increase the number of physically literate individuals. Past studies revealed that Resident Assistants' (RAs) behavioural patterns are related to experiences and life outcomes of student residents. In this paper, the researchers aimed to investigate the struggles that new RAs encounter in university residential halls in Hong Kong, and to provide practical recommendations based on the findings. Photovoice was adopted to facilitate the participatory approach of the study; and six new RAs were recruited from different residential halls in a university for one semester to co-construct reliable knowledge. Four domains of struggles were identified in the study; difficulties to blend in, levels of involvement, workloads and performance, and role ambiguity. Further research is needed in different contexts to provide more insights to refine policies and approaches for better RAs' residential environment, as it is believed that by improving their residential experiences, it can further enhance students' residential experiences and foster positive residence life outcomes. Over the past 35 years, a range of 'new' policy actors and networks has emerged from the private sector under the rationale of efficient, free-market alternatives to traditional public policymakers. Under a critical policy studies framework, this paper uses discourse analysis and interviews with key stakeholders to examine how one regional workforce development initiative – the UpSkill Houston initiative – promotes a business-driven vision of education reform. We find that their programmatic narratives promote this vision through a focus on closing the 'skills gap' and tailoring education to best meet the labor needs of regional industries. We further note that UpSkill Houston espouses a skills-based vision of a worker pipeline directly from the education sector into high-growth regional industries. We situate UpSkill Houston's programmatic narrative within an expanding number of private regional workforce development initiatives that seek to leverage postsecondary public education resources to support regional business interests. We argue that initiatives such as UpSkill Houston are important to investigate, as they are among an increasing trend of new education policy actors and networks that exert control over education policy.
