This paper analyses the fracturing of civic and moral virtue within curricular policies pertaining to Citizenship in England since the late 1990s. A longstanding aim of education and schooling, the teaching of citizenship gained a more secure base in the English curriculum with the introduction of Citizenship as a statutory subject for 11–16 years olds from 2002, which owed a great deal to the Report of the Advisory Group on Education for Citizenship and the Teaching of Democracy in Schools (Crick Report). The report drew intimate connections between civic virtue, moral virtue, and personal character. These connections have become seriously fractured over the years since the Crick Report. In charting this fracturing, the paper will examine how the character-influenced direction taken in the early/mid-2000s was replaced by, at first, a more general emphasis on British Values before morphing into a more specific, though no less problematic, concentration on Fundamental British Values. While character education has gained significant policy attention in England over the last six years, the civic dimensions have been at best underplayed, with little connection to education for citizenship. It is argued that without greater clarity and consistency about how the moral – including moral virtues – intersects with the civic in contemporary Britain, official curricular policy (whether for Citizenship education, character education or more generally) will restrict rather than encourage the education of young citizens who are informed, wise, responsible and active participants in their communities. Citizenship education has been a feature of the school curricula in many western democracies since the 1990s. Consequently, there is a proliferation of research which explores its efficacy in instilling political literacy and encouraging democratic engagement amongst pupils. Less is known however about how citizenship is taught in societies emerging from conflicts which are [at least in part] motivated by competing narratives around citizenship. This paper examines this issue within the context of Northern Ireland. Drawing on qualitative interviews with 18 post-primary citizenship teachers, it argues that whilst the curricular text for citizenship education has encouraged teachers to discuss 'the past' in Northern Ireland only a minority of teachers do so. The paper suggests that teachers are constrained in their attempts to explore the past by a complex interplay of factors including cultural norms of avoidance and their interpretation of the current socio-political context. The paper argues that it cannot be assumed that teachers themselves possess the critical capacities that they are expected to nurture in pupils, yet, where efforts are made to harness teachers' critical skills, they are more likely to display the confidence and skill to discuss contentious issues related to the past. This paper makes the case for including critical harmony as a complement to justice within civic education. The concept of harmony is significant for civic education because it acknowledges the crucial role that relationships play in society—an important moral, ethical, and social ideal in many cultures around the world. Harmony must also incorporate a critical dimension, however, by embracing conflict and tension, valuing difference and diversity, and striving for balance among divergent voices. By using examples of public issues such as housing and gender identity to illustrate the relational dimension of public policy, this paper argues that the concept of critical harmony can contribute to a more comprehensive foundation for students' deliberation of civic issues. Sustainability is an important issue that we all face, including higher education students. We assert that the transition into the contemporary higher education context needs educators to plan transition pedagogy that engages students with the world during their studies, instead of solely using curriculum as preparation for the future world of work. To investigate this, we explored how students position themselves in relation to sustainability as part of an assessment task in a first-year university transition course and whether this type of assessment provides opportunities for students to experience subjectification. Drawing on Biesta's ([2022]. World-Centred Education: A View for the Present. New York: Routledge, Taylor & Francis Group) conception of world-centred education, we applied a novel methodology based on dialogical self theory, developed by Hermans and Bartels ([2021]. Citizenship Education and the Personalization of Democracy. New York: Routledge, Taylor & Francis Group. ), to analyse the data comprising student reflections on an assessment item oriented toward current sustainability issues. Our findings suggest that when students interact with their peers and encounter challenging content, conflicting internal positions can lead to subjectification and an intention for further action on real-world issues from the commencement of their studies. We propose that the principles of opposition, cooperation and participation provide a practical framework for educators and course designers to purposefully designate space for students to explore positions and practise the generative dialogue needed for thinking and acting in the world as subjects now and in the future. In analysing students' reported experience, our paper contributes to the discussion around implementing world-centred education and provides useful insight into how students engage with sustainability in higher education. This paper extends the dominant understandings of empathy – as a trait, state, communication or relationship – by conceptualising it as a virtue and as a tool to address anti-Asian hate crime. Drawing upon the writings of the Confucian philosopher Xunzi, this article interprets empathy as a personal quality that attests to one's moral excellence. It is argued that Xunzi's concept of empathy revolves around the ethical attributes of zhong (authenticity) and ren (humaneness). This article amplifies Xunzi's formulation of empathy by applying it to anti-Asian hate crime in the U.S. The authors propose that Xunzian empathy is a powerful tool to address racism and violence towards Asians through two related and mutually reinforcing approaches: undoing fixation by identifying and eliminating racial/ethnic prejudice and discrimination; and habituating humane conduct by internalising and exhibiting li (normative behaviour) towards fellow human beings. These two approaches and a Confucian construal of empathy as a virtue can be enacted in schools through the strategies of role-taking, empathetic pedagogy, and Global Citizenship Education curriculum. This paper is intended to contribute to the widening literature on the complicated links between education, the state and violence. It also builds on previous analyses of Pakistan Studies textbooks, and utilises notions of citizenship to illuminate inequalities and the theoretical lens of cultural violence. To do this, I present an in-depth analysis of the Pakistan Studies Textbook for Secondary Classes used in government schools in Islamabad Capital Territory. This textbook analysis was conducted as part of a case study of one girls’ secondary school in 2014 which linked citizenship education to Galtung's 1990 violence triangle. I also demonstrate through classroom observations of the case study school the power that the textbook holds as the voice of authority in the classrooms in which it is used. The analysis is situated it in the broader historical context of the process of nation building. I illustrate the specific ways the textbook contributes to the narrative of exclusion of some Pakistanis from equal citizenship which has the potential to normalise violence against excluded groups. This paper reports an investigation into how secondary student participants in Hong Kong’s Umbrella Movement related this particular political experience to their learning of Liberal Studies. Questionnaire-based surveys and interviews were conducted to probe their interpretations of Liberal Studies’ impact on their political involvement and their perceptions of national versus local identity. The results indicate that students perceived the subject to have offered them background knowledge necessary for comprehending the movement rather than functioning as the cause of their participation against the backdrop of wider socio-economic conflicts in the community at large. Moreover, the current Liberal Studies curriculum seems to have reinforced students’ sense of a dichotomy between their local and national identities. Further examination of that dichotomy sheds light on both the review of Liberal Studies and another recently proposed, but swiftly shelved, curriculum: Moral and National Education. This paper explores citizenship discourses empirically through upper secondary school student’s understandings, as these emerge in and through their everyday experiences. Drawing on a post-structuralist theorisation inspired by the work of Michel Foucault, a discourse analysis of data from interviews with students is carried out. This analysis characterises three discourses of the active citizen – a knowledgeable citizen, a responsive and holistic citizen, and a self-responsible ‘free’ citizen. The analysis raises questions over the implications of contemporary efforts for the intensification of standardising forces through citizenship education. It also stresses the notion that engaging students actively does always also involve discourses other than those stressed through the curriculum, which nurtures the body and nerve of democracy itself. Recent contributions have argued about the depoliticisation of citizenship education (CE), mainly through theoretical and documentary analyses, and based on the European context. Nonetheless, there is a lack of field studies which can provide empirical evidence about how does the depoliticisation of CE actually operate. Based on a mixed-method research in Mexico City’s secondary schools, this paper shows how the contemporary approach to CE, instead of looking at nurturing children’s and adolescents’ politicity, contributes to pupils’ depoliticisation. Among different potential characterisations of political participation (PP), the curriculum of CE circumscribes it within the arena of formal politics, from which students are largely excluded in the present. Additionally, CE promotes a range of practices of participation which are deprived from a political meaning. Students appropriate them discursively, but perceive limited opportunities for perform them, especially in school. Through the depoliticisation of CE, adolescents mostly learn that PP is a promise of inclusion in the future, while the idea of active citizenship becomes reduced to a correct discourse about largely imperceptible practices in students’ everyday life. The article stresses the need of shifting the priority of CE in Mexico from the formal curriculum to the transformation of school practices, in order to develop students’ politicity through participation. Research has shown that classroom instruction can be precarious when addressing potentially 'controversial' issues. Yet, students can benefit from examining the narratives of those who have questioned the merits of United States democratic citizenship. By employing critical childhood studies and windows, mirrors and sliding glass doors as theoretical frameworks and critical hermeneutic phenomenology as its methodology, this study elicits the perspectives of ten first- and second-grade Black male students via interviews and classroom discussions regarding the Colin Kaepernick protest. In this contribution, we seek to problematise not just mathematics and (global) citizenship but also the process of researching with a critical intent. We argue for a disorderly approach and use researching our participation in a European funded project – the Project in Citizenship and Mathematics (PiCaM) – as an illustration of the complexities and contradictions involved. Civic education historically has focused primarily on preparing students to influence politics and government policy. Less attention has been paid to the curricular implications of civil society, even though it is a crucial site for deliberatively informed action and one of the primary ways in which students will enter the public sphere. This article highlights the importance of civil society as a component of civic education and critically examines why it has been neglected or disparaged by many civic educators. The article also emphasizes the role of formal curricula in systematically preparing students to critically engage in civil society as they work toward social justice; this preparation involves acquainting students with the knowledge necessary to evaluate the work of such organizations, as well providing students with experience in the kinds of collaborative deliberation that takes place there. Recognition of young children as citizens is relatively new in sociology, with translation emerging into education. Discourses of children and childhood shape ideas of young children as citizens and national discourses of citizenship frame what civic participation can be. The authors analysed national early childhood education curricula frameworks of Australia, New Zealand and the United States to understand how discourses authorise constructions of children as citizens and opportunities for young children's civic participation. They sought to locate how children are positioned as citizens and what opportunities there are for young children's citizenship participation in national early childhood curricula documents of Australia, New Zealand and the United States. Illustrative examples of children's citizenship membership and participation from the three nations' early childhood curricula were critically read to locate how prevalent discourses of children, childhood and citizenship in each nation define children as citizens and shape possibilities for citizenship participation for young children. Despite the rising popularity of scripted curricula in the United States public and charter schools, there has been little to no research that explicitly addresses how this phenomenon influences the democratic aims of our educational system. Using the six democratic values that Meira Levinson employed to evaluate the movement towards standards, assessment and accountability, the authors examine both the potentials and real-world impacts of scripted curriculum. Although arguments in favour of scripted curriculum suggest that its usage increases the democratic promise of education by rendering instruction more equitable and efficient, the authors suggest that patterns of usage and outcomes are in fact at odds with such values. Furthermore, the authors argue that the pre-structured and highly controlling character of scripted curriculum is inherently undemocratic because it severely constrains the intellectual participation of both teachers and students in the classroom. Religious education (RE) has been recently introduced into the Russian educational system as a compulsory regular school subject. The present study offers a critical analysis of one of the most popular Russian textbooks of RE. This critical analysis supports our earlier findings regarding the controversial character of RE in Russia. Despite the official cultorological and religious studies approach to RE, the textbook on the module of Fundamentals of Orthodox Culture is catechetical in content and approach and also serves the political indoctrination of students. Contemporary citizenship education tends to focus on the development of skills through real experiences, which has led to a relative neglect or simplification of knowledge and understanding. This article outlines a framework for analysing citizenship curricula drawing on Young’s notion of ‘powerful knowledge’ and ‘knowledge of the powerful’ and on Shulman’s account of subject knowledge, which includes substantive concepts and epistemic criteria. These ideas are used to analyse the citizenship curricula in the four nations of the UK and Ireland to assess the extent to which they provide an adequate account of knowledge and understanding of citizenship. The article concludes that it is important to reconsider the relationship between the genuinely educational aspects of citizenship education (where ‘powerful knowledge’ opens up new and diverse understandings) from the normative aims, which are more akin to a form of socialisation (where ‘knowledge of the powerful’ closes down certain possibilities). This article explores the ways in which a group of primary school teachers in Cyprus interprets the relationship between religious and citizenship education. The contextualisation of the meaning of religious education shows the extent to which social, historical and political elements shape teachers’ perceptions about the entanglements between religious and citizenship education. In particular, the present study reveals two important findings – one concerning the conceptualisation of each school subject and their perceived relationship and the other concerning the contextualisation of this relationship in the cultural and political contexts of Cyprus. The findings also reveal important constraints and political dilemmas for the possible trajectories of ‘religious citizenship education’ in Cyprus. This article analyzes how concepts of liberal and progressive Islam, which have been developed in the political and theological academic literature, may inform the curriculum of Islamic education and the practice of religious educators in Islamic schools in the US. We investigate the meaning of in-faith Islamic education and how it can conform to the life in a democratic, multicultural, and multi-faith society. Liberal Islam challenges the transmission-oriented and rigid interpretations of Islam and seeks to appreciate and to contextualize the religious claims which are compatible with ideals of reflective education, rational thinking, mutual respect, and equal citizenship. This article provides a review of the theoretical perspectives on civic and political participation. Four distinct views were identified in the literature: (a) The orthodox view: "Civic and political participation are always positive"; (b) The broad view: "Civic and political participation are multidimensional"; (c) The qualitative view: "Civic and political participation are not always good"; and (d) The nonconformist view: "The need to redeem the political dimension of participation." This article intends to sophisticate simplistic assumptions about civic and political participation and to provide an original organization of the theoretical perspectives in this field. This qualitative multiple case study documents how two African American women social studies teachers utilise their lived experiences as the curricular foundation for teaching differing notions of citizenship to African-American students. Particular events, experiences, and relationships helped shape their perception of their roles as teachers and how they approached crafting a curriculum that was representative of their lived experiences as well as those of their students and community. This study hopes to shed light on how experiences may be used as valuable sources of knowledge in creating a more inclusive curriculum that mirrors the diversity seen in classrooms. In 2008, the Italian government passed a law that introduced a new school subject: Citizenship and Constitution. The law requires all students between the ages of 3 and 16 to attend almost 400 h of Citizenship Education during their 13 years of compulsory schooling. The law is part of an increasingly wider international effort that focuses on improving pupils’ knowledge of and involvement in society by exposing them to history and civic content. The aim of this article was to present a Citizenship Curriculum and its possible implementation in schools and other areas. Taking into account the Curriculum Transposition model, we propose both an External Transposition, which analyses international and national documents about Citizenship Education, and an Internal Transposition, in order to design a curriculum that will enable children to participate in decision-making processes and improve their complex thinking. The Implemented Citizenship Curriculum (Poli§ophiaproject) was introduced into the Municipal Council of Children, and the Philosophy for Children method was applied in order to help children make moral judgments, a fundamental component of democratic thinking. This article discusses the types of citizenship education that are included in a sample of Japanese junior high school civics textbooks. Seven civics textbooks that have been authorized by the Ministry of Education for use in junior high school from the 2012 academic year were analysed in the context of fundamental issues in citizenship education and the national curriculum guidelines in Japan. In contrast to some previously published research, it is argued that the textbooks encourage, to a limited extent, active, participatory approaches by students with exercises and practical tasks to help students develop skills and gain the understanding required to live in contemporary society. It is suggested that the textbooks place some limitations on active learning especially in relation to students' political participation and that they reflect the struggle Japan is experiencing in the search for an inclusive national identity.
