This paper adopts a Geographical Political Economy perspective to critically investigate how successive economic crises occurring from 2009 onwards (including the COVID-19 pandemic) affected youth labour markets in Greece, Italy, and Spain. To do so, it first calculates a Resilience Index for three youth employment types (total, part-time, and temporary employment). It then employs Shift-Share Analysis to quantify the effect of national trends, sectoral dynamism, and local characteristics upon total youth employment changes. After identifying those regions that have exhibited resilience or lack thereof and the underlying reasons for their trajectories, the paper outlines a typology of regional youth labour markets’ resilience and examines their dynamics. Specifically, the paper examines the effect of path dependencies, structural deficiencies, and labour polarization on resilience outcomes, concluding that each has steered in different ways the regional youth labour markets examined towards either bouncing back shortly after recessive shocks or developing mechanisms of adaptation amidst recession. Closing, the paper discusses the role of work flexibilization in shaping resilience, finding that whilst it may contribute to coping/adaptation capacities under certain conditions it does not guarantee them. AbstractThe privatization of public utilities marked a turning point in European capitalism, reshaping the relationship between the public and private spheres of the economy. However, the extent of state disinvestment varies greatly from country to country. While in some countries direct state ownership has disappeared, in others the state still acts as a reference shareholder in strategic companies. Despite their institutional similarities, Italy and Spain provide a puzzling example of this divergence. While Spain completed the privatization of all public utilities, the Italian state retains a controlling stake in many of them. Through historical case studies based on official documents, legal texts, archival research of newspaper articles, secondary sources and memoirs, this paper explains this divergence. Contributing to recent debates on patient capital and state-business interactions, it is argued that Spain completed the privatization process because the state was able to orchestrate the creation of shareholder alliances among private investors. Crucially, these investors were willing to ensure that management prioritizes long-term investment plans over the distribution of short-term financial profits. In the absence of domestic private providers of patient capital, the Italian state had to keep the role of anchor investor for itself after unsuccessfully experimenting with various privatization strategies. Since 1990, an irregular migration industry has flourished in different cities of Indian Punjab because of the eagerness among young men to emigrate at any cost and increased border controls imposed by the European Union. In Europe, the majority of irregular immigrants from Punjab end up in Spain or Italy due to continuous regularisation programmes, support from social networks and the availability of informal jobs. In this paper, with a thematic analysis of 72 in-depth interviews with irregular immigrants from Punjab in Italy or Spain, their relatives in Punjab and members of the host community, this paper explores the main causes and consequences of Punjabi irregular immigration in Italy and Spain. Contributing to the debate on the state's role in helping domestic firms to internationalise, this paper compares the divergent performance of the Italian and Spanish telecommunications incumbents Telefonica and Telecom Italia (TI). Telefonica has grown since the early 1990s to become one of the largest telecommunications utilities worldwide, while TI is now a small firm controlled by the French media group Vivendi. This divergence occurred even though both the Italian and Spanish government implemented an activist industrial policy strategy aimed at favouring the internationalisation of, respectively, TI and Telefonica. The paper shows how these contrasting outcomes can be traced to the different regulatory power relationship between the state and domestic blockholders in the two countries. Taking the Spanish case as a departure point, this paper explores a variety of causes for the slowdown in female employment growth in Italy over recent years. The paper analyses the peculiarities of the Italian labour market, with a higher propensity to inactivity than in other countries, as well as the generally low educational levels among the Italian population and the pervasive presence of the black economy. It goes on to examine institutional and political features, such as the organisation of social policies, the political weakness of feminism, the role of the Catholic Church, family networks and the North–South duality (which is particularly extreme with regard to gender equality). The features studied relate to each other in a logic which could account for the divergent paths of the social position of women in Italy and Spain. This paper analyses the connection between European migration policies and digital technologies, with a look at the significant changes that have affected the formation and meaning of borders on the continent. Particular attention is paid to the primary digital surveillance systems (SIS II, VIS, EURODAC) in Italy and Spain, importantly 'Europe's gatekeepers' over the last decade. The results of the research contradict the thesis that there is persistence non-compliance with surveillance systems in the Southern European member states, and also highlight important areas of divergence between the two countries' migration policy pathways. Since 2008, dramatic economic crises have brought falling GDP, rapidly rising unemployment and pressure on government to limit public spending to Spain and Italy. These are two countries with similar experiences of migration but quite different politics of immigration over the past two decades, with public order and security concerns coming to the fore in Italy during the 1990s and 2000s, whilst there was a general avoidance of the issue in Spain. Spain and Italy therefore provide a useful opportunity to examine the interaction between the economic crisis and political debates on immigration. Examining political debates on immigration in the parliaments of both countries from 2008 to 2011, this paper finds that during the crisis there was not a mainstream negative politicisation of immigration in these countries, despite high migration flows, rising high unemployment, aggressive austerity from government and uncertainty regarding the economy. Since the outbreak of the crisis in Southern Europe, young highly educated Italians, Spaniards, Portuguese and Greeks have been taking their talents and expertise to other countries in search of a better quality of life and career prospects. This paper explores the characteristics of these new emigrants, the reasons for which they are leaving, and whether these reasons are shaped by the economic crisis, by pre-crisis grievances, or by other factors. We analyse original data from 6377 questionnaires collected in 4 countries through an e-survey we ran in 2013. We refer to the existing literature on the drivers of highly skilled emigration and the (un)employment situation in the four aforementioned Southern European countries which have been hardest hit by the economic crisis. We suggest that while gender is not important, age, marital status, education and satisfaction with current employment (both income related and with regard to future prospects) are important factors predicting emigration. Non-economic factors, notably career opportunities, quality of life and future prospects supersede all other considerations in the decision to emigrate for these highly educated Europeans. This paper sets out to explain why Spain experienced a full-fledged sovereign debt crisis and had to resort to euroarea financial assistance for its banks, whereas Italy did not. It undertakes a structured comparison, dissecting the sovereign debt crisis into a banking crisis and a balance of payments crisis. It argues that the distinctive features of bank business models and of national banking systems in Italy and Spain have considerable analytical leverage in explaining the different scenarios of the crises in each country. This ‘bank-based’ analysis contributes to the flourishing literature that examines changes in banking with a view to account for the differentiated impact of the global banking crisis first and the sovereign debt crisis in the euroarea later.
