Italy is characterised by a significant dualistic economy, which also includes an extensive underground sector. The aim of this study is to analyse the relationship between the quality of legislation and irregular employment in Italy. Our contribution consists of two components: the theoretical modelling of the impact of regulatory quality on the informal economy and the empirical validation of the predictions of the theoretical model using data from the Italian region between 2004 and 2019. The results confirm the theoretical and empirical arguments in favour of the need for laws to curb the informal sector. The regions with the highest institutional standards tend to have a lower percentage of irregular workers that fosters and encourages the legality of the labor market. Some robustness tests back up the main conclusions which show how important following rules is for strengthening the internal economy and for lowering the number of illegal workers. Scholars have long had difficulties when dealing with cross-time and cross-boundary issues in the Index of Sustainable Economic Welfare (ISEW) and Genuine Progress Indicator (GPI). This case study for Belgium is the very first that tackles these complexities by calculating two ISEW-variants with distinct time and boundary perspectives that are based on Fisherian or Hicksian income. Experiential welfare looks at what is currently experienced within domestic borders, whereas the benefits and costs of present activities also include the welfare impacts shifted in time and space. The former construct only registers present ecological costs within borders and does not include capital changes, while the latter includes capital changes and ecological cost-shifting. As we find substantial ecological cost-shifting, we suggest to move forward with the latter concept. Next, the paper introduces a number of advances to the ISEW-methodology. These include the introduction of a sufficiency threshold for consumption expenditures when accounting for the diminishing marginal utility of income, the adoption of a consumption footprint view for the emissions embodied in trade with an additional focus on the climate impacts of aviation and shipping and the inclusion of the shadow economy. Finally, we propose to look beyond the aggregate ISEW and adopt a disaggregated approach to evaluate economic performance in detail. [ABSTRACT FROM AUTHOR]

Ethiopia is urbanizing rapidly and migration is the major factor in the urbanization process. Migration is selective and rural youth are more likely to migrate to cities than others. However, the capacity of cities to accommodate migrants by providing formal employment is limited. Consequently, migrants remain without access to employment opportunities. The majority are pushed into self-employment in the informal sector. Despite such challenges, harnessing the benefits of the youth bulge and promoting inclusive development through entrepreneurship programs has become a priority area since 1990s. Although progresses have been made, entrepreneurship programs are unable to reach the unemployed youth and those engaged in informal sector. The objective of this paper is to explore barriers that hinder the youth to join entrepreneurship programs. The study followed qualitative approach. Data were collected through key informant interviews and focus group discussions from four cities-Addis Ababa, Adama, Bahir Dar and Hawassa. The findings show that politicization of entrepreneurship; lack of understanding the needs of the youth, weak institutional systems, low levels of service capacity and inefficiency and lack of entrepreneurship education and youth negligence hinder the success of entrepreneurship programs thereby attaining inclusive development. Entrepreneurship programs thus need to follow flexible and participatory approach. Programs need to be selective in the type of entrepreneurial initiatives and supports that can address the needs and priorities of the youth. Providing youth with entrepreneurial education has a positive effect on their decision to be engaged in entrepreneurial activities. This paper investigates the impact of the COVID-19 pandemic and related policy measures on livelihoods in urban South Africa. Using qualitative research methods, we analyse two rounds of semi-structured phone interviews, conducted between June and September 2020 in the township of Khayelitsha, Cape Town. We contextualise these by presenting a snapshot of the nationwide dynamics using quantitative panel data. Our findings describe how the shock of the COVID-19 pandemic has deepened the economic vulnerability which preceded the crisis. Survivalist livelihood strategies were undermined by the economic disruption to the informal sector, while the co-variate nature of the shock rendered social networks and informal insurance mechanisms ineffective, causing households to liquidate savings, default on insurance payments, and deepen their reliance on government grants. In addition, the impact of the pandemic on schooling may deepen existing inequalities and constrain future upward mobility. [ABSTRACT FROM AUTHOR]

The agricultural sector in India has come to prominence as a source of employment and livelihood. It is one of the most significant informal sectors in the country, and one in which informal learning plays a major role. This article analyses the informal learning of farmers in Coimbatore, Tamil Nadu, India. In the course of this research, qualitative interviews with 34 farmers in Coimbatore were conducted and analysed with regard to informal learning. The findings show that informal learning is lifelong and chiefly takes place at home in a family and peer group context. Informal learning is facilitated by training courses specifically adapted to farmers’ needs, which can help them improve their situation on their respective farms. However, not every farmer attends these courses, indicating a need to strengthen the programmes, conduct information campaigns to raise awareness, and improve accessibility, especially for farmers and agricultural labourers. We revisit the problem of providing a pure public good in economies involving two agents, under the assumption that preferences are quasilinear. We characterize the class of strategy-proof, anonymous and feasible mechanisms that are not dominated by another strategy-proof, anonymous and feasible mechanism. Mechanisms that decide, at some profiles of preferences, against the alternative that is preferred by all agents are members of this class. On the contrary, Groves mechanisms, with the sole exception of the Pivotal mechanism, are not. Finally, the only budget-balanced mechanism that belongs to this class is the Unanimity mechanism. Objectives: What drives the consumption of illicit cigarettes? While criminology has rarely addressed the divers of the illicit cigarette markets from a theoretical and empirical perspective, studies from other disciplines point to two classes of causes. Some studies stress the impact of cigarette prices and taxes on the market for illicit cigarette; others emphasize the importance of different non-price factors, including informal economy and corruption. This study tests the influence of both price and non-price factors on the illicit cigarette market. Methods: Multilevel growth curve analysis—three-level MLM for longitudinal measures—of the illicit cigarette market at the subnational level in the European Union. The analysis focuses on 247 regions in the EU between 2007 and 2013. Results: This study shows that both price and non-price factors influence illicit cigarette consumption. Lower affordability of legal products, proximity to sources of cheap cigarettes, higher national income inequality, greater population density, and the levels of illicit cigarettes in neighboring regions are associated with higher illicit consumption. On the contrary, there is no empirical evidence of the role of two 'usual suspects': corruption and shadow economy. The paper also shows that the market for illegal cigarettes is shaped by both demand and supply factors. Conclusions: The geographic concentration of illicit consumption and smuggling calls for the creation of anti-illicit-trade units in most densely populated areas or custom task forces at the most sensitive borders. The disproportionate relevance of illicit flows from eastern non-EU countries suggests to increase the political pressure on these source countries. Finally, given the importance of the demand side in determining the size of the illicit market, price increases should be matched with consumer awareness campaigns. These campaigns should focus on the societal consequences of purchasing illicit cigarettes together with illustrating the harm of consuming tobacco products. [ABSTRACT FROM AUTHOR]

Market vendors are often marginalized in urban spaces—they may be harassed, face threats to their workplace security, or lack opportunities to influence urban policy-making. Associations of market vendors have been identified as a potential means to represent vendors' interests, offering vendors possibilities to improve their working conditions. Fieldwork has been conducted in 2013, 2016, and 2018 to understand the struggles of market vendors and those of their associations in the Zambian city of Kitwe. The paper explores how both market vendors and their associations are positioned in a "gray space" between legality and illegality, unaware if their existence will be approved or sanctioned by the (local) government. The paper argues that the "gray space" in which many market vendors are positioned is a consequence of a lack of suitable alternative and more secure marketspaces. Associations are considered in relation to the political environment in which they operate and their future existence is particularly threatened by a regulation criminalizing them. Not only has this led to the abolishment of a well-known association, but it has also protected some associations whereas others are sidelined. Findings indicate that "gray spacing" and the accompanied changes in the associations jeopardize market vendors' efforts to organize more autonomously and have isolated their struggles from attempts to organize all informal economy workers under a Zambian umbrella association. Non-farm informal businesses comprise the majority of the firm distribution in developing countries. We document novel stylized facts about entry and exit of informal, non-farm firms using nationally representative panel data over 15 years and across regions with varying levels of local economic development in Vietnam. First, we find that informal businesses exhibit rates of entry and exit around 14–18% annually. Entry and exit rates are similar and highly correlated at a point in time, within industries, and within regions. They both decline over time and across space with economic development. Second, although market selection influences which firms survive, entry and exit have little net effect on aggregate (revenue) productivity or hiring of workers outside the household. This owes to overlapping labor productivity of entering and exiting firms and low subsequent productivity growth and hiring among the surviving entrants. Nonetheless, entry and exit are associated with large changes in individual income. Third, the large overlap in revenue of entering and exiting informal businesses and the high correlation between entry and exit rates are related to the education of owners and their economic activities before and after operating an informal business. Informal business owners are less educated on average than wage workers in the formal sector, but more educated than agricultural workers. The transitions in and out of operating an informal business reflect the underlying structure of economic activities of the working-age population, with education gaps also playing a role. The most common transition into non-farm businesses is to and from self-employment in agriculture. The likelihood of this transition declines with economic development, highlighting the role of net entry from agriculture into informal non-farm businesses in structural change. This paper aims to the debate on the nexus between informal economies and the environment by investigating the long-term dynamic impacts of China's informal economies on pollution and considering regional differences in informal economies' pollution. This paper uses the Multiple Indicators Multiple Causes (MIMIC) model to estimate the size of informal economies and employs econometric models to examine their relationships to pollution based on provincial-level panel data from 2000 to 2017. The results indicate that informal economies' effects on environmental pollution are not purely positive or negative. Rather, our model indicates that there is an inverted U-shaped relationship between informal economies and pollution in the long run in China; this means that the level of environmental pollution increases at first and then decreases with the growth of informal economies. Further analysis shows that while this inverted, U-shaped relationship is significant in different regions of China, it is affected by different environmental impact factors. Crisis hotlines are a fixture in providing mental health services to individuals experiencing mental and behavioral problems in the United States (U.S.). Despite this, and the growing need for easily-accessible, anonymous, and free services amidst the suicide and opioid crises, there is no study reporting U.S. national prevalence and correlates of hotline use. Data on n = 18,909 participants from the Collaborative Psychiatric Epidemiology Surveys (CPES), a group of three nationally-representative, population-based studies, were used to estimate the prevalence of lifetime and past 12-month hotline use. A series of logistic regression models examined sociodemographic, clinical history and service use correlates of hotline use. Lifetime and past 12-month hotline use was estimated at 2.5% and 0.5%, respectively. Being female, having a mental or behavioral disorder, experiencing suicidality, or interacting with other formal and informal sectors of the mental health service system were significant correlates of use. This study provides the first national estimates of crisis hotline usage in the U.S. Hotlines are more likely to be used by certain sociodemographic subgroups, but these differences may be due to differing psychiatric history and service use patterns. Efforts should be made to ensure that crisis hotlines are being utilized by other marginalized populations at high risk of suicide or overdose amidst the current public health crises in the U.S., such as racial/ethnic minorities or youth. The risk and livelihood challenges of street traders have been a major concern for governments in African countries. The number of young people and adults who engage in street-related commerce continues to increase daily within major cities in Africa. Whilst city authorities strive to regulate the activities through formal legislation and regulatory institutions, evidence shows that street hawkers fail to adhere to these regulations but develop informal control and safety measures. In this study, we explored informal measures adopted by costermongers, who are part of the most vulnerable informal traders due to their business operation area and nature of conducting business. We engaged in qualitative in-depth interviews with 17 costermongers in Kumasi, Ghana. Narratives from the costermongers were thematically analysed, and common patterns reported. Evident from the narratives is that costermongers established informal groups (association) with regulations that promote their safety and welfare. Through the groups, regulations on social support provision and the number of traders required to approach a car at the tollbooth are instituted. These regulations ensure both costermongers' needs, and their challenges, such as being knocked down by vehicles, are curtailed. The findings provide evidence on the existence of strong informal network of support and regulations which could be tapped to support and formally regulate costermongers' activities. The evidence provides support to the bottom-up approach of regulating informal economy through collaborative policy formulation between state institutions and street hawkers. [ABSTRACT FROM AUTHOR]

Asian developing countries face challenges of serious air pollution and large shadow economy. Fiscal policy is anticipated as a solution to cope with these obstacles. This paper empirically examines the impact of shadow economy on air pollution and the role of fiscal policy in moderating the impact through the two tools of government expenditure and taxation in 22 Asian developing countries during 2002–2015. The estimation results from the fixed effects and the system generalized method of moments show that air pollution is positively affected by the shadow economy; and expansionary fiscal policy can reduce air pollution through abating shadow economy, and can lessen the detrimental effect of shadow economy on the environmental quality. Specifically, the increase in government expenditure reduces the positive effect of shadow economy on air pollution, but a tax-hike intensifies it. It is also found a stronger negative impact of government expenditure, compared to positive impact of taxation, and a dominant impact of shadow economy on air pollution. The findings imply that policy-makers can use appropriate fiscal policies to control air pollution and to reduce the destructive effect of the informal economy on the environmental quality in developing countries. Especially, governments in developing countries should allocate more budgets on environmental projects in their fiscal reforms for the sake of moving to greener and more inclusive economies with low-carbon activities. In artisanal fishing communities in Chile, the access to occupational safety and health (OSH) is limited by factors such as the informality of employment. Our objective was to analyze the working and health conditions of workers in a coastal town in Southern Chile, under a community-based participatory approach. We carried out two independent social dialogue workshops within the community. The first one (N of participants = 25) was aimed to identify the strengths, weaknesses and challenges for preventing decompression sickness among divers. The second workshop (N of participants = 10) was set to identify the work processes and to map the occupational risks during seafood harvesting and processing in the community. Community members' training for handling and preventing decompression sickness among divers, and the collaboration between a local health representative, stakeholders and authorities, were identified as contributing factors in reducing fatalities and sequels among divers in the past. Technology and safety on board the vessels, training of healthcare personnel in OSH, and access to health programs, were identified as remaining challenges. Through risk mapping, the participants identified the relationship between working and health conditions in the community, reinforcing the necessity of improving access to health and social security. The community participation in identifying and analyzing working and health conditions could be the first step for a strategy to address OSH through primary health care in rural communities. The scale and impact of undeclared work on the economy and on society are more apparent in emerging countries compared to developed economies. The same issue concerns regions and local communities, which have to deal with the positive and negative consequences of undeclared work and the shadow economy. We took advantage of a survey conducted among residents of a Polish Central NUTS 1 Region—which is one of the most diversified regions in the European Union—and combined this unique dataset with meso-data to estimate the scale and drivers of engagement in undeclared work. We use the framework of a hierarchical logit model with random effects for small administrative units (counties). The paper aims to understand the mechanism and key drivers of undeclared work in one NUTS 1 region in a CEE country. We found that county-specific random effects play an important role in explaining engagement in undeclared work, which is related to differences in the perception of social norms among counties. We argue that the "efficiency" of local governments in fulfilling local needs influences, to a large extent, social norms in local communities, which in turn determines individuals' involvement in informal labour. Moreover, we show the asymmetry between formal and informal institutions, which is strongly embedded in the cultural and historical background, is an important driver of informal employment. Globally changing economic conditions have made it necessary for men and women to cross gender based occupational lines. While some research has been conducted on the men crossing occupational barriers in Ghana, not much is known about the women venturing into male dominated occupational sectors in the informal sector. Using the concepts of 'tokenism and 'heightened visibility', this research investigated the experiences of women in male dominated informal sector occupations in Ghana. The research revealed that being numerically disadvantaged and being a woman does not necessarily lead to some of the challenges highlighted as facing other females in more formal occupational settings. On the contrary, this study has revealed how the numerical disadvantage combined with socio-cultural feminine attributes, contributes to the occupational development of women. This research recommends that future programmes aimed at female empowerment should not only focus on the academic (science; technology and mathematics) opportunities, but should also highlight the opportunities for female economic empowerment within male dominated sectors of the informal economy. Waste pickers are widely regarded as among the most marginalised groupings in the informal economy. Theoretically, this can have a negative impact on the evaluation of their well-being. The aim of the research was to investigate possible determinants of subjective well-being in South Africa's informal economy, using a case study of waste pickers on landfill sites in the Free State province of South Africa. The data were sourced from structured interviews with 420 waste pickers on landfill sites in the three major municipalities in the Free State province in 2012. A mixed method research design was used in the research. The standard quantitative data analysis was supplemented with a qualitative analysis to provide deeper insight into the research question. The results are reported in context with the broader perspective of the labour market in South Africa. The results indicate the importance of location and size of the landfill in explaining the subjective well-being of the waste pickers. Further research is needed among other marginalised groups to gain a clearer understanding of the lives and livelihoods of those involved in the informal economy of South Africa. Society will then be better placed to value the contribution of informal waste pickers in the waste economy and policy makers will be better equipped to integrate them in the formal waste management strategies of municipalities. There is considerable policy interest in supporting township economies at present. This is important considering their history of marginalization and the extent of unemployment and poverty. However, the short-term injection of additional resources could simply leak out unless more conducive conditions are created for enterprises to grow and develop locally. The paper examines the framework of government laws, regulations and administrative procedures that inhibit township economic development. Inappropriate standards and onerous approval systems make it difficult for firms with growth aspirations and potential to formalize their operations and expand. The current situation oscillates between laissez-faire neglect and enforcement of punitive regulations, which creates uncertainty and opportunities for abuse. The paper concludes with some recommendations to create a more enabling environment, emphasizing the need for local experimentation and learning from reforms to different elements of the regulatory framework. The informal sector in urban land supply has continued to meet the increasing demand for urban land owing to the deficiencies of the formal sector in Nigeria. But tenure security and equity in land supply have become the major issues that have evoked much concern in the sector. This article seeks to understand the provisions of tenure rights through customary institutions not as the binary opposite of the formal land titling but as a part of the continuum that includes the formal system in Benin City. Through focus group discussions with key informants in the customary land delivery systems and in-depth interviews of resident home owners in two selected communities, the customary practices that guarantee tenure security in the study area were identified. The article concludes that customary tenure institutions need to be modernised and customary tenure rights need to be recognised as alternative to statutory rights by the government. Although India is one of the world's fastest-growing economies, a large proportion of its people live in rural regions and is employed in the informal economy. Constituting a prominent role in the informal economy, the textile industry is one of the oldest and most labour-intensive in India, which is globally ranked fourth in leading garment sourcing destinations around the world. However, the Indian garment industry has a shortage of skilled labour. Vocational skills training is one of the best tools to help individuals participate in the labour market and boost productivity and working conditions, especially for disadvantaged people. However, recent economic trends and traditional curriculum methods tend to ignore the needs of these marginalised groups, and this impedes the growth and productivity of the informal sector. This article explores the extent to which a competency-based curriculum development approach can respond to the skills training needs of people (seeking to be) employed in the informal sector. The authors discuss the theoretical framework of competency-based curricula. Next, they describe the process of developing a curriculum for sewing skills training based on learners' demands. This process was part of a study they carried out in rural South India, and the resulting curriculum was subsequently piloted in four villages in South India as an intervention strategy. The authors complement the analysis and discussion of their findings from the piloted curriculum with insights from expert interviews they conducted to explore curriculum framing and teaching–learning arrangements from a pedagogical perspective. Informal vendors are a critical source of food security for urban residents in African cities. However, the livelihoods of these traders, and the governance constraints they encounter, are not well-understood outside of the region's capital and primate cities. This study focuses on two distinct secondary cities in Nigeria, Calabar in the South-South geopolitical zone of the country and Minna in the Middle Belt region. Interviews were collected with local and state officials in each city on the legal, institutional, and oversight functions they provide within the informal food sector. This was complemented with a survey of approximately 1097 traders across the two cities to assess their demographic profile, contributions to food security, key challenges they face for profitability, engagement with government actors, and degree of access to services in the markets. The analysis highlights two main findings. First, informal traders report less harassment by government actors than has been observed in larger Nigerian cities. At the same time, however, the enabling environment is characterized by benign neglect whereby government-mandated oversight functions are not comprehensively implemented and service delivery gaps remain a major hindrance to food safety. Second, there are important differences in the needs of traders across cities, suggesting that policies focused on food safety and improving the livelihoods of this constituency more broadly need to be properly nuanced even at the subnational level. The complex dynamics of the informal food sector in urban Africa are poorly understood. Urban informal food systems are beginning to receive attention from scholars and policymakers, but the notable absence of detailed empirical information and necessary theoretical engagement with their emergence, structure, and operation has thus far limited efforts to understand the central role that they play in urban development processes. This Special Issue brings together a diverse collection of case studies from seven countries across the Global South—China, Jamaica, Mozambique, Namibia, Nigeria, South Africa, and Uganda—to explore these dynamics by placing Africa's urban informal food sector in comparative international context. This introduction provides an overview of how this Special Issue contributes to debates about the origins of informal food economies in cities in the Global South, the potential of the informal food sector to contribute to inclusive urban development, the relationship between informal food vendors and the state, and interactions between formal and informal food systems, all of which have important implications for theorizing urban governance and development in Africa and beyond. Small-scale food enterprises occupy a critical space in the food system of Kingston, Jamaica. While they serve the entire population, poor urban households are disproportionately reliant on small-scale food retailers. The nodes and networks of retailers play an important role in the value and commodity chain by providing access to comparatively cheap food but are often impacted by economic vagaries and state-level regulation amongst other factors which potentially challenge the sustainability of the trade. These issues are potentially offset by a highly dynamic system where entry into the trade is maintained by the high levels of unemployment and limited alternatives, even in the informal sector. While the challenges are the likely result of state-level deficiencies, it is possible that these problems are both alleviated and exacerbated by various strategies used to claim space and negotiate food-based livelihoods in the city. This research attempts to fill a conspicuous gap in the literature by examining the pathology of the urban food system as it relates to the characterisation, challenges and experiences of small-scale food retailers. The results are based on a combination of questionnaire surveys and interviews with small-scale food retailers in the city. They reveal the existence of gender- and age-based differences in education, profits earned and motivations for entry. Additionally, these vendors face a range of challenges including deficiencies in state support. While many of their challenges are partly compensated by reliance on inwardly focussed networks, statistical characterisation may provide vital insight into opportunities for policy interventions which specifically target this marginalised group. Understanding the root causes of informal economic activity is crucial for the effective governance of the informal sphere. Precisely what these root causes are, however, is subject to significant debate. This article contributes to these debates by arguing that the state is central to the origin and evolution of informality. Stressing the importance of understanding informality through a historically rooted political economy approach, it analyzes the modern history of informal vending in Kampala, Uganda, and identifies six ways in which the state has fundamentally shaped informal economic activity in the city: colonial planning, a history of poor governance and instability, economic liberalization, geographic development trends, an ineffective taxation regime, and the self-interest of state officials. An appropriate understanding of the centrality of the state in the informal economy highlights the necessity of designing effective institutions, policies, and interventions that prioritize the needs of the urban poor. In South Africa, the informal sector, including food vending, is either criminalized or ignored. This is despite the fact that it plays an important role in the economy in terms of employment, income generation, food distribution and livelihoods for the urban poor. This paper assesses the nature, operations, strategies and challenges of the informal food sector in Cape Town. Data was collected through a survey of over 1000 informal food vendors in the city. Most of the enterprises were single-owner businesses, financed from personal savings and started by owners seeking employment, independence and improved financial security for their families. Most businesses had little or no access to finance from government agencies, banks and micro-finance lenders. Entrepreneurs faced various challenges ranging from insufficient sales, competition, changing consumer food needs and rising stock prices. To survive in a challenging economic environment, they adopt various innovative strategies including changing the types of foods they sell, increasing food stock variety, monitoring formal food retailing prices and negotiating with suppliers for favourable stock prices. Despite the various challenges being experienced, the informal food sector has become an integral and indispensable component of the food system of the city. [ABSTRACT FROM AUTHOR]

Much of the literature on urban food systems has focused on supermarket expansion and their ability to reach urban consumers. However, the current pace of urbanisation and rising urban poverty has been accompanied by a major upsurge in informality and a growing role for the informal food sector. One of the persistent arguments in the supermarkets literature is that the expansion of modern retail undermines the informal food sector. Critics of this argument suggest that there are two conditions under which this may not occur: first, when there is spatial differentiation with supermarkets servicing higher income areas and the informal sector targeting low-income areas. And second, when there is market segmentation when the formal and informal sectors focus on the sale of different product types. This paper examines the case of Windhoek, Namibia, which has undergone a major supermarket revolution in the last two decades. It suggests that the informal food sector is vibrant and growing but that neither explanation fully accounts for its resilience and survival. Instead, by examining the strategies of vendors, it suggests the concept of cohabitation as an alternative explanation. Cohabitation may be a pertinent factor in other supermarket cities as well. Literature on informal political institutions has focused on the national level, disregarding sub-national contexts where one can expect increased informality. This article analyzes locally allocated Chilean public investment to understand how informal institutions affect regional development and local democracy. Based on 59 interviews with key stakeholders and national authorities, this research analyses the flow of the decision-making process on funds for regional investment. The results show that local bureaucrats introduce innovations to cope with the weaknesses of formal decision-making regulations, and that these may become informal institutions that complement or accommodate the process to obtain the outcomes expected under the formal rule. Disabled street vendors occupy the best licensed locations in downtown São Paulo and have done so for several decades, despite repeated attempts to remove them from the streets or open up the trade to the able-bodied. Drawing on social closure and new institutionalist theory, this paper analyzes the policymaking process toward disabled and elderly street vendors over the last 60 years. It argues that these social groups initially benefited from a policy granting them special rights, which evolved into a monopoly over street vending licenses, and that political stability during the military dictatorship (1964-1985) allowed them to accumulate nonmaterial assets such as symbolic capital and political influence. Organized disabled and elderly vendors subsequently used these assets to shape the outcomes of reforms and preserve their relative advantage, thereby constructing the unequal legacy of social closure. Recent archaeological studies have highlighted the sociability of drinking spaces as a means to better understand quotidian activities of non-elites. Through research conducted at Smuttynose Island, in the Isles of Shoals, Maine, I illustrate an often-overlooked narrative of the Atlantic World, and especially colonial North America - the daily life of individuals working within frontier resource extraction communities. Cities are complex regulatory environments. Attempts to regulate urban behavior create opportunities for politicians to manipulate enforcement to win votes and reward supporters. While some politicians choose not to enforce regulations, or forbearance, others undercut their intent, or dilution. Empirical research on enforcement has lagged behind due to the identification challenges in distinguishing weak state capacity from political manipulations. We develop a structured approach to process tracing that follows enforcement decisions sequentially across bureaucracies and specifies statistical distributions as counterfactuals to identify the causes of limited enforcement. We illustrate these strategies through original data on enforcement against squatters in urban Colombia and the provision of building permits in urban Turkey. Custom tailors working in the informal sector in Nairobi, Kenya, mainly acquire technical skills through undertaking traditional apprenticeships (TAs). However, most of these tailors are semi-skilled, produce low-quality products and are often poorer than their formally trained counterparts. This qualitative case study explores the aspects of technical skills and knowledge which tailoring apprentices develop, and the factors which influence these outcomes. The findings show that apprentices do acquire basic technical skills for immediate application to ongoing tailoring activities (such as how to take body measurements, draft patterns, and cut, sew and finish constructed garments). However, apprentices do not acquire the technical knowledge that underpins the trade. Most master tailors who have completed TAs lack technical knowledge and have no access to technical skills upgrading. This perpetuates the cycle of basic and limited technical skills transfer to apprentices, poor performance and poverty among tailors. Both apprentices and master tailors expressed concern over knowledge limitations in TAs and a need to access further training to improve skills and acquire knowledge of the trade. The authors of this article argue that, technically and pedagogically, skilled master tailors are critical to improving training quality. Complementary training in theoretical knowledge is also important in improving apprentices' technical skills and understanding of the trade. As the debates on the definition, scope and applicability of the terms 'informal sector' and, in more recent years, the 'informal economy' continue, there is a growing interest in the heterogeneity, dynamism and complexity of the sector. This has necessitated a focus on internal differentiation and social relations of power within the informal economy. Gender plays an important role in shaping how men and women participate in the informal economy, while systematic inequalities between women and men are known to pervade many informal livelihoods. Informal Solid Waste Management (ISWM) is a major livelihood activity for the most vulnerable urban groups including women. Using a mix of primary and secondary data sources, this study examined the pattern of gender participation in Nigerian informal waste economy. It notes that the socio-political space in the Nigerian waste economy is dominated by males, to the virtual exclusion of females. Findings indicate that gender differentials and exclusion of women usually manifests, often from primordial socio-cultural influences. Being intimately tied to sheer physicality, waste picking is often characterized by palpable competitions, tensions and conflicts. However, the paper acknowledges the determination of women to overcome the limitations imposed on them by cultural norms and the ability to carve a niche in a male-dominated activity. In a broader context, the paper interrogates ramifications of gendered spaces in the global South. It argues that unequal participation is a corollary of gendered spaces and concludes that without gender equality, the vulnerability of female informal urban-based livelihoods increases. Contrary to common assumptions, the (re)emergence of organized shopping malls in Ghana is not a new development. Accounts of their existence date back to the pre-colonial era, when their character, status and operations were as popular as the malls of today. What is missing in current narratives is an analysis of how these malls-consisting of elegant apartment designs integrated with appreciable green spaces and centrally located food courts to entice visitors to lengthen their stay-impact the urban economy and the traditional retail structure. Using participant observation, semi-structured interviews and a survey, we examine the role of malls in the local economy and their possible ramifications on the retail structure. The paper interrogates whether the emerging malls can crowd out their seemingly 'fortified' informal predecessors. The results demonstrate two key findings. First, that positive outcome is intrinsically tied to the manner in which malls are conceptualized, especially with increasing trade liberalization and its reinvigorating impact on the informal retail structure. Our findings frame the continuity of the informal sector as important to the success of the malls. Second, that malls must respond positively to the rising demands and tastes of postmodern consumers and the middle class by investing in attractive, iconic architecture-or they risk being pushed out of business by the ever-growing activities of the informal retail sector. Our results are congruent with current literature that questions some of the conceptual and policy framings of informality, and we opine that such framing makes evident the sector's significant contribution to urban poverty alleviation. The informal sector dominates India's economic life, so issues of skills development are particularly important. On the basis of a survey of 49 street food vendors in the Indian cities of New Delhi and Coimbatore, the authors of this article demonstrate that informal learning is a particularly significant form of vocational education and training. Vendors do not acquire skills in formal vocational education and training (VET) settings; for them, opportunities for learning on the job in family businesses or in informal employment are especially important. Unlike other studies, the authors' findings show that street food vendors have a wide range of specialist knowledge, skills and expertise required to conduct their business which they deploy profitably. These skills are not confined to preparing and selling food but also extend to areas such as price setting and marketing. All the street food vendors interviewed identified strongly with their occupation and expressed pride in it. Around half voiced a wish for further training. In this context, the authors suggest promoting non-formal learning settings geared explicitly to street food vendors' difficult working conditions. The issue of irregular work has been well known in Italy since the early seventies. Undeclared work is a particular facet of shadow economy where employers evade tax typically by underreporting either the numbers of workers or the hours worked or both and, by this mean, they avoid paying the legally due social security contributions. As any form of shadow activity, undeclared work introduces important biases in the economic system. That is why, it is of paramount interest for policy makers to understand which are the factors influencing undeclared work. The Italian National Institute of Statistics has developed a methodology in the vanguard to estimate the rate of irregular work and today we have time series long enough for a review of the phenomenon. When looking at regional rates of irregular work it's stunning how dissimilar they are and this dissimilarity is kept over time. This paper aims to understand the reasons of this heterogeneous dynamics and to identify it's determinants, focusing in particular on the role of social capital. We use a dynamic panel model to measure the impact of social capital and of some other relevant variables on regional irregular work rates. We find that social capital ha a significant effect. Mexico has become an ideal laboratory for anthropology interested in studying the transformations of drug trafficking, its economies, and its cultures. Certainly, the challenges are complex and difficult, since criminal violence affects fieldwork and its results. However, when one delves into regions where drug trafficking and organized crime are present, what we can grasp ethnographically are fundamental questions about the relationships that are being generated between the state, neoliberalism, and illegality. In this article, we will analyze the expansion of drug cartels in one of the states most affected by criminal violence: the state of Michoacán, with special reference to the Caballeros Templarios-the Knights Templar. Understanding the origins and structures of this organization can teach us how the transformations of the state and criminal economies are being redrawn in neoliberal spaces. [ABSTRACT FROM AUTHOR]
