Examining the impacts of ranked choice voting (RCV) on voter efficacy is important as more areas consider adoption. The greater number of choices provided by longer RCV ballots may introduce opportunities for voters to misunderstand the ballot, make errant marks, or accidentally mark two or more candidates for one ranking, resulting in voidable ballots due to "overvoting." Using ballot data from the 2013 general election, the 2017, and 2021 New York City democratic mayoral primaries, this paper asks whether voidable overvote ballots are more concentrated in constituencies with lower levels of educational attainment, average household incomes, and differing racial make-ups, and if this relationship is more pronounced under RCV than traditional elections. In the first RCV election in 2021, voters in locations with lower levels of educational attainment and median household incomes had higher shares of overvote voidable ballots than those in locations with higher educational attainment and incomes. This paper explores the ways in which Mexican immigrants experience, narrate, and describe stress and the extent to which it impacts their efforts at engaging in physical activity using a biocitizenship framework. Data were derived from a mixed-method study among Mexicans living in New York City recruited from a large Catholic church. The qualitative sample of 25 participated in quantitative and qualitative components of the study and as such we include some of these quantitative indicators as descriptors. Our main qualitative findings reveal that study participants experience stress and time constraint as factors that contribute to the waning of their physical and mental well-being. As such, time constraints for many of our participants were among the factors that contributed to high perceived levels of stress. They attributed this to their difficulty maintaining a physically active lifestyle due to factors like the fast-paced lifestyle in New York, working long hours, and not having enough time to exercise, though some important differences in narratives were noted across gender. Findings have implications for interventions aimed at improving the health of immigrants in general and Mexican immigrants in New York City specifically. [ABSTRACT FROM AUTHOR]

In this article, I argue that indigenous Latin American food delivery workers organize to defy information and knowledge asymmetries by utilizing technology built to mediate online social interactions. Drawing on ethnographic fieldwork, this paper investigates transnational modes of community-building and network formation and examines how these networks are instrumental for delivery workers in New York City to exercise agency, forge their narrative, and resist platform control by resisting, pushing, and extending a variety of digital and communication technologies. I analyze how public and private means of communication facilitate and constrain social forms of organization by mapping how delivery workers communicate and engage collectively both in the physical and the digital worlds. My research reveals two platforms that workers use to share information: one that operates inwards (WhatsApp) and another that operates outwards (Facebook). These channels represent opposite sides of the spectrum between public and private and synergize to form a transnational distributed knowledge network to shape and interpret the collective identity of Latin American delivery workers. Overall, this article sheds light on how the flow of information through different spaces and times enables delivery workers to construct a place for subversion and negotiation with roles assigned to them by broader socio-political forces. The New York City Department of Health and Mental Hygiene (Health Department) has responded to an article that claimed their workforce discriminated against Asian restaurants during the early months of the COVID-19 pandemic. The Health Department conducted an investigation and found no evidence of bias against Asian restaurants in their inspectional data. They also criticized the authors of the article for using an incomplete dataset and not reaching out for assistance or collaboration. The Health Department presented their own analysis of inspection results, which showed no evidence of an uptick in violations among Asian restaurants. Human rights education (HRE) is an emerging practice across formal and informal educational sectors worldwide. However, most literature and theory on HRE emphasize the importance of imparting knowledge about human rights. In this paper, we argue that increasing tolerance among students is a vital but understudied aspect of HRE. This paper is based on the results of a mixed methods longitudinal study conducted in three classrooms across two New York City public high schools. Our methods include a pre-/post- survey, classroom observations, and semi-structured individual and group interviews. The findings indicate that merely teaching about human rights issues is necessary but not sufficient to shift deeply embedded attitudes that contribute to the transformative nature of the human rights framework. This paper argues that the urban and the ocean are co-constituted through relations that are unevenly classed, gendered, and racialized. This argument is empirically anchored in high-value fish maw markets in Hong Kong, New York City, and the oceanic spaces and lives therein. The global inter-urban trade in Totoaba, an endangered fish endemic to the Gulf of California, serves as a primary example of piscine capital circulation, while supporting examples engage a much longer durée of urban ocean relations. Agrarian technologies appropriated through colonial trans-oceanic trade, for instance, are shown to be precursors of Euro-American industrial urbanization, while whale bodies were crucial to urban politics of difference and producing urban spaces in 19th century U.S. cities. Contemporary fisheries on the high seas exemplify how ocean spaces remain frontiers of unfree labor and natural resource extraction that contribute to capital accumulation in global cities. Through these examples, the article details how the ocean is urbanized, how the urban is constituted through the ocean, as well as some of the differentiated social formations and socio-natural effects of urban oceanic relationships. Urban oceanic processes of exploitation, extraction, circulation, and consumption predispose marginalized people and ocean wildlife to premature deaths. Urban oceanic relations could be otherwise constituted. Towards reconstituting these relations, the paper advances a hybrid analytical framework that ungrounds the urban from terrestrial conceptual moorings through engaging interdisciplinary ocean geographies. The COVID-19 pandemic and the inequities it uncovered highlighted the need for a rapid and coordinated response among different disciplines in medical settings. Interprofessional collaboration and education is necessary to provide culturally competent emergent care. However, there is still scarce evidence demonstrating the use of interprofessional education in emergent care settings. This paper explores the training and education of health care professionals in a primarily minority serving hospital located in New York City during the first phase of COVID-19. Guided by the appreciative inquiry framework, two focus groups were conducted with administrators and health care workers who provided care to COVID-19 patients in an emergent care setting. It was found that a positive work environment that emphasizes knowledge sharing, collaboration, communication, and continuous on-the-job training facilitates culturally competent care. The implementation of interprofessional education and collaboration has the potential to transform clinical practice and improve health outcomes for under-resourced communities. This paper focuses on surveillance technologies that New York City landlords have been installing in low-income, public, and affordable tenant housing over the last decade. It looks at how new forms of biometric and facial recognition-based landlord technology automate gentrification and carcerality, reproducing racist systems of recognition and displacement. We offer these systems a genealogy and geography, looking at intersections of zoning, gentrification, eviction, and policing that have historically solidified to dispossess and incarcerate tenants of color. Additionally, this paper addresses how and why New York City has emerged as the world's epicenter of "landlord tech," mapping out several decades of urban datafication that have rendered low-income, nonwhite majority housing complexes as laboratories for surveillance experimentations today. We observe how processes of "catching" tenants for lease violations automate a longer history of racist surveillance and property-making. Yet we also highlight tenant-led resistance that has successfully thwarted facial recognition deployment and that continues to organize for landlord tech abolition today. Through affective organizing, grounded relationality, and alliance-building, tenants have created vital abolitionist space and knowledge to curb landlord technologies and the carceral logics they encode. This paper uses the case of New York City teachers' interpretations of the labels that are assigned to their performance to explore how teachers experience teacher evaluation systems. Based on our analyses of 141 interviews with New York City teachers, we argue that the ordinal performance labels assigned to teachers by New York City's Advance teacher development and evaluation system—Highly Effective, Effective, Developing, and Ineffective—have meanings that extend beyond how they locate teachers in relation to one another, or in relation to an absolute standard of teaching performance. The labels can evoke powerful emotions in teachers, and may stymie policymakers' hopes that they will be motivated by the labels to redouble their efforts to teach well. Since the late 1960's New York State's Urban Development Corporation (UDC), now operating as the Empire State Development Corporation (ESDC), has been leveraged by New York City government to pursue large-scale projects. This paper examines two cases from New York City in which the city borrowed a state-controlled public authority's power to accomplish projects initiated at the local level: the case of Queens West, a development in western Queens, proposed in the early 1980s, and the case of Columbia - Manhattanville, an expansion of the Columbia University campus into Harlem, announced in 2003. These cases highlight how cities might, at times, embrace state involvement rather than lament its restrictions or rue its indifference. While social distancing measures are essential in limiting the impact of a pandemic, such measures are often less feasible for low-income groups such as precarious workers who continue to travel on public transit and are less able to practice social distancing measures. In this paper, based on in-depth remote interviews conducted from April 2020 through June 2020, with more than 130 gig and precarious workers in New York City, we find that precarious workers experience three main hurdles in regard to accessing unemployment assistance that can be broadly categorized as knowledge, sociological, and temporal/financial barriers. Drawing on worker interview responses, we have named these responses: (1) Didn't Know, (2) Didn't Want, and (3) Can't Wait. These challenges have led workers to turn to gig and precarious work, further highlighting the inequities of the pandemic. There is an increasingly large disparity in college graduation rates among low-income and first-generation college students. Research suggests that the main reason for this discrepancy is the lack of access to information and knowledge about the college process. First-generation students have fewer people in their social network who went to college and thus cannot help them navigate the difficult and multi-step process of finding, applying, and enrolling in college. Mentoring, however, has been proven to be a successful intervention for helping these populations navigate the post-secondary process. This paper evaluates a school-based hybrid mentoring program to attempt to measure the relationship between mentors and how students in New York City navigated the post-secondary process and enrolled in college. Findings show that program lessons, number of months matched, and meeting out of program are important program elements in increasing a student's likelihood of graduating high school and enrolling on-time in college. This paper extends the stop and frisk literature from New York City by examining pedestrian stops made by San Jose, California, police officers from January 2013 through March 2016 with a particular focus on benchmarking. Using violent crime suspects and nuisance-related calls for service (CFS) as comparators, we consider whether San Jose Police Department (SJPD) officers disproportionately stopped individuals from the city's dominant racial and ethnic groups citywide and in certain police beats with high levels of nuisance calls. Using violent crime suspects citywide as a benchmark, Whites were significantly overrepresented among those stopped by the police while Hispanics, Asians, and Blacks were underrepresented. The CFS findings at the beat level were consistent with the citywide findings for Blacks but reversed direction for Hispanics and varied for Asians depending upon beat and call type. We discuss possible reasons for this divergence across benchmarks and racial/ethnic groups and consider the implications for future research. [ABSTRACT FROM AUTHOR]

The recent history of urban public libraries reveals significant changes in the way librarians, city officials, and patrons understood the value of public institutions. Branch libraries in the South Bronx during New York City's financial crisis of the 1970s reveal both the dramatic and seemingly minute developments through which the city shifted toward neoliberalism. Through in-depth interviews, this study focuses on the experiences and perceptions of 15 Black, female correctional officers (COs) employed at Rikers Island, one of the country's biggest jail complexes. Furthermore, this paper underlines the experiences of COs during the COVID-19 pandemic, which hit New York City particularly hard in spring 2020. Thematic analysis suggests that participants do not receive needed mental health services from the Department of Correction; experience physical and mental health stressors as a result of the COVID-19 pandemic; and negatively perceive the impact of COVID-19 on the physical and mental health of justice-involved individuals. Airbnb has recently become a growing topic of both concern and interest for urban researchers, policymakers, and activists. Previous research has emphasized Airbnb's economic impact and its role as a driver of residential gentrification, but Airbnb also fosters place entrepreneurs, geared to extract value from a global symbolic economy by marketing the urban frontier to a transnational middle class. This emphasizes the cultural impact of Airbnb on cities, and its power of symbolizing and communicating who belongs in specific places, responding to questions of class, gender, and ethnicity—and thereby potentially driving cultural displacement. Coming from this perspective, this paper uses computational critical discourse analysis to study how white and black hosts market black-majority neighborhoods in New York City on Airbnb, and how guests describe their consumption experience. The analysis shows how white entrepreneurs attempt to attract guests through a form of colonial discourse: exoticizing difference, emphasizing foreignness, and treating communities as consumable experiences for an outside group. White visitors, in turn, consume these cultural symbols to decorate their own identities of touristic consumption, describing themselves in colonial tropes of brave white adventurers exploring uncharted territories: glorious conquests no longer over gold and ivory, but over sandwiches at a local bodega. A decade ago, in their article on 'variegated neoliberalization', political geographers Brenner, Peck and Theodore proposed what has become one of the leading theoretical conceptualizations of neoliberalism. By developing a process-based account of neoliberal transformations, they successfully trace neoliberalization across geographies and temporalities, accounting for both its systemic and contingent qualities. In this paper, I suggest that the variegated neoliberalization approach would benefit from contributions made by the French Régulation school, particularly those that introduce the institutional complementarity/institutional hierarchy as crucial components for understanding institutional configurations of diverse capitalist economies. Namely, I point to the fact that shared institutional hierarchies underpin different regimes of accumulation (e.g. Fordist, neoliberal), allowing us to study patterns of accumulation despite evident variation across contexts. By drawing on these insights, it becomes possible to deepen our understanding of the patterned structural traits preceding the onset of neoliberalization and how they shape various courses of institutional differentiation, thereby taking the variegated neoliberalization framework one step further. In the final section, I sketch the neoliberalization of two cities – New York and Johannesburg – to illustrate how legacies of preceding institutions played a role in generating differential neoliberal landscapes. This essay seeks to understand the origins, development, and consequences of school policing and student discipline at Franklin K. Lane High School in New York City. During the fevered years of the late 1960s, perhaps no other school in the country saw more tension, violence, repression, and resistance. What took place there represented a kind of denouement in the city's decades-long battles over race, class, policing, discipline, desegregation, community control, and student rights. In centering the happenings at Lane, this essay demonstrates how the logics and politics of school policing and student discipline were forged not only from the top down, by government officials at the highest levels, but also from the bottom up, in the complex interplay between the parents, student organizers, teachers, and administrators at the school. In this article, I analyze the emergence of New York City's infrastructure of homeless shelters dialectically, relationally, and historically. The members of Boogie Down Productions met in an incipient New York City homeless shelter in the mid-1980s. Their relationship and music is a window into a critical political consciousness of men living in homeless shelters because the artists gave expression to an emergent structure of feeling of resistance taking hold during intense changes to New York's political economy and its institutions. The paper first analyzes homeless policy and infrastructural change through a reading of archival sources and government reports and documents. The second section understands oral histories conducted with men living in a New York City homeless shelter as blues geographies—insurgent, critical explanations of these institutional spaces. Shelter residents actively challenge the material conditions, relations, and values that produce homeless shelters as essential instruments of the carceral state. I argue that they activate this resistance to the naturalization of shelters, and themselves as homeless, by narrating carceral spaces as abolitionist spaces. [ABSTRACT FROM AUTHOR]

Fish consumption advisories (FCAs), or voluntary state recommendations for foraging and consuming fish from compromised waters, place the onus of negotiating contaminated environments squarely upon individuals who consume local fish. As a result, peoples who eat fish caught from local waters for reasons of food insecurity, cultural practice, or religious practice are ignored, producing environmental inequalities. This paper examines the political history of FCAs in a specific geographical context, New York State, in order to assess the explicit environmental governance frameworks through which these inequalities are generated. It demonstrates that FCA policy is principally an outgrowth of a conservation movement geared towards support for recreational anglers and not those who fish for subsistence. However, conservationism is not the only governance framework at work, as this paper also demonstrates that commercialized processes of neoliberal environmental governance substantially mediate scientific data that inform FCA recommendations. COVID-19 exacerbated food system vulnerabilities globally. This study assesses the impact of shock events on food accessibility in New York City (NYC) by examining its association with neighborhood characteristics between 2019 and 2020. We model food accessibility using socioeconomic and built environment factors, adjusting for spatial effects with spatial econometric models and geographically weighted regression (GWR). Our spatial modeling methods reveal diverging relationships between minority racial/ethnic groups and food accessibility, as well as a negative change in the effect of income. Overall, our results indicate that food accessibility worsened or polarized during the pandemic, suggesting the need for improved network connectivity and smaller-scale food stores to achieve equitable and resilient food systems. The widespread expansion of school choice policies has bolstered the consumer-education paradigm where parents compete for what they perceive to be a limited number of high quality schools. In this comparative case study, we examine advantaged White parents' perceptions of meritocracy in the context of a competitive elementary and high school choice system in New York City. We find that parents' critique the choice policies and the unfair burdens they place on low-income and immigrant families while engaging in opportunity hoarding to ensure their children's privileged access to the most competitive schools, all while dismissing claims that school choice is meritocratic. Ultimately, advantaged parents' suggest returning to neighborhood zoning which would preserve their access to exclusive, high performing schools and avoid the stress and inequities of school choice policies. This study aims to identify the critical hotel guest technology that enhances the hotel customer experience. By applying the two-factor theory, the study discovers the asymmetry impact of hotel guest technology on customer satisfaction and dissatisfaction. This study uses an integrated approach of big data analytics and impact asymmetry analysis on a dataset of 520,757 online reviews of 435 hotels in New York City derived from TripAdvisor.com. Big data analytics is implemented to identify significant attributes of hotel guest technology. Then, the five unique roles of hotel guest technology in customer satisfaction and/or dissatisfaction are identified through impact asymmetry analysis. The integrated approach reconciles inconsistent findings from prior research and guides hotel operators to prioritize hotel guest technology to increase customer experience. [ABSTRACT FROM AUTHOR]

This paper explores the relevance of social capital in shaping Irish immigrants' reconstructions of their attachment to New York City (NYC) as place. Using extracts from Irish immigrants' previously unpublished oral histories, I make the case for situational capital, a multi-faceted and dynamic place-based resource which connects people in situ by virtue of their literal and metaphorical positionality. The coalescence of individual and collective memories, including childhood memories, underpinned the network of social relationships which fuelled interviewees' quest to recreate and reimagine a sense of 'home' both in NYC and Ireland. The resultant situational capital created by these relationships fostered a reflexive and sustained attachment to place which served to advance the cumulative economic, cultural, political and social prosperity of Irish men and women individually and collectively over time and space. Situational capital was also instrumental in advancing opportunities for Irish men and women and altering the physical characteristics of neighbourhoods. It shaped the genius loci of NYC as reconstructed by those interviewed pivoting around the fluid and ambiguous notion of real and imagined 'home.' [ABSTRACT FROM AUTHOR]

Financial centres are central to contemporary capitalism, but research on their development has been impeded by methodological challenges related to data availability. This paper offers a new typology of financial centre activity. Based on the nationality of parent companies of financial service providers operating in a centre, and the nationalities of their customers, we distinguish between domestic, export, import and platform activities. Second, we compile a unique dataset of investment banking deals worldwide, which allows us to apply the new typology and introduce the first ever ranking of top financial centres based on the actual investment banking activity conducted in these centres. Our findings confirm the dominance of New York and London as global financial centres, with New York focused on domestic activities, and London on export and platform activities. Our data also show that, overall, investment banking activity has fallen dramatically since 2007, with 60% of the decline concentrated in New York, and a further 30% in Zurich, London, Frankfurt, Amsterdam and Edinburgh combined. As a result, the dominance of investment banking by New York and London has diminished, contributing to a trend that predates the crisis, explainable by the increasing shares of Asian centres, with Tokyo and Chinese cities in the lead. This paper examines an anti-homeless visual campaign which appeared in New York City in the summer of 2015, in the midst of a resurgence of public concern over the visibility of homeless New Yorkers. The campaign, produced by a police union and titled “Peek-A-Boo, We See You Too” encouraged police officers and allies concerned with a perceived decline in “quality of life” to photograph homeless people on the street, tagging their locations and uploading the photographs to a website. Using the photographs, concurrent discourses, and evidence from surveys conducted by a homeless-led organization, I argue that this campaign represents more than simply an instance of revenge upon and against the homeless. Rather, I suggest that it represents a moment of what philosopher Kristie Dotson calls “epistemic backgrounding” a case in which the people visually displayed at the center of the pictures are “backgrounded” in the knowledge produced off of their images. Connecting this singular campaign with a broader conception of anti-homeless actions, I suggest that we might understand the relationship of visuality and homelessness as one which relies on revanchism for its political logic but produces the simultaneous absence and presence of homeless people through epistemic backgrounding. Lillian Wald brought public health nursing to New York City's congested Lower East Side in summer 1893, where she recorded tenement dwellers' suffering from cuts, burns, breaks, deaths, illness, and childbirth. Together, nurses traveling streets, alleys, rooftops, and hallways, alongside dwellers acting as "local guides," inaugurated vernacular mappings. Drawing on letters Wald wrote to her benefactor, Jacob Schiff, in July 1893, describing visiting, cleaning, healing, and connecting, this article uncovers a spatial dimension to pain that invites historians of urban America to discover the sick city. Always on the margin of the nineteenth-century theatre is the stagehand. Nameless to history, they follow orders of influential producers like Lester Wallack; they follow theatre dreams of artists like Steele MacKaye. Yet researching this last artist, one stagehand name repeatedly appears. Doing so he takes on a personality and a history. The man was Nelson Waldron (1839–1917). At times he was noted as stage machinist, later on a master machinist, then a recipient of a theatrical benefit night – something reserved for actors who had achieved peer recognition. This peer of the New York theatre community during the last quarter of the nineteenth century begins to take shape. He was savvy enough to hold the patent for the Madison Square Theatre’s double stage in the heady days of feuding between the Mallory Brothers and Steele MacKaye. In the days that first brought Buffalo Bill’s rodeo inside to become an actual horse drama, there was Nelson Waldron again, building visual sensations that filled the Madison Square Gardens, literally. Waldron’s life in the theatre was evidently full and rewarding. His was a life not chronicled, but certainly one deserving. The paper brings forward an initial accounting of Nelson Waldron’s theatre. To tackle persistent boundary-spanning problems with limited resources, some cities engage in collaborative innovation, combining expertise, effort, and creativity within and outside city hall to overcome limitations of conventional practices and siloed work. This article illustrates how collaborative innovation works in practice by examining specifics of how the Buffalo Clean Sweep Initiative, unique in longevity, scope, and scale, overcame common challenges and managed typical trade-offs. We describe, based on analyses of interviews and focus groups with city staff, community partners, and residents, how problem-solving, making an impact, and learning together helped Buffalo, New York, improve quality-of-life in its poorest neighborhoods. To coproduce better policy outcomes, governments and citizens need to work together. However, information asymmetry between the two parties influences the coproduction adversely. Nowadays, the multiplicity of information and its potential incongruence add to information asymmetry and make the impact of information on coproduction trickier than ever. This study examines the effects of political message, policy, and factual information on citizens' coproduction activities. Analyzing the effects of federal and state leaders' tweets, New York City's COVID-19 policies, reported COVID-19 cases and deaths, and the city's visits and public transportation ridership, the findings show that politicians' message, congruent or not, did not influence citizens' coproduction activities as measured by visits and public transit ridership. "The Decorated Tenement: How Immigrant Builders and Architects Transformed the Slum in the Gilded Age" by Zachary J. Violette and "How the Working-Class Home Became Modern" by Thomas C. Hubka are two books that provide insight into the lives of ordinary people in the late 19th and early 20th centuries in the United States. These books challenge the dominant narrative that focuses on the wealthy and their lavish homes, instead exploring the housing conditions and changes experienced by the working class and poor. The aim of this study was to better understand the role of school bathrooms in shaping the menstrual experiences of adolescents in the U.S.A. The participants were Black and Latina, low-income adolescent girls (15–19) and adults interacting closely with youth in three U.S.A. cities (Chicago, Los Angeles, New York City). Data collection methods included: (1) Participatory Methodologies (PM) sessions with adolescent girls (n = 73); (2) In-depth interviews (IDI) with adolescent girls (n = 12); and (3) Key Informant Interviews (KII) with adults (n = 23). Malterud's "systematic text condensation," an inductive thematic analysis method, was utilized to analyze the various data types (field notes, in-depth interviews, drawings). Key findings include, one, that menstruating girls experience embarrassment and a need for secrecy when accessing school bathrooms; two, the social and physical environments of school bathrooms, including poor design and maintenance, heighten girls' discomfort, especially while menstruating; and three, school policies restricting students' bathroom access are problematic for many menstruating students, especially those experiencing heavy and/or unpredictable bleeding. Schools and policymakers need to consider holistic approaches when addressing the menstrual needs of adolescents in U.S.A. schools, including better prioritizing issues related to menstrual stigma, school bathroom design and bathroom access policies. New York City offers an example of the national trend to expand dual language bilingual education (DLBE) programs, yet only a small proportion of multilingual learners are enrolled in these programs in city schools. Our examination of new DLBE programs in three city schools builds on research about the "gentrification" of DLBE. Specifically, our findings show how school leaders opened DLBE programs to re-engineer the demographics of their student population by enrolling more White, privileged students in the name of "school turnaround"—namely, to increase enrollment and popularity in a school choice context and improve performance on accountability measures. Inequities in exclusionary discipline result from a complex process involving students, families, and school personnel. However, little research has explored the topic from parent perspectives. This study used parent survey data from New York City to investigate the link between school-family relationships and students experiencing exclusionary discipline. Results indicate that stronger parental trust toward teachers is connected to a reduced probability that a student receives an office discipline referral, while greater trust in principals is associated with a lower chance of suspension. Several aspects of school-family relationships, such as parent-principal trust, parental involvement, and school outreach and communication, heterogeneously predict a lower likelihood of experiencing exclusionary discipline by student race and special education status. These findings demonstrate the interdependent role of families and school staff in child development and highlight the need to cultivate positive school-family relationships as a potential strategy for addressing exclusionary discipline disparities. This paper examines a historic preservation controversy that surrounded redevelopment efforts in Coney Island during the late 2000s. This longstanding amusement district in Brooklyn, New York inspired widespread agreement about its importance as a heritage destination. The apparent agreement, however, belied profound differences over the aspects of the neighborhood that contributed to its iconic stature and about how they should relate to plans for the area's redevelopment. Because heritage value is not an inherent attribute of the built environment, these divergent cultural claims raise questions about how this value comes about. The literature on heritage finds answers to these questions in processes of community formation. This explanation, however, offers limited insight into the classification of Coney Island features as objects of heritage. I make sense of the valorization of these features in terms of experiential qualities that cast an anachronistic glow over Coney Island and that inspired in preservation advocates a sense of the neighborhood's heritage. By looking beyond community dynamics and examining alternative ways in which heritage value arises, my research contributes to our understanding of the contentiousness that surrounds the redevelopment of historic places. It also poses a challenge to preservation efforts that assume the centrality of communities to heritage value claims, bypassing the anterior question of how people experience and understand places of heritage in the first place. This article explores why New York City's municipal government, together with private benefactors, poured an unprecedented amount of money into the arts during the 1980s, a time of broader austerity. While other public expenditures saw dramatic cuts, the arts were considered essential to the city's future as a center for global capital—as a way to lure financial elites and young professionals to the city, create new forms of revenue-raising consumption, and cement New York's reputation as the ultimate global city. New York had always had a vital arts scene. But in the 1980s, the arts were monetized in new ways to serve capital—and capitalists. Arts and culture were central to the new urban lifestyle that helped produce the explosion of global finance. But as arts and culture increasingly came to be associated with a luxury lifestyle, the arts themselves became a luxury, inaccessible to most New Yorkers. [ABSTRACT FROM AUTHOR]

College-educated White households have increasingly opted to live in central urban neighborhoods, transforming many parts of the urban core. While there is emerging evidence that schools may play a key part in this process, little is known about the extent of racial contract between children of gentrifier households and original residents. This study examines NYC's gentrifying areas, and the changing racial diversity in schools. Using data from the Census and the National Center for Educational Statistics, this study finds that schools in NYC's gentrifying areas have seen a reduction in racial segregation, more in traditional public schools than in charters. This case study investigated how three New York City schools responded to gentrification's effects as student demographics shifted. I used the conceptual framework of urban school leaders as cultural workers to examine the tensions, successes, and challenges inherent in the school gentrification and integration process. I found that each school leader defied the school gentrification narrative by "holding the line" in terms of preserving diversity, cultivating integration, and counterbalancing the opportunity hoarding behaviors of White, advantaged parents. This study examines the relationship between alternatively certified mathematics teachers' stated reasons for entry and their odds of retention at the school level and at the district level. Study participants were members of the 2006 and 2007 cohorts of New York City Teaching Fellows who completed three surveys over a 9-year period. Administrative data sets from the New York City Department of Education (NYCDOE) provided employment history of cohort members as well as demographic information about the teachers and sites of employment in New York City (NYC) public schools. Drawing on retention and survey data, we found that, of the four reasons for entry factors, two were predictive of NYCTF mathematics teacher retention (i.e., job benefits and alternative certification) and two were not (i.e., altruism and meaningful job). Given the cost associated with recruiting and training alternatively certified teachers, information to improve the initial selection process and increase the rate of retention makes financial sense for districts that employ alternatively certified teachers. Cities around the world are facing increasingly complex problems. These problems frequently require collaboration and information sharing across agency boundaries. In our view, information sharing can be seen as an important dimension of what is recently being called smartness in cities and enables the ability to improve decision making and day-to-day operations in urban settings. Unfortunately, what many city managers are learning is that there are important challenges to sharing information both within their city and with others. Based on nonemergency service integration initiatives in New York City and Mexico City, this article examines important benefits from and challenges to information sharing in the context of what the participants characterize as smart city initiatives, particularly in large metropolitan areas. The research question guiding this study is as follows: To what extent do previous findings about information sharing hold in the context of city initiatives, particularly in megacities? The results provide evidence on the importance of some specific characteristics of cities and megalopolises and how they affect benefits and challenges of information sharing. For instance, cities seem to have more managerial flexibility than other jurisdictions such as state governments. In addition, megalopolises have most of the necessary technical skills and financial resources needed for information sharing and, therefore, these challenges are not as relevant as in other local governments. The purpose of this paper is to report findings from an exploratory study of the early implementation of the Common Core Learning Standards in New York City by a sample of charter management organizations (CMOs) and Children First Networks (CFNs). Using the existing literature on policy implementation—specifically the concepts of boundary spanners and mutual adaptation—this research investigated the role of networks as they facilitated the implementation of the new standards. We conducted in-depth interviews with leaders in both types of networks. The interviews focused on the strategies used to implement the Common Core and the challenges faced in the process. Our findings included evidence of varying capacity among CFNs and CMOs. More decentralized networks expressed greater difficulties with the transition, and the existence of a distinct network-level department with exclusively instructional responsibilities facilitated the adoption of the standards. This paper analyzes the 1939–1940 New York World’s Fair as a conflicted site of public-sphere formation, and the repercussions of these conflicts on organized labor in New York. Conceived within the liberal administration of Mayor La Guardia and dedicated to the principles of social cooperation, this “closed-shop exposition” granted American Federation of Labor (AFL) trade unions an unprecedented degree of workplace benefits and rhetorical support by the Fair administration. This was undermined, however, by the trade unions’ limited public activities within the fair itself and their refusal of city offers to establish outreach and educational programs through events, rallies, and pavilions. As a result, the public space and discourse of a fair nominally devoted to social interdependence was appropriated by a variety of other interests, particularly those of corporate America. This marginalization would ultimately contribute to delegitimization, as allegations of graft and racketeering by visitors, exhibitors, and the national media framed labor as a direct threat to the “World of Tomorrow” and its visitors. Millions of Americans found their visits marred by exorbitantly inflated prices, delayed by strikes, and disappointed by cancelled exhibits. In the face of outside pressure, and with labor groups unable to address hostile critiques within the fair itself, the exposition administration withdrew its public support for unions while dramatically restricting their workplace rights. In this way, the “business-union” principles of the AFL not only undermined their legitimacy in the eyes of the public, despite the efforts of liberal municipal officials to promote them, but ultimately served to undo those very workplace gains such principles were meant to secure. Background: CS4All is an $81 million private-public investment aimed at creating the necessary infrastructure to provide computer science experiences to all New York City publicschool students by 2025. Purpose: In this paper, we examine the history of the CS4All initiative and document the network of actors and their relationships in the system such that we can understand how this reform is enacted, how it might be reactive to external contexts and pressures, and how the structure and pathways of this particular social network might inform similar efforts elsewhere. Research Design: To structure our analysis of CS4All, we first examine the most recent historic example of a large-scale curricular reform--Man: A Course of Study (MACOS). By reflecting on the network structure of CS4All in light of the design, enactment, and eventual failure of MACOS, we can identify potential pain points and opportunities in CS4All's 10-year effort. We conducted interviews with core members of the CS4All initiative and examined available public records to construct and analyze a social network of key CS4All stakeholders, other actors, processes, and institutions. Conclusions: In our analysis of the CS4All social network, we document how well-connected individuals simultaneously mobilized government resources and grassroots enthusiasm to create the conditions necessary for the initiation of this massive curricular reform effort, and describe the current pathways in place for decision making and resource distribution. Comparing the history and structure of the CS4All initiative to Man: A Course of Study --a failed nationwide curricular reform in the 1960s--we find that CS4All's centralized decision-making process and failure to create and distribute high quality formative assessment tools may lead to challenges to adoption. However, explicit efforts to solicit input from and communicate initiative values to the large diversity of stakeholders throughout NYC, as well as the innovation of a decentralized "buffet-style" curricular approach, may put CS4All on more sure footing. Safety-net hospitals are vulnerable to government financing. After the Nixon administration encouraged states to conduct utilization review to identify medical cost savings, federal campaigns against hospital subsidies placed public hospital systems in perilous states and paralleled efforts in cities to eliminate "underutilized" facilities. New York City mayor John Lindsay sought a political balance between community participation and the technocratic search for underused beds. Subsequent mayors Abe Beame and Ed Koch proved less sympathetic. With community participation limited to symbolic input on hospital administrator hiring, south Brooklyn, the Bronx, and Harlem all suffered closures. This article contributes to literature on urban governance and health care administration by showing how macroeconomic fiscal decision-making overrode local demands and eventually became microeconomic motivators between and within hospitals. Municipal hospitals and Community Accountability Boards debated austerity budgeting's negative effects on chronic and epidemic disease readiness, while the Health and Hospitals Corporation framed deprivation as patient choice.
