New Zealand is frequently cited as the archetypical example of New Public Management (NPM), having gone 'further and faster' than other jurisdictions in radically reforming their public service in the late 1980s. These reforms have been credited with significant gains in efficiency and responsiveness, while introducing new challenges. Successive reforms over the past 30 years tinkered with the model without fundamentally altering the underlying paradigm, such that authors refer to the 'myth of post-NPM in New Zealand'. In 2020, New Zealand repealed and replaced its main public service legislation. By textually analysing government documents, this article explores the different theoretical roots of New Zealand's ongoing administrative reforms and debates the extent of their theoretical coherence. The Act directly dialogues with and draws inspiration from recent academic debates, drawing from a range of sources (such as New Public Governance, Digital Era Governance, and the New Public Service). Points for practitioners: New Zealand has long been regarded as the purest example of New Public Management (NPM). Legislation passed in 2020 saw New Zealand adopt a range of reforms described in the literature as 'post-NPM', while also reaffirming features associated with Traditional Public Administration (TPA). While New Zealand has moved away from a pure NPM model and adopted features associated with Post-NPM, Post-NPM is not a coherent doctrine and it may only be possible to identify administrative doctrines retrospectively. Policy provides a roadmap for actions to be taken in any task. It plays an important role in successful implementation of any program. Similarly, the presence of policy also plays a key role in implementation of digital preservation program. The organizations having such policy hold an edge for carrying out their digital preservation activities in an organized manner. This paper provides an explicit overview regarding preparedness of libraries and other organizations across the world in terms of availability of policies for digital preservation. The paper also attempts to map the data geographically. The empirical studies were reviewed systematically, and the extracted data was synthesized for producing meaningful insight about this phenomenon. The meta-analysis affirms that libraries and other organizations seem to have realization about importance of policies for implementation of digital preservation program. Although some studies highlight the availability of digital preservation policies in a good number of organizations yet, as a whole, most of the studies point out passive organizational attitude toward the development of such policies. The data mapping affirms that the studies conducted worldwide and North American region show a satisfactory situation in terms of availability of digital preservation policies. Homeless library customers often face barriers to equitable library use. This study examined homeless library customers' perspectives on general and targeted public library services, and social inclusion. Findings presented in the paper come from a qualitative phenomenological study comprising semi-structured in-depth interviews with seven self-identified regular library users of a public library in Christchurch, New Zealand, who were experiencing homelessness at the time of the study. Findings report on a diverse range of information needs and motivations for visiting a public library. Participants viewed the public library as a safe, warm, and quiet place in which to relax and escape difficulties related to experiencing homelessness. The results reflect changes in the role of public libraries and in the expectations of customers, and discuss a need for targeted library services in the form of specialist gatekeeper roles such as that of a community liaison. This study evaluated the effectiveness of general and targeted library services from users' points of view, providing insights which could be used to inform the design of relevant information policies and services. This paper explores why and how migrants use social media in different phases of the migration process, how they manage personal information on social media during migration, and whether they use libraries' social media in any of the migration phases. An anonymous questionnaire was used to collect opinions and investigate the activities of migrant communities in New Zealand in the three above mentioned areas. The paper presents the results of a descriptive statistical analysis performed on the data. These results were categorized and presented under the following themes: demographic data, use of social media during migration, personal information management practices on social media, use of library social media during migration, issues arising from the use of social media during migration and positive impact of social media during migration. The main findings of our research showed that in the transitioning phase migrants use social media mostly for making the decision to move. In the settling phase, social media help them to cushion the anxieties associated with a move and also help them to make an informed decision in the new country. In the settled phase, participants used social media to stay connected with family and friends in the home country. Language barriers can restrict the use of social media during the moving process. Personal information on social media is not recognized as important and is not managed in any particular way. Libraries are present in the life of migrants but more as physical spaces and services than through their social media presence. Vulnerability has been a guiding narrative to state interventions towards children and their families in New Zealand. This article shows how this progressive notion has been systematically managed to fit pre-established political and policy priorities. These processes have emphasised: (i) categorisations of risk to those who demonstrate vulnerabilities; (ii) pre-emptive, multi-agency involvement in the lives of those deemed potentially 'vulnerable'; and (iii) a responsibilising expectation that children and families will avoid vulnerable situations and comply with interventions. This individualising logic of vulnerability has solidified policy interventions towards Māori, and re-emphasised colonial practices of viewing Māori children and young people as deficit-laden risks to be managed. With a late 2017 change in government, the political dalliance with vulnerability appears to be in decline. A new progressive policy discourse – of child 'well-being' and 'best interests' – is being engaged. Yet, the emphasis on risk, and its corresponding elements of pre-emption and responsibility, persist. Māori are the indigenous people of Aotearoa New Zealand. European colonisation had a devastating effect on their communities and their way of life. While there is some evidence of a renaissance of Māori culture in recent years, like other indigenous people across the world, they continue to be massively overrepresented in their country's figures for poor mental and physical health. In this paper, we briefly review the literature on the Movement for Global Mental Health and review the case that has been made for the use of indigenous psychologies in place of approaches based on Western psychiatry and psychology. We present two case histories where an intervention based on an indigenous Māori approach to negotiating emotional conflicts and dealing with mental health problems was used. This approach, called Mahi a Atua, was developed by two of the authors over a number of years. We conclude that indigenous approaches to mental health offer not just an adjunct to, but a real alternative to, the interventions of Western psychiatry. They provide a framework through which individuals and families can negotiate their journeys through mental health crises and difficulties. However, such approaches can also work on a socio-cultural level to promote a positive identity for indigenous communities by celebrating the power of indigenous deities, narratives, and healing practices that were marginalised and suppressed by the forces of colonisation. The Australian Association of Social Workers has campaigned for many years for the registration of social workers in Australia, but with little success to date. This paper critically examines the key arguments for and against registration with reference to academic and government policy literature from international jurisdictions (primarily New Zealand and England) where government regulation of social work already exists. This review of existing literature found that arguments in favour of registration broadly centre on two main assumptions. They are improved protection of clients and amplification of professional standing. The findings indicate that there is only limited empirical evidence as to whether registration does in fact lift the professional standing of social workers or protect consumers from substandard practice. We conclude that further research is required to examine whether registration of social workers is justified in Australia, and particularly to ascertain whether the regulation of social workers generally or in specific practice areas such as child protection can realistically take place independently of the large number of human service practitioners who are not social work trained. Mast seeding – the pronounced inter-annual variability and synchrony in seed production – can have profound local ecological impacts. We explore the potential for generating long (centuries to millennia) proxy records of tree mast seeding, from pollen deposited in lake sediments. This proxy record uses pollen recovered from annually-banded (varved) sediments from a core collected from Lake Ohau, South Island, New Zealand to reconstruct masting events for two genera of Southern Beech, Fuscospora spp. and Lophozonia spp. We find average mast frequencies inferred from Fuscospora pollen from a 43-year sediment core collected from Lake Ohau comparable to seed fall expected for the catchment using a differential-temperature (ΔT) statistical model for the period 1974–2016. In contrast, Lophozonia pollen mast frequency in the 1974–2016 timeseries was consistently lower than that predicted by the ΔT model, although the patterns of variability were broadly similar. We explore this approach in a second 32-year pollen timeseries from Lake Ohau, spanning the pre-instrumental period 1833–1864. During this interval, average air temperature was ~1°C cooler than the late 20th century, and interannual variability of air temperature was subdued, such that mast frequency predicted by the Δ T model is the lowest in 200 years. We find mast frequency in our pollen records reflects this pattern for Fuscospora, with a minima of mast frequency from 1850, compared to the 1974–2016 record, but not for Lophozonia. This paper demonstrates that a centuries-long pollen record from the Lake Ohau sedimentary sequence has the potential to form a valuable proxy for Fuscospora masting that would supplement existing seedfall records. Over the last 40 years, New Zealand libraries and information management institutions have been undergoing cultural change in an attempt to improve the services and resources made available to Māori clients. Previous studies have demonstrated that Māori have not been regular users of these institutions, so a critical part of the transformation process has focused on the promotion of the benefits that library and information institutions can provide. This has led to institutions reviewing how they can incorporate distinctively Māori elements within their existing structures. A critical part of this innovation has been the introduction of te reo Māori into areas such as signage, intellectual access, website and online catalogue designs and client services. This article reports on research that has focused on how Māori language into services, and the challenges and opportunities that its usage has for Māori clients and the libraries and information management institutions in New Zealand. Social work aspires to empowerment ideals, including taking a 'non-expert' position of professional curiosity, and validating the perspectives of people in contact with services. Yet in child protection, social workers are involved in practice that refutes the views and opinions of people and are positioned by their role as an identifier of abuse and risk manager. Social workers and people who are subject to child protection services can be locked into meaning battles regarding the effect of parental behaviour and the representation of risks to children. These negotiations over meanings are especially difficult in the pre and perinatal period, where who controls the representation of the baby's voice or best interests is fundamental to decision outcomes. Using Fricker's concept of 'testimonial injustice' as an analytical lens, this article draws on studies in two different contexts: Aotearoa New Zealand and Scotland, to examine the implications of the intense mediation of meanings that affect child protection practice. We find that concepts relating to the importance of mothering, love for children, and extended family relationships were sources of mother's disagreements with professional views of risk, but that through qualified agreement or advocacy from community workers, a shared risk narrative could be constructed. The White Paper on Vulnerable Children before the Aotearoa/New Zealand parliament proposes changes that will significantly reconstruct the child welfare systems in this country, including the use of a predictive risk model (PRM). This article explores the ethics of this strategy in a child welfare context. Tensions exist, including significant ethical problems such as use of information without consent, breaches of privacy and stigmatisation, without clear evidence of the benefits outweighing these costs. Broader implicit assumptions about the causes of child abuse and risk and their intersections with wider discursive, political and systems design contexts are discussed. Drawing on Houston et al. (2010) this paper highlights the potential for a PRM to contribute to a neo-liberal agenda that individualises social problems, reifies risk and abuse, and narrowly prescribes service provision. A scan of social research about rural New Zealand from the 1980s reveals power divisions which have muted the voices of 'others'. Listening to these voices could transform how we manage the economy, sustain the environment and promote social well-being in future. Rural sociological attention in New Zealand has focused on the people and communities associated with land and resource-based assets, with little attention to the rural majority not engaged in primary production. Indigenous voices are also missing. As Jessica Hutchings argues, decisions on economic development, the environment and social services continue to uphold colonial hegemony as the dominant worldview in Aotearoa New Zealand. By being open to the perspectives of people normally ignored and particularly engaging with indigenous approaches, application of capital and power in development can be rethought and structural inequalities addressed. This article presents findings from interviews with 18 writers and artists in New Zealand, whose lives and work have potential heritage value. The objective was to investigate the perceived value of participants' personal collections, the relevant management practices and challenges, and their potential effects on preservation and (re)use. The findings provide a characterisation of the personal information management (PIM) practices of writers and artists, revealed challenges common to organising personal collections across time and devices as well as those caused or increased by the nature of writers' and artists' work, and produce insights into the impact of perceived collection value and PIM practices on future access, preservation and (re)use of such collections. Musical Futures (MF) is an internationally recognised approach to music teaching aimed at developing high levels of student engagement through practical music making. Set up in the UK in 2003 Musical Futures is typical of approaches to education aimed at increasing levels of student autonomy through a strong emphasis on student-led discovery learning. A study was undertaken in 2020 to 2021 in New Zealand which investigated how a small number of teachers understand and utilise Musical Futures as an approach for classroom music teaching. The data was obtained through semi-structured interviews with teachers in New Zealand and leaders of the Musical Futures International team in Australia who offer training in New Zealand. Green's original conceptualisation of informal learning was used as the main theoretical bench-mark against which teacher practices were compared and the findings reveal a shift away from the original idea of a discovery approach into the deep end, to more systemised learning. As in many nations, New Zealand's (NZ) government has sought to implement workplace policies in public service agencies, including equity initiatives to accelerate diversity and inclusion. However, these processes have been disrupted by the labour market and wider effects of Covid-19 and austerity policies. This is significant for NZ-based Pacific women workers, who often face pronounced workplace inequities though scant knowledge exists about the role of Pacific employee networks in progressing equity. This study examined such networks in three NZ public service agencies, focussing on the 'ambition' of, and influences on progress with, their equity pursuits. Seventy-two semi-structured interviews with sector experts, agency managers and staff, including Pacific women and men whose voices are often muted in the formulation of workplace responses (Maiava-Zajkowski, 2021) were conducted throughout 2020 and early 2021. Thematic content analysis revealed that agency networks vary in size, whom they support, their activities, and environmental dynamics. Using an equity approach typology, less ambitious equity goals were found to prevail, reflecting the networks' fledgling status. Yet, despite facing austerity policies and pandemic challenges, the networks mitigated curbs on workplace equity activity by harnessing the agency of members, with the potential to push for intersectional and culturally informed equity initiatives. This paper explores the representations of non-expert ‘lay’ roles in selected media reporting of the 2011 synthetic cannabis debate in New Zealand. It uses a critical discourse analysis to explore these representations, using van Leeuwen’s work on the transitivity of clauses. It identifies a number of roles present in reporting and argues that media reporting denies lay roles agency and limits the space available for their members to give their account of events. Instead lay groups are constructed as the passive recipients of actions by authoritative groups. The one exception to this is the construction of parents who, because of a combination of a moral authority granted to them by being parents, and the media’s alignment to the ‘concerned parent’ position, are granted agency and space to explicate their positions. In this paper, we use the case study of the Pike River Coal Mine explosions, which occurred outside Greymouth, New Zealand, in November 2010 and killed 29 workers, to examine the vulnerability of contracted workers, particularly with regards to occupational health and safety, at times of disasters. We first consider how the literature defines ‘employees’ and ‘contracted workers’, and the notion that many contractors are in fact dependent, vulnerable individuals. We next explain that this group of workers has been overlooked within the disaster and occupational health and safety literatures. We use the Pike River mine explosion as a case study for exploring the health and safety consequences facing vulnerable contractors at a heavily subcontracted employer willing to disregard necessary protections for these workers. Our findings indicate that contractors were especially vulnerable when the Pike River mine exploded, relative to other employee types. In addition, we find that financial outlays to these workers’ families following the explosion have been slow or nonexistent, largely due to a lack of legal guarantees granted to these individuals. This study highlights the need to consider the nuanced levels of subcontracting and multiple types of employees whose health and safety are affected when disaster occurs. [ABSTRACT FROM PUBLISHER]

Each year, construction and demolition (C&D) waste contributes at least 25,000 tonnes to the total amount of plastic landfilled in Auckland, New Zealand. The growing use of plastic in the packaging of building materials, use of polystyrene and products, such as building wrap, are contributing to this. Unlike countries such as the UK, most construction waste in New Zealand is not sorted on-site, and C&D waste is often co-mingled; therefore, minimal analysis on the recoverability of plastics has been attempted. This study identified and quantified the plastic waste stream produced from four construction sites, generated from various stages of construction in Auckland, New Zealand. Plastic waste was taken over three construction stages including demolition, exterior and weatherproofing and services and cladding, amounting to 112 kg (or 11.2 m3). The main types of plastic analysed were polyethylene, contributing 77% (by mass), and polyvinyl chloride, representing 31% (by mass). The main reason for the generation of plastic waste across the four sites was highly variable and dependent on construction stage. However, it was apparent that plastic packaging of materials was not the single area of concern, and plastic building componentry and protection materials should also be investigated for their contribution. This study supports the requirement for improved understanding and awareness around the composition and fate of plastic C&D waste. Long-term benefits to the construction industry are from raising awareness of the potential to make profits from valuable waste products and to improve environmental performance and reputation, for a competitive advantage in New Zealand. This article questions the perception of non-union workers as rather rigid and out-of-reach non-unionists by using research conducted in New Zealand. It explores whether, under new institutional architecture, non-unionists would continue to exhibit the same preferences and exercise the same choices as before. This was done by testing their responses to a union default scenario. The significance of this study concerns how this particular group of workers, contra non-union workers in non-union workplaces, would react to a union default where a union is already available to them. By contrast, non-union workers in non-union workplaces not only at present have effectively no choice for gaining union representation but are also bereft of any experience of it in their workplace. The results suggest 44% of these employees would join as a result of a union default with union density consequently rising in New Zealand from 17–18% to 26–27%. [ABSTRACT FROM AUTHOR]

Language and gender research has, in recent years, emphasised the importance of examining the context-specific ways in which people ‘do gender’ in different situations. In this paper, we explore how women involved in drug offences, specifically methamphetamine manufacture offences, are constructed within the language of the courts. Thirty-six sentencing transcripts from the New Zealand courts were examined to investigate how such offences, committed by women, are understood. In order to explore the representation of female offenders, a critical discourse analytic approach was adopted. Such an approach recognises that linguistic modes not only create and legitimise power inequalities but also embody a specific worldview. Three gendered discourses were identified in the sentencing texts: (i) the discourse of femininity, reinforcing the socially prescribed female role; (ii) the discourse of aberration, concerning women who breach traditional gender role expectations and, (iii) the discourse of salvation, presenting aberrant women with an opportunity to become ‘good’ women once again. Employee voice in company strategic and governance decision-making in Anglophone countries commonly has few formal channels. This article's investigation of labour's (collective employees) interest expression in Australia and New Zealand finds that labour actors engage with company actors to craft a range of channels of expression and participation. In addition to actors' utilisation of formal institutional provisions for adversarial collective bargaining and cooperative participation, actors utilise other 'at the table' arrangements that are typically of low salience. These include non-formal, inter-actor arrangements that facilitate contribution to decisions that can include matters of strategic importance. Labour actors engage with company actors in intricate micro-political relations to contribute influence in framing understandings and horizons of decisions and norm-building. The future of food and agriculture in Australasia will be defined by multiple social, economic, political and environmental tensions – with climate change and social inequalities playing a central role in the re-imagining of food systems in crisis. This article argues that rural sociology will continue to be well-served by the sociological research into the farming and food industries undertaken by antipodean scholars – especially those from Australia and New Zealand where agri-food scholarship has flourished. Analyses of the future dynamics of rural social/economic change, natural resource management (including land, water and minerals), new relations of work, labour and identity, emerging agricultural technologies, Indigenous and post-colonial politics, and food system governance will benefit from agri-food studies' insights into agrarian transformation and governance, social and environmental sustainability, health and wellbeing, and the growth of resistance and alternatives. Key EU agencies have successfully urged member states to scale back employment protection legislation as a solution to unemployment. The economic arguments for this reform are mixed, with recent empirical evidence largely unsupportive. Critics have also raised doubts about the accuracy of the OECD's Employment Protection Legislation Index, which is the principal method EU agencies use to target so-called high-protection regimes. This article supplements existing criticisms of the OECD index by arguing that it fails to account for procedural requirements in assessing the difficulties and costs of carrying out individual dismissals. Evidence from New Zealand, ostensibly a low-protection country, demonstrates procedural requirements can pose the main impediments to carrying out individual dismissals. An increasing concern of families caring for children living with disabilities is related to planning for their future care. This qualitative study explores how the country contexts shape the plans for future care provision of Korean parents in New Zealand and Korea. Data were collected using semi-structured interviews with parents (n = 18) and professionals (n = 18). The study revealed that there are differences and similarities regarding the social reality of future care planning among Koreans in different national contexts. There have been library services for indigenous peoples in Latin America since at least the 1980s; they are small-scale, very specific experiences that, until recent times, have been poorly systematized and scarcely discussed. Throughout their brief but intense history – a story that has been replicated in many other countries around the world, from Canada to New Zealand – these services have faced a series of crossroads, contradictions and conflicts that they have not always been able to resolve, from the controversial label 'indigenous libraries' to their scope and the categories and methodologies they use. From a first-person perspective (the author was among the first library and information science professionals to work with this topic in Latin America and has been active in the field for the last 20 years), this article briefly reviews the state of affairs in South America, pointing out the main milestones in the history of these services in the region. It identifies some concepts and ideas that require urgent discussion from both a library and information science and interdisciplinary framework, and suggests some paths to explore in the near future. Interactionist theories link individuals' work performance to both situational and personality factors. However, while prior research finds support for the direct effects of both employees' situational experiences and their personality on performance, empirical support for their interactional effects is lacking. This article first examines how supervisory support influences employees' self-concept and in-role performance. Second, it investigates how perceived organisational support (POS) moderates the effects of supervisory support on employee self-concept and how employee self-concept mediates the relationship between supervisory support and employee in-role performance. Using a sample of 215 professional employees drawn from knowledge-intensive organisations in New Zealand, findings suggest that supervisory support relates positively to employees' self-concept. Moreover, this relationship is strengthened when POS is stronger. The study also finds employee self-concept plays a partial mediating role in the relationship between supervisory support and employee in-role performance. Qualitative life-history narratives investigating the portability of political and civil society beliefs/behaviours of 42 New Zealand returnees help us to understand why some citizens engage in political and civil society activities while living overseas and on return. Personal beliefs such as civic duty, rights and self-interest are strongly associated with the portability of political and civil society behaviours. Yet findings also support theories of exposure, indicating that political/civil society learning can occur across the 'migration life course' and challenge resistance theory arguments that a break in participation inhibits political engagement later in life. Although civil society engagement is shaped more by self-interest than altruism overall, most returnees failed to volunteer as a way of better integrating on their return as many had overseas. Thus, the ' home ' context can inhibit citizenship engagement, reducing the benefits New Zealand could reap from exposure to new ideas, places and people while overseas. [ABSTRACT FROM AUTHOR]

Australia and New Zealand have participated in the Organisation for Economic Co-operation and Development's Programme for International Student Assessment since 2000. Reading literacy was the main focus of the Programme for International Student Assessment in 2000, and at that time both countries' students generally performed well above the Organisation for Economic Co-operation and Development average. Nearly 20 years later, in the latest cycle of the Programme for International Student Assessment in 2018, reading literacy was again the main focus. Students' average reading performance has tracked down in both countries. Large inequities persist between socio-economically advantaged and disadvantaged students, indigenous and non-indigenous students, and genders. The Programme for International Student Assessment gathers a wealth of contextual information that highlights key educational challenges facing both countries, including poor disciplinary climates, declining attitudes towards reading and sense of belonging at school, and increasing bullying. While there are similarities among the two countries' 15-year-olds, evidence shows practices are diverging at the middle primary schooling level, which may be impacting positively on younger Australian cohorts; these differences are also discussed with respect to early reading experiences. The principle of equal pay for work of equal value has radical potential but uneven application and impact. As one strand within the multiplicity of measures required to impede the reproduction of gender pay gaps, its strengths lie in an expanded notion of equality and capacity to challenge gendered norms embedded in wage-setting practices. Almost 70 years after the principle was given expression in the International Labour Organisation's Equal Remuneration Convention of 1951, these strengths remain difficult to capture. This collection includes studies of advances and retreats in Australia and New Zealand, shaped by political and economic trends, changing wage-setting arrangements and varying interpretations of formal provisions. These are elaborated with examples of collective action that have redefined the problem of gender pay inequality and found pathways to redress gender-based undervaluation in the absence of a supportive regulatory framework. Studies of three East Asian countries extend understanding through stark illustrations of recurring barriers, highlighting limitations in legal expression, incompatibility of equal value measures with wage-setting norms, and the impact of highly segmented labour markets. Together the articles underline the need for interrelated reforms to formal provisions, wage-setting institutions and labour markets, and the importance of ongoing mobilisation to drive change. While the foundations for redressing gender pay inequality in New Zealand were established half a century ago, significant numbers of women still endure the sharp end of gender-based pay differentials. Following a landmark test case in the aged care sector which focused on the (re)interpretation of the Equal Pay Act 1972, gender pay equality is once again under intense scrutiny. On the 125th anniversary of women's suffrage, the New Zealand government signalled the introduction of legislative amendments to address this enduring challenge. Although widely contested, the intent of the Equal Pay Amendment Bill is to lower the threshold for raising pay equity claims, while establishing a bargaining process for resolving them. Alongside this, the government has introduced an ambitious workplace action plan to eliminate public service gender pay gaps. Informed by gender equity policy approaches, this article examines New Zealand's (gendered) regulatory history relating to equal pay, yielding insights into how labour law and policy have both addressed and evaded the objective of equal remuneration for work of equal value, concluding with a discussion of recent initiatives. What is the role of the indigenous critic and conscience of society in the neoliberal university? Much has been written about neoliberalism in higher education but less attention is given to how it is enacted in settler-colonial societies where intellectual labour is shaped by histories of imperialism, invasion and violence. These historical forces are reflected in a political economy of knowledge forged in the interplay of power relations between coloniality and free-market capitalism. Indigenous academics who mobilise a form of public/tribal scholarship alongside native publics and counter-publics often have an uneasy relationship with the neoliberal academy which celebrates their inclusion as diversity 'partners' at the same time as consigning them to the institutional margins. This article traces a cohort of Māori senior academics in New Zealand whose intellectual labour is structured around public/tribal scholarship and examines how this unsettles and challenges the problem of neoliberal inclusivity in settler-colonial institutions. Objectives: To detail how human anatomy is currently being taught and assessed in Australian and New Zealand medical schools. Methods: Medical schools in Australia and New Zealand were invited to respond to an online survey of their teaching and assessment of human anatomy in the 2018 academic year. The results are compared with 2008 data. Changes in curricula and teaching methods are reported. Results: Despite robust media and academic discussion over the last decade, very little has changed in the amount of anatomy teaching or assessment of anatomy in Australasian medical schools. One exception is that most universities have invested in new technology for teaching; however, the use of new technologies is irregular. Conclusions: Australian and New Zealand medical schools should actively and cohesively respond to the changing requirements for anatomy education, or risk being left behind our international counterparts in the provision of anatomy education, to the detriment of doctors' training and the healthcare system. This article uses national-level data to examine the benefits for workers of better skill utilisation and the question of how opportunities to use skills in the workplace can be enhanced. Analysis of the New Zealand data in the 2005 and 2015 rounds of the International Social Survey Programme confirms that better skill utilisation is generally associated with a broad range of beneficial outcomes, including higher employee income, better opportunities for career advancement, higher job satisfaction, greater organisational commitment and lower turnover intentions. In addition, skill utilisation serves as a significant mediator between work autonomy and employee outcomes, particularly in the 2015 survey. Christchurch, one of New Zealand’s major cities, has been dealing with a housing shortage after a series of major earthquakes struck in 2010 and 2011, causing extensive damage to the city. Consequently, two distinct types of housing development appeared in the suburban areas of Christchurch: low-density single-use neighbourhoods and higher-density mixed-use neighbourhoods. The latter type is relatively new for Christchurch suburban areas where low population densities dominated prior to 2011. Thus, this study aimed to investigate the preferences of the residents of Christchurch and its surrounding districts for living in mixed-use neighbourhoods. Specifically, it sought to identify the weights that those residents place on the costs of house purchase and transport, versus neighbourhood costs associated with mixed-use development, when purchasing a residential property in the suburban areas of Christchurch. For this, a stated preference survey was developed, using the efficient design method, and mixed-logit models were estimated using the data. The results show that most of those residents prefer to live in low-density single-use neighbourhoods rather than in higher-density mixed-use neighbourhoods, and are sensitive to increases in the land price, density of development and diversity of land use in the areas. The notion of prioritising ‘productive’ social investments over ‘consumptive’ social spending has long been advocated but only sporadically applied. Since 2011, however, New Zealand governments have implemented an ambitious, multi-agency social investment agenda that promises to overhaul public social spending through analyses of citizen-derived data. This commentary focuses on the development and features of the social investment agenda. Despite the poor outcomes of early childbearing increasingly found to be equivocal, there remains a persistent pathologising of teen parenting, which structures government response. By applying a Foucauldian analysis to the recently introduced Young Parent Payment, this article examines the political rationalities that shape government responses and welfare assistance for young parents in Aotearoa/New Zealand. A biopolitical concern for the good economic citizen and right parent is found to inform the social investment approach, and exclude those who do not conform. Discourses about being Māori, young, a parent and needing financial assistance frame young Māori parents as at risk of long-term welfare-dependency and a threat to their own children. The direction and mechanisms of the relationship between airport traffic volumes and property prices are somewhat unclear in the literature. This study adds to that body of knowledge by empirically investigating the role of airports as an essential driver of economic activity by creating employment and facilitating air travel between destinations. The two-stage least-squares (2SLS) approach is employed to investigate the link between house prices and the airport traffic volumes of New Zealand’s three key regions and airports (Auckland, Canterbury/Christchurch and Wellington) from July 2004 to December 2014. Income management, which reduces the control that benefit recipients have over social security income by quarantining a percentage for approved expenses, was introduced in both Australia and New Zealand in the late 2000s. In Australia, income management explicitly targeted Indigenous communities, being initiated as part of the Northern Territory Emergency Response in 2007, then later extended to other benefit recipients. In New Zealand, all 16- and 17-year-old benefit recipients and 18-year-old parents on a benefit became subject to income management in 2012 as a means to inhibit future ‘welfare dependency’ amongst young people. Despite the absence of an explicitly racialised framing in New Zealand, this article contends that both income management programmes represent a form of institutional racism, disproportionately affecting Indigenous peoples and significantly limiting Indigenous opportunities for self-determination. It is an exciting time to be a school librarian, but there are concerns about possible shortages in the profession in the not too far distant future, as the ‘baby-boomer’ generation currently working in schools approaches retirement. In order to attract and retain suitably qualified new recruits to the profession, this study examines the reasons why people choose this area of librarianship. Using Herzberg’s motivation theory in the world of work as a framework, nine librarians currently employed in secondary schools were interviewed about their reasons for choosing school librarianship as a profession. This qualitative study concludes that for most women school librarianship is a conscious lifestyle choice, as the availability of flexible hours offers superior work/life balance. Other factors are the environment, plus the people, and the job itself which offers autonomy, variety, and immensely satisfying work. Escalating concern regarding environmental issues has resulted in an increase in the number and scope of environmental movements internationally. The diversity and proactive nature of these movements has put pressure on public (state) actors to address challenges and engage with movement actors. Engagement is not universally positive and can lead to attempts to disrupt or subvert challenging movements. This article examines the impact of perceived state subversion on trust within the New Zealand environmental movement through the alleged use of spies. The analysis finds that short-term emotional reactions within the movement that led to questioning of relationships were outweighed by longer-term pragmatic view about the need to maintain collective action. Political campaigns are much more attack-filled in some countries than in others. What accounts for it? One answer hinges on the country’s party system. We propose that two-party systems encourage more negativity than multiparty systems because parties in a multiparty system (1) must maintain good relationships with parties with which they may want to enter into coalition and (2) run the risk of supporters of the attacked party moving to support a third party. We test the relationship between party system and attack behaviour in New Zealand, which in 1996 changed from a single-member district, first-past-the-post system to a mixed-member proportional system. The result was a more fragmented party system, resulting in coalition and minority governments. Analysing over 250 adverts and party election broadcasts aired from 1969 to 2011, we find that advertising has become more positive since 1996, suggesting that party systems affect the tone of election campaigns. Measuring the power of the political left with the ‘share of social democratic cabinet seats’ is the gold standard in the literature on partisan effects. We argue that this measure of left power suffers from conceptual ambiguity and propose an alternative approach to measure the ideological orientation of governments based on their power in cabinets and data on party positions. We see several shortcomings of the traditional measure: the social democratic cabinet share neglects the fact that parties’ ideological profiles differ across countries and have significantly changed over recent decades. Also, specific policy measures of party preferences are often more appropriate to gauge the government’s position than relying on highly aggregated left/right measures. In addition, the social democratic cabinet share does not take into account the impact of coalition partners, cabinet decision making and the possibility of minority governments relying on parliamentary support outside the cabinet on the ability of parties to implement the social policies. After discussing the reasons for the conceptual ambiguity of existing indicators for the power of the left, we present alternative measures for the ideological orientation of the government based on the composition of cabinets and different information about party positions. We demonstrate how these measures can be combined to a single indicator that takes into account both the ideological position of governing parties in a particular policy domain and their power to affect cabinet decisions. We critically discuss the availability and merits of data on party positions and cabinet compositions and provide recommendations for constructing measures in welfare state research. This article provides a detailed analysis of individual preferences towards public financial aid to students from low-income families. Who favours/opposes such aid? What are the determinants of the respective preferences? I argue that three sets of factors jointly shape these preferences: materialistic self-interests, political attitudes, and the status quo of the higher education subsidy systems by generating positive feedback-effects. Results of multilevel ordered logit models utilizing the International Social Survey Program (ISSP) data for up to 22 countries over two decades indicate that self-interest matters: students strongly favour subsidies as do their parents, while those paying for the spending and those not expecting to benefit oppose such aid. Moreover, political attitudes are important: Supporters of redistribution and of increased public education spending in general, as well as leftwing voters, are much more likely to support students. On the macro-level, the findings suggest that positive feedback-effects exist: in countries with generous subsidy systems, public support for subsidies is higher. This article is the first to systematically analyse preferences towards higher education subsidies across countries and time and demonstrates how positive feedback-effects increasingly lock-in countries’ tuition-subsidy paths, making the systems resistant to (radical) change. This article investigates how the Chinese-language Cyberspace influences the identity construction of migrant netizens. Two dimensions of the Chinese-language Cyberspace are identified – homeland media and ethnic media. While ethnic media has been researched extensively, online homeland media is largely overlooked in academic research. Using Chinese migrants in New Zealand as a case study and combining the analyses of empirical data derived from interviews and online texts, this research argues that online homeland media is a potent factor in the construction of migrant identity and deserves more academic attention. It reinforces a sense of being ‘authentic Chinese’ among migrant netizens. Simultaneously yet in contrast, online ethnic media helps to reconstruct ‘being Chinese’ – as migrants and as an ethnic minority in the host country. The deterritorialised Chinese-language Cyberspace provides a virtual space where migrant identity is constantly negotiated between various factors of acquired Kiwiness and inherited and reconstructed Chineseness. Social media have an increasingly important place in the lives of citizens, and their potential to expand the reach of communication messages beyond individual networks is attractive to those looking to maximise message efficiency. The influence of Facebook in Obama’s 2008 campaign success galvanised many politicians into taking it seriously as a campaign tool. Our study explored the Facebook wall posts (1148 in total) of New Zealand Members of Parliament (MPs) leading up to the 2011 general election to determine posting behaviours and differences. Among other things, we found that women posted more frequently than men and that Labour MPs posted more than their National counterparts. Additionally, most politicians do not invite dialogue with readers of their posts, rarely get involved in comment threads and mostly take a monologic approach, using Facebook as a way of broadcasting information rather than as a medium enabling two-way flow. Implementing assessment reform can be challenging. Proposed new assessments must be seen by stakeholders to be fit for purpose, and sometimes the perceptions of key stakeholders, such as teachers and students, may differ from the assessment developers. This article considers the recent introduction of a new high-stakes assessment of spoken proficiency for students of foreign languages in New Zealand high schools. The new assessment aims to measure spoken proficiency through the recording of a range of unstaged peer-to-peer interactions as they take place throughout the year. It contrasts with an earlier assessment that drew on a summative teacher-led interview. The article presents findings from a survey of teachers (n = 152), completed two years into the assessment reform, in which teachers were asked to consider the relative usefulness of the two assessment formats. Findings suggest that teachers consider the new assessment to be, in most respects, significantly more useful than the earlier model, and that the new assessment is working relatively well. Some challenges emerge, however, in particular around the feasibility and fairness of collecting ongoing evidence of spontaneous peer-to-peer performance. This article draws on a study of New Zealand social workers’ experiences of continuing professional education (CPE) during the first two years following the advent of limited statutory registration. A qualitative study demonstrates strong links between social workers’ educational aspirations and beliefs about the status of the profession. Social workers in the study perceived continuing education in part as a tool to achieve greater professional standing for social work in contested spaces. At a time when registration legislation is likely to be strengthened, this article contributes to the somewhat neglected scholarship of continuing education in an increasingly regulated social work profession. For decades, sociologists have debated whether widespread cohabitation among opposite-sex and same-sex couples indicates the transformation of relationships or simply a new pathway to marriage. If it is the latter, what does this transition mean to couples who decide to marry? Using an interpretive framework, the article investigates why cohabiting couples legalise their relationships when there seem to be few legal or social advantages, and how they solemnise and celebrate this transition. Drawing on New Zealand interviews with celebrants and long-term cohabitants who have decided to legalise, we found widespread concern about traditional marriage and a desire to develop individualised pathways for couple relationships. Nevertheless, our participants eventually decided to make a public commitment and to celebrate their ‘successful’ relationships with family and friends. Furthermore, we found that wedding practices continue to be influenced by social pressures and cultural representations, and many couples incorporate traditional practices symbolising patriarchy and heterosexuality regardless of personal beliefs or sexual orientation. Although cohabitation rates are rising, our study concludes that weddings have retained much of their symbolic value as a cultural ideal, but have increasingly become subject to personalisation, as if to signify that couples are indeed the authors of their own biographies of love. Since the 1980s, many social care jobs have shifted from the public to the nonprofit sector, accompanied by funding cuts, government contracts, managerialism and performance management. Qualitative data collected in Australia, New Zealand and Canada show that agency mission and immediate supervisors remain centrally important to workers’ identity and willingness to remain employed in social care. With the exception of one study site (where targets were jointly resisted by managers and staff), outcome measures were seen by workers to detract from the quality of care and erode social justice. This article argues that agency mission and supportive supervision buffer the impact of poor wages and conditions in the sector, while outcome measures undermine workers’ identities as caring people, in effect making the ‘self’ a site of struggle and discontent.
