Bu makale, toplu eylem araştırması ile ilgili terimleri analiz etmeyi ve Scopus veri tabanında ilk yayının ortaya çıktığı 1992 yılından günümüze kadar geçen on yıllar içinde evrimini ve değişimini belirlemeyi amaçlamaktadır. Geçmişteki bilim insanları, çeşitli araştırma alanlarında kolektif eylemi incelemişlerdir, ancak scientometrics kullanan çığır açan makale bulunamamıştır. Bu nedenle, bu makale, toplu eylem araştırmalarından seçilen anahtar kelimelere dayalı olarak çalışmayı terimler içinde netleştirmek için özgün bir makaledir ve 1150 makaleye ulaşılmıştır. Elde edilen verileri tanımlayıp açıklamak adına, verileri görselleştirmek için VOSViewer aracının scientometrics yaklaşımını kullandık. Bulgular, kolektif eylem endişesinin, araştırma için çeşitli bakış açıları oluşturmak için önceki uzmanları cezbettiğini gösteriyor ve bu çalışmanın, keşfedildikten sonraki birkaç yıl içinde giderek daha fazla dikkat çekeceğini tahmin ediyoruz. Ayrıca, liderlik, meşruiyet, dayanışma, dayanıklılık, kapasite geliştirme, savunuculuk, düzenleme, hesap verebilirlik, güç ve güven gibi geçmiş bilim insanlarının kolektif eylem araştırması yapmak için kullandıkları terimleri sergiledik., This paper aims to analyze the terms related to collective action research and to identify their evolution and change in the decades from 1992, when the first publication appeared in the Scopus database, to the present. Past scholars have examined collective action in several fields of research, but the breakthrough paper using scientometrics has not been found. Therefore, this paper is an original to clarify the work within terms based on selected keywords from collective action research, and it yielded 1150 articles. To demonstrate, we used a scientometrics approach of the VOSViewer tool for data visualization. The findings indicate that the concern of collective action has attracted experts to generate various points of view for research, and we forecast that this study will become increasingly noticeable in the coming few years since it was explored. Importantly, we recorded co-authorship and network collaboration, citation by some point of view, as well as annual current issues of collective action. Moreover, we exhibited terms that scholars used to conduct collective action research, such as leadership, legitimacy, solidarity, resilience, capacity-building, advocacy, regulation, accountability, power, and trust.

The growth of photovoltaic power plants is continuously rising, this growth would not be possible without safety, monitoring, and fault detection systems. In this paper, the common faults of a typical photovoltaic power plant that may occur in a photovoltaic module are discussed. Also, the paper studies the electrical characteristics of a photovoltaic module operating under several faults’ conditions applied on a specially designed module that measures the output current of each substring by utilizing sensitive Hall Effect sensors. After obtaining the electrical characteristics under faults, using machine learning, two decision trees classifier models are trained, the first classifier is trained to detect and recognize faults. However, this classifier may confuse the partial shading case with several other faults. Hence, the second decision tree classifier is trained to distinguish the exact fault type when the module is operating under partial shading condition by applying a short-circuit test on the photovoltaic module. This design can be achieved by connecting current sensors in the junction box of a typical photovoltaic module.

It is surely beyond doubt that novel coronavirus (2019-nCoV) has left its mark in history. The number of infected people has been increasing every single day because of the rapid rate of spread. The outbreak is at the top of both national and international agendas. However every agent is caught unprepared and there is still no certain cure. Outbreak has already economic, political, sociological, psychological and also environmental consequences. The aim of this paper is to reveal preliminary economic indicators of the novel coronavirus (2019-nCoV) outbreak in order to shed light on future research. As the outbreak induced the ethical issues to be questioned, the paper revisits Asian Disease Problem which examines the importance of framing effect in decision-making processes.

A story which narrates events by constructing a setting and characters within a plot in company with symbols and metaphors is one of the oldest literary genres used in the human history. This literary genre, which has been narrated via speech, drawings and writing throughout the history, has an important place as a narrative art frequently used in Arab literature as in other world literatures. The significance of story in Arabic literature increased particularly with the effect of the Quranic stories that gave messages through depictions after Islam.The transference of a story is just as essential as the story itself. Therefore, people have tried to narrate stories effectively throughout the human history. After all, story has been a narrative art that has the ability to influence people as well as their mental state and mood in every period in history. This fact has aroused interest in the media sector as in every sector that serves the humankind. Accordingly, storytelling has been used as a key tool in transferring messages by world's leading media and broadcasting organizations. Computer-aided optimal experimental designs are an effective quality improvement tool that provides insights of information under various quality engineering problems. In the literature, considerable attention has been focused on maximizing the determinant of the information matrix in order to generate optimal design points. However, minimizing the average prediction based on the I -optimality criterion is more useful than commonly used D -optimality criterion for a number of situations. In this paper, special experimental design situations are explored where both qualitative and quantitative input variables are considered for an irregular design space with the pre-specified number of design points and the first-order polynomial model. In addition, this paper lays out the algorithmic foundations for the proposed D - and I -optimality criteria embedded mixed integer linear programming models in order to obtain optimal operating conditions using the first-order response functions. Comparative studies are also conducted. Finally, the proposed models are superior to the traditional counterparts.

Bu tez çalışmasında, devlet ve demokrasi değerlerinin ayrıntılı açıklamaları ile beraber, bu ilişkinin günümüz adına da gereksinimini ve önemini her geçen gün artırdığı görülen değerler bütünlüğünün, kendisini bilim dünyasında ispat eden Max Weber, Jürgen Habermas ve John Rawls gibi sosyoloji ve siyaset biliminin önde gelen filozoflarının fikirlerinin bir analizi ve aynı zamanda da tartışma yönteminin yansıması niteliğinde olan literatür çalışması yöntemi uygulanmıştır. Devlet temelinde bürokratik işleyiş ve asli amaç olan devlet/toplum uyumu ve bütünlüğünün temel taşlarını ihtiva eden demokrasi değerlerinin Weber sosyolojisi bağlamında değerlendirildiği, çağdaş dönem adına da sosyoloji ve siyaset biliminin evrildiği noktalarda Habermas ve Rawls gibi alanlarında genel kabul görmüş ve eleştirel tarzlarıyla da çağdaş dönemde bilimsel gelişime öncülük yapan bilim insanlarıyla kronolojik süreç ve evrilme ortaya konulmaya çalışılmıştır. Sonuç itibariyle; dilde peleseng haline gelen demokrasi ve devlet anlayışının asıl mahiyeti ve ilişkisel bütünlüğü kronolojik döngüde değerlendirilerek Weber, Habermas ve Rawls' un öncülüğünde ayrıntılı bir şekilde ele alınmıştır. It will also include a critical analysis of the ideas and literary works of prominent thinkers Max Weber, Jürgen Habermas and John Rawls.In this paper, the values of democracy, which are essentially the core of bureaucratic mechanism and mainly aim at the harmony between state and society, are evaluated within the context of Weber sociology. Also, the chronological flow and the evolution of these fields of sociology and political science are discussed with respect to the works of noteworthy figures of Habermas ve Rawls. In conclusion, this paper detailedly examines the actual meaning of the relationship between state and democracy and its chronological progress within the framework of Weber, Habermas ve Rawls' ideas. The scenario for engineering education is changing by the effect of theoretical developments in recent years. Appropriate usage of computer technology gives great opportunity to follow these changes and provides student achievement. This paper presents FGATool, a Matlab based interface developed to take role in fractional order system analysis education. Fractional order calculus can be an unfamiliar concept for students, thus it is an indisputable fact that some analysis tools will be useful in the education process. The tool is experienced in classes of master students and the outcomes are recorded. Two main modules of FGATool are presented with their mathematical background all over the paper. Analysis of fractional order systems with fixed and uncertain parameters separately can be realized without complicated technical background. FGATool is also thought to be useful with its user-friendly interface.

Civil engineering roof systems for outdoor environments find use in bazaars, car park areas, outdoor sport facilities and places built to protect people or their goods from environmental effects such as sun and heavy rain. Therefore, such roofing systems have great amount of application and each country spends huge volumes of materials to build these roof systems to improve life quality of people in cities. Thus, it is evident that further research on these civil engineering structures has the potential to decrease the cost of these roof systems and build more efficient ones. Generally these roof systems are manufactured employing structural steel material. As is well known, steel has promising mechanical properties such as high strength and high stiffness which can be exploited in structures that expected to receive very high magnitude of loadings, such as earthquake resistant buildings. However, there also exist some disadvantages of completely using steel in these roof systems. For instance, due to unit weight of material the roofs manufactured using steel are very heavy. So, construction process requires significant labour and time. Also steel construction is an expensive process considering measure of covered area for outdoor roof systems. Moreover, these kinds of roofs manufactured using completely steel are not flexible in use, that is to say, when it is unnecessary for some period of time it is not possible to remove the roof covering and re-cover it when it is necessary again. This paper investigates a novel concept in the world called as “tensile structures” used to cover wide outdoor areas. This concept actually combines civil engineering designs and some architectural aspects. Instead of using materials with high stiffness, tensile structures adapt membrane materials to cover wide areas. Cable elements accompany those membranes to transmit the internal forces and stresses to structural columns or ground. Although membrane materials have lower strengths compared to steel, these structures offer flexibility in use, light coverings, lower costs and faster construction time. Since these structures are built utilizing membrane materials and cables which support tension forces only, conventional stress office methods are not capable of handling their analyses and designs. Consequently, specific computational methods must be used to perform such designs. In this paper special commercial software is used to investigate behaviour of tensile structures. Three different configurations are employed to cover a wide area. Structural analysis procedures of those configurations are undertaken and stress distributions in membranes are investigated. Discussions pertaining to motivation behind these structures, load carrying capabilities and working principles are provided. Outcomes of this study illustrate that these tensile structures have the potential to replace some applications of steel roofs to lead lighter, flexible, low cost and more aesthetic structures for outdoor environments.

The share of public procurement which is rising in accordance with the development of public services has been increasing in the Gross Domestic Product (GDP). This importance of the public procurement which has a feature of being used as a social policy means in the economy, also arises the need to use the needed public sources more efficiently and productively. In this context, works contracts increase year by year. The estimate cost, the main variant in the determination of public source needs in works contracts is determined and reserved before the contract by contracting authorities is generally fixed based on public unit prices and shows the upper limit of the source which will be saved from the contracting authority’s budget. The determination method of the estimate cost and whether the public sources which are required by the estimate cost are used efficiently and productively are studied in this paper. Furthermore, the burden of these contracts on the public budget is demonstrated by emphasizing the difference between the contract price and the estimate cost occurred at the end of the contract procedure. The effect of the estimate cost determination method on the contract price, efficient sourcing and on the budget burden is studied in this paper via reviewing and analysing the relationship among the variants which take part in the data sets formed from the appeal applications made between 2009 and 2013 towards works contracts and it is understood that the estimate value is determined via public unit prices in works contracts, that resources reserved to the contracts are not used efficiently and that the budget burden is surplus, Kamu hizmetlerindeki genişlemeye bağlı olarak kamu alımlarının GSYH’dan aldığı pay artmaktadır. Bu bağlamda yapım ihaleleri de yıldan yıla artmaktadır. Yapım ihalelerinde kamu kaynağı ihtiyacının belirlenmesinde temel değişken olan ihalenin yaklaşık maliyeti genellikle kamu birim fiyatlarına dayanılarak belirlenmekte ve bütçeden ayrılacak kaynağın üst sınırını göstermektedir. Bu çalışmada yapım ihalelerinde yaklaşık maliyetin belirlenme yöntemi araştırılmış ve mevcut yöntemle tespit edilen yaklaşık maliyetin gerektirdiği kamu kaynaklarının etkin kullanılıp kullanılamadığı incelenmiştir. Ayrıca, mevcut yöntemle maliyeti belirlenen ihalelerin ihale süreci sonunda oluşan sözleşme fiyatı ile yaklaşık maliyeti arasındaki fark ortaya konularak bu ihalelerin bütçe yükü gösterilmeye çalışılmıştır. Çalışmada maliyet belirleme yönteminin sözleşme fiyatına, kaynakların etkin kullanımına ve bütçe yüküne etkisi, yapım ihalelerine 2009-2013 yıllarında yapılan itirazen şikayet başvurularından oluşturulan veri setinde yer alan değişkenler arasındaki ilişkinin incelenmesi ile araştırılmış ve yapım işi ihalelerde yaklaşık maliyetin kamu birim fiyatları ile belirlendiği, ihaleye ayrılan kaynakların etkin kullanılamadığı ve bütçe yükünün fazla olduğu görülmüştür.

Bugün hâlâ bazı ülkelerde doktorlar hastalıkları teşhis ederken, şirketler personel alırken, insanlar sosyalleşirken, öğretmenler farklı karaktere sahip öğrencilere eğitim verirken, hatta tarihçiler tarihte adından söz ettirmiş önemli şahsiyetlerin kişilik özelliklerini ortaya çıkarmaya çalışırken bu bilim dalından faydalanmaktadır.Bu makalede Cumhuriyeti Dönemi’nde fizyonomi alanında çalışma yapan araştırmacıların eserleri bir araya getirilmeye gayret edilmiştir. Araştırma sırasında ulusal toplu katalog, açık erişim dâhilinde olan kütüphane kayıtları, basılmış kaynaklar, e-kaynaklar, yayınevlerinin ve kitap satışı yapan sitelerin genel ağ sayfaları incelenmiş; fizyonomi ile ilgili kitap, çeviri kitap, araştırma makalesi, bildiri ve tezler belirlenmiştir. Bu bağlamda 54 araştırma makalesi, 37 kitap, 25 tez, 14 çeviri kitap, 11 bildiri ve 1 projeye tespit edilmiştir. Antik zamanlardan beri ilgi gören fizyonominin günümüzde de etkisinin sürdüğü görülmektedir. Tıp, eczacılık, eğitim, tarih, psikoloji gibi alanlarda fizyonomiden yararlanmaya devam edildiği tespit edilmiştir., Physiognomy is the science that allows determining the character of a person by looking at the face shape in its narrow sense. The lines on the face, the shape of the chin, the thinness-thickness of the nose, the various features of the eye, the lines on the forehead, the small-size of the ear are important for those who are interested in physiognomy. This branch of science, which has attracted the attention of people since ancient times, has reflections on our day. Physiognomy has also taken an important place in popular culture. Today, while doctors diagnose diseases in some countries, companies recruit staff, people socialize, teachers teach students with different characteristics, and even historians try to reveal the personality traits of important figures who have made a name for themselves in history, they benefit from this branch of science.In this article, it has been tried to bring together the works of researchers working in the field of physiognomy in the republic period. While conducting the research, the national collective catalogue, library records, printed resources, e-resources, general web pages of publishing houses and book selling sites were examined; books, translated books, research articles, papers and theses related to physiognomy were determined.

The electronic and cryptocurrency began to supplant non-cash payment instruments as the internet and blockchain technology advanced. However, these concepts, which we experience every day of our lives, are not yet ready for the legal processes that may arise as a result of their use. Their legal and tax status is still unclear. Bitcoin, which we explored in our paper, will undoubtedly be the subject of lawsuits in a variety of areas of law. Many issues arise when bitcoins are shared through a divorce, particularly when the regime of participation in the acquired property is terminated. The valuation of cryptocurrencies is extremely difficult due to their significant volatility. Also, it is not easy to prove. Based on the qualities of Bitcoin that can be deemed an issue in terms of the liquidation of the acquired property regime, we first discussed the legal position of Bitcoin in our study. Then, in regards to both the problem of proof and the uncertainty in the evaluation, conclusions and solution proposals were given., İnternet ve blockchain teknolojisinin gelişimi ile gayrinakdi ödeme araçlarının yerini elektronik ve kripto paralar almaya başlamıştır. Fakat gündelik hayatımızda her geçen gün varlığını hissettiğimiz bu kavramların kullanımı nedeniyle, oluşabilecek hukuki süreçlere karşı kanunlar henüz hazırlıklı halde görülmemektedir. Hukuki ve vergisel statüleri henüz belirsizdir. Çalışmamızda ele almış olduğumuz Bitcoinin de hukukun birçok alanında davalara konu olması an meselesedir. Özellikle boşanma sonrası yasal mal rejimi olan edinilmiş mallara katılma rejiminin tasfiyesi halinde tasfiye konusu olacak kripto paraların paylaşımı beraberinde birçok sorunu barındırmaktadır. Zira kripto paralar oldukça değişkendir ve değerleme yapmak çok zordur. Ayrıca ispatını yapmak da kolay değildir. Bitcoinin edinilmiş mal rejiminin tasfiyesi bakımından sorun olarak nitelendirilebilecek özelliklerinden yola çıkarak, çalışmamızda öncelikle hukuki statüsüne ilişkin açıklamalara değinildi. Ardından ise gerek ispat sorunu gerekse değerlendirmedeki belirsizlikle ilgili tespitler ve çözüm önerilerinde bulunulmuştur.

In this paper, a waypoint-based path tracking approach is suggested for the swarm robots to follow the desired path in an organized way. In the study, the applicability of the waypoint-based path tracking on the swarm robots that show flexible and scalable behavior has been demonstrated. To evaluate the proposed path planing approach with regard to scalability and flexibility, simulations have been applied in with/without obstacle arenas with different numbers of robots and according to different lookahead distances. With the proposed approach, each swarm robots exhibit swarm behavior in an organized manner depending on the distance of the lookahead to the path to track in the with / without obstacle arenas.

Solar power prediction is an important problem that has gained significant attention in recent years due to the increasing demand for renewable energy sources. In this paper, we present the results of using four different regression models for solar power prediction: linear regression, logistic regression, Lasso regression, and elastic regression. Our results show that all four models are able to accurately predict solar power, but Lasso regression and elastic regression outperform linear and logistic regression in terms of predicting the maximum solar power output. We also discuss the advantages and disadvantages of each model in the context of solar power prediction.

Bu çalışma Ashâb-ı Kehf kıssası bağlamında İsmâil Hakkı Bursevî’ye göre (1063/1653-1137/1725) Allah ile insanın arasındaki ilişki hakkındadır. Bu çalışmada Allah ile insanın arasındaki ilişkinin manevî boyutu analiz edilmiştir. Bursevî’nin yorumuna göre bu ilişkinin dört husûsunun olduğu tespit edilmiştir. Bu çalışmanın tasnîfi de bu hususlara göre yapılmıştır. Ashâb-ı Kehf kıssasının önemi ve anlamı açıklandıktan sonra bu hususlar ele alınmıştır. İlk husus, Allâh’ın mutlak egemenliği karşısında insanın fakrı hakkındadır. İkinci husus, insanın Allâh’a teslîmiyetinin karşılığında onun mârifetullaha ve tecelliyâta ulaşması hakkındadır. Üçüncü husus, insanın Allâh’a duâ etmesi ve Allâh’ın bu duâya icâbet etmesi hakkındadır. Dördüncü husus, ilâhî nusret sâyesinde insanın şecâatli olması hakkındadır. Bu hususlar, Bursevî’nin yorumuna göre analiz edilip ortaya konulmuştur. Ashâb-ı Kehf kıssası bağlamında Allah ile insanın arasındaki ilişkinin özü tevhiddir., This research is about the relationship between God and man in the context of the legend of the Seven Sleepers according to Ismāʿīl Ḥaḳḳī Bursawī (1063/1653-1137/1725). The mystical dimension of the relationship between God and man was analyzed. According to Bursawī, who interpreted this legend, the relationship between God and man contains four aspects. The structure of this paper equates to these aspects. Firstly the relevance and importance of the Seven Sleepers was presented. This is followed by the first aspect which is about the almightyness of God over the powerlessness of man. The second aspect is about the surrender of man and the proclamation of God. The third aspect is about the prayer of man and the answer of God. The fourth aspect is about the aid of God which is an encouration for man. All these aspects were analyzed and presented according to the interpretation of Bursawī. The chief motife of the relationship between God and man in the context of the legend of the Seven Sleepers is the belief in the oneness of God (tawḥīd)., In dem vorliegenden Aufsatz geht es um das Verhältnis zwischen Gott und dem Menschen im Kontext der Siebenschläfer-Legende nach Ismāʿīl Ḥaḳḳī Bursawī (1063/1653-1137/1735). Hierbei wurde die mystische Ebene der Beziehung zwischen Gott und dem Menschen analysiert. Nach Bursawīs Deutung der Legende wurden vier Aspekte der Beziehung zwischen Gott und dem Menschen entdeckt, nach denen dieser Aufsatz gegliedert wurde. Nach der Darstellung der Relevanz und Bedeutung der Siebenschläfer geht es um den ersten Aspekt nämlich um die Allmacht Gottes gegenüber der Ohnmacht des Menschen. Hierauf folgt der zweite Aspekt, bei dem es sich um die Hingabe des Menschen und der Kundgabe Gottes als Entgegnung handelt. Der dritte Aspekt ist das Bittgebet des Menschen und dessen Erhörung Gottes. Anschließend geht es um vierten Aspekt, bei dem es sich um den Beistand Gottes, durch den der Mensch ermutigt wird, handelt. Alle diese Aspekte wurden nach der Deutung Bursawīs analysiert und dargestellt. Das Hauptmotiv des Verhältnisses zwischen Gott und dem Menschen nach der Siebenschläfer-Legende ist der Glaube an die Einheit Gottes (tawḥīd).

In quality control, gathering relevant and timely data is essential to monitor and determine process variation. Since process data are obtained through measuring instruments that contain uncertainties, an ideal measurement system that has a statistical characteristic of zero error does not exist. Measurement System Analysis (MSA), one of the requirements of ISO/TS 16949, is an experimental and mathematical method of determining the variation arising from measurement systems rather than from a process or product. MSA is used to minimize the risk of wrong decisions regarding process control. Recently, the fuzzy approach has been utilized to cope with the vagueness of the obtained data in MSA studies. This paper analyzes the use of Fuzzy MSA in a company that manufactures automotive parts.

The paper investigates the better possible combined initial conditions of leader-follower formations of nonholonomic mobile robots for Input/Output Linearization Technique. Initial conditions are applied to two followers and one leader robot. The first follower tries to maintain desired distance and angle towards the leader while the second follower tries to maintain desired distances to the first follower and the leader. In simulations, it is observed that, changing initial relative positions and velocities as well as angles can cause robots act differently throughout the whole leader- follower trajectory. At the end, optimum initial conditions are proposed for the best trajectory., Bu çalışmada, Giriş/Çıkış Doğrusallaştırma Tekniği ile, holonomik olmayan mobil robotlara Lider-Takipçi Formasyon Kontrolü uygulandığında, daha iyi sonuçlar veren başlangıç koşulları araştırılmıştır. Başlangıç koşulları bir lider ve iki takipçi robotta denenmiştir. Kontrol kuralı, ilk takipçinin lidere göre istenilen mesafe ve açıyı; ikinci takipçinin lidere göre ve ilk takipçiye göre istenilen mesafeyi koruması şeklindedir. Simülasyonlarda başlangıç koordinatları, hızları ve açılarının değiştirilmesinin robotların tüm lider-takipçi yolculuğunda farklı davranmasına sebep olduğu gözlemlenmiştir. Makalenin sonunda, en iyi takip için optimal başlangıç koşulları önerilmiştir.

Artan bu rekabette özellikle sağlık malzemeleri üretimi yapan işletmelerin, üretimde devamlılığını sağlamak ve verimliliği arttırmak ana hedefidir. Arıza durumlarını beklemeden doğru bakım faaliyetlerinin gerçekleştirilmesi makine ve ekipmanların etkin çalışma ömürlerinin uzatılmasına, üretimin sürdürülebilir olması ve verimliliğinin arttırılması açısından kritik öneme sahiptir. Bu sebeple bakım faaliyetlerinin planlı bir şekilde gerçekleştirilmesi amacıyla en uygun bakım stratejiisinin seçilmesi gerekmektedir. Bu çalışmanın amacı salgında önemi artan solunum cihazları için hortum devreleri üreten bir medikal işletmesinin sürekliliğini ve verimliliğini arttırmak amacıyla hortum çekme makinesi için en uygun bakım stratejisinin seçilmesidir. İlk olarak hortum çekme makinesi için tüm kriterler firma yetkilisiyle görüşülerek ve literatürden yararlanılarak belirlenmiş, uzman kişiler tarafından değerlendirilmiş ve ANP yöntemi kullanılarak ağırlıklandırılmıştır. Bulunan kriter ağırlıkları SuperDecision programına manuel olarak girilerek arızi, periyodik, duruma dayalı ve revizyon bakımdan oluşan dört strateji arasından en uygun bakım stratejisi seçilmiştir. Bulanık ANP sonucunun kabul edilebilir olduğundan emin olmak için TOPSIS ve ELECTRE yöntemleri de uygulanarak sıralaması yapılmıştır., The global epidemic of COVID-19 in the world increases the competition among all sectors day by day. In this increasing competition, businesses’ main purpose that especially produce health products is to provide the continuity of production and to increase productivity. Carrying out correct maintenance activities without waiting for fault situations is critical in terms of extending the efficient working life of machinery and equipment, sustaining production and increasing efficiency. That’s why, it is necessary to choose the most proper maintenance strategy to carry out maintenance activities. This paper aims to choose the most proper maintenance strategy for the hose pulling machine to rise the continuity and productivity of a medical enterprise that produces hose circuits for respiratory devices, whose importance has increased in the epidemic. The all criteria for the hose pulling machine were determined by discussing with the company management and using the literature, were evaluated by experts and weighted using the fuzzy ANP method. The most appropriate maintenance strategy has been selected among four strategies by manually entering the criteria weights found in the SuperDecision program. The ranking was made by applying TOPSIS and ELECTRE methods to be sure that the result of Fuzzy ANP is acceptable.

Tefsir literatüründe benzer âyetler konusu, Müteşabihü’l-Kur’an, İ’câzü’l-Kur’an ve Tekrar Meselesi başlıkları altında ele alınmıştır. Tarih boyunca müfessirler, konu hakkında farklı yorumlar yapmışlardır. Bu bağlamda söz konusu âyetlerin anlamının tek olduğunu, muhataplara hatırlatmak için bunların farklı yerlerde tekrar edildiğini belirtenler olmuştur. Ancak ilgili âyetler, tefsir bilginleri tarafından Belağat, tarihsel ve metinsel bağlamlar yönüyle de ele alınmış, bu çerçevede oldukça çeşitli ve açıklayıcı yorumlar yapılmıştır. İşte bu makalenin amacı, benzer âyetleri kendi aralarında tasnif etmek, bunlardaki anlam farklılıklarını ve gerekçelerini ortaya koymaktır. Çalışmada ayrıca benzer âyetlerdeki mânâ farklılıklarının, bazı mealler çerçevesinde Türkçe meallere yansıtılıp yansıtılmadığı konusu üzerinde de durulmuş ve gerekli yerlerde teklifler yapılmıştır. Ulûmu’l-Kur’an alanında yazılmış kitaplar ve tefsirler, benzer âyetlerin farklı yönlerden anlaşılması için bizim temel başvuru kaynaklarımız olmuştur., The person who reads the Qur’an realizes the fact that it contains some repeated verses with identical or near identical phrases and wonders the purpose and wisdom of all these repetitions. This is one of the issues that some western researchers and opponents of Islam frequently raise and make polemics. Therefore, this problem appears to be worthy of different academic studies. The issue of similar Qur’anic verses is discussed in the exegetical literature under the headings of Mutashabih al Qur’an, I‘jaz al Qur’an or the issue of repetition. Throughout history, commentators have made different comments on the subject. In this context, some commentators hold the view that the meaning of the said verses is the same and are repeated in different places to remind the interlocutors. However, Tafsir scholars also approach the relevant verses from the angle of balaghat (rhetoric) and within the historical and textual contexts, and furnish various and explanatory comments on their meaning. The aim of this paper is to classify similar Qur’anic verses and reveal the different meanings of them with justifications. In addition, the study tackles whether the difference in the meaning of the similar verses are reflected in some Turkish translations and makes some suggestions where necessary. Among our main references are the books written in the field of ‘Ulûmu'l-Qur’an and Qur’an commentaries.

Various neuron models have been developed to understand the working principles of nerve cells and their physiological properties and behavior, some of such models are Hodgkin-Huxley (HH), FitzHugh-Nagumo, Morris-Lecar, Hindmarsh-Rose, Izhikevich, Integrate & Fire and Adaptive Exponential Integrate-Fire models. Especially in recent years, research studies on neuron structure, behavior and inter-neuronal phenomenas have become an important research area. HH neuron model has been simulated a number of times by numerical methods in order to better understand the physiology and behavior of the neurons. However, when the literature is looked at, it could easily be observed that the electrical equivalent circuit of the HH neuron model had not been simulated. In this paper, equivalent circuit of HH neuron model is simulated using the range of parameter values of numerical simulation methods, via MATLAB / Simulink and electronic circuit elements such as resistor, capacitor and voltage sources. And it is observed that the expected all stages of the action potential were not formed. But, it has been shown that resting, depolarization and repolarization phases of the action potential were obtained provided that the excitation current applied to the circuit and the change of capacitor values of the circuit but the hyperpolarization state was not fully formed. Therefore, it has been verified that the expected membrane voltages generated by electrical equivalent circuits are directly related to the excitation currents and capacitive values of variable capacitance., Sinir hücrelerinin çalışmasını anlamak, fizyolojik özelliklerini ve davranışlarını incelemek için geliştirilen Hodgkin-Huxley, FitzHugh-Nagumo, Morris-Lecar, Hindmarsh-Rose, Izhikevich, Integrate & Fire ve Adaptive Exponential Integrate-Fire gibi birçok modelleme mevcuttur. Bu nedenle özellikle son yıllarda nöron yapısı, davranışı ve nöronlar arası fenomenler üzerine yapılan çalışmalar önemli bir alan haline gelmiştir. Nöron fizyolojisinin ve davranışlarının daha iyi anlaşılması için Hodgkin-Huxley (HH) nöron modeli, nümerik metotlar ile birçok kez simüle edilmiştir. Fakat literatür incelendiğinde Hodgkin-Huxley nöron modelinin elektriksel eş devresinin simüle edilmediği görülmüştür. Bu çalışmada, Hodgkin-Huxley nöron modeli eşdeğer devresi temel alınmış ve MATLAB/Simulink ortamında temel elektronik devre elemanları kullanılarak, nümerik metot benzetimlerinde kullanılan parametre değer aralıkları ile simüle edilmiş ve aksiyon potansiyelinin sadece dinlenme aşamasının oluştuğu diğer aşamaların oluşmadığı gözlemlenmiştir. Ancak devreye uygulanan uyarı akımı ve devrenin kapasite parametreleri değiştirildiğinde aksiyon potansiyelinin dinlenme, depolarizasyon ve repolarizasyon aşamalarının oluştuğu fakat hiperpolarizasyon durumunun tam olarak oluşmadığı gözlemlenmiştir. Böylece, nöron elektriksel eş devresinin oluşturduğu membran geriliminin, uyarı akımlarıyla ve kapasitans değerleriyle doğrudan ilişkili olduğu anlaşılmıştır.

Depremler doğal afetlerin en sık görülenlerinden biridir ve güçlü depremlerin etkileri yıkıcı olabilir. Türkiye jeopolitik konumu itibariyle deprem açısından oldukça riskli bir bölgede yer almaktadır. Gelişen teknolojiye rağmen dünyanın hiçbir yerinde depremlerin yeri ve zamanı hala tahmin edilememektedir. Deprem senaryoları, olası bir deprem sonucunda ortaya çıkabilecek kayıpların tahminini sağlar. Olası bir deprem durumunda oluşabilecek hasarın tahmin edilebilmesi, deprem sonrası sürecin planlanmasını daha etkili bir hale getirecektir; bu da daha az can ve mal kaybı anlamına gelmektedir. Bu çalışmada Kırıkkale ilinde yer alan 28 merkez mahalle için simülasyon modeli geliştirilerek, oluşabilecek bir deprem sonucunda kayıplar tahmin edilmiştir. Simülasyonda kullanılan parametreler, mahallelerin zemin profil bilgisi ve bina kat sayılarıdır. İki parametre arasındaki ilişkiye göre kayıplar tahmin edilmiştir. Deprem senaryosu çıktıları; kitlesel bir vaka durumunda, yaralı önceliklendirilebilmesi için uygulanan triyaj işlemine göre ağır yaralı, geciktirilebilir yaralı, hafif yaralı ve ölü olmak üzere dört farklı sonuç elde edilmiştir. Simülasyon ile deprem senaryosu esnek bir şekilde tasarlandığı için, farklı deprem büyüklükleri ve bölgeler içinde kullanılabilmesi önem taşımaktadır. Bununla birlikte yapılacak çalışma, Kırıkkale ili için geliştirilen ilk deprem senaryosu örneğidir., Earthquakes are one of the most prevalent natural disasters and its effect may be devastating. Turkey is located on a high seismicity region. In spite of the comprehensive technology, the location and time of earthquakes are still unpredictable anywhere on the earth. Constructing earthquake scenarios make easier to predict the damages for a possible earthquake. Nevertheless, estimating the damage that might take place on an earthquake event will enable effective post-earthquake planning, which is essential for reducing loss of lives and economy. In this paper, the probable damages related to a possible earthquake has been predicted by using a simulation program for 28 central neighborhoods in Kırıkkale. The parameters used in the simulation are “the soil profile of the neighborhoods” and “the number of the stories of the buildings”. The possible damages have been estimated according to the correlation between these parameters. According to the earthquake scenario outputs, in case of a mass casualty case, four different results have been obtained according to the triage process applied for prioritizing the injured; immediate, urgent, delayed and dead. Since the simulation and the earthquake scenarios are flexibly designed, it is important to be able to be used for different earthquake magnitudes and regions. Besides, this is the first earthquake scenario study developed for Kırıkkale region.

YÖK Tez ID: 618196 Yara veteriner kliniklerine en fazla gelen vakalardan biridir ve travma, ısırık, yabancı cisim gibi dış faktörler veya sistemik hastalıklar gibi iç faktörlerden kaynaklanmaktadır. Oluşan yaraların hızlı ve enfeksiyon şekillenmeden tedavi edilmesi amaçlanmaktadır. Bu çalışmada da, oluşturulan açık yaralarda hipokloröz asit ve etakridin laklat kullanılarak yaraların iyileştirilmesi amaçlanmiştir. Çalışmada 21 adet erkek, erişkin albino wistar rat kullanıldı. Kontrol grubuna hiç bir kimyasal ajan kullanılmadı. Hipokloröz asit grubuna 14 gün süreyle hergün sprey şeklinde hipokloröz asit (%0.02), etakridin laktat grubuna ise 14 gün süreyle hergün sprey şeklinde etakridin laktat (%0.1) uygulandı. Her 3 gruptaki hayvanların yaralarındaki iyileşme oranlarının belirlenmesi amacıyla 3, 7 ve 14. günlerde milimetrik kağıtlarla ölçümler yapıldı. 14 gün sonunda tüm hayvanlar sakrifiye edildi ve yara bölgesini içine almak şartıyla geniş deri rezeksiyonu yapıldı ve yara iyileşmesinin belirlenmesi için histopatolojik incelemeye gönderildi. Sonuç olarak, makroskobik olarak yara iyileşmesi incelendiğinde postoperatif 3. gün yara lezyonlarında farklılık dikkati çekmezken, 7. günde etakridin laktat ve kontrol grubunda yara üzerinde kabuk şekillendiği, hipokloröz asit grubunda ise kabuk oluşumunun olmadığı dikkati çekmiştir. 14. gün kontrollerinde ise yaralarda kapanmaya yakın iyileşme olduğu, etakridin laktat grubunda yara üzerinde kabuk oluşumu, hipokloröz asit grubunda ise kabuk oluşmadan yaranın tamamen kapandığı ve bazı hayvanlarda sadece çizgi şeklinde skar oluşumuna rastlandı. Wound is one of the most common cases in veterinary clinics which is caused by either externel factores such as (trauma, animal bite and foreign body) or local factors such as (systemic diseases). The porpus of this study was to determine the effectiveness and rapid heling without damaging to host tissure. Hypochlorous acid and etacridine lactate used in treating of open wounds. In this study 21 male, albino wistar rats were used. The rats were divided in to 3 groups, each groups countain 7 rats. The first group, Control Group, No chemical agents were used. Second group, Hypochlorous Acid Group, Hypochlorous acid (%0.02) was used as a spray form every day for 14 days. The thired group, Ethacridin Lactate Group, Ethacridine lactate (%0.1) was sprayed daylly for 14 days. Measurements were performed with millimetric papers on the 3rd, 7th and 14th days in order to determine the healing of wounds in the animals. İn all 3 groups all animals were sacrificed after 14 days. Samples were taken from treated area then sent for histopathological examination to optaine the result. Result; There were no lesions on day 3. On day 7, Shells were observed on the affected wound in ethacridine and control group. While in group of hypoclorous acid, no observed Shells above the affected wound were obseved. On day 14, contro group, the affected wounds were symmetrical relatively healing. İn the ethacridine lactate group there were continuation of Shell material through out the healing period while in group of hypochlorous acid the affected wound was healing without any Shell froming in the affected area.

Günümüzde araştırmacılar, modern haberleşme uygulamalarında bulunan birçok optimizasyon problemlerini çözmek için farklı sezgisel optimizasyon algoritmalarına ilgi duymaktadır. Bu kapsamda Çekirge Optimizasyon Algoritması, literatürde yerini almış bir sürü optimizasyon algoritmasıdır. Önerilen bu yöntem, çekirge sürülerinin doğadaki optimizasyon problemlerini çözmek için davranışlarını taklit eden matematiksel bir modelidir. Eliptik anten dizi sentezi son zamanlarda anten dizi tasarımı çalışmaları içerisinde yerini almış ve oldukça da popüler bir alan haline gelmektedir. Bu çalışmada Çekirge Optimizasyon Algoritması ile farklı sayıda dizi elemanına sahip eliptik anten dizilerinin sentezi gerçekleştirilmiştir. Dizi elemanlarının optimum genlik değerlerini belirlemek için Çekirge Optimizasyon Algoritması kullanılarak, eliptik anten dizi tasarımı yapılmıştır. Ayrıca bu çalışmada maksimum yan demet seviyesi ve yarı demet güç genişliği gibi parametrelerde optimizasyon problemleri içerisine dahil edilmiştir. Çekirge Optimizasyon Algoritması ile bulunan sonuçlar, Simbiyotik Organizmalar Arama algoritmasıyla elde edilen sonuçlarla karşılaştırılmalı olarak verilmiştir., Nowadays, Researchers are interested in new heuristic algorithms for optimization problems in many modern communications applications. Within this scope Grasshopper Optimization Algorithm is a newly released optimization algorithm. The proposed method is a mathematically models which mimics the behavior of grasshopper swarms in nature for solving optimization problems. Elliptical antenna array design has recently become a very popular field of antenna array studies. In this work, Grasshopper Optimization Algorithm is used to synthesis of elliptical antenna arrays having different number of array elements. For the purpose of elliptical antenna array synthesis, Grasshopper Optimization Algorithm is employed for determine the optimum amplitudes of the array elements. In this paper, the problems are solved by using antenna array synthesis together with maximum sidelobe levels and half-power beam width constraints. The results obtained by Grasshopper Optimization Algorithm are compared with Symbiotic Organisms Search Algorithm.

Bu çalışmada güneş paneli yüzeyi soğutma işleminin elektriksel verime olan etkisi araştırılmak istenilmiştir. Bu maksatla özdeş her biri 50cmx100cm ve 80W iki adet güneş paneli Osmaniye Korkut Ata Üniversitesi Mühendislik Fakültesi’ne montajlanmıştır. Yan yana ve eş açılarla montajlanan panellerden birinin üst kısmına suyu homojen bir şekilde gönderebilecek bir boru sistemi yerleştirilmiştir. Boru içerisinden belirli periyotlarda soğuk su gönderilerek yüzey alanının soğutulması sağlanmıştır. Her iki durumda da ölçülen akım, gerilim ve güç değerleri kayıt altına alınarak performans kıyaslaması yapılmıştır., In this paper, it’s aimed to investigate the effect of solar panel surface cooling on electrical efficiency. Thus, two identical 50cmx100cm and 80W solar panels have been installed in Osmaniye Korkut Ata University Faculty of Engineering. A pipe system which could be send water in a homogeneous manner, was installed on the top of one of the panels mounted side by side and at an angle. The cooling of the PV surface was provided by sending cold water through the pipe in certain periods. Measured current, voltage and power values were recorded and performance comparison was performed, in both cases.

Inthis paper, a prototype solenoid magnet was designed and fabricated to be usedin Micro Wave Discharge Ion Sources in the Turkish Accelerator Center ProtonAccelerator Project and magnetic field mapping was performed with an experimentand also investigation was conducted by using finite element method. For this,a water-cooled electromagnet was designed and fabricated from 1010 steel with athickness of 10 cm. Magnetic field sensor was connected to a new designedrobotic arm and 2570 magnetic field intensity measurements were performed inthe core of magnet with the size of 20 cm diameter and 10 cm depth of cylinder.The robotic arm was driven by three stepper motors and the measurement wasautomated with the Arduino physical programming platform. The UGN3503U HallEffect sensor was used to measure the magnetic field and for the dataprocessing ROOT was used. The magnetic field distribution inside the core of thesolenoid magnet was investigated by using the finite element method. The commercialversion of The Flexible Generalized Minimal Residual method (FGMRES) solver (built-inCOMSOL) was used for the numerical part and magnetic field was calculated andcompared with experiment to correlate simulation accuracy of this study.

Yarasa algoritması ile hesaplanmış geleneksel PSS’in ve PID-PSS’in rotor hız değişim (∆ω)kararsızlığını sönümlendirdiği, fakat geleneksel PSS’in kararlılığının veperformansının daha iyi olduğu gözlemlenmiştir., This paper, recommends the determination of the traditional power system stabilizer (PSS) and PID based power system stabilizer (PID-PSS) parameters using the bat algorithm, which is a natural metaheuristic optimization algorithm to suppress the low frequency oscillations of a single-machine endless-busbar (SMIB) power system. The determination of the parameters of the power system stabilizer was converted to an optimization problem by the time domain based objective function. This problem; The parameters determined by bat algorithm (BA) optimization were tested on MATLAB / simulink application of single-machine infinite-busbar (SMIB) power system based on Heffron-Phillips model and used as a solution to dampen rotor speed change (∆ω) instability. The results of the bat algorithm optimization were compared the performance results of the traditional power system stabilizer (PSS) and the PID based power system stabilizer (PID-PSS). The traditional PSS and PID-PSS, calculated by the bat algorithm, damped the rotor speed change (∆ω) instability. But the stability and performance of the traditional PSS were observed to be better.

In response to this expectation of society, Âcurri wrote Ahlâku’l-Ulemâand tried to reveal the milestones of the scholars in the journey of knowledgeunder the guidance of Sunnah. In particular, the title of debating / debatingcandidate attracted our attention. Particularly in recent years, mass media anddiscussion programs on social media, it is observed that opposing viewerssometimes discuss “religion-based” issues without any measure of mercy. Thisintroductory paper is written to reconsider or remember the manners of debatethat should be followed in such discussions.

Bu çalışmada Türkiye’deki İstatistikî Bölge Birimleri Sınıflandırması Düzey 2’de yer alan bölgelerin lojistik performansı, bu sektörde faaliyet yürüten işletmelerin ciroları üzerinden ölçülecektir. 2015 yılına ait verilerin kullanıldığı çalışmada veriler Türkiye İstatistik Kurumu ve Karayolları Genel Müdürlüğünden elde edilmiştir. Bölgelerin etkinliğini ortaya koymak için veri zarflama analizi (VZA) kullanılmıştır. Bu bağlamda girdi olarak karayolu uzunluğu, demiryolu uzunluğu, limanlara uğrayan gemi sayısı, uçak iniş-kalkış sayıları, gayrisafi yurtiçi hâsıla ve taşıt sayısı kullanılırken, çıktı olarak lojistik sektöründe faaliyet yürüten işletmelerin ciroları analize dâhil edilmiştir. Araştırmanın sonucunda elde edilen bulgulara göre hem CCR hem de BCC modellerine göre etkin çıkan bölge sayısı 5’tir. Bu bölgeler sırası ile TR10, TR33, TR42, TR51 ve TR 90 bölgeleridir. CCR modeline göre etkinliği en düşük bölge TRA1 olurken BCC modeline göre ise TR83 bölgesi olmuştur., In this paper logistics performance of the region in the Nomenclature of Territorial Units for Statistics Level-2 in Turkey will be measured through the turnover of enterprises operating in this sector. In the study data for the year of 2015 were obtained from the Turkey Statistical Institute and the General Directorate of Highways. Data Envelopment Analysis (DEA) was used to reveal the effectiveness of the regions. In this context, while the length of the road, the length of the railway, the number of ships coming to ports, number of aircraft landing and take-offs, gross domestic product and total number of vehicles were used as inputs, besides that the turnover of enterprises operating in the logistics sector is used as an output are included in the analysis. According to the findings of the study, 5 regions are found effective both CCR and BCC models. These regions are TR10, TR33, TR42, TR51 and TR 90 respectively. While TRA1 was the lowest efficiency region according to the CCR model and TR83 by the BCC model.

Son yıllarda tüm işletmeler kurumsallaşmaya önem vermektedir. Güçlü rekabet ortamında ayakta kalabilmek ve rakipler karşısında başarılı olmak için işletmelerin yapısını güçlendirmek gerekmektedir. İşletmeler yapısını şeffaflaştırmalı aynı zamanda daha profesyonel ve objektif yönetilerek etkin ve verimli çalışan bir sistem haline getirilmelidir. Sistemleşmeyi başaran işletmeler interaktif bilgiyi daha hızlı ve etkin kullanımı sayesinde tüm dünyada istediği pazarlara ulaşarak piyasadaki varlığını güçlü bir şekilde sürdürmektedir. İşletmelerin ihracat faaliyetlerinden dolayı elde ettikleri döviz girdileri ile ülke ekonomilerine sağladığı istihdam kaynakları, katma değerler ile birlikte sosyal ve kültürel kalkınmaya olan katkıları her ülke için çok önemli bir yere sahiptir. İhracat yapmak yeni pazarlara ulaşmak her işletme için maliyetli bir işlemdir. Bu yüzden devletler verdileri teşvik ve devlet destekleri ile bu faaliyetleri özendirmek, geliştirmek ve arttırmak istemektedir. Bu destekleri kurumsallaşabilen işletmelerin daha çabuk öğrendiği uyguladığı ve kullanıldığı görülmektedir. Bu çalışmada kurumsallaşmayı başaran işletmelerin ihracat faaliyetleri için verilen devlet desteklerinden yararlanma ve kullanım düzeyleri incelemiştir. Hangi kurumlar aracılığı ile devlet desteği verildiği ve bu verilen devlet desteklerinin işletmelerin kullanılma düzeyleri araştırılmıştır. İşletmelerin kurumsallaşma düzeyi ve ihracat yapan firmaların devlet desteklerini kullanma etkinliği tartışılmıştır. In order for countries to have a voice in today's world is dependent on a strong economy and businesses that can expand globally. Producing products with a high added value, increases exportation endeavors of businesses. Businesses who achieved institutionalization in exportation endeavors while being able to use eligible human resources effectively, are more successful on the long run. In the last few years, every business has put priority towards institutionalization. Being able to strive and to be successful in a highly competitive environment stems from fortification, transparency and being able to work systematically, organizationally and effectively by becoming more professional. By being able to effectively use interactive information, businesses, who have successfully achieved systematization, are able to strongly maintain their presence by exporting globally and reaching the markets that they want. Thanks to exportation, all businesses can expand to much bigger markets. Foreign exchange inputs obtained by businesses due to their exportation activities, employment resources provided to national economies with their added value and their contribution to social and cultural development, holds a crucial place for all countries. Exportation and being able to reach new markets are costly endeavors for any and all businesses. Therefore, governments, with the incentive and the government backings which they provide, want to expand, increase and encourage these such activities. It can be observed that these aforementioned backings are learned and applied exponentially better by businesses who achieved institutionalization. In this study, the degree of usage and the utilization of the government backings - which were provided for the exportation activities of businesses who achieved institutionalization, were researched. The scope of this research was; through which channels these aforementioned government backings was provided and the level of effective utilization of these government backings by businesses. In this paper, the level of institutionalization of businesses and how companies use these aforementioned government backings effectively, will be discussed.

Önceki yıllarda her türlü arama, sınıflandırma devlet memurları ya da görevli personelin yardımıyla yapılmaktaydı. Günümüzde ise otomatik, akıllı sistemler hangi memurun işe gelmediğini tespit edebiliyor, otoyollardaki geçişlerde plaka tanıma sistemleri ile hızlı geçişler sağlanıyor, Biyometrik güvenlik sistemleri yardımıyla şahsi verilerin ve bilginin güvenliği kolay bir şekilde gerçekleştiriliyor. Bu çalışmada yüz tanıma algoritmaları ve yaklaşımları ele alınmış ve açık kaynaklı görüntü işleme kütüphanesi olan OpenCv tanıtılmıştır. Yüz tanımanın 6 temel aşaması vardır. Bu 6 aşama algılama, hizalama, ölçüm, simgeleme, eşleştirme ve doğrulama/tanımlamadır. Sima tespit ve tanıma işleminde temel olarak kabul edilmiş iki prensip vardır. Bu prensipler özelliksel ve görünümsel prensiplerdir. İlk kez ortaya çıkmış yaklaşım özelliksel yaklaşımdır. Özelliksel yaklaşımda yüzün ayırt edici noktaları belirlenerek bu noktalar arasındaki uzaklıklar ölçülerek kıyaslanır. Görünümsel yaklaşım biraz daha kompleks ve karmaşıktır. Görüntüler bir havuzda toplanarak şablonlar oluşturulur ve bu şablonlar üzerinden eşleştirmeler yapılır. Improving technology, increasing population, complicated urban life and institutions make it necessary to define and classify people and objects more quickly and more effectively. It is not possible to make classification and recognition by placing civil servants and officials like the times before. Automatic and smart systems can now determine easily those who do not come to work. Even in motorways crossings, plate recognition systems are now installed, and fast transitions are provided. In this paper, face recognition algorithms and approaches are discussed and open-source image processing library OpenCv is introduced. There are 6 basic stages of face recognition. These 6 stages are detection, alignment, symbolization, matching and verification / identification. Two basic mottoes which are view-based and property-based mottoes exist in the face finding and recognition process. The first motto is a property-based motto. In the feature-based motto, the points of faces are determined and the distances between these points are compared and measured. The view-based motto is a little more complicated. Images are collected in a repository and templates are created and mapped via these templates.

İyi yönetimin temel unsurlarından birisi olan ve 1980'li yıllardan itibaren gerek kamu yönetimini etkin, saydam ve verimli bir yapıya kavuşturmak için gerekse halkın hizmet alma noktasında devlete ve kamu görevlilerine karşı olan güvenlerini yeniden tesis edebilmek için gündemde yer almaya başlayan etik, yeni bir olgu olarak görülmesine rağmen kökeni çok eskiye dayanmaktadır. Zira Türk yönetim kültürü ve devlet geleneğinin oluşturulma sürecine bakıldığında ahlaki değer ve ilkeler ile birlikte etik değer ve ilkelerin önemli bir konumda yer aldığı açıkça görülmektedir. Özellikle adalet, liyakat, iyilik gibi temel etik değerler iyi yönetiminin gerekli şartları arasında sıralanmaktadır. Ayrıca Türk yönetim kültürünün temel yapı taşlarından olan siyasetnamelerde de etik değer ve ilkeler üzerinde durulmaktadır. Bu etik değer ve ilkelerden çoğu zaman yönetim ilkeleri olarak bahsedilmekte ve yönetim/ yöneticinin istikrarı ve devletin bekası açısından önemine dikkat çekilmektedir. Bu çerçevede teorik olarak yürütülen çalışmada, kökeni çok eskiye dayanan etik olgusunun belirlenen dört siyasetnamede (Farabi-El-Medinetü'l Fazıla, Yusuf Has Hacip-Kutadgu Bilig, Nizamülmülk- Siyer'ul Mülk ve Koçi Bey-Koçi Bey Risalesi) nasıl ele alındığına dair bir değerlendirme yapılmakta, 2000'li yılların başında belirlenen etik değer ve ilkelerin bu siyasetnamelerde nasıl ele alındığı incelenmektedir. Bu sayede ele alınan bu dört siyasetnamenin yazıldıkları dönemin ve yazarların etik anlayışı da ortaya konulmaktadır. Bu doğrultuda öncelikle etik kavramının tanımı ve kökeninden yola çıkılarak, etiğe ilişkin kavramlar üzerinde durulmakta, düşünürlerin öğretileri, etik değer ve ilkeler ile yolsuzluk ve türleri irdelenmektedir. Devamında ise Türk yönetim kültüründe siyasetten yönetime, edebiyattan felsefeye birçok alanda önemli bir konumda bulunan dört siyasetnamede 2000 yılı sonrası belirlenen etik değer ve ilkelerin varlığı ile bu siyasetnamelerin yazıldıkları dönemin etik anlayışı ortaya konulmaktadır. Son olarak Türkiye'de 2000'li yılların başında itibaren hızlanan etik konusu ile ilişkili olarak politikalara etkisi olan uluslararası kuruluşlar, etik altyapıyı oluşturan ve kurumsal çerçeve olarak yasal mevzuat ve Kamu Görevlileri Etik Kurulu üzerinde durulmaktadır. Ethics, which is one of the main elements of good governance and which has started to be on the agenda since the 1980s in order to ensure effective, transparent and efficient structure of Public Administration, as well as to restore the trust of the public against the state and public officials at the point of Service, although is a new phenomenon, its origin is old. When we look at the process of establishing a culture of Turkish governance and state tradition, it is clear that ethical values and principles together with moral values and principles are in an important position. Basic ethical values, especially justice, merit and goodness, are be counted among the necessary conditions of good management. In addition, it focuses on ethical values and principles in politics, one of the main building block of Turkish management culture. These ethical values and principles are often referred to as management principles and attention is paid to the stability of the management/ manager and the importance of the state for the sake of the state.In this context, the theoretical study is conducted on four siyasetname (Farabi-El-Medinetü'l Fazıla, Yusuf Hacip-Kutadgu Bilig, Nizamulmülk – Siyer'ul Mülk and Koçi Bey-Koçi Bey Risalesi) which are based on a very old ethical phenomenon, and it is examined how ethical values and principles determined in the early 2000s are dealt with in these policy papers. In this way, the era of writing of these four siyasetnames and the ethical understanding of the authors are also revealed. In this context, firstly, the definition and origin of the concept of ethics is based on the concepts related to ethics, the teachings of thinkers, ethical values and principles, and corruption and types are examined. In the continuation of this course, the existence of ethical values and principles determined after 2000, and the ethical approach of the period in which these policies were written, are emphasized in the four siyasetnames which have an important place in the Turkish administrative culture from politics to management, from literature to philosophy. Finally, international organizations, which have an impact on politics and studies in Turkey as a matter of ethics accelerated since the beginning of 2000, are focused on legal regulations and the Ethics Committee as an institutional framework. 203

YÖK Tez ID: 616916 Bu çalışmanın amacı, araştırmacı tarafından hazırlanan ve içeriğine bilimin doğası alt boyutlarının entegre edildiği hikayeler ile bütünleştirilmiş, doğrudan yansıtıcı bilimin doğası etkinliklerinin ilkokul öğrencilerinin bilimin doğası görüşlerine etkisini araştırmaktır. Çalışmada, çocukların bilimin doğası görüşlerini geliştirmek amacıyla hikayeler ile entegre edilmiş bilim etkinlikleri uygulanmış ve açık yansıtıcı yöntem kullanılmıştır. Araştırma üçüncü sınıf öğrencileri ile Yozgat'ta bir devlet ilköğretim okulunda gerçekleştirilmiştir. Çalışma, dokuz yaşındaki 18 katılımcıyla (12 K, 6 E) yapılmış bir durum çalışmasıdır. Hikayeler, çocuklar tarafından bilinen karakterler kullanılarak ve bilimin doğası boyutları ile birleştirilerek oluşturuldu. Veriler, Bilimin Doğası Görüşler Formu D Versiyonu" (VNOS-D), VNOS-D formu maddeleri kullanılarak hazırlanan yarı yapılandırılmış görüşme formu, öğrenci yansıtıcı yazınları, video kayıtları ve öğrencilerin yazmış oldukları hikayeler yoluyla toplanmıştır. Uygulama haftada üç ders saati süresince gerçekleşti ve yedi hafta sürdü. Her hafta, fen öğretiminin açık yansıtıcı doğası bir hikaye ile birleştiğinde, bilim haftalarının doğasını iyileştirmek için açıkça kullanılan Bilimin doğası yönleri de gömülmüştür. Çocukların bilim doğası görüşlerindeki değişimi değerlendirebilmek için yetersiz, yeterli ve bilgili şeklinde üç kategori geliştirilmiştir. Veri analizleri sonucunda, öğrencilerin tüm boyutlarda gelişme gösterdikleri, tamamına yakınının bilgili seviyesinde görüşler belirttikleri gözlenmiştir. Anahtar Kelimeler: Bilimin doğası görüşleri, hikayeler, ilkokul öğrencileri, doğrudan yansıtıcı yaklaşım Within the scope of this study, the nature of reflective science activities, which are included in the stories of the sub-dimensions of the nature of science, were created by the researcher. The aim of this study is to investigate the effect of these activities on the opinions of elementary school students on the nature of science. The study employed explicit reflective nature of science activities integrated with story telling to improve children' nature of science views. It was undertaken in an state elementary school in Yozgat with third graders. The study was a case study with 18 participants (12 F, 6 M) at the age of nine. The stories were adapted by integration of nature of science aspects with well known characters or stories by kids. Data was collected by means of open-ended questionnaire -Views on Nature of Science (form D), follow up interviews, reflection papers and stories written by the kids and video-taped lessons. The intervention lasted seven weeks as two hours of weekly sessions. In each week, explicit reflective nature of science instruction coupled with a story also embedded Nature of science aspects explicitly used to improve nature of science weeks. Three categories as inadequate, adequate and informed were developed to track changes in kids' nature of science views. Data analysis revealed that majority of the students showed improvement in their nature of science views, most of their views were categorized as improved for most of the nature of science aspects at the end. ATMs are physical interaction points between financial institutions and real customers. Storing physical cash causes renouncing to get interested. On the other hand, customer satisfaction requires to store the necessary cash amount. This concern becomes even more critical for countries having high-interest rate and overnight interest rates are higher. In this paper, we will show that daily cash withdrawals are predictable and we will propose a cost function for replenishment optimization. Experiments show that proposed model decrease idle balance dramatically.

Bazalt yeryüzünde enyaygın bulunan kayaçlardan birisidir. Bu çalışmada, çömlek sırlarına bazaltilavesi yapılmıştır. Opak sırları üretmek için Tatlarin-Nevşehir (Türkiye)yöresinin bazaltı kullanılmıştır. Sırlar, farklı miktarlarda bazalt ilavesiyleile hazırlanmıştır. 1000 °C’de pişirim sonrasında en koyu renk, ağırlıkça %60ilaveli opak sırda ölçülmüştür. Faz gelişimini belirlemek için X-ışınıdifraksiyonu (XRD) ve sırların mikroyapısal karakterizasyonu için taramalıelektron mikroskobu (SEM) kullanılmıştır. Renklendirme amacıyla opak sıra ilaveedilen bazalt, ithal edilen zirkon hammaddesi kullanılarak hazırlanan opak sırmiktarının da toplam sır bileşimde azalmasını sağlamıştır., Basalt is one of wide-spread rocks. In this paper, basalt addition isimplemented to opaque pottery glaze. Basalt from the locality Tatlarin-Nevsehir(Turkey) was used for producing the opaque glazes. Glazes were prepared withthe addition of different amounts basalt contents. After firing at 1000 °C, thedarkest colur was achieved with 60 wt. % basalt added opaque glaze. X-raydiffraction (XRD) was used to determine phase development and scanning electronmicroscopy (SEM) was used to microstructural characterization of the glazes.Basalt, which was added to the opaque glazes for coloring purpose, decreasedthe amount of opaque glaze prepared using the imported zircon raw material inthe total glaze composition.

This paper is about a navigation system for unmannedor automized vehicles which is one of the important issues nowadays. We proposea system that solves the issue about navigating where GPS system does not workor cannot reach to enough accuracy. Proposed system basically consists ofsetting beacons alongside the road and navigate according to bearing angles ofthose beacons. The system can assist vehicles that are navigated with GPS, incities or between cities. The advantages of the proposed system are, providingquick automation and being less sensitive to environmental conditions. Proposedsystem can provide much cheaper maintenance and more sensitive automation thanGPS when it is assisted by a map in its data base. The MATLAB simulations of thesystem prove that system is practicable and developable. In simulations it isverified that; with this system, vehicle can keep its line with high precision., Bu makalede günümüzde yaygın bir çalışma alanı olan insansız veya otomatik araçlar için geliştirilmiş bir yön bulma sistemi sunulmuştur. Amaç, GPS(Global Positioning System) sisteminin çalışmadığı veya hatalı çalıştığı noktalarda yön bulmayı sağlamaktır. Sunulan sistem temel olarak yol boyunca arka arkaya dizilmiş radyofarlardan aldığı açı bilgisi ile yön bulma üzerine kuruludur. Otomatik araçlarda, şehir içinde veya şehirlerarası yön bulmada, GPS'e destek olma potansiyeline sahiptir. Sistemin avantajları ise; hızlı bir şekilde araç otomasyonu sağlayabilmesi ve ortam koşullarından oldukça az etkilenmesidir. Kullanıldığı mesafeye göre, GPS’den daha ucuza daha hassas otomasyon sağlayabilmektedir. Yapılan MATLAB benzetimlerinin sonuçları sistemin uygulanabilir ve geliştirilebilir olduğunu kanıtlar niteliktedir. Benzetimlerde hem düz yolda hem de virajlı yollarda; bu sistemle, yüksek hassasiyetle aracın şeridini korunduğu sonucuna ulaşılmıştır.

Ektordermal displazi (ED) saç, diş, tırnak ve tükürükbezleri gibi ektoderm kökenli dokuların iki veya daha fazlasında görülenbozukluk ile karakterize konjenital bir anomalidir. Bu makalenin amacı; EDgörülen üç hastanın klinik bulgularını ve protetik tedavilerini anlatmaktır.Olgu 1: 6 yaşındaki erkek hasta diş eksikliği şikayeti ile kliniğimizebaşvurmuştur. Yapılan klinik ve radyografik muayenede, hastanın daimidişlerinde anadonti olduğu tespit edilmiştir. Hastanın medikal hikayesinde,kutanöz dishidrozis ve hipohidroz olduğu öğrenilmiştir. Bu bulgular sonucunda,hastaya anhidrotik ED tanısı konulmuştur. Fonksiyon, fonasyon ve estetiğinsağlanması amacıyla alt çeneye total protez, üst çeneye ise parsiyel protezyapılmıştır. Olgu 2-3: İki erkek kardeş hasta (yaş 8 ve 9) diş çürüğü, diş ağrısı ve diş eksikliği şikayetleriile kliniğimize başvurmuştur. Medikal hikayelerinden, hipohidrozis vetermoregülasyon gibi problemlere sahip olduğu öğrenilmiştir ve her iki hastadada oligodonti görülmüştür. Bu bulgular ışığında, kardeşlere Ailesel ED tanısıkonulmuştur. Öncelikle hastaların çekim ve restorasyonları tamamlanmıştır.Ardından istenen fonksiyonun geri kazandırılması amacıyla parsiyel protezleryapılmıştır. Erken protetik tedavilerin bu hastalarda, diğer sağlıklı bireylergibi fiziksel, duygusal ve sosyal açıdan gelişmeleri için fırsat oluşturduğuunutulmamalıdır., Ectodermal dysplasia (ED) is a group of congenitalanomalies characterized by defects of two or more ectoderm-derived structures,such as hair, teeth and nails. The aim of this paper is to describe thecharacteristics and prosthodontic treatment of three cases with ED. Case 1: A6-year-old boy was brought to our clinic with complaint of tooth ageneses. Inclinical and radiographical examination, patient presented anodontia ofpermanent teeth. Medical history revealed that the child has cutaneousdyshidrosis and hypohidrosis. Based on the findings, the patient was diagnosedas Anhydrotic ED. To provide function, fonation and aesthetics, a completedenture for lower jaw and partial denture for upper jaw were made. Case 2-3: Two brothers (aged 8, 9) were broght to our clinicwith complaints of dental caries, dental pain and missing teeth. They had amedical history including hypohidrosis and problems with thermoregulation, andboth of the patients presented with oligodontia. Based on the findings,brothers were diagnosed as Familial ED. Firstly, extractions and restorationswere completed after which partial dentures were made to gain desired function.It is important to note that early prosthetic intervention gives oppurtunity tothe child to develop physically, emotionally and socially like other healthyindividuals.

Autoimmunepolyglandular syndrome type 1 is a very rare monogenic autosomal recessivedisease, defined by the presence of at least two of three major diseases:Chronic mucocutanenous candidiasis, hypoparathyroidism and autoimmune adrenalfailure. The range of these secondary autoimmune disorder is broad andvariable. In this paper, we presented a case of autoimmune polyglandularsyndrome type 1 whose initial diagnosis was hypoparathyroidism presenting withhypocalcemia. A 14 year old girl presented with hypocalcemia and hypoparathyroidism atthe age of 8, and chronicmucocutanenous candidiasis, thyroiditis and hypergonadotropic hypogonadismwas detected at follow-up.Autoimmune hypoparathyroidism may a first sign of OPS type 1. Therefore, youngpatients with hypocalcemia should be followed on regüler basis for related other autoimmune disease that may occurover time., Otoimmunpoliglandüler sendrom tip 1 (OPS tip 1) oldukça nadir görülen monogenik,otozomal resesif geçişli bir hastalıktır. Kronik mukokutanöz kandidiyazis,hipoparatiroidizm ve otoimmun adrenal yetmezlikten oluşan major bulgularınikisinin varlığı ile tanımlanır. Sekonder otoimmun bozukluklar farklışekillerde ve geniş bir spektrumda ortaya çıkabilir. Bu yazıda ilk olarakbaşvurusunda hipokalsemi saptanması üzerine hipoparatiroidizm tanısı alan veizleminde otoimmun poliglandüler sendrom tip 1 olarak değerlendirilen bir olgusunulmuştur. 14 yaşında kız hastada ilk olarak 8 yaşında iken hipokalsemi vehipoparatiroidi tespit edilmiş, izlemde kronik mukokutanoz kandidiazis,tiroidit ve hipergonadotropik hipogonadizm saptanmıştır. Otoimmün hipoparatiroidizm OPS tip1’in başlangıç bulgusu olabilir. Bu nedenle erken yaşlarda hipokalsemi ilebaşvuran olgular zaman içerisinde ortaya çıkabilecek eşlik eden diğerotoimmun hastalıklar açısından düzenli aralıklarla kontrol edilmelidir.

This study’s purpose is to determine the classroom teachers’opinions about modern era’s recent reading method screen reading.To achievethat purpose the study uses “work scan” method. The datas which will be used inthe study are obtained by interview method.The study and interviews are made in2014-2015 academic year by classroom teachers who work in a school placed inmiddle anatolia. 85 women and 76 man,161 in total has worked in “reading part”of this study. Datas related to this study, are obtained by unstructuredinterview form and content analysis method used to analyse the datas. Accordingto that most of the participants agreed on that reading from a screen isself-sufficent. However, it was determined that the readings were carried outin short intervals so their preference was based on the paper book. Besides theparticipant teachers mostly agreed on that the advantages of reading fromscreen is a fast and practical way to reach knowledge. It’s always at yourreach anytime. Howewer it turns out that they do not agree on reading fromscreen simplifies understanding and improves reading as a habit., Modern çağınyeni okuma biçimi olan ekran okuma konusunda sınıf öğretmenlerinin görüşlerinibelirlemek bu çalışmanın öncül amacını oluşturmaktadır. Bu amaca ulaşmak içinçalışma tarama modelinde planlanmıştır. Araştırmada kullanılacak verilergörüşme yöntemi ile elde edilmiştir. Çalışma 2014-2015 eğitim-öğretim yılında,orta Anadolu’da bir il merkezinde görev yapmakta olan sınıf öğretmenleri ilegerçekleştirilmiştir. Araştırmanın çalışma evrenini oluşturan öğretmenlerin85’i kadın, 76’sı erkek olmak üzere toplam 161 kişiden oluşmaktadır.Araştırmaya ilişkin veriler, yapılandırılmamış görüşme formu ile elde edilmişolup verilerin analizinde içerik analizi yöntemi benimsenmiştir. Buna görekatılımcıların büyük çoğunluğu ekran üzerinden okuma konusunda kendileriniyeterli gördükleri ancak okuma sürelerini kısa aralıklarla gerçekleştirdiklerive tercihlerinin ise kâğıt kitaptan yana olduğu tespit edilmiştir. Arıcaaraştırmaya katılan öğretmenlerin, ekran okumanın sağladığı avantajlara ilişkinen yüksek katılım ekran üzerinden okumanın bilgiye daha hızlı ulaşım sağlamasıile pratik olması ve her zaman her yerde okunabilmesi yönündeki görüşleriolmuştur. Buna karşın en az katılım gösterdikleri görüşün ise ekrandan okumanınanlamayı kolaylaştırması ile okuma alışkanlığını sağlaması yönünde olduğubelirlenmiştir.

Bu makale, insan kafası içerisinden elde edilenözgül soğurma oranı (ÖSO) ve cep telefonlarındaki elektrik alan maruziyetininsebep olduğu ısıl etkileri sunmaktadır. 900 MHz ve 1800 MHz frekanslarındayayınım yapan cep telefonları mikrostrip patch anten ile modellenmiş ve çıkışgüçleri olabilecek en kötü durum senaryosuna göre seçilmiştir. Sonlu elemanlaryöntem (SEY) tabanlı COMSOL Multiphysics yazılım programı yardımıyla, kafamodelindeki ÖSO ve sıcaklık dağılımları üzerinde, sadece anten ile kafa modeliarasındaki mesafenin etkisi değil, aynı zamanda kafaya göre antenin açısınınetkisi de incelenmiştir. Çalışmada gösterilmiştir ki, antenin kafaya göremesafe ve açısının, kafadaki ÖSO değerleri ve sıcaklık artışında önemli biretkisi vardır. Benzetim sonucunda, ÖSO değerlerinin 900 MHz’de güvenlik sınırdeğerlerinin altında iken 1800 MHz’de antenin kafadan olan uzaklığı 0,2 cmolduğunda sınır değerlerinin altında olduğu bulunmuştur. Buna ek olarak, kafadaki sıcaklık artışının diğer yapılançalışmalarla oldukça uyumlu olduğu not edilmiştir., This paper presents specific absorption rate(SAR) obtained inside a human head and the thermal effects due to exposure to acellular phone. The cellular phone radiating at 900 MHz and 1800 MHzfrequencies was modeled by microstrip patch antenna and its output power waschosen according to the worst-case scenario. By the aid of finite elementmethod (FEM) based COMSOL Multiphysics software program, not only the effect ofdistance between the antenna and the head model but also the effect ofantenna’s angle relative to the head on SAR and the temperature distribution inthe head model were investigated. It was shown in the study that the distanceand the angle of the antenna to the head had significant importance on the SARvalues and the temperature increase in the head. As a result of the simulation,it was found that SAR values at 900 MHz were under the safety limit valueswhereas at 1800 MHz were under the limits when the distance between the antennaand the head was 0.2 cm. Furthermore, it was noted that the temperatureincrease on the head was in good agreement with the other studies.

In areas where constructions of large wind turbines, the realizingof the wind analyses is essential because of the high costs of them. In smallwind turbines, it is not necessary the analyses due to the low costs of them.In this paper, design and implementation of a wind analysis system fordetermining wind potential of Cankiri Karatekin University Uluyazı Campus havebeen carried out within the framework IEC 61400–12–1 standardized by InternationalElectrotechnical Commission, the system is also going to be used for an energyanalysis system having a capability fulfilling the power performance and theenergy efficiency analysis of small wind turbines manufactured by the smallwind turbine manufacturers. By means of the carried-out system, the wind speed,direction, air pressure and temperature at Uluyazi Campus have been registeredand monitored.

Bu makale tek makineli sonsuz güçlü baraya bağlı senkron jeneratörde oluşan salınımları sönümlemede güç sistemi dengeleyicisi parametrelerinin ayarlanması ile ilgili çalışmayı sunar. Güç sistemi dengeleyicileri; elektrik güç sistemlerinde oluşan düşük frekans salınımları sönümlemek için uyartım sistemine eklenir. Güç sistemi dengeleyicisi tasarımı için birçok yöntem vardır. Modern kontrol tekniklerinin farklı yapılarına rağmen halen güç sistemi işletmecileri geleneksel güç sistemi dengeleyicisini tercih etmektedirler. Bu yüzden geleneksel güç sistemi dengeleyicisi bu çalışmada temel alınarak güç sistemi dengeleyicisi parametreleri yeni bir yöntemle ayarlanmıştır. Dayanıklı güç sistemi dengeleyicisi tasarımı çok değişkenli optimizasyon problemi gibi formülize edilip yapay arı koloni (ABC) algoritması ile çözümü sağlanmıştır. Önerilen ABC tabanlı güç sistemi dengeleyicisinin sağlamlığını göstermek için, tek makineli güç sisteminde küçük bozucu etkilerde katılarak simülasyon çalışmaları yapılmıştır. Simülasyon çalışmaları, ABC tabanlı güç sistemi dengeleyicisinin geleneksel olarak ayarlanmış dengeleyiciye göre daha üstün ve sağlam olduğunu göstermiştir., This paper presents techniques that allow a generalized parameter tuning of power system stabilizer to damp the oscillatory modes of generator connected to a single machine infinite bus system. Power system stabilizers (PSS) are added to excitation system to enhance the damping of electric power system during low frequency oscillations. Several methods are used in the design of power system stabilizers. Despite the potential of the modern control techniques with different structures, power system utilities still prefer the conventional lead-lag power system stabilizer structure. Therefore, conventional power system stabilizer based on this study, a new power system stabilizer parameters are set in a way. The problem of a robust PSS design is formulated as a multiobjective optimization problem and Artificial Bee Colony (ABC) Algorithm is used to solve it. To demonstrate the robustness of the proposed ABC based power system stabilizer, simulation studies on single machine system subjected to small perturbation. Simulation results show the superiority and robustness of ABC based power system stabilizer as compare to conventionally tuned controller.

This paper presents development of a PCB prototyping system that is able to produce trace lines and drill holes on a PCB board. The system consists of 3 main parts: a mechanical setup that can move in X, Y and Z directions, a driving circuitry and a software program that controls overall operation of the whole system. In this initial work, the system is developed such that it produces a trace line on a PCB board and drill holes on two pads at both end of the trace line. We show that our system successfully performs both of the above tasks.

In this paper, a fuzzy logic controller is proposed for an application of HVDC link to stabilize the frequency oscillation in a parallel AC – DC interconnected power systems. When an interconnected AC power system is subjected to a load disturbance, system frequency may be considerably disturbed and becomes oscillatory. By utilizing the system interconnections as the control channels of HVDC link, the tie line power modulation of HVDC link through interconnections is applicable for stabilizing the requency oscillation of AC system. The conventional Integral controller does not yield adequate control performance. To overcome this problem Fuzzy Logic Controller (FLC) is employed with a set of control rules. The proposed control technique is studied for a two area reheat thermal power systems. From simulation results, the performance of the FLC is better during load disturbances.

Rock fracture mapping is very important in many applications related to rock mechanics. The toughest task is the extraction of the fractures from the images of the rocks. Time series model has been used in this paper for segmentation of fractures from the rock images. The model is compared with orthodox edge detection algorithms. A first order autoregressive image model has been implemented. The model has been applied for both rough as well as smooth fractures. The model was observed to perform well specifically for

This paper focused on estimation of the net electricity consumption of Turkey until the year 2020 using the genetic algorithm approach. Two different models namely GAETM_Lineer and GAETM_Karesel are developed based on economic indicators. The economic indicators for developed models are: Gross Domestic Products, Population, Import and Export. The models developed after the validating with actual data between 1979 and 2009 are compared with different studies Results show that, these models are suitable for estimating the net electricity consumption of Turkey for future., Bu çalışmada Türkiye’nin 2020 yılana kadar ihtiyaç duyduğu net Elektrik Enerjisi Tüketimi Genetik Algoritma yaklaşımı kullanılarak tahmin edilmeye çalışılmıştır. Ekonomik göstergelere dayalı GAETM_Lineer ve GAETM_Karesel isimli iki farklı model geliştirilmiştir. Geliştirilen modellerde kullanılan ekonomik göstergeler: Gayrı Safi Yurt İçi Hasıla, Nüfus, İthalat ve İhracattır. Geliştirilen modellerin uygunluğu 1979 ile 2009 yılları arasındaki gerçek değerlerle gösterildikten sonar farklı çalışmalarla karşılaştırılmıştır. Sonuçlar, geliştirilen modellerin Türkiye’nin gelecekteki Elektrik Enerjisi ihtiyacını tahmin etmek için uygun ve geçerli olduğunu göstermektedir.

Klasik çizelgeleme problemlerinde işlem zamanları sabit kabul edilmektedir. Halbuki işlem zamanı çeşitli durumlarda bozulma ve öğrenme olgusuyla artar veya azalabilir. Ele alınan problemlerin amaç fonksiyonları: maksimum tamamlanma zamanı, toplam tamamlanma zamanı, tamamlanma zamanlarının k’ıncı kuvvetlerinin toplamı, toplam ağırlıklı tamamlanma zamanı, maksimum gecikme ve geciken iş sayısı şeklindedir. Problemleri çözmek için doğrusal-olmayan programlama modelleri geliştirilmiştir., Traditional scheduling models assume that the processing times of jobs are constant. However, there are many situations where the processing time of the job may be subject to change due to deteriorating andr learning phenomena. This paper studies the single-machine scheduling problem with deteriorating and learning effects. We consider the following objective functions: the makespan, the total completion time, the sum of the kth power of completion times, sum of weighted completion times, the maximum lateness and number of tardy jobs minimization. Non-linear programming models are developed for solving these problems.

Sayısal tabanlı yapısal topoloji optimizasyonu problemlerinin üstesinden gelebilmek için malzemenin en etkili şekilde kullanımını gözeterek geliştirilen evrimsel yapı optimizasyonu (ESO) yönteminde mevcut ve hedeflenen koşullar dâhilinde yapı davranışına etki eden birçok kıstas dikkate alınmakta ve nihayetinde yapı içerisindeki gerilmelerin düzgün dağılımı sağlanarak en uygun yani düşük değerde ağırlığa ve yüksek değerde rijitliğe sahip yapılara ulaşılmaktadır. Yapı tasarımlarını geliştirme ve en uygun hale getirme yönünden nispeten yeni bir tasarım aracı olan ESO, başlangıç tasarım alanındaki elemanların bir döngü içerisinde kademeli olarak kaldırıldığı buluşsal bir yöntemdir. Uygun bir tasarım elde edilene ya da istenilen belirli bir hacme ulaşılana dek bu işlemler devam ettirilmekte ve süreç sonunda elde edilen tasarımın uygulanabilirliği irdelenerek nihai karar verilmektedir. Bu yöntem, esasında basit bir temel üzerine oturtulmuş olmasına rağmen takip eden yıllarda farklı araştırmacılar tarafından yapılan katkılarla akademik başarı bir hayli yükseltilmiştir. Bu çalışma kapsamında boyut ve şekil optimizasyonu yöntemlerine kıyasla kullanım alanı daha geniş olan topoloji optimizasyonu temelindeki ESO yöntemi ile üç boyutlu konsol kirişler üzerinde çeşitli uygulamalar yapılmış ve elde edilen tasarımların çubuk analojisi yöntemine uyarlanabilirliği irdelenmiştir., Evolutionary structural optimization which has been constituted to deal with numerical structural topology optimization problems by considering use of material in the most effective way and also many criterions related to present and aimed conditions, uniform distribution of interior stresses and the most optimum structure which has least weight and most stiffness are aimed to reach. It is a heuristic method where a few elements of an initial design domain of finite elements are iteratively removed. Such a process is carried out repeatedly until an optimum design is achieved, or until a desired given volume is reached and final decision is made by evaluating the applicability of the last design formed after the process. Although this method is based on a simple idea, academic success towards ESO has been raised by the contributions of various researchers in the following years. Topology optimization is a more effective method in comparison with size and shape optimization methods. Some 3D cantilever beam examples of ESO which works essentially on topology optimization are presented and adaptation of these designs to strut-and-tie model is investigated in this paper.

Günümüz kablosuz iletişiminde her bir teknolojiye belirli otoriteler tarafından lisans verme yöntemiyle sabit bir spektrum atama politikası uygulanmaktadır. Farklı teknolojilerin gelişmesi, artan kullanıcı talepleri, mevcut sınırlı spektrumun verimsiz olarak kullanımı yeni bir iletişim teknolojisi kavramının ortaya çıkmasına ve bu teknolojinin hızla gelişmesine neden olmuştur. Yeni nesil ağlar olarak da adlandırılan bilişsel radyo teknolojisiyle spektrumun verimli ve dinamik kullanılması sonucu iletişimin kesintisiz ve daha hızlı olarak yapılması amaçlanmaktadır. Bu çalışmada kablosuz iletişimin gelişmesinde bir dönüm noktası olmaya aday olması nedeniyle bilişsel radyo teknolojisi ele alınmıştır. Bilişsel radyo teknolojisinin temel bilgileri, özellikleri ve kullandığı teknikler açıklanmıştır. Özellikleri ve kullandığı teknikler açısından klasik radyo ve yazılım tanımlı radyo ile karşılaştırılmıştır. Bilişsel radyo konusunda yapılan çalışmalar ve karşılaşılan zorluklar incelenmiştir., In today’s wireless communication, a fixed spectrum assignment policy is implemented for each technology by some authorities. Development of different technologies, increase in users’s demands, inefficient usage of limited spectrum enable to emerge a new communication network paradigm and its rapid improvement. Cognitive radio networks which are also known as next generation networks aim to communicate continuously and rapidly as a result of using spectrum efficiently and dynamically. In this paper, due to having a key role for developing wireless communication systems, the cognitive radio technology is investigated. Basic principles and characteristics of cognitive radio networks and the techniques used by cognitive radio are explained. The specifications and the techniques are compared with classic radio and software defined radio. The proposed studies and challenges encountered are discussed.

Kod Bölmeli Çoklu Erişim (CDMA) sisteminin gezgin haberleşme uygulamalarında, özellikle hücresel haberleşme sistemlerinde, gezgin kullanıcıların baz istasyonuna olan farklı uzaklıklarından dolayı, her bir kullanıcı değişik güç seviyelerinde algılanabilir. Bu durumda, yakın kullanıcının sinyali uzak olanın sinyalinde bozucu etki yapar ki, bu durum yakın-uzak problemi olarak adlandırılır. Bu durumun önlenmesi için, her bir kullanıcı sinyalinin baz istasyonunda aynı güç seviyesinde alınması sağlanır. Bu amaçla, açık döngü ya da kapalı döngü güç kontrolü yapılır. Açık döngü kontrolde baz istasyonundan gelen sinyal gücü gezgin kullanıcıda değerlendirilerek, verici gücü ayarlanır. Açık döngü kontrol pek hassas değildir. Kapalı döngü kontrolde ise baz istasyonu, kullanıcının güç seviyesini algılar ve onu gerekli seviyede tutmak için kullanıcıya güç kontrol sinyali gönderir. Güç seviyesinin algılanmasında ve kontrolünde klasik ve bulanık mantık yöntemlerinden başka yapay sinir ağları da kullanılmaktadır. Bu çalışmada, güç seviye algılamasında ve kontrolünde yapay sinir ağı (YSA) kullanarak klasik yöntemlere göre daha iyi sonuçlar elde edilen literatürdeki çalışmalar incelenerek, sonuçlar değerlendirilmiştir., In the cellular communication applications of Code Division Multiple Access (CDMA) system, each user signal can be received in the different power levels in the input of the base station due to different distances of the users. In that case, signal of the user that is closer to the base station causes that far user communicates with errors. This situation is called as Near-Far problem. To prevent this situation, open or closed loop power control system is used to make each user signal equals in the input of the base station. In the open loop control, transmitter power is adjusted by evaluating the received base station power at the mobile user. This type of control is not sensitive. In the closed loop control, base station predicts the power level of the user and sends the power control signal to the user to assure its power in the desired level. Power prediction and power control have been performed with various methods such as classical, fuzzy and neural network in the literature. In this study, papers in the literature on power prediction and control with beter results respect to classical methods by using neural network are examined and results were evaluated.

Acilservislerde talebin etkin olarak yönetilmesi hastane yöneticilerinin (kararvericilerin) önemli bir görevi haline gelmektedir. Günümüzde, hastaneyöneticileri, hasta akışının ve aşırı kalabalıklaşmanın en iyi şekildeyönetilebilmesi için strateji geliştirmeye odaklanmaktadırlar. Acil durumlardazaman çok kritiktir ve yaşam ve ölüm arasındaki farkı ifade eder. Bu nedenleacil servislerde önemli oranda kaynak bulundurulması gerekmektedir, fakatkaynaklar sınırlıdır. Bu bağlamda, acil servislere talebin en az hata iletahmin edilmesi, operasyonların planlanması ve yönetilmesinde büyük önem arzetmektedir. Bu çalışmanın amacı; İzmir, Türkiye’deki büyük ölçekli bir eğitimhastanesi acil servisinde talebi zaman serileri modelleri ile tahmin etmektir.Kış aylarında acil servis talebinde ciddi bir artş beklendiği için, taleptahminlemede kış aylarına odaklanılmıştır. Hastane veri tabanı kullanılarak, 1Aralık 2016-28 Şubat 2017 arasında acil servise yapılan başvurular eldeedilmiştir. 1 Aralık-14 Şubat arasındaki 76 günlük veri farklı otoregresifentegre(bütünlenen) hareketli ortalama (ARIMA) ve mevsimsel otoregresif entegrehareketli ortalama (SARIMA) modellerinin uygunluk ve test edilmesindekullanılırken, kalan 14 günlük veri de uygun modellerin performanslarınınkarşılaştırılmasında kullanılmıştır. Günlük ve periyodik (8-saat aralıkları)tahminler elde edilmiş ve karşılaştırılmıştır. Bu çalışma acil servis hastasayısının tahminlemesinde zaman serileri modellerinin uygun olduğunugöstermektedir., Managingdemand efficiently in emergency departments (ED) has become an important taskfor decision makers of hospitals. Currently, decision makers focus on improvingstrategies for optimally managing flow of patients and overcrowding in EDs.Since time is very critical for emergency situations, and can generally meanthe difference between life and death, EDs need substantial amount of resourceswhich are indeed limited. In this context, forecasting demand in ED with aminimum error, has noticeable significance for hospitals in planning andmanaging operations. The objective of this paper was to develop time seriesmodels for forecasting demand at the ED of a large scaled training hospital inIzmir, Turkey. Since in winter periods, a significant increase is expected indemand, forecasting demand during winter period is focused. By using ElectronicHealth Record (EHR) of this hospital, demand in ED during 1st ofDecember, 2016 to 28th of February, 2017 were obtained. First 76days data (1st December to 14th February) were used to testappropriateness and accuracy of different autoregressive integrated movingaverage (ARIMA), and seasonal autoregressive integrated moving average (SARIMA)models, where remaining 14 days were used to test the performance of them.Daily and periodical (8-hour lengths) forecasts were evaluated and compared.This study shows how time series models are proper in forecasting patientvolumes in EDs.
