The latest report from the Intergovernmental Panel on Climate Change urges that global CO 2 emissions from the power sector should be reduced by 90 percent or more below 2010 levels between 2040 and 2070. Such a reduction will most likely require greatly increasing the share of wind, solar, energy storage and nuclear energy in the energy mix in the next 40–50 years. This paper emphasizes the importance of developing large energy storage systems without which, wind and solar can only have a limited impact on CO 2 emissions as it will depend mainly on the energy mix used during wind and solar down time. The large areas that are required would be challenging, but not unrealistic, as long as a solution for energy storage exists. Carbon capture and storage has considerable potential to reduce CO 2 emissions from coal and gas power plants, but also from heavy industries such as cement and steel manufacturing. To give an idea of the scale of the required infrastructure, in the United States, coal and gas power plants emit approximately 2.4 billion tonnes of CO 2 per year; whereas the US annual petroleum consumption is about 0.9 billion tonnes (6.9 billion barrels). This paper also emphasizes that uranium and thorium used in breeder reactors represent an almost infinite source of low-carbon energy. The issues associated with the management of nuclear wastes are real, but they are not the uniquely difficult issues perceived by the media, much of the public and by many politicians. Finally, the investment necessary to implement a wind and solar powered economy would very likely be higher than that necessary to implement a nuclear powered economy because of the much larger number of GWe required. Energy security was the major driver for several countries in the world to opt for alternative sources of energy and reduce CO 2 emissions. Being blessed with oil and gas reserves, the situation in the Gulf Cooperation Council (GCC) countries may look different, in a way that investments on Renewable Energy (RE) projects do not create adequate short-term financial returns. However, considering the extreme increase of energy demand locally caused by the industrial and economic development in the region will make seizing the emerging opportunity to develop RE projects a strategic decision. This paper targets regional decision-makers as well as multilateral stakeholders, in an attempt to formulate a set of recommendations on policies to promote RE deployment. It presents the results of the study that covered all GCC countries (Saudi Arabia, United Arab Emirates, Qatar, Kuwait, Bahrain and Oman). The document summarizes GCC countries’ RE targets and highlights the main projects and measures established to start this transition. Furthermore, this paper provides an updated and comprehensive overview of the RE situation in the GCC countries, and it includes an assessment of the region’s RE potential, current installed RE capacity and project pipeline, institutional and market frameworks. This study analyses the main gaps concerning RE deployment in the region while discussing the financial, fiscal, political, legislative, technological and environmental aspects. Based on that, a set of recommendations is proposed to fill their gaps and help achieving their politically endorsed targets particularly in the electricity sector. The proposed recommendations will help to accelerate the development rate of GCC RE market, support governments’ efforts towards fulfilling future RE targets, and overcome potential barriers. However such policies analysis should be carried out individually for each country of the GCC region taking into consideration the specificity of each market and economic strategies with more adapted measures. In this paper, an analysis of renewable energy feed-in tariffs (REFIT) for the selected regions of the globe is done with the aim of drawing lesson for Saudi Arabia. A brief background and status of renewable energy sources (RES) utilization in Saudi Arabia is given at the beginning of this paper, followed by a review of the feed-in tariff (FIT) design models reported in literature. The application of the policy in Europe, the United States, Australia, Asia and Africa is then reviewed. Some observations from the analysis of the FIT application in different countries have been discussed and finally, lessons have been drawn from the study. Some policy recommendations have been given for Saudi Arabia. The analysis of the lessons identified shows that the application of FIT scheme in Saudi Arabia is likely to speed up the development of renewable energy resources within the area. Abstract Traditional support policies for green energy have greatly contributed to the rise in prosumer numbers. However, it is believed that they will soon start to exert negative impact on stakeholders and on the grid. Policy makers advise to phase out two of the most widely applied policies – net metering and feed-in tariff, in favor of support policies that scale better with rising renewable generation. This work quantifies the impact of these traditional policies in future "what-if" scenarios and confirms the need for their replacement. Based on simulations with real data, we compare net metering and feed-in tariff to four state-of-the-art market-based mechanisms, which involve auction, negotiation and bitcoin-like currency. The paper examines the extent to which each of these mechanisms motivates not only green energy production but also its consumption. The properties and characteristics of the above mechanisms are evaluated from the perspective of key stakeholders in the low voltage grid – prosumers, consumers and energy providers. The outcome of this study sheds light on current and future issues that are relevant for policy makers in the evolving landscape of the smart grid. This paper measures the policy effectiveness of power purchasing agreements, capital grants, tax incentives, preferential loans, and research, development, and demonstrations for photovoltaic (PV) and wind power development in the member countries of the European Union (EU). The empirical findings confirm that the feed-in tariff is more efficient than renewable portfolio standards (RPS) for PV and wind power development, although RPS does have an effect on wind power development. However, the other economic instruments are all inefficient for PV development but are efficient for wind power development, except for tax incentives. Moreover, the economic growth required, serious financial deficits, and dependence on imported energy that discourage PV development are unrelated to wind power development. Offshore wind energy generation has experienced an important growth in the last five years, reaching currently an installed capacity of almost 8000 MW. The most important references in this type of technology are Denmark, Holland, Sweden, Germany and United Kingdom. In Spain, previsions for technology, have been set at around 750 MW of installed power during the period 2011–2020. However, Spanish coastal features, social opposition to installations near the coast and lack of a stable regulatory environment guaranteeing the investments are factors which are restraining the development of this technology. This paper presents a brief review of the state of the art of offshore wind technology and it describes the most frequently used types of turbines, transmission systems and support structures in Europe. It also presents the current situation and the expected growth of offshore wind power facilities, introducing the characteristics of the operational – and under construction – windfarms. Future electricity network must be flexible, accessible, reliable and economically viable to realise the aims of the smart grid initiative. In order to achieve these objectives and to reduce greenhouse gas (GHG) emissions, research on various configurations or architectures of microgrid (µGrid) systems is gaining greater attention. This is occurring in step with increasing penetration of Renewable Energy Sources (RES) such as solar, wind and other micro-sources. Energy storage can also be a part of the µGrid architecture to ensure more stable and sustainable operation. The techno-economic viability of the µGrid system is also a point of concern. Again, the variable and uncontrollable behaviour of RES can also introduce power quality problems. To improve the systems reliability, efficiency and power quality, different µGrid architectures are introduced. Complex control of the µGrid controller is helping to overcome these conditions. In that case, integration of Custom Power Devices is also playing an important role. Therefore, µGrid policies should also deal with these issues in the light of future trends towards the Smart Grid. This paper presents a literature review, based on various existing and/or simulated µGrid architectures. In relation to the reliability, efficiency and power quality issues, different distribution systems have been introduced. The advantages and disadvantages of these configurations are discussed here. The benefits of RES and its associated power quality problems have been identified. The benefits of energy storage systems and the development of communication systems towards the stable, flexible and efficient operation of smart grids are also reviewed. Wind energy is among the most relevant types of renewable energy and plays a vital role in the projected European energy mix for 2020. The aim of this paper is to comprehensively present current risks and risk management solutions of renewable energy projects and to identify critical gaps in risk transfer, thereby differentiating between onshore and offshore wind parks with focus on the European market. Our study shows that apart from insurance, diversification, in particular, is one of the most important tools for risk management and it is used in various dimensions, which also results from a lack of alternative coverage. Furthermore, policy and regulatory risks appear to represent a major barrier for renewable energy investments, while at the same time, insurance coverage or alternative risk mitigation is strongly limited. The finiteness of fossil fuels implies that future electric power systems may predominantly source energy from fuel-free renewable resources like wind and solar. Evidently, these power systems without fuel will be environmentally benign, sustainable, and subject to milder failure scenarios. Many of these advantages were projected decades ago with the definition of the soft energy path , which describes a future where all energy is provided by numerous small, simple, and diverse renewable sources. Here we provide a thorough investigation of power systems without any fuel-based generation from technical and economic standpoints. The paper is organized by timescale and covers issues like the irrelevance of unit commitment in networks without large, fuel-based generators, the dubiousness of nodal pricing without fuel costs, and the need for new system-level models and control methods for semiconductor-based energy-conversion interfaces. The growth of Decentralized Energy Systems (DES) signals a new frontier in urban energy planning and design of local energy systems. As affordability of renewable energy technologies (RET) increases, cities and urban regions become the venues, not only for energy consumption but also for generation and distribution, which calls for systemic and paradigmatic change in local energy infrastructure. The decentralizing transitions of urban energy systems, particularly solar photovoltaic and thermal technologies, require a comprehensive assessment of their sociotechnical co-evolution – how technologies and social responses evolve together and how their co-evolution affects urban planning and energy policies. So far, urban planning literature has mainly focused on the impact of physical urban forms on efficiency of energy consumption, overlooking how the dynamics of new energy technologies and associated social responses affect local systems of energy infrastructure, the built environments and their residents. This paper provides an interdisciplinary review on the co-evolving technical and social dynamics of DES focusing on Distributed Generation (DG), MicroGrids (MG), and Smart MicroGrids (SMG), in order to draw insights for their integration in urban planning and policy, in particular reference to climate change mitigation and adaptation planning. Sichuan Province is one of the most important economic inland areas and is characterized by an abundance of renewable energy resources in the form of solar, wind, biomass, and, in particular, hydropower. After the rapid growth of installed hydropower capacity during the past decade, the non-hydro renewable energy resource development is booming in Sichuan Province. This development is bringing about a series of problems as well. In this paper, we give an overview of Sichuan׳s renewable energy development in the past five years, analyze the existing problems, and examine the underlying causes in terms of environment, market, technology, and policy. On that basis, we propose a method for future renewable energy development in Sichuan and suggest that Sichuan׳s government should improve the pricing mechanism and the mandatory share policy for non-hydro renewable energy. Additionally, R&D on the plateau type of wind turbines and the smart micro-grid should be strengthened. Finally, given the mature hydropower industry in Sichuan, the combined operation of wind–hydro and solar–hydro plants is recommended to improve the stability of renewable electricity generation output. This paper deals with the simultaneous scheduling of electrical vehicles and responsive loads to reduce operation cost and emission in presence of wind and PV powers in microgrid. In the proposed method, the electrical vehicles are used for peak shaving and load curve modification while the responsive loads are employed to supply the reserves needed to compensate the intrinsic uncertainties of wind and PV powers. Furthermore, a developed two-stage model is proposed to determine the expected operation cost of microgrid (energy and reserve). In the first stage, the generation and reserve power costs are minimized while in the second stage, the costs associated with unit scheduling changes resulting from wind and PV power variations are minimized. The proposed model is implemented in a microgrid with various distributed generations. The simulation results have shown that the incorporation of electrical vehicles and responsive loads leads to decrease the system operation costs and emissions while the uncertainties related to wind and PV are compensated. Iran is rich in energy resources and oil has dominated the politico-socio-economic life of this country, but nevertheless Iran has no documented policy and vision for its massive resources. This poses a major challenge to policy makers and the society. It is necessary to have a clear picture of Iran׳s energy status in recent years showing the flow of energy supply, demand, consumption, import and export to know how the energy situation in Iran is and identify its weaknesses and strengths. This paper is the first step in that direction and presents an overview of Iran energy situation and the potential and current state of renewable energy application. The status of energy in Iran is compared to world’s energy status via five key factors, and finally this comparison shows hints for designing roadmap of energy for Iran to attain sustainable and secure energy in long term. Energy production in a safe and hazard free manner is one of the world׳s greatest concern. Since the inception of Kyoto Protocol, which was adopted in 1997 and entered into force in February 2005, countries have started to adopt different measures for emission reduction such as electricity generation from renewable energy sources; as the source is free from green house gas (GHG) or CO 2 emission. Legislations and financial incentives have been provided by some governments for encouragement and ensuring good returns to the investors in renewable energy sector. This paper analyzes how a 500 kWp solar photovoltaic (PV) system for electricity generation contributes significantly in the GHG emission reduction and also the potential impact of introducing CO 2 emission reduction cost in the solar PV electricity generation. The result shows that the emission reduction is of the order of hundreds of tons of CO 2 and CO 2 emission reduction cost has a positive impact on the cumulative cash flow of the system. Worldwide, renewable electricity projects are granted production support to ensure competitiveness. Depending on the design of these support schemes, the cash inflows to investment projects will be more or less exposed to fluctuations in electricity and/or subsidy prices. Furthermore, as renewable electricity technologies mature, there is a possibility that the current support scheme will be terminated or revised in ways that make it less generous or more in line with market mechanism. Using a real options approach, we examine how investors in power projects respond to such market and policy risks. We show that: (1) due to price diversification, the differences in market risk between support schemes like tradeable green certificates, feed-in premiums and feed-in tariffs are less than commonly believed; (2) the prospects of termination will slow down investments if it is retroactively applied, but speed up investments if it is not; and, (3) this policy uncertainty may add a substantial risk to investments, especially in the first case where investors expect future curtailment of subsidies to affect new and old installations alike. Integrating variable and non-dispatchable renewable power generation into existing power systems will have consequences for their operation and future expansion. These impacts will depend on two factors: (1) the variability of the total renewable power generation on different time scales and (2) the possibilities of accurately forecasting these fluctuations. In this paper, previous research on variability assessment and forecasting of solar, wind, wave and tidal energy resources is reviewed. The aim is to summarize the state of knowledge in each area and to compare the approaches used for the respective resources. For temporal variability, methods and models used for assessing the variability are surveyed, as well as what is known about the variability at individual sites and for larger aggregates of sites. For forecasting, an overview of forecasting methods for the different resources is made, and selected forecasting methods are compared over different time horizons. An important finding is that it is hard to draw strong conclusions from the existing studies due to differences in approaches and presentation of results. There is a need for further, more coherent studies that analyze the variability for the different resources in comparable ways, using data with the same resolution, and for studies that evaluate the smoothing effect and complementarity of combinations of several renewable energy resources. For forecasting, future research should suggest ways to evaluate forecasts from different renewable energy sources in easily comparable ways, using data from the same locations or regions, with the same temporal and spatial resolution, and with comparable metrics for the forecasting errors. In recent time, the concern for grid integration of wind power has been a subject of discussion in the academic community. At present, the penetration level is still moderate for most grids to accommodate. As the penetration level increases, wind power may cause additional problems to the grid due to its intermittent nature. One of the intending solutions to this problem is the adoption of energy storage. This paper examines the state of the art energy storage technology options that are capable of mitigating wind power intermittency on the grid and their challenges. It also highlighted the existing policies that aided the development of wind power and discusses the limitations of its integration into the grid. It was found that, the ability of storage technology to be effectively utilised in mitigating the wind power intermittency depends on the ramp rate of the technology, response delay time, duration of storage, maturity of technology, installation cost, efficiency of the technology, its environmental impact and the suitability of the site topology. Therefore, no single storage technology is capable of providing total solution at mitigating the effect of wind power intermittency on the grid. The paper provides a comprehensive empirical assessment of American stimulus policies aimed at renewable energy (RE) technologies. We use an indicator-based methodology to assess progress with respect to energy, environmental and socio-economic issues resulting from RE stimulus programs linked to the American Recovery and Reinvestment Act, and review and analyze the emerging but scattered literature. Overall, our results indicate that stimulus programs have had a positive effect on the RE sector. This is despite the fact that they were originally planned to work in combination with a greenhouse gas ‘cap-and-trade’ system, which has not been implemented. From the methodological perspective, our approach is resource-intensive and our analysis highlights numerous challenges, notably related to causality and additionality.
