Transitioning electricity generation sectors to renewable energy is a necessary element of climate change mitigation but a challenging one with years of technical and social lock-in creating considerable inertia and a pace of change insufficient to meet the task. Transition management has emerged as a promising approach to proactively manage and accelerate transitions in sectors like energy and water and has the potential to do so in manner that would help secure energy justice. However, the approach has been criticised for ignoring the political dynamics of transitions, risking procedural and recognition injustice for traditional energy production regions while increasing opposition to a transition. This paper uses a qualitative case study approach to understand how a transition to renewable energy generation could be achieved in a way that secures energy justice for traditional energy production regions like those of Gladstone in the Australian state of Queensland. The paper augments the transition management approach with the “just transitions” concept, which has emerged from labour movements as a means to mitigate negative impacts on workers and communities in traditional energy production regions, to create a “Just Transition Management” framework that is applied as a diagnostic tool to the case study. While results suggest a transition is imminent within Queensland, a lack of: consistent, supportive federal policy; long-term visions, and a clear process leaves it at risk of being captured by the powerful incumbent resources sector utilising an “environment vs. jobs” narrative. Yet, the results also suggest that adopting a just transition management approach has the potential to successfully resist the influence of the resources sector, by providing cheap, secure renewable energy and supporting affected workers into roles in the renewable energy sector using a reflexive, representative network governance approach. Data analysis reveals how the application of just transition principles has already engaged communities and unions that were previously sceptical of renewable energy. Overall, this study suggests that the just transition management framework assists in identifying the political barriers to transitions and energy justice more broadly, while also providing a management approach which creates powerful niche actor-networks to counter the narratives and influence of the incumbent resource sector. Conventional petrol vehicles emit a substantial quantity of greenhouse gases, leading to increasingly serious global warming problems. The expansion and development of renewable power generation technologies is conducive in promoting the use of electric vehicles, which are more environmentally friendly. This paper proposes a multi-objective power expansion model considering renewable energy policy objectives. The model regards the problem as a multi-period optimisation task, taking the newly installed capacity and the power generation capacity of each power generation technology as decision variables, and simulating the uncertain factors in the planning process using Geometric Brownian Motion and Monte Carlo approaches. The optimisation objective of the model is to minimise expected costs, reduce risk and environmental impacts, and incorporate changing policy objectives into the constraints to meet policy makers' expectations for renewable energy development. Then, a decentralised target search-based multi-objective evolutionary algorithm is proposed to solve the model. Its effectiveness is verified by a numerical example using real data from the Chinese power system. The experimental results show that the proposed algorithm exhibits improved performance compared with benchmark algorithms and provides high quality and diverse Pareto-optimal solutions to decision makers. Finally, the optimal plans for power expansion and generation mix under different preferences and policy objectives are discussed and corresponding recommendations are made. Majority of the power generation in India is carried out by conventional energy sources, coal and fossil fuels being the primary ones, which contribute heavily to greenhouse gas emission and global warming. The Indian power sector is witnessing a revolution as excitement grips the nation about harnessing electricity from various renewable energy sources. Electricity generation from renewable sources is increasingly recognized to play an important role for the achievement of a variety of primary and secondary energy policy goals, such as improved diversity and security of energy supply, reduction of local pollutant and global greenhouse gas emissions, regional and rural development, and exploitation of opportunities for fostering social cohesion, value addition and employment generation at the local and regional level. This focuses the solution of the energy crisis on judicious utilization of abundant the renewable energy resources, such as biomass, solar, wind, geothermal and ocean tidal energy. This paper reviews the renewable energy scenario of India as well as extrapolates the future developments keeping in view the consumption, production and supply of power. Research, development, production and demonstration have been carried out enthusiastically in India to find a feasible solution to the perennial problem of power shortage for the past three decades. India has obtained application of a variety of renewable energy technologies for use in different sectors too. There are ample opportunities with favorable geology and geography with huge customer base and widening gap between demand and supply. Technological advancement, suitable regulatory policies, tax rebates, efficiency improvement in consequence to R&D efforts are the few pathways to energy and environment conservation and it will ensure that these large, clean resource bases are exploited as quickly and cost effectively as possible. This paper aims to assess the renewable energy capacity of Turkey in order to consider main priorities in the energy policy of Turkey. In this paper, renewable energy potential and regulatory conditions are discussed in Turkey in comparison with European Union. The results of the study implemented within the framework of EnviroGRIDS project indicated a promising yet very susceptible future for the implementation of renewable energy power plants in Turkey. The forecasts have shown that the solar power potential utilization is becoming more significant after 2020. The projections for 2050 indicate that electricity consumption from small and medium renewable energy sources including solar and wind will constitute 15% of the total, whereas the solar thermal will constitute around 16%. Geothermal and other renewables will remain around 3%. According to the high demand scenario, in 2050 the share of hydropower in overall electricity generation will be 12%, followed by solar power at 7% and wind power at 3%. Additionally, renewable energy policy and regulations in Turkey and in EU are overviewed in this study. On the contrary to EU, the constant feed-in tariff amount does not consider capital investments of specific energy sources in Turkey that brings disadvantage to the implementation. Despite the positive momentum achieved by the renewable energy sector in recent years, there are substantial challenges that need the attention of the global community, and one of the more pressing issues is dealing with the deleterious external costs of power generation. One of the parameters to compare costs of energy across various technologies is levelised cost of energy (LCOE), but it has been conventional practice to neglect the external costs in estimating the LCOE of power generation technologies. Furthermore, as LCOE is a critical indicator for policy and decision makers, there is a need to juxtapose actual costs of renewable and conventional power generation technologies. This research paper attempts to internalise some of these external and GHG emission costs across various power generation and storage technologies in all the G20 countries, as they account for 85% of global power consumption. As future investment decisions are largely influenced by costs, estimates in this research prove renewables and storage to be far cheaper than fossil and nuclear sources by 2030, even without considering external costs. The myth that renewables are ‘way too expensive’ has been debunked repeatedly, and the cost decline of wind and solar photovoltaic (PV) technologies have outpaced most industry expectations. The results of this research not only substantiate this trend, but also statistically display that all the G20 countries have the opportunity to decrease their energy costs significantly, between now and 2030. Renewable energy technologies offer the lowest LCOE ranges across G20 countries in 2030. Utility-scale solar PV generally shows the lowest values ranging from 16 to 117 €/MWh el and onshore wind LCOE range is from 16 to 90 €/MWh el . Rooftop solar PV generally offers the next lowest LCOE ranging from 31 to 126 €/MWh el , followed by LCOE of offshore wind power ranging from 64 to 135 €/MWh el . Solar PV and battery systems are highly competitive on an LCOE basis at utility-scale ranging from 21 to 165 €/MWh el and at residential scale from 40 to 204 €/MWh el . The G20, as well as other countries, can continue to develop their economies in a sustainable manner, along with substantial co-benefits in adjacent policy fields such as higher national welfare, better health of citizens, lower respective health costs and improved energy security. Malaysia's framework for energy development was established in the early 1970s. Henceforth, many successive policies were introduced as potential resources for electricity generation and utilization. Currently, as a signatory to the United Nations Framework Convention on Climate Change, Malaysia is sparing a number of effort to comply with the policy to meet the challenges of mitigating over-dependence on fossil fuels, reducing carbon levels, and achieving sustainable national development. This paper reviews the baseline studies on electrical energy policies and the measurement indicators used in Malaysia's electric power system. This research involves a comprehensive survey of electrical energy policies in Malaysia that focus on issues pertaining to energy supply, utilization, its environmental impact and considerations, renewable energy (RE) policies, production and consumption, energy efficiency, and feed-in tariffs. Fourteen energy indicators for sustainable development in Malaysia were investigated through the identification of energy policies in significant areas, such as reliability, safety, adequacy and cost-effectiveness of energy supply; increasing energy efficiency; minimizing environmental impact; and enhancing quality of life in terms of social well-being. The policies and the indicators are classified into different sustainable dimensions and summarized in tables along with the corresponding key references. In this study, future energy planning and options, especially in nuclear and RE programs, as well as the conflict between them, are illustrated through the overall performance relative to targets and benchmarks for past and future projections up to the year 2030. This review seeks to examine the past, present, and future policies and indicators to provide a sufficient overview of Malaysian energy policies for optimizing sustainable development. The goal is for this review to lead to increased efforts to accommodate the increasing demand for the management and utilization of RE, promote energy efficiency, and improve performance in achieving sustainable national development. This paper evaluates the net effect of renewable energy policy in Spain from 2002 to 2017 and calculates its cost-effectiveness in terms of CO 2 emission reductions in the production of electricity. Our conclusions indicate that although the phasing out of Feed-in Tariffs reduced the regulatory costs, it also limited renewable participation in the electricity market, leading to an increased electricity price and higher emissions. According to our results, the joint effect of (i) the value of avoided emissions due to renewable energy participation and (ii) the merit order effect was able to compensate for the regulatory costs (subsidies) up until 2010, while the sign of the net effect was reversed from 2011 to 2017. Concentrating solar power (CSP) has received significant attention among researchers, power-producing companies and state policymakers for its bulk electricity generation capability, overcoming the intermittency of solar resources. The parabolic trough collector (PTC) and solar power tower (SPT) are the two dominant CSP systems that are either operational or in the construction stage. The USA and Spain are global leaders in CSP electricity generation, whereas developing countries such as China and India are emerging by aggressive investment. Each year, hundreds of articles have been published on CSP. However, there is a need to observe the overall research development of this field which is missing in the current body of literature. To bridge this gap, this study 1) provides a most up-to-date overview of the CSP technologies implemented across the globe, 2) reviews previously published review articles on this issue to highlight major findings and 3) analyzes future research trends in the CSP research. Text mining approach is utilized to analyze and visualize the scientific landscape of the research. Thermal energy storage, solar collector and policy-level analysis are found as core topics of discussion in the previous studies. With a holistic analysis, it is found that direct steam generation (DSG) is a promising innovation which is reviewed in this study. This paper presents a set of policy recommendations for the market design of a future European electricity system characterized by a dominant share of renewable energy supply (RES), in line with the stated targets of European governments. We discuss the market failures that need to be addressed to accommodate RES in liberalized electricity markets, review the evolution of the EU's RES policy mechanisms, and summarize the key market impacts of variable RES to date. We then set out economic principles for wholesale market design and use these to develop our policy recommendations. Our analysis covers the value of interconnection and market integration, electricity storage, the design of RES support mechanisms, distributed generation and network tariffs, the pricing of electricity and flexibility as well as long-term contracting and risk management. The decision-making process regarding the choice of alternative energy technologies is multidimensional, made up of a number of aspects at different levels, economic, technical, environmental and social. This paper uses a multicriteria decision making model, PROMETHEE II, to determine the best fuel mix for electricity generation in an isolated Greek island, Lesvos. Having analyzed the energy profile of the island, a set of 7 energy policy scenarios are determined and assessed against economic, technical, environmental and social criteria. The energy policy scenarios include the use of conventional fuels, wind energy and natural gas, in its liquid form, liquefied natural gas (LNG). Weighting of criteria is carried out according to three different perspectives, each one focusing on sustainability, economic and environmental/social benefits. Universal electricity access is an important development objective, and the focus of a number of key global UN initiatives. While robust electricity planning is widely believed to be a prerequisite for effective electrification, to date, no comprehensive overview of electricity planning research has been undertaken on sub-Saharan Africa, the world region with the lowest access rates. This paper reviews quantitative and qualitative electricity planning and related implementation research, considering each of the 49 sub-Saharan African countries, the four regional power pools and the sub-continent as a whole. Applying a broad understanding of electricity planning and a practical limit of 20 reviewed articles per country and region, 306 relevant peer-reviewed journal articles are included in this review. A general classification scheme is introduced that classifies the planning literature along the addressed value chain depth, number of different analysed criteria and number of evaluated decision alternatives. The literature is found to be strongly clustered in a few countries, with less than 5 identified relevant articles in 36 of the 49 countries. The total amount of articles per year is clearly increasing over time, addressing technology choice, operation, distribution and implementation analyses. Although including different high-level criteria in analysing electricity systems is common, the literature is only starting to use formalised multi-criteria decision making (MCDM) tools. The review indicates that 63% of relevant articles favour renewable energy technologies for their given problems. Frequently mentioned success factors for electrification in sub-Saharan Africa include adequate policy design, sufficient finance and favourable political conditions. While considerable regional and methodological literature gaps are apparent, the literature in this review identifies a rich and fruitful ground for future research to fill these gaps. Located in the Indian Ocean, Mauritius is among the Small Island Developing States (SIDS), entirely reliant on coal, petroleum and some locally available renewable energy sources to satisfy energy needs. 22.7% of the electricity is generated by biomass, solar, landfill gas and hydro and the remaining by fossil fuels. Even with continual oil price volatilities and specific economic, social and environmental vulnerabilities compared to continental areas, Mauritius has successfully provided 100% electricity to all its residents. However, with a growth in population and economy, Mauritius faces a crucial challenge to supply more electrical power to all requiring sectors. Renewable energy appears to be the most effective solution to cater for the increase in electricity demand but there are still huge challenges to overcome for massive deployment of more renewable energy. In this context, this paper reviews the current electricity industry and fuel sources for electricity production in Mauritius. In this paper we study development patterns of Latvian electricity market. It is done based on a newly developed computer-aided simulation model. System dynamics approach was used to simulate long-term development of electricity sector in the region under the existing policy design. Results demonstrate that renewable energy sources have a high potential to integrate in the electricity generation balance. Important preconditions for this to happen are: presence of appropriate support measures, a continuous technological progress and fossil fuel price increase.
