This paper reports the views and perceptions of randomly selected education policy makers in Southeast Asia, based on surveys of 651 senior public officials in 14 middle-income countries globally. The findings show that officials tend to prioritize increasing secondary school completion over improving learning quality, despite global evidence suggesting that improving learning quality is more crucial for economic growth. Additionally, the surveyed Southeast Asian officials severely underestimate learning poverty and do so at twice the rate of officials from other countries. Officials were most likely to cite system capacity as the primary constraint to improving learning. The findings show that officials' support for gender equality and disability inclusion is high. Interviewed officials prefer to invest in in-service teacher training or early-grade reading compared to other options such as EdTech or inclusion for students with disabilities. Abstract In mitigating against energy poverty in Nigeria, research interest has focused mainly on electricity access and reduced electricity bills for low/medium income households. However, energy poverty in the global south is not only a problem of access but also of mobility which plays a crucial role in the economic productivity of a country. The need therefore arises for a scheme that guides low/medium income level households in increasing ownership of electrical appliances in a way that will improve their quality of life at the least-cost possible. Such a scheme is expected to address a prevailing challenge of poor satisfaction from the utilization of electrical appliances commonly observed with low/medium income households to achieve comfort, using Nigeria as a test case. This paper thus proposes a progressive system of electrical appliance ownership for low/medium income households in Nigeria for improved comfort. Furthermore, this paper advances discussions on building comfort by establishing the relationship between household comfort and economic output for Nigeria. The proposed system and the results obtained find relevance in developing countries especially in sub-Saharan Africa and developing Asia for improving household comfort, mitigating poverty and precipitating economic growth. To achieve the Sustainable Development Goals (SDGs), countries should prioritize reducing income inequality while ensuring people have access to affordable, reliable, and modern energy. This study clearly illustrates the nexus between three aspects of energy poverty and income inequality, focusing on 77 countries from 2000 to 2019. The empirical results indicate that access to electricity contributes to reduce income inequality, while access to clean fuels and renewable energy development can increase income inequality. The results of heterogeneity analysis further reveal that at the early stage of economic development, access to clean fuels and electricity can significantly reduce income. In contrast, the development of renewable energy worsens income inequality. However, renewable energy development becomes the primary factor in reducing income inequality as economic development progresses. Furthermore, the mechanism analysis shows that energy poverty can reduce income inequality by improving public health and educational attainment. Abstract The literature on poverty convergence is sparse and much of the empirical evidence relies on Ravallion (2012) who found a lack of poverty convergence across some ninety Less Developed Countries (LDCs) during 1980–2007. This paper revisits cross-country poverty convergence using data from the same sources but an extended period of 1980–2014. We find that while poverty convergence remains absent across LDCs, it is present in Sub-Saharan Africa (SSA) during the extended period. Initial poverty canceling the effectiveness of growth in reducing poverty explains the lack of poverty convergence across LDCs; while a strong growth effect dominating the adverse effect of initial poverty on growth effectiveness explains the strong poverty convergence found in SSA. A direct adverse link between initial poverty and subsequent growth – which Ravallion (2012) recognized as the main impediment to poverty convergence during 1980–2007 – is not found in this study. Abstract Does economic development result in tree cover loss for poor countries, but not so for already more developed countries? Using a new subnational dataset and employing a quasi-experimental method, this paper addresses this question using tree cover loss data for 14 contiguous countries. The analysis uses geographical regression discontinuity (using national borders as discontinuities) and our findings show that Sub-Saharan Africa and low-income countries in general have the highest development-deforestation elasticity. Abstract In this paper, we investigate the relationship between energy poverty and economic development in India and its trend over a decade. For this purpose, we estimate a Multidimensional Energy Poverty Index (MEPI) and an index of development at the district level using household level data. Empirical results show that energy poverty is quite extensive in India with substantial variations across the states and districts. Over the years, energy poverty shows a declining trend at all-India level, but with the exception of few bigger and less developed states. Further, the study records a negative relationship between economic development and energy poverty, the strength of relationship has increased during the study period. Among the components of economic development, education has a greater impact on reducing energy poverty compared with income. The study observes that energy poverty and socio-economic backwardness in India are highly correlated; Dalits and Adivasis have higher energy poverty and a lower rate in the reduction of energy poverty in comparison with the national average. Summary This paper examines the implications of productivity improvements in agriculture, industry, and services for global poverty. We find that, in poor countries, increases in agricultural productivity generally have a larger poverty-reduction effect than increases in industry or services. This differential declines as average incomes rise, partly because agriculture becomes smaller as a share of the economy, and partly because agricultural productivity growth becomes less effective in reducing poverty. The source of the poverty-reduction benefits from agricultural productivity growth changes as innovations are more widely adopted—moving from increases in producer returns to reductions in consumer prices. Residential energy consumption level, structure, and potentiality are crucial indices reflecting economic and social development. In rural China, energy poverty is still prevalent, and economic poverty is a critical factor that deteriorates energy poverty. This paper combines income- and asset-based measures of wealth to provide a more dynamic perspective on the effects of economic poverty on energy poverty. Results show that for the household which in an average asset or income level, when its assets and income increase by 10%, the probability of a household choosing clean fuels increases by 0.007 and 0.002, respectively. Rural household prefers gas than electricity when household income and assets increase. To solve the energy poverty problem in rural areas, governments need to take measures to improve the accumulation of wealth, raise the infrastructure level and increase the employment rate. Changing population age structures are shaping the trajectories of development in many countries, bringing opportunities and challenges. While aging has been a matter of concern for upper-middle and high-income economies, rapid population growth is set to continue in the poorest countries over the coming decades. At the same time, these countries will see sustained increases in the working-age shares of their population, and these shifts have the potential to boost growth and reduce poverty. This paper describes the main mechanisms through which demographic change may affect economic outcomes, and estimates the association between changes in the share of working-age population with per capita growth and poverty rate. An increase in the working-age population share and a reduction in the child dependency ratio are found to be associated with an increase in gross domestic product per capita growth, with similarly positive effects on poverty reduction. Summary Minimum wage policies are implemented in most developing countries, so understanding their consequences is critical to determine their effectiveness. This paper quantifies the labor market and poverty effects of Honduran minimum wages from 2005 to 2012. Using 13 household surveys as repeated cross-sections, I estimate the net effects of minimum wage hikes using variation from annual reforms to multiple minimum wages, a 60% increase, and changes in the number of minimum wage categories. Evidence shows that employers are partially complying with minimum wage laws, and respond to hikes by increasing their level of non-compliance. Higher minimum wages reduce covered (formal) employment and increase uncovered (informal) employment. Formal sector wages increase but greater labor supply in the informal sector leads to a negative net effect on wages. This last result is often empirically ambiguous, although consistent with the dual-sector minimum wage model. I find no evidence that minimum wages reduce extreme or moderate poverty. Summary This paper presents a new demographic profile of extreme and moderate poverty, defined as those living on less than $1.90 and between $1.90 and $3.10 per day in 2013, based on household survey data from 89 developing countries. The face of poverty is primarily rural and young; 80% of the extreme poor and 75% of the moderate poor live in rural areas. Over 45% of the extreme poor are children younger than 15 years old, and nearly 60% of the extreme poor live in households with three or more children. Gender differences in poverty rates are muted, and there is scant evidence of gender inequality in poor children’s educational attainment. A sizable share of the extreme and moderate poor, 40 and 50%, respectively, have completed primary school. Compared with the extreme poor, the moderate poor are significantly more likely to have completed primary school and are less likely to work in agriculture. After conditioning on other individual and household characteristics, having fewer than three children, having greater educational attainment, and living in an urban area are strongly and positively associated with welfare. The results reinforce the central importance of households in rural areas and those containing large numbers of children in efforts to reduce extreme poverty, and are consistent with increased educational attainment and urbanization hastening poverty reduction. This paper uses a comprehensive dataset on social spending covering the period 1984–2010 for developing countries, and the unique cross-country database on poverty to explore the poverty-reducing role of social protection during financial crises. The results indicate that financial crises are associated with increases in the rates of growth of the poverty headcount and the poverty gap of 12% and 7%, respectively. These detrimental poverty effects of financial crises are significantly lower in countries with higher social spending, suggesting the importance of social protection for poverty reduction in times of crisis and potential gains from policy intervention. Summary Rural financial markets have grown rapidly in Asian emerging market economies, thus contributing to economic development and the reduction of poverty. At the same time, however, the level of indebtedness of rural households has increased, making households more vulnerable to shocks. One of the reasons for rising household debt is the ease of borrowing simultaneously from a growing number of lending institutions. This paper addresses two major questions. First, does borrowing from multiple sources increase rural households’ risk of over-indebtedness? Second, do over-indebted rural households refinance their outstanding loans through multiple borrowing, running the risk of becoming trapped in a debt cycle? Employing a dynamic random effects bivariate probit model for a unique set of longitudinal household panel data from Northeast Thailand, this study examines the bidirectional relationship between over-indebtedness and multiple borrowing to determine to what extent rural households become trapped in debt cycles. On the one hand, the results indicate that households in Northeast Thailand take on multiple loans, which further increases their risk of becoming over-indebted. Summary Until recently there was lacking a common food security measure and the necessary data to study the individual-level determinants of food insecurity around the world. In 2014, the Food and Agriculture Organization’s Voices of the Hungry project developed an experiential measure of food insecurity, the Food Insecurity Experience Scale (FIES), translated it into 200 languages, and contracted Gallup, Inc. for collection of data through the Gallup World Poll. This is the first paper that identifies and examines the common determinants of food insecurity in 134 countries using this cross-country comparable experiential measure of food insecurity. We also investigate whether and to what extent the common determinants of food insecurity identified in a global model differ across rankings of economic development. Using a series of multilevel linear probability models, we find that the five characteristics associated with the largest increase in the likelihood of experiencing food insecurity around the world are: having low levels of education, weak social networks, less social capital, low household income, and being unemployed. We also find significant heterogeneity in the determinants of food insecurity over development rankings. In contrast with the classical topics of poverty and exclusion of rural areas, the multiple dualities in the social-spatial dimension of villages in semi-urbanized suburbs of China’s large cities have received little attention to date. As this paper demonstrates, such dualities have emerged during China’s rapid urbanization since the early 2000s. It is firstly argued that these dual characteristics are derived from the institutional separation of urban and rural entitlements (e.g., hukou , welfare, land property ownership etc.). These distinctions are then projected into social capital differentiation, such as the division between the strong and weak ties of local community residents. Consequentially, the dualities are embodied in the residential space segregation between established residents and rural migrants that is divided into Houses in Single-Family Occupancy (HSFOs) and Houses in Multiple-Family Occupancy (HMFOs). To support these claims, a case study of the village of Zhoucun, a southern suburb of the Nanjing Metropolitan Area on the east coast China, is used. This draws on both quantitative and qualitative data that includes interviews with authorized officers from local government to municipal government, and a questionnaire survey and interviews with both the HSFO and HMFO residents themselves. Poverty alleviation resettlement (PAR) is one of China’s key poverty reduction initiatives. Through this state-led resettlement programme, the government aims to improve the living standards and access to infrastructure and services of the rural poor. This paper examines PAR from the perspective of spatial restructuring through a household survey conducted in Shanxi and Shaanxi provinces. A total of 30 resettlement sites were examined. The results show that PAR has two spatial forms: long-distance resettlement, which resettles people to cities or towns, and short-distance resettlement, which resettles people within the administrative boundaries of their village or to a nearby village. Furthermore, the type of spatial restructuring is an important factor shaping the outcome of resettlement. While long-distance resettlement outperforms short-distance resettlement in terms of gains in income, the advantage is offset by higher post-resettlement expenses. Furthermore, long-distance resettlers face a greater challenge in securing non-agricultural employment. Consequently, the level of satisfaction is lower among long-distance resettlers. Significant challenges remain to be addressed for both types of resettlement, including establishing two-way communication between villagers and the government about resettlement plans and providing better financial support for the resettlers, safeguards for the livelihoods of non-movers, and post-resettlement support programmes to help resettlers adjust to their new environments. Summary This paper explains the processes behind the framing of drip irrigation as a promising technology to address current poverty and environmental challenges in the developing world. I draw from critical development and science and technology studies and highlight that this imagery has been actively performed. Insiders elaborated a compelling narrative calling upon a will to improve through technology and the moral legitimacy of social entrepreneurship in development; they worked hard to establish a supportive coalition in an ever wider network. This story hinges on several assumptions, which upon closer scrutiny appear to be problematic: the unicity of smallholder farming, the attribution of inherent technical characteristics to a specific object—the “drip kit”—regardless of the context in which it is used, and the framing of social entrepreneurship and market-based approaches as alternative models even though these rather constitute a re-working of existing arrangements within the international development community. Nonetheless, the pro-poor and environmentally friendly smallholder drip irrigation narrative still continues to be successful in harnessing the support of the international development community, despite the little capacity drip irrigation has had to transform smallholder farming, especially in sub-Saharan Africa. Unpacking the origins, actors, and building blocks of the discursive success of smallholder drip irrigation provides fresh perspectives on the practices of development in the sector and is the first step toward more meaningful engagement with smallholder farmers in the developing world. Summary China’s economic reforms starting in the late 1970s have resulted in rapid economic growth, with annual growth in gross domestic product averaging greater than 10% per year for more than 30 years. Accompanying this rapid growth in national accounts have been rapid and widespread reductions in poverty. With these reductions in poverty, however, there has often been observed an increase in income inequality, both between as well as within rural and urban sectors. This rising income gap challenges the notion that economic reforms in China have been as successful as the poverty statistics would suggest. In this paper, we suggest that an alternative view would be to consider the effects of these reforms on changing the chronic nature of poverty and reducing household vulnerability to poverty. Using a balanced panel from rural China from 1991 through 2006, we find that most poverty among our sample has shifted from being chronic in nature to being transient, with households either shifting into a state of being non-poor moving in and out of poverty. Among our sample, vulnerability to poverty has been declining over time, but the declines are not uniform over time or space. We decompose household vulnerability status into two proximate causes: low expected income and high income variability, finding vulnerability increasingly due to income variability. Summary This paper uses Chinese household data for 1989–2009 to explain why mean nutrient intake has declined despite economic growth. We focus on household heterogeneity in nutrient intake response to increases in household income allowing for its endogeneity. A quantile instrumental-variable fixed-effects panel estimation shows that rising income tends to reduce inequality in macronutrient intake in both urban and rural areas in 2004–09. This is driven by increases in nutrient intake for the urban nutrient poor and falls in nutrient intake for the rural nutrient non-poor. Summary This paper summarizes a study of changes in per-capita income, monetary poverty, and income distribution in 9,045 subnational administrative units of nine Latin American countries between the mid-1990s and mid-2000s. The results largely support spatial convergence of mean household incomes, although the estimates indicate it has been slow. Territorial inequality is found to be persistent and reduces the pro-poor effect of local income growth. Although national-context specific, the estimates also indicate that territorial development dynamics are influenced by the structural features of the territories. Summary This article is the introduction to a volume containing findings from a program conducted over five years in 11 Latin America countries, to answer three questions: (1) Are there rural territories that have experienced simultaneous economic growth, poverty reduction, and improved distribution of income?; (2) What factors determine these territorial dynamics?, and; (3) What can be done to stimulate and promote this kind of territorial dynamics? The article outlines the analytical and policy issues and the methodology, summarizes the remaining 10 papers in the collection, and presents a conceptual framework that itself is one of the results of the program. India has witnessed high economic growth since the 1980s, and a confirmed reduction in monetary poverty, particularly in poorer states. Poverty, however, has multiple dimensions. This paper thoroughly analyzes the change in multidimensional poverty in India between 1999 and 2006. We find a strong reduction in national poverty and each of its dimensions, but this has not been uniform across regions, castes, or religions. Probing further, we analyze changes in the distribution among the poor people nationally as well as within population subgroups. After an impressive acceleration in growth and poverty reduction since the mid-1990s, many African countries continue to register robust growth in the aftermath of the global financial crisis. Will this growth persist, given the tepid recovery in developed countries, numerous weather shocks, and civil conflicts in Africa? This paper “stress tests” African economies. The findings indicate that Africa's long-term growth is fairly impervious to a prolonged recession in high-income countries. Growth is, however, much more sensitive to a disruption of capital flows to the region, and to internal shocks, such as civil conflict and drought, even if the latter follow historical patterns. The broad policy implication is that with proper domestic production conditions African countries can sustain robust long-term growth. Because of the economic dominance of the agriculture sector and the share of food in household budgets, countries will need to increase the resilience of agriculture and protect it from unfavorable climate change impacts, such as drought. The Asia-Pacific region includes a majority of the world's population and many of its most rapidly growing economies. It is also home to the world's largest number of extremely poor people, many fragile states, and unsustainable environmental practices. The region has increased its influence in the world economy but is still grappling to overcome complex interrelated challenges of poverty, inequality and sustainable development. Its priorities must be addressed as a central element of any post-2015 global development goal framework. Drawing from lessons of the Millennium Development Goals, this paper suggests a conceptual framework to guide a new generation of goals, along with an intergovernmental approach to implementation. The “ZEN” framework stresses the distinct challenges of achieving zero extreme poverty (Z), setting country-specific “Epsilon” benchmarks for broader development challenges (E), and promoting environmental sustainability both within and across borders (N). • We investigate the link from poverty to growth using data from 129 developing countries, including 44 in Sub Saharan Africa, during 1981–2018. • Faster poverty reduction leads to faster growth in the developing world as a whole (LDCs); but especially in Sub-Saharan Africa (SSA). • Initial poverty has no direct impact on growth in both regions. But it weakens the effectiveness of growth in reducing poverty; more in LDCs than in SSA. • Faster growth brings about faster poverty reduction in the developing world as a whole; but not so much within SSA. • For faster poverty reduction, LDCs especially SSA need pro-growth reduction strategies besides the conventional pro-poor growth strategies. The positive impact of growth on poverty reduction has been well documented and confirmed. In contrast, the impact of poverty reduction on subsequent growth has not been systematically investigated. The main objective of this paper is to explore empirically the reverse causality between poverty and growth. Using data from 129 developing countries (44 in SSA) during 1981–2018, this study finds that faster poverty reduction is linked to faster growth in the developing world and especially the SSA region; while faster growth contributes to faster poverty reduction more in the developing world outside of SSA than within SSA. These findings suggest that for faster poverty reduction in the entire developing world but especially in SSA, we need a pro-growth poverty reduction strategy, where interventions directly target poverty reduction, and through that also contribute to faster growth; as a complement to the more conventional pro-poor growth strategy, where interventions directly target growth and only reduce poverty through growth. • The study provides the linkages between agency, cash transfers and livelihoods. • South Africa's cash transfers enable beneficiaries to enact 'developmental agency'. • Cash transfers served as catalysts for participants' livelihood decision-making. • The grants were used by participants as seed funding to start and grow livelihoods. • The agency established counters the view that beneficiaries are passive dependent. Although cash transfers primarily support recipients' consumption of goods for basic needs, there is a growing body of evidence showing that they can also promote livelihood activities. Yet there has been little theoretical or empirical analysis of the contribution of human agency in facilitating the conversion of cash transfers into livelihood strategies. This paper presents findings from a qualitative study conducted in a poor urban community in South Africa. Giddens's structuration theory provides an analytical tool to understand how cash transfers enable agency through livelihood activities. The first finding is that beneficiaries conceptualized as "developmental agents", were highly motivated to improve their lives; and that they were decision-makers who made different types of strategic and operational decisions to improve their livelihood activities. Agency expressed through a strong sense of self, ingenuity and resilience denoted participants as active rather than passive recipients of public assistance. Receipt of cash transfers activated agency, enabling recipients to start or diversify livelihood activities. Second, the challenges and constraints are identified that limited their livelihood outcomes, such as high levels of poverty in the community and unemployment. Finally, it shows how beneficiaries attempted to circumvent structural barriers to human development. • Despite legislation and financial redistribution, unequal access to educational resources in China remains. • The government has failed to provide sufficient financial support to underdeveloped provinces. • In underdeveloped areas, financial capacity is lower, but educational need is higher. There is great inequality of educational resources between different provinces in China due to unbalanced economic development. Despite continued redistribution of financial resources by the central government in favor of poorer provinces, educational inequality remains. In this paper, we argue that focusing on educational resources is far from sufficient. Poorer provinces do not only suffer from a lower level of educational resources, but they also have more children to educate, i.e. a greater need for education. Combining and analyzing the data in the Sixth National Population Census of China and the official statistics on education spending and resources, we found that provincial-level variations in the child population and the child dependency ratio have made access to educational resources even more unequal given the unequal financial capacity at the provincial level. Poorer provinces face a higher child dependency ratio and have lower economic development, and these two factors jointly lead to limited educational resources. Apart from a much higher level of redistribution in favor of less developed provinces, encouraging more balanced distribution of teachers and more broadly promoting economic equality are essential to reduce inequality in educational resources in China.
