In China, the puhui (普惠) early care and education (ECE) program, a national public policy, was officially launched in 2010 to improve the affordability, accessibility, and quality of ECE. Based on a five-year research project, this book explores the development and practice of this ambitious reform campaign with national empirical evidence.The authors evaluate the puhui ECE system (e.g., puhui early education policy, puhui kindergarten services, puhui child care services, and total teacher compensation) from the perspective of universal ECE provision for all children. They focus on children from disadvantaged families such as migrant children, children with special needs, and children from low socioeconomic families by emphasizing the targeted provision of ECE based on the principle of educational equity. This book investigates the historical evolution, regional differences, and quantitative measurement on street interface, which forms the street space and plays a very important role in urban form. This volume assesses China's transition to innovation-nation status in terms of social conditions, industry characteristics and economic impacts over the past three decades, also providing insights into future developments. Defining innovation as the process that generates a higher quality, lower cost product than was previously available, the introductory chapter conceptualizes the theory of an innovation nation and the lessons from Japan and Untied States. It outlines the key governance, employment and investment institutions that China must build for such transition to occur, and examines China's challenges and strategies to innovate in the era of global production systems. Two succeeding chapters explain the evolving roles of Chinese state in innovation, and the new landscape of venture capital finance. These proceedings primarily focus on advances in the theory, experiments, and numerical simulations of turbulence in the contexts of flow-induced vibration and noise, as well as their control. Fluid-related structural vibration and noise problems are often encountered in many engineering fields, increasingly making them a cause for concern. The FSSIC conference, held on 5-9 July 2015 in Perth, featured prominent keynote speakers such as John Kim, Nigel Peake, Song Fu and Colin Hansen, as well as talks on a broad range of topics: turbulence, fluid-structure interaction, fluid-related noise and the control/management aspects of these research areas, many of which are clearly interdisciplinary in nature. It provided a forum for academics, scientists and engineers working in all branches of Fluid-Structure-Sound Interactions and Control (FSSIC) to exchange and share the latest developments, ideas and advances, bringing them together researchers from East and West to push forward the frontiers of FSSIC, ensuring that the proceedings will be of interest to a broad engineering community.

With rapid economic and industrial development in China, India and elsewhere, fluid-related structural vibration and noise problems are widely encountered in many fields, just as they are in the more developed parts of the world, causing increasingly grievous concerns. Turbulence clearly has a significant impact on many such problems. On the other hand, new opportunities are emerging with the advent of various new technologies, such as signal processing, flow visualization and diagnostics, new functional materials, sensors and actuators, etc. These have revitalized interdisciplinary research activities, and it is in this context that the 2nd symposium on fluid-structure-sound interactions and control (FSSIC) was organized. In the mathematical treatment of many problems which arise in physics, economics, engineering, management, etc., the researcher frequently faces two major difficulties: infinite dimensionality and randomness of the evolution process. Infinite dimensionality occurs when the evolution in time of a process is accompanied by a space-like dependence; for example, spatial distribution of the temperature for a heat-conductor, spatial dependence of the time-varying displacement of a membrane subject to external forces, etc. Randomness is intrinsic to the mathematical formulation of many phenomena, such as fluctuation in the stock market, or noise in communication networks. Control theory of distributed parameter systems and stochastic systems focuses on physical phenomena which are governed by partial differential equations, delay-differential equations, integral differential equations, etc., and stochastic differential equations of various types. This has been a fertile field of research with over 40 years of history, which continues to be very active under the thrust of new emerging applications. The objective of this volume is to highlight through a collection of chap­ ters some of the recent research works in applied prob ability, specifically stochastic modeling and optimization. The volume is organized loosely into four parts. The first part is a col­ lection of several basic methodologies: singularly perturbed Markov chains (Chapter 1), and related applications in stochastic optimal control (Chapter 2); stochastic approximation, emphasizing convergence properties (Chapter 3); a performance-potential based approach to Markov decision program­ ming (Chapter 4); and interior-point techniques (homogeneous self-dual embedding and central path following) applied to stochastic programming (Chapter 5). The three chapters in the second part are concerned with queueing the­ ory. Chapters 6 and 7 both study processing networks - a general dass of queueing networks - focusing, respectively, on limit theorems in the form of strong approximation, and the issue of stability via connections to re­ lated fluid models. The subject of Chapter 8 is performance asymptotics via large deviations theory, when the input process to a queueing system exhibits long-range dependence, modeled as fractional Brownian motion.
