This book examines key issue areas of Indo-Pacific strategies such as cyber security, space security, maritime security, emerging technologies, and institutional frameworks in the context of deepening US–China rivalry. With greater interconnectedness across various fields, the Indo-Pacific region faces greater security challenges including future strategic power competition. States are increasingly engaging in intense strategic activities and strengthening partnerships. The first part of book focuses on the strategic competition between the United States and China in different areas including cyber security, space security, maritime security, emerging technologies, and institutional frameworks. The second part of the book presents the perspectives of different local actors in the regional theatre and the intentions and concepts behind their growing interconnectedness under Indo-Pacific strategies, including China, Russia, Taiwan, Hong Kong, and North Korea. Zahid Shahab Ahmed evaluates the progress of the South Asian Association for Regional Cooperation (SAARC). This study goes beyond economic integration to present a detailed appraisal of cooperation under the overarching themes of economic cooperation, environmental security, human welfare, and cooperation in security matters. According to the author, SAARC is making progress in addressing the myriad of issues on its agenda. The transition from agreements to actions and frequent interactions among the member states has boosted confidence. The progress of SAARC is more evident in the less controversial areas of human security, such as poverty alleviation, health and safety, human resources development, and higher education. Notwithstanding enthusiastic commitments reflected in agreements and action plans, there is a gulf between rhetoric and implementation most notably in sensitive areas relating to traditional security. In the light of the findings of this study, the author proposes that greater cooperation in common human security areas has a potential to pave the way for a cooperation on issues of a'contentious'nature, particularly terrorism.

The Asia-Paci?c region has emerged in recent years as one of the fastest g- wing regions in the world in the use of Web technologies as well as in making signi?cant contributions to WWW research and development. Since the?rst Asia-Paci?c Web conference in 1998, APWeb has continued to provide a forum for researchers, professionals, and industrial practitioners from around the world to share their rapidly evolving knowledge and to report new advances in WWW technologies and applications. APWeb 2004 received an overwhelming 386 full-paper submissions, including 375 research papers and 11 industrial papers from 20 countries and regions: A- tralia,Canada,China,France,Germany,Greece,HongKong,India,Iran,Japan, Korea, Norway, Singapore, Spain, Switzerland, Taiwan, Turkey, UK, USA, and Vietnam. Each submission was carefully reviewed by three members of the p- gram committee. Among the 386 submitted papers, 60 regular papers, 24 short papers, 15 poster papers, and 3 industrial papers were selected to be included in the proceedings. The selected papers cover a wide range of topics including Web services, Web intelligence, Web personalization, Web query processing, Web - ching, Web mining, text mining, data mining and knowledge discovery, XML database and query processing, work?ow management, E-commerce, data - rehousing, P2P systems and applications, Grid computing, and networking. The paper entitled “Towards Adaptive Probabilistic Search in Unstructured P2P - stems”, co-authored by Linhao Xu, Chenyun Dai, Wenyuan Cai, Shuigeng Zhou, and Aoying Zhou, was awarded the best APWeb 2004 student paper.

The papers comprising Vol. I and Vol. II were prepared for and presented at the International Conference on Information Networking 2002 (ICOIN 2002), which was held from January 30 to February 1, 2002 at Cheju Island, Korea. It was organized by the KISS (Korean Information Science Society) SIGIN in Korea, IPSJ SIG DPE (Distributed Processing Systems) in Japan, the ITRI (Industrial Technology Research Institute), and National Taiwan University in Taiwan. The papers were selected through two steps, refereeing and presentation review. We selected for the theme of the conference the motto “One World of Information Networking”. We did this because we believe that networking will transform the world into one zone, in spite of different ages, countries and societies. Networking is in the main stream of everyday life and affects directly millions of people around the world. We are in an era of tremendous excitement for professionals working in many aspects of the converging networking, information retailing, entertainment, and publishing companies. Ubiquitous communication and computing technologies are changing the world. Online communities, e commerce, e service, and distance learning are a few of the consequences of these technologies, and advanced networking will develop new applications and technologies with global impact. - Abstract
We welcomed participants to the 1st EurAsian Conference on Advances in Information and Communication Technology (EurAsia ICT 2002) held in Iran. The aim of the conference was to serve as a forum to bring together researchers from academia and commercial developers from industry to discuss the current state of the art in ICT, mainly in Europe and Asia. Inspirations and new ideas were expected to emerge from intensive discussions during formal sessions and social events. Keynote addresses, research presentation, and discussion during the conference helped to further develop the exchange of ideas among the researchers, developers, and practitioners who attended. The conference attracted more than 300 submissions and each paper was reviewed by at least three program committee members. The program committee selected 119 papers from authors of 30 different countries for presentation and publication, a task which was not easy due to the high quality of the submitted papers. Eleven workshops were organized in parallel with the EurAsia ICT conference. The proceedings of these workshops, with more than 100 papers, were published by the Austrian Computer Society. We would like to express our thanks to our colleagues who helped with putting together the technical program: the program committee members and external reviewers for their timely and rigorous reviews of the papers, and the organizing committee for their help in administrative work and support. We owe special thanks to Thomas Schierer for always being available when his helping hand was needed.
