The proceedings of MG16 give a broad view of all aspects of gravitational physics and astrophysics, from mathematical issues to recent observations and experiments. Astronomy and Astrophysics Abstracts is prepared by a special department of the Astronomisches Rechen-Institut under the auspices of the International Astronomical Union. Volume 34 records literature published in 1983 and received before February 17, 1984. Some older documents which we received late and which are not surveyed in earlier volumes are included too. Astronomy and Astrophysics Abstracts, which has appeared in semi-annual volumes since 1969, is devoted to the recording, summarizing and indexing of astronomical publications throughout the world. It is prepared under the auspices of the International Astronomical Union (according to a resolution adopted at the 14th General Assembly in 1970). Astronomy and Astrophysics Abstracts aims to present a comprehensive documenta­ tion of literature in all fields of astronomy and astrophysics. Every effort will be made to ensure that the average time interval between the date of receipt of the original literature and publication of the abstracts will not exceed eight months. This time interval is near to that achieved by monthly abstracting journals, compared to which our system of accumu­ lating abstracts for about six months offers the advantage of greater convenience for the user. Volume 31 contains literature published in 1982 and received before July 15, 1982; some older literature which was received late and which is not recorded in earlier volumes is also included. We acknowledge with thanks contributions to this volume by Dr. J. Bouska, Prague, who surveyed journals and publications in Czech and supplied us with abstracts in English.

The main theme of this monograph - conditions of regenera­ tion of organs in mammals - reflects an area of increasing empha­ sis which permeates much current Soviet research on regeneration. The introduction of this theme goes back about 25 years, and empha­ sis on the influence of environmental conditions upon regenerative processes has fluctuated until the mid-1960s, when the viewpoints on this subject were established in much the same form as they are expressed in this book. For years, Russian regeneration research has been charac­ terized by the presence of several dominant and often conflicting schools of thought. Since an acquaintance with these makes the in­ terpretation of many of the theoretical implications of this book, particularly in the introductory and concluding chapters, consider­ ably clearer, those not familiar with the Russian literature might profit by reading my brief survey of this field (Carlson, B. M., 1968. Re­ generation research in the Soviet Union, Anat. Rec., 160:665-674).

Over the last decades higher education has gone through an unprecedented growth period, and as a result the average university or college has now more students and a larger output than ever before. At the same time, the socio-economic and political demands with respect to higher education have grown dramatically. These developments have taken place without a proportional increase of the budgets and facilities of the higher education institutions. This has created an imbalance between the expectations with respect to higher education and the institutional capacities in the sector. One of the underlying trends is that the traditional pact between higher education and society has become problematic. Society no longer accepts the rather special and protected position that universities have had for a very long time in our societies. The knowledge-based social and cultural missions of higher education institutions are no longer taken for granted as the main legitimacy bases for public investments in higher education. Universities and colleges are at present expected to function efficiently, to contribute to sustainable economic growth at various levels, and to add to national and even supranational trade balances. On top of this they have to prove that they maintain a high level of quality in their primary activities, i. e. teaching, research and services, while adapting and responding to the expectations expressed so vehemently in their environments, and to a decreasing per capita funding basis.

The workshop entitled Magnetic Susceptibility of Superconductors and other Spin Systems (S4) was held at Coolfont Resort and Health Spa. located near Berkley Springs West Virginia on May 20-23. 1991. There were over sixty attendees. approximately half from the United States. the remainder representing over twelve different countries. The international character of the workshop may be gleaned form the attendee list, included in this volume. The intent of the workshop was to bring together those experimentalists and theoreticians whose efforts have resulted in significant recent contributions to the development and use of the ac susceptibility technique as well as to the interpretation of data obtained from these measurements. Many spirited discussions occurred during and after the presentations. These are reflected in the manuscripts contained in these proceedings. Although camera ready manuscripts were required from all participants at registration, all manuscripts were revised and reflect the lively exchanges that followed each presentation. The small size of the workshop allowed the participants a high degree of flexibility. Consequently when a controversial topic such as'the irreversibility line'emerged, a special session was organized on the spot. At the suggestion of Ron Goldfarb, participants were invited to contribute a one page summary containing their thoughts on the topic. These stand alone contributions were retyped and included as submitted, with only minor editorial changes. These proceedings are intended for those experienced scientists new to the field and graduate students just beginning their research.

Over the last thirty years an abundance of papers have been writ­ ten on adaptive dynamic control systems. Nevertheless, now it may be predicted with confidence that the adaptive mechanics, a new division, new line of inquiry in one of the violently developing fields of cybernetic mechanics, is emerging. The birth process falls far short of being com­ pleted. There appear new problems and methods of their solution in the framework of adaptive nonlinear dynamics. Therefore, the present work cannot be treated as a certain polished, brought-to-perfection school textbook. More likely, this is an attempt to show a number of well­ known scientific results in the parametric synthesis of nonlinear systems (this, strictly speaking, accounts for the availability of many reviews), as well as to bring to notice author's developments on this question undoubtedly modern and topical. The nonlinear, and practically La­ grangian, systems cover a wide class of classical objects in theoretical mechanics, and primarily solid-body (robotic, gyroscopic, rocket-cosmic, and other) systems. And what is rather important, they have a direct trend to practical application. To indicate this discussion, I should like to notice that it does not touch upon the questions concerned with the linear and stochastic con­ trolobjects. Investigated are only nonlinear deterministic systems being in the conditions when some system parameters are either unknown or beyond the reach of measurement, or they execute an unknown limited and fairly smooth drift in time.

Hedda, founded on 1 January 2001, is a consortium of nine European centres and institutes devoted to research on higher education (see web site: www. uv. uio. nolhedda). Theconsortium·saims are to strengthen the relationship between higher education research and practice, organise and support available academic expertise, and further knowledge on higher education in Europe in such a way that it becomes more accessible and visible at the supranational and international levels. To contribute to the consortium's objectives CIPES, one of its member institutes, and Hedda have taken a new initiative in the field of research on higher education, that is, an annual seminar focused on one specific topic of research. The topic is determined by the Hedda Board from among the most burning issues of present day higher education policies. The tirst seminar was a four-day scientific event on Governance Structures in Higher Education Institutions. The seminar was held along the banks of the Douro River, Portugal, on 13-17 October 2001. The second seminar focused on the Emergence of Managerialism in Higher Education Institutions and took place at the same location on 4-9 October 2002. The theme of the third seminar is Markets in Higher Education to be held 2-6 October 2003. Participation in the seminars is limited to select Hedda researchers and invited researchers of international standing, all of whom are active in the research theme of each particular seminar.

This book addresses the following research questions: What are the main transformations in European higher education? How do these transformations affect the national higher education systems of Norway and Poland? How do European-level higher education policy processes affect national higher education policies in Norway and Poland, especially in the areas of funding and governance? Europe and the two countries are the units of analysis, with different authors choosing different research foci and different disciplinary approaches.

This collection, now in paperback, explores how universities are coping with the range of reforms and changes taking place across higher education today. Analyzing areas such as leadership, quality management, strategic thinking, collegiality and academic work, and from the perspective of different agents within higher education including students, academics and management, this book examines the various differences between reform attempts and the actual changes happening in universities.

Anteriormente se creía que los factores que determinaban el dinamismo de la economía eran la capacidad de ahorro y la disponibilidad de capital de los países; un poco más en la actualidad, en un marco de libre mercado, lo han determinado la estabilidad y el equilibrio macroeconómico. El predominio que tuvieron dichos factores en los círculos académicos dejó en la penumbra a otros que —al menos en contextos regionales— ayudaban a explicar la prosperidad productiva. El caso del conocimiento y la innovación, pese a que por muchos años la teoría no le reconoció ninguna relevancia y a que era escasa la influencia entre los policymaker, estuvo presente entre los economistas institucionales. Hasta que la evidencia empírica demostró el impacto que tiene la inversión en ciencia y tecnología, los programas y las acciones del sector público la tomaron en cuenta. Para reflexionar sobre los alcances y las implicaciones de ese proceso, El Colegio de Sonora, junto a otras instituciones y en coordinación con el COECYT de la entidad, organizó un foro internacional orientado a revisar las experiencias nacionales e internacionales en esta materia. As the United States devotes extensive resources to health care, evaluating how successfully the U.S. system delivers high-quality, high-value care in an equitable manner is essential. At the request of Congress, the Agency for Healthcare Research and Quality (AHRQ) annually produces the National Healthcare Quality Report (NHQR) and the National Healthcare Disparities Report (NHDR). The reports have revealed areas in which health care performance has improved over time, but they also have identified major shortcomings. After five years of producing the NHQR and NHDR, AHRQ asked the IOM for guidance on how to improve the next generation of reports. The IOM concludes that the NHQR and NHDR can be improved in ways that would make them more influential in promoting change in the health care system. In addition to being sources of data on past trends, the national healthcare reports can provide more detailed insights into current performance, establish the value of closing gaps in quality and equity, and project the time required to bridge those gaps at the current pace of improvement.

Bringing together an international line-up of contributors, this collection provides a transnational examination of recent developments within the academic profession in the light of changes to higher education systems, globalization and marketization.

On the occasion of Mary Henkel's seventieth birthday a group of her colleagues have come together to write this volume of articles as a tribute to her work and a token of gratitude for contributions to higher education research. The authors analyse these developments leading up to and possibly beyond the present in a tribute to Mary Henkel's work using her birthday as an occasion to focus attention on her contributions to higher education research – something she would normally seek to avoid. By bringing together leading experts on quality assurance in higher education from seven countries (from Europe, the USA and South Africa), this volume intends to go several steps further than most publications on quality assurance. First, it brings together views from micro to macro levels in the multi-actor space, showing how quality assurance impacts the higher education system throughout. Second, it links quality assurance solidly to issues of regulation, translation (rather than mechanical ‘implementation') and transformation, instead of being only focused on quality assurance as a single policy instrument. Third, it uses this broad range of research insights to criticize current practices, explaining for instance why sometimes people have difficulty in tracing any concrete effects of all initiatives taken in this area. Finally, the book offers proposals for better focusing quality assurance in the future to address institutional challenges better. The general purpose of the book then is to give an engaged, academic reflection on how quality assurance is embedded in higher education and in a dynamic way to assess its impacts and potential improvements.

The European University is under stress. It has become commonplace to argue that radical reforms are needed. The claim is that while environments are changing rapidly, European universities do not learn, adapt and reform themselves fast enough. Reform plans comprise the purposes of universities, i.e. definitions of what the University is, can be and should be, criteria for quality and success, the kinds of research, education., services and innovation to be produced, and for whom. Reform plans also include the universities'organization and financial basis, their governance structures, who should influence the future dynamics of universities, and according to what principles. In contrast, it can be argued that the currently dominant reform rhetoric is only one among several competing visions and understandings of the University and its dynamics. What is at stake is'what kind of University for what kind of society'and which, and whose values, interests and beliefs should be given priority in University governance and reforms? This book explores the visions underlying the attempts to reform the European University as well as two European integration processes ('Bologna'and'Lisbon') affecting University dynamics. Above all, the book presents a framework for analyzing ongoing'modernization'reforms and reform debates that take place at various governance levels, not least the European level, and a long-term research agenda.

Starting from the now classical book by Ladislav Cerych and Paul Sabatier (1986), the editors present a critical appreciation of that initial work and a review and critical appraisal of current empirical policy research in higher education. In the second part, a set of chapters analyses the effective and specific complexities of the implementation of higher education policies in several countries, offering a wide variety of situations both in terms of duration of implementation, legal objectives, adequacy of causal theories underlying the reforms, adequacy of financial resources and degree of commitment of the main actors of the process. Some of these chapters use alternative theoretical frameworks developed since the 1986 Cerych and Sabatier theorization to interpret the empirical results, and some national cases do not fall within the scope of Cerych and Sabatier's analysis. The national case studies are: Australia (2), Austria, Finland, Italy, Mexico, The Netherlands, Norway, Portugal, Spain, South Africa, Sweden, the UK and the USA.
