Huguenot refugees were everywhere in the early modern world. French Protestant exiles fleeing persecution following the Revocation of the Edict of Nantes in 1685, they scattered around Europe, North America, the Caribbean, South Africa, and even remote islands in the Atlantic and Indian Oceans. The Global Refuge provides the first truly international history of the Huguenot diaspora. The story begins with dreams of Eden, as beleaguered religious migrants sought suitable retreats to build perfect societies far from the political storms of Europe. In order to build these communities, however, the Huguenots needed patrons, forcing them to navigate the world of empires. The refugees promoted themselves as the chosen people of empire, religious heroes who also possessed key skills that could strengthen the British and Dutch states. As a result, French Protestants settled around the world: they tried to make silk in South Carolina; they planted vineyards in South Africa; and they peopled vulnerable frontiers from New England to Suriname. This embrace of empire led to a gradual abandonment of the Huguenots'earlier utopian ambitions and ability to maintain their languages and churches in preparation for an eventual return to France. For over a century they learned that only by blending in and by mastering foreign institutions could they prosper. While the Huguenots never managed to find a utopia or to realize their imperial sponsors'visions of profits, The Global Refuge demonstrates how this diasporic community helped shape the first age of globalization and influenced the reception of future refugee populations.

This books surveys the evolution of the international order in the quarter century since the end of the Cold War through the prism of developments in key regional and functional parts of the'liberal international order 2.0'(LIO 2.0) and the roles played by two key ordering powers, the United States and the People's Republic of China. Among the partial orders analysed in the individual chapters are the regions of Europe, the Middle East and East Asia and the international regimes dealing with international trade, climate change, nuclear weapons, cyber space, and international public health emergencies, such as SARS and ZIKA. To assess developments in these various segments of the LIO 2.0, and to relate them to developments in the two other crucial levels of political order, order within nation-states, and at the global level, the volume develops a comprehensive, integrated framework of analysis that allows systematic comparison of developments across boundaries between segments and different levels of the international order. Using this framework, the book presents a holistic assessment of the trajectory of the international order over the last decades, the rise, decline, and demise of the LIO 2.0, and causes of the dangerous erosion of international order over the last decade.

Legitimacy is central for the capacity of global governance institutions to address problems such as climate change, trade protectionism, and human rights abuses. However, despite legitimacy's importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy? The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.

This book explores the traces of the passage of time on the protracted and intractable conflict of Western Sahara. The authors offer a multilevel analysis of recent developments from the global to the local scenes, including the collapse of the architecture of the UN-led conflict resolution process, the advent of the War on Terror to the the Sahara-Sahel area and the impact of the ‘Arab Spring'and growing regional security instability. Special attention is devoted to changes in the Western Sahara territory annexed by Morocco and the Sahrawi refugee camps in Algeria. Morocco has adapted its governance and public policies to profound socio-demographic transformations in the territory under its control and has attempted to obtain international recognition for this annexation by proposing an Autonomy Plan. The Polisario Front and Sahrawi nationalists have shifted their strategy and pushed the centre of gravity of the conflict back inwards by focusing on pro-independence activism inside the disputed territory.

Helmut Schmidt is the neglected chancellor of modern German history, overshadowed by'the greats'- Bismarck, Adenauer, Brandt and Kohl. This volume retrieves Schmidt's true significance as a pivotal figure who helped reshape the global order during the crisis-ridden 1970s. This decision, Kristina Spohr argues, played a crucial part in holding together the Western alliance and paved the way to defusing the Cold War in Europe. Schmidt brought his country to the top table of world politics - what he unashamedly called Weltpolitik - as an equal of the wartime victor powers. It was through his Chancellorship that West Germany came of age on the global stage.

This book examines China's relations with member states of the Gulf Cooperation Council. It highlights the depth of China's ties with the region bilaterally and multilaterally on a five-dimensional approach: political relations, trade relations, energy security, security cooperation, and cultural relations. Regarding each of these criteria, the GCC countries enjoy a strategic significance to China's national security, vital interests, territorial integrity, sovereignty, regime survival, and economic prosperity. China has been an integral part of the political developments on the Arabian Gulf scene since the 1950s. Their bilateral ties have grown steadily since the Economic Reform Era, culminating in strategic partnership two decades later. China and its Arab Gulf partners have embarked on an ambitious economic cooperation that includes joint ventures in oil upstreaming and downstreaming, mammoth highway and railroad projects, construction projects, and above all, strategic security coordination in reference to security threats. Both sides are also engaged in a process of revival of the Silk Road within the Belt and the Road framework. Sino-Gulf bilateral trade relations reached $159,419.20 billion in 2014. The two sides aim to increase it to $600 billion by 2020, a goal within reach given the fact that they are concluding the China-GCC Free Trade Agreement, which will transform their bilateral ties.

Why are there so many crises in the world? Is it true that the global system is today riskier and more dangerous than in past decades? Do we have any tools at our disposal to bring these problems under control, to reduce the global system's proneness to instability? These are the tantalizing questions addressed in this book. Using a variety of demographic, economic, financial, social, and political indicators, the book demonstrates that the global system has indeed become an'architecture of collapse'subject to a variety of shocks. An analysis of the global financial crisis of 2008, the bilateral relationship between the U.S. and China, and the European sovereign debt crisis illustrates how the complexity and tight coupling of system components creates a situation of precarious stability and periodic disruption. This state of affairs can only be improved by enhancing the shock-absorbing components of the system, especially the capacity of states and governments to act, and by containing the shock-diffusing mechanisms. In particular, those related to phenomena such as trade imbalances, portfolio investment, cross-border banking, population ageing, and income and wealth inequality.

This book offers an empirically rich study of Chinese nuclear weapons behaviour and the impact of this behaviour on global nuclear politics since 1949. China's behaviour as a nuclear weapons state is a major determinant of global and regional security. For the United States, there is no other nuclear actor -- with the exception of Russia-- that matters more to its long-term national security. However, China's behaviour and impact on global nuclear politics is a surprisingly under-researched topic. Existing literature tends to focus on narrow policy issues, such as misdemeanours in China's non-proliferation record, the uncertain direction of its military spending, and nuclear force modernization, or enduring opaqueness in its nuclear policy. This book proposes an alternative context to understand both China's past and present nuclear behaviour: its engagement with the process of creating and maintaining global nuclear order. The concept of global nuclear order is an innovative lens through which to consider China as a nuclear weapons state because it draws attention to the inner workings --institutional and normative-- that underpin nuclear politics. It is also a timely subject because global nuclear order is considered by many actors to be under serious strain and in need of reform. Indeed, today the challenges to nuclear order are numerous, from Iranian and North Korean nuclear ambitions to the growing threat of nuclear terrorism. This book considers these challenges from a Chinese perspective, exploring how far Beijing has gone to the aid of nuclear order in addressing these issues.

How has world order changed since the Cold War ended? Do we live in an age of American empire, or is global power shifting to the East with the rise of China? Arguing that existing ideas about balance of power and power transition are inadequate, this book gives an innovative reinterpretation of the changing nature of U.S. power, focused on the'order transition'in East Asia. Hegemonic power is based on both coercion and consent, and hegemony is crucially underpinned by shared norms and values. Thus hegemons must constantly legitimize their unequal power to other states. In periods of strategic change, the most important political dynamics centre on this bargaining process, conceived here as the negotiation of a social compact. This book studies the re-negotiation of this consensual compact between the U.S., China, and other states in post-Cold War East Asia. It analyses institutional bargains to constrain and justify power; attempts to re-define the relationship between a regional community and the global economic order; the evolution of great power authority in regional conflict management, and the salience of competing justice claims in memory disputes. It finds that U.S. hegemony has been established in East Asia after the Cold War mainly because of the complicity of key regional states. But the new social compact also makes room for rising powers and satisfies smaller states'insecurities. The book controversially proposes that the East Asian order is multi-tiered and hierarchical, led by the U.S. but incorporating China, Japan, and other states in the layers below it.

The South Korean warship Cheonan was sunk in mysterious circumstances on 26 March 2010. The remarkable events that followed are analysed by Tim Beal and woven into a larger study of the increasingly volatile relations between North and South Korea and US concern about the rise of China. South Korea's stance towards the North has hardened significantly since the new conservative government came to power. Beal argues that the South moved quickly to use the sinking of the Cheonan to put international pressure on the North, even before the cause of the sinking had been established. The US followed suit by attempting to pressurise China into condemning North Korea. The process of state building in Cameroon developed violently despite international observation and the UN mandated fiduciary situation. The central issue was the conflict over the transfer of the monopoly on violence and the communication of security, insecurity and threats, since anti-colonial forces, local elites and international administrators conveyed their claims to the future state through security talks. Die Sozialwissenschaften reden ganz selbstverständlich von Global Governance, obwohl es (noch) keinen Weltstaat und auch keine Weltregierung gibt. Dennoch hat sich eine Weltgesellschaft in nuce herausgebildet, die eigene, globale Formen der Regierung und der Selbststeuerung anstelle staatszentrierter politischer Steuerung hervorbringt. Dies geschieht wesentlich mittels Organisationen, Institutionen und Regelsystemen neuen Typs (etwa WTO, BIZ, UN), in die verschiedene Mechanismen der gesellschaftlichen Steuerung (Markt, Recht, Solidarität, Wissen) eingebettet sind. Der Band führt in die verschiedenen Debatten um Global Governance ein, diskutiert Grenzen und Möglichkeiten einzelner Formen gesellschaftlicher Steuerung in der Weltgesellschaft und zeichnet exemplarisch die Entstehung neuer Regimes globaler Steuerung nach.
