- Abstract
The Consumer Price Index (CPI), produced by the Bureau of Labor Statistics (BLS), is the most widely used measure of inflation in the U.S. It is used to determine cost-of-living allowances and, among many other important private- and public-sector applications, influences monetary policy. The CPI has traditionally relied on field-generated data, such as prices observed in person at grocery stores or retailers. However, as these data have become more challenging and expensive to collect in a way that reflects an increasingly dynamic marketplace, statistical agencies and researchers have begun turning to opportunities created by the vast digital sources of consumer price data that have emerged. The enormous economic disruption of the COVID-19 pandemic, including major shifts in consumers'shopping patterns, presents a perfect case study for the need to rapidly employ new data sources for the CPI. Modernizing the Consumer Price Index presents guidance to BLS as the agency embarks on a strategy of accelerating and enhancing the use of scanner, web-scraped, and digital data directly from retailers in compiling the CPI. The report also recommends strategies for BLS to more accurately estimate the composition of households'expenditures - or market basket shares - by updating this information more frequently and using innovative survey techniques and alternative data sources where possible. The report provides targeted guidance for integrating new data sources to improve the CPI's estimation of changes in the prices of housing and medical care, two consumer expenditure categories that are traditionally difficult to measure. Because of the urgency of issues related to income and wealth inequality, the report also recommends that BLS identify data sources that would allow it to estimate price indexes defined by income quintile or decile.

The social cost of carbon (SC-CO2) is an economic metric intended to provide a comprehensive estimate of the net damages - that is, the monetized value of the net impacts, both negative and positive - from the global climate change that results from a small (1-metric ton) increase in carbon-dioxide (CO2) emissions. Under Executive Orders regarding regulatory impact analysis and as required by a court ruling, the U.S. government has since 2008 used estimates of the SC-CO2 in federal rulemakings to value the costs and benefits associated with changes in CO2 emissions. In 2010, the Interagency Working Group on the Social Cost of Greenhouse Gases (IWG) developed a methodology for estimating the SC-CO2 across a range of assumptions about future socioeconomic and physical earth systems. Valuing Climate Changes examines potential approaches, along with their relative merits and challenges, for a comprehensive update to the current methodology. This publication also recommends near- and longer-term research priorities to ensure that the SC- CO2 estimates reflect the best available science.

The social cost of carbon (SCC) for a given year is an estimate, in dollars, of the present discounted value of the damage caused by a 1-metric ton increase in CO2 emissions into the atmosphere in that year; or equivalently, the benefits of reducing CO2 emissions by the same amount in that given year. The SCC is intended to provide a comprehensive measure of the monetized value of the net damages from global climate change from an additional unit of CO2, including, but not limited to, changes in net agricultural productivity, energy use, human health effects, and property damages from increased flood risk. Federal agencies use the SCC to value the CO2 emissions impacts of various policies including emission and fuel economy standards for vehicles, regulations of industrial air pollutants from industrial manufacturing, emission standards for power plants and solid waste incineration, and appliance energy efficiency standards. There are significant challenges to estimating a dollar value that reflects all the physical, human, ecological, and economic impacts of climate change. Recognizing that the models and scientific data underlying the SCC estimates evolve and improve over time, the federal government made a commitment to provide regular updates to the estimates. To assist with future revisions of the SCC, the Interagency Working Group on the Social Cost of Carbon (IWG) requested the National Academies of Sciences, Engineering, and Medicine complete a study that assessed the merits and challenges of a limited near-term update to the SCC and of a comprehensive update of the SCC to ensure that the estimates reflect the best available science. This interim report focuses on near-term updates to the SCC estimates.

To do this, our Constitution established an elaborate system of checks and balances that disperses power among the branches of government, which it places in conflict with one another. The Framers believed that this would keep grasping, covetous factions from acquiring enough power to dominate government. Instead, only the people would rule.Proper institutional design is essential to this system. Each branch must manage responsibly the powers it is granted, as well as rebuke the other branches when they go astray. This is where subsequent generations have run into trouble: we have overloaded our government with more power than it can handle. The Constitution's checks and balances have broken down because the institutions created in 1787 cannot exercise responsibly the powers of our sprawling, immense twenty-first-century government.The result is the triumph of special interests over the common interest. James Madison called this factionalism. We know it as political corruption.Corruption today is so widespread that our government is not really a republic, but rather a special interest democracy. Everybody may participate, yes, but the contours of public policy depend not so much on the common good, as on the push-and-pull of the various interest groups encamped in Washington, DC.

Thousands of measures are in use today to assess health and health care in the United States. Although many of these measures provide useful information, their usefulness in either gauging or guiding performance improvement in health and health care is seriously limited by their sheer number, as well as their lack of consistency, compatibility, reliability, focus, and organization. To achieve better health at lower cost, all stakeholders - including health professionals, payers, policy makers, and members of the public - must be alert to what matters most. What are the core measures that will yield the clearest understanding and focus on better health and well-being for Americans? Schooling for Refugee Children is a collaboration between five authors who explore their interactions with refugee children displaced from Syria to the Lebanese borders and London. Through a programme of carefully tailored research activities, they analyse the children’s representations of their personal journeys and current circumstances, especially with regard to ongoing schooling. The children’s experiences are expressed through their own words and drawings, disrupting the stereotype of children as ‘receivers’ rather than empowered actors, and challenging traditional solutions for improving schooling. Throughout, the children are eloquent about their schooling in the context of displacement. Their views and illustrations depict a keen awareness of social justice issues, including on the distribution of wealth, recognition of status and representation of voice. These are framed by the authors within Nancy Fraser’s concept of social justice as parity-of-participation. In this way, the book brings to light important representations of some empowering experiences lived through by refugee children from Syria, as well as their thoughts on what has helped their learning and what can be done better. The children’s need for care and a sense of belonging in their schools and new communities is given particular emphasis throughout the book, represented by one child, who simply requested, ‘Add some more love!’

Cost and schedule growth is a problem experienced by many types of projects in many fields of endeavor. Based on prior studies of cost growth in NASA and Department of Defense projects, this book identifies specific causes of cost growth associated with NASA Earth and space science missions and provides guidance on how NASA can overcome these specific problems. The recommendations in this book focus on changes in NASA policies that would directly reduce or eliminate the cost growth of Earth and space science missions. Large cost growth is a concern for Earth and space science missions, and it can be a concern for other missions as well. If the cost growth is large enough, it can create liquidity problems for NASA's Science Mission Directorate that in turn cause cost profile changes and development delays that amplify the overall cost growth for other concurrent and/or pending missions. Addressing cost growth through the allocation of artificially high reserves is an inefficient use of resources because it unnecessarily diminishes the portfolio of planned flights. The most efficient use of resources is to establish realistic budgets and reserves and effective management processes that maximize the likelihood that mission costs will not exceed reserves. NASA is already taking action to reduce cost growth; additional steps, as recommended herein, will help improve NASA's mission planning process and achieve the goal of ensuring frequent mission opportunities for NASA Earth and space science.

The deficiencies that many children experience from birth to school age—in health care, nutrition, emotional support, and intellectual stimulation, for example—play a major role in academic achievement gaps that persist for years, as well as in behavior and other problems. In fact, the disciplines of drawing have always been confronted with themes and issues relating to transitions from one condition to another. The history of representation tells us of transformations, even epochal ones, relating to ‘drawing’, with all that such transitions entail: suffice it to think of the evolution of forms of representation, of instrumental apparatuses, of the mutability of supports, of the analogical-digital transition underway, of the new modes of communication on platforms, of the hypertrophic offer of images also on the net that confirms Guy Debord’s intuitions relating to the new spectacularisation of society. Similarly, representation triggers transitions in the prefiguration and communication of design, the anticipation and foreshadowing of future events.The challenges posed by the digital pose open questions whose scope can only be glimpsed, such as the relationship between drawing and the act of modelling, and the construction of new paradigms of visual language and communication. ‘Transitions’, almost implicitly, points to possible futures, the evolution of technique and the search for new modes of expression; at the same time, however, it can suggest silences and reflections in a process of connection between history, theory, criticism and construction.

Collecting and analysing students’ opinions towards the learning experiences lived during their enrolment in an academic program is widely recognised as a key strategy to evaluate tertiary education quality. Academic institutions require students to participate every year in specific surveys, aiming at gathering their viewpoint about the organisation of the single courses, and the feelings about the traits and the effectiveness of the teaching activity. In the Italian university system, the surveys about students’ satisfaction are realised in accordance with the guidelines of the National Agency for the Evaluation of Universities and Research Institutes. Here we propose the implementation of a latent class analytical strategy to profile the satisfaction of students at a course level, taking into account the interest about each course, and the perceptions about the course organisation and the instructor performance. Since the items listed in the survey are expressed as 4-point balanced scales, we used the so-called Latent Profile Analysis (LPA) to identify unobserved clusters of courses (i.e., latent profiles) based on the responses of students to the continuous indicators concerning the different aspect related to course satisfaction. Differently from clustering approaches based on distance functions, LPA is a probabilistic model, which means that it models the probability of case belonging to a profile. An application of the strategy to the first-year courses delivered at the University of Calabria (Italy) in the academic year 2020/2021, during the second and third waves of the COVID-19 pandemic in Italy, is used to show the effectiveness of the approach.

He argues concisely how Luhmann's Social Systems Theory offers an integrated theoretical body as well as a consistent articulation of concepts that can lay the groundwork for a vastly improved health systems thinking.

This open access book focuses on the importance that EU politicization has gained in European democracies and the consequences for voting behaviour in six countries of the EU: Belgium, Germany, Greece, Ireland, Portugal and Spain. Most of the studies which research the way the EU is being legitimised focus on the European Parliament elections. In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable.

Given the serious consequences an advancing climate change has on both people and the environment, current measures to limit it are increasingly perceived as inadequate. In many places, cases are brought before courts to compel governments to enact more effective climate legislation and to hold energy and oil companies accountable for their contributions to the changing climate. Jan Cöster-Kauhl examines how the massive emission of greenhouse gases by major emitters should be assessed from the perspective of the criminal law. The first part of the work is devoted to current criminal law statutes. The focus here is on the question of whether a chain of causation can be established between the emission of greenhouse gases and secondary damages caused by climate change. The second part deals with a possible legal reform: the creation of a new provision in the German Criminal Code. Here, the author examines the constitutional implications of such a provision and takes a detailed look at how it will fit into the existing system of environmental criminal law.

How well does the consumer price index (CPI) reflect the changes that people actually face in living costs—from apples to computers to health care? Given how it is used, is it desirable to construct the CPI as a cost-of-living index (COLI)? With what level of accuracy is it possible to construct a single index that represents changes in the living costs of the nation's diverse population? At What Price? examines the foundations for consumer price indexes, comparing the conceptual and practical strengths, weaknesses, and limitations of traditional'fixed basket'and COLI approaches. Care and use of animals in research are expensive, prompting efforts to contain or reduce costs. Components of those costs are personnel, regulatory compliance, veterinary medical care, and laboratory animal management, equipment, and procedures. Many efforts have been made to control and reduce personnel costs, the largest contributing factor to cost, through better facility and equipment design, more efficient use of personnel, and automation of many routine operations. However, there has been no comprehensive, recent analysis of the various cost components or examination of the strategies that have been proven or are purported to decrease the cost of animal facility operation. Strategies that Influence Cost Containment in Animal Research Facilities examines the current interpretation of governmental policy (Office of Management and Budget Circular A-21) concerning institutional reimbursement for overhead costs of an animal research facility and describes methods for economically operating an animal research facility. This report develops recommendations by which federal auditors and research institutions can establish what cost components of research animal facilities should be charged to institutions'indirect cost pool and what animal research facility cost components should be included in the per diem charges to investigators, and assesses the financial and scientific ramifications that these criteria would have among federally funded institutions. Further, the report determines the cost components of laboratory animal care and use in biomedical research and assesses and recommends methods of cost containment for institutions maintaining animals for biomedical research.

Seagrass detritus is used as food, physical habitat and shelter. Using natural and artificial detritus, we tested if: 1) the colonisation was related to substrate availability rather than food 2) the assemblages were similar according to meadow structural complexity. A total of 11,270 invertebrates were identified. Neither the habitat complexity, nor the substrate type shown any effects on the colonisation, with both substrates acting as a faunal magnet. The detritus can be colonised by a rich and diverse community, highlighting its important role in maintaining the seagrass meadow biodiversity

The ADRIREEF project was targeted to valorization of the natural and artificial reefs in the Adriatic Sea according to the principles of the Blue Growth. ARPA Puglia identified the coralligenous reef in the Torre Guaceto MPA (Brindisi, Italy) as a case study for the project purposes. According to the project objectives, the Agency selected some low-impact monitoring methods, like a standard photographic sampling method for the benthic communities and the visual census method to describe the fish assemblages and finally a R.O.V. to test the applied methods and compare the obtained data.

Tibet has long been orientalized in fictional representations. Taking as a case study two texts by Alai, this paper investigates how a traditional Tibetan cultural trait–the fish taboo–is mobilized to complicate the representation of Tibetan culture. By describing the fish taboo Alai points at Tibet's cultural specificity, which in virtue of its exoticism can catch the attention of non-Tibetan readers. At the same time, however, Alai equips his characters with psychological depth, showing their contrasting inner emotions of attraction and repulsion toward fish. In this sense, Alai subtly points at the fallacies of flat representations of Tibet, thus dismantling them from within.

This collection presents the state of the art on English-medium instruction (EMI) / Integrating content and language (ICL) in Italian higher education, drawing attention to different critical aspects of the teaching/learning experience and highlighting the perspectives of various educational stakeholders regarding the effectiveness of tertiary study in a foreign language. The chapters draw on a range of methodologies, from multimodal participant observation, to action research, to video-stimulated recall (VSR), to questionnaires and interviews, in examining language policies and practices across various educational settings. Overall, the volume suggests that internationalisation succeeds best when the form of lessons (language) and the content of lessons (disciplinary concepts) are constructively aligned in curriculum planning and delivery. This integration process requires the strategic support of educators to guarantee the quality of learning in multilingual education.
