Der in Contergan enthaltene Arzneistoff Thalidomid konnte bei Erwachsenen aber schwerwiegende Nervenschäden auslösen und führte bei Einnahme in den ersten Schwangerschaftswochen zu schwersten Wachstumsschädigungen beim Embryo. In der Bundesrepublik kamen zwischen 4.000 und 5.000 betroffene Kinder zur Welt. Als die fruchtschädigende Wirkung Ende November 1961 publik wurde, sah sich der Hersteller Grünenthal gezwungen, das Mittel vom Markt nehmen. Der Fall weitete sich zu einem erschütternden Skandal aus, der auch staatliche Instanzen mit einbezog. Eine zentrale Rolle spielte dabei das Land Nordrhein-Westfalen. Da die Aufsicht über das Gesundheitswesen in den 1960er Jahren hauptsächlich den Bundesländern oblag und der Hersteller in Stolberg bei Aachen saß, fiel das Präparat in die Zuständigkeit der nordrhein-westfälischen Landesbehörden. Zum anderen lag die strafrechtliche Verfolgung des Falles im Amtsbereich der nordrhein-westfälischen Justiz. Juli 1944, im Sommer 1934, gab es einen Versuch von Kräften innerhalb des Regierungsapparates des Deutschen Reiches, das nationalsozialistische Regime gewaltsam zu stürzen. Ihr organisatorisches Zentrum hatten diese Pläne in der Dienststelle von Franz von Papen, dem konservativen Vizekanzler und gescheiterten „Beaufsichtiger“ Adolf Hitlers während der ersten eineinhalb Jahre seiner Regierungszeit.Den Kern dieser Verschwörung, von der Papen selbst nichts wusste, bildeten der Münchener Schriftsteller Edgar Jung (Papens Redenschreiber), der Nachrichtendienstler Herbert von Bose (Papens Pressechef), Boses rechte Hand Wilhelm Freiherr von Ketteler, sowie der schlesische Gutsbesitzer Fritz Günther von Tschirschky (Papens Adjutant). Zusammen mit einigen Gleichgesinnten bauten diese das Ministerium Papens hinter dem Rücken ihres Chefs bis zum Frühjahr 1934 zu einer getarnten oppositionellen Zelle aus, die systematisch auf die Beseitigung der Regierung, deren hochgestellte Mitarbeiter sie offiziell waren, hinarbeitete.Die vorliegende Studie rekonstruiert und erzählt die Geschichte der Reichsvizekanzlei als einer obersten Reichsbehörde, der Oppositionsgruppe, die von diesem Standort aus operierte, sowie des von dieser Oppositionsgruppe vorbereiteten Umsturzversuches, der schließlich – unmittelbar vor seiner Umsetzung – im Schatten der Mordwelle vom 30. Juni 1934 von der Gestapo auf blutige Weise vereitelt wurde.
