This book explores the interaction between climate change phenomena and the soil–plant–atmosphere continuum (SPAC), which inspects the crucial role of anthropogenic greenhouse gas emissions in modifying the net ecosystem response towards the modified environment. Increasing concentration of anthropogenic greenhouse gases (carbon dioxide, methane and nitrous oxide) from massive deforestation, fossil fuel burning and rapid industrialization in the post-nineteenth century have led to adverse changes in our global climate system. The book evaluates the net impact of climate change on soil, plants and the atmosphere individually and in totality. The water policy issues are well- documented in a large set of reports and studies, completed over time showing that the policy prescription and its implementation has been weak in the past as this book reveals. The key reforms initiated were lost due to a lack of government's will and commitment and more so by pervasive political economy of water. Chile is a privileged country in terms of water resources, with an average annual runoff of approximately 50,000 m3/person. However, water availability varies enormously in space, as less than 1,000 m3/person are available for more than 50% of the population. The temporal and spatial distribution of water resources is driven by processes highly variables across a country with different climates explained not only by a large range of latitudes (from 17° to 56° south), but also the presence of the Pacific Ocean and the Andes with peaks up to 7000 m. This geography makes of Chile a true natural laboratory in which water is essential for the society and the economy of the country. The relevance of water resources for the country has become even more significant in the context of a mega-drought that has affected practically the entire territory in recent years, although large floods such as those in Atacama 2015 and 2017 also take place periodically. This work is designed to broaden the scope with which many people regard a river. Rivers are commonly regarded from a very simplistic perspective as conduits for downstream flows of water. In this context, it may be considered acceptable and necessary to engineer the channel to either facilitate such flows (e.g., channelization, levees) or limit flows and store water (e.g., water supply reservoirs, flood control). The book presents the concept of a river as a spatially and temporally complex ecosystem that is likely to be disrupted in unexpected and damaging ways by direct river engineering and by human activities throughout a drainage basin. Viewing a river as a complex ecosystem with nonlinear responses to human activities will help to promote a more nuanced and effective approach to managing river ecosystems and to sustaining the water resources that derive from rivers. This work is intended as a textbook on the theory and practice of sustainable air pollution management. The book discusses the fundamental aspects of traditional air pollution topics as well as some more advanced topics (such as atmospheric brown cloud, trans-boundary movement of air pollutants, air transportation of radioactive material, biological air pollutants, etc.). Though much has been written about theory of Air Pollution Management, it is still not practiced in society for a variety of reasons. Having worked at the grass roots level and travelled extensively, the authors have captured useful, cost-effective and successfully implemented practices with their cameras and notebooks. The non-technical issues that are often seen as a hindrance to adopting sustainable solutions due to political, legal and social factors are also addressed to enable readers to understand a different dimension of social problems. On the basis of a total of thirteen case examples from the Tien Shan, Karakorum, Himalaya and Tangula Shan (central Tibet), the risk potential and hazards are inferred from the development of landscape during the Quaternary. The history of glaciers can be seen as of central importance for this. The Ice Age glacial erosion created V-shaped valleys, which with their steep flanks - as a consequence of the interglacial formation of V -valleys - have prepared and brought about landslides as well as rockslides and the hazards, combined with them. The same is true for the moraines, which the gla­ ciers have deposited high-up in the valley flanks and related loose stone deposits. Dry and wet mass movements follow after heavy precipitation, especially in the semi-arid investigation areas, and are catastrophes for the settlements and the communication routes in the valley floors. Their key-forms are debris cones and debris slopes, as well as mudflows and alluvial fans. In addition to the Ice Age glaciation history, as a preparatory, indirect factor, the Holocene to present glaciation history is, as a result of the danlming-up of glacier- and moraine lakes and their outbursts, a direct risk factor. The examples presented of acute and already occurred cases of damage were inves­ tigated in the years 1989-1994. Recent flood events in Europe, the USA and elsewhere have shown the devastating impact that flooding can have on people and property. Flood warning and forecasting systems provide a well-established way to help to reduce the effects of flooding by allowing people to be evacuated from areas at risk, and for measures to be taken to reduce damage to property. With sufficient warning, temporary defences (sandbags, flood gates etc) can also be installed, and river control structures operated to mitigate the effects of flooding. Many countries and local authorities now operate some form of flood warning system, and the underlying technology requires knowledge across a range of technical areas, including rainfall and tidal detection systems, river and coastal flood forecasting models, flood warning dissemination systems, and emergency response procedures. This book provides a comprehensive account of the flood forecasting, warning and emergency response process, including techniques for predicting the development of flood events, and for issuing appropriate warnings. Related topics, such as telemetry and information systems, and flood warning economics, are also discussed. For perhaps the first time, this book brings together in a single volume the many strands of this interesting multidisciplinary topic, and will serve as a reference for researchers, policy makers and engineers.
