Part I of this book justifies construction of a new balance of payments table, and Chapter 1 surveys existing tables from that standpoint. Chapter 2 shows how this book overcomes the limitations of Office of Business Economics and its North-Simon-Goldsmith foundation. Specific features are highlighted, including measurement decisions, improvement of OBE series, development of new series, and derived implications for the structure of the US economy and for the importance of individual sectors that loom large at various times: slave trade, shipping, manufacturing, and travel. The book then generates new time series of the movement of people, the movement of goods, the movement of funds, and the provision of services. Part VI puts the new balance of payments table to use in several ways: aggregates and balances within the table, structure of the US economy, and specific sectors of the economy (slave trade, shipping, manufacturing, travel). Finally, Part VII provides concluding comments.

Allyn Young (1876-1929) was a deep thinker and achieved fame during his lifetime. His fame owes more to his style and influence as a teacher than his published work. His greatest fame as an author rests on a single economic paper on increasing returns and economic progress but he contributed much more as a mentor to his graduate students such as Frank Knight, Edward Chamberlin, and Lauchlin Currie at Harvard and to the undergraduate Nicholas Kaldor at the London School of Economics. He shot into international fame for his role as a member of the American delegation led by President Woodrow Wilson to negotiate peace at Paris after WWI. However, recent interest in Young is more due to his thought than to his contribution to the economics profession or public service. At the time of his death, he was working on two treatises, one on Money and the other on Economics. The one on Money was at a fairly advanced stage but no trace of either was found in his family's hasty departure from London after his untimely death. There is a general dearth of published material about Young, his thought and his life. His economic thought, apart from his views on growth theory and monetary economics, is relatively unknown. This volume offers a thematic approach to his contributions and biography.

On December 14, 1945, the House of Commons voted 314 to 50 to ratify the Agreements negotiated at Bretton Woods, New Hampshire, nearly a year and a half earlier. Lord Keynes had returned from Washington to defend the Fund and the Bank, of which he and Harry White were the principal authors, as well as to justify an American loan to Britain - following President Harry S. Truman's abrupt postwar decision to terminate all land-lease assistance to its wartime allies, an event which induced the Conservative MP Robert Boothby, to declare:'This is our economic Munich'. Today, fifty years later, virtually all the governments of the world have become members, and the capital subscriptions have increased many fold. But questions have arisen. Perhaps the Fund and the Bank should be merged. Some argue that fifty years are enough, at least for the Bank. Others believe that, while expansion should continue, the emphasis should be redirected toward the alleviation of poverty in Africa and southern Asia. This is an account of the historic events of the interwar years and after. It is also a story about the liberal philosophies of the political economists, primarily British and American, who produced two of the great international institutions of our time.
