First published in 1958, The Making of Modern Uganda is concerned with the formation of modern Uganda in the sixty years since the 1890s when the foundations of the British administration were laid. In the first decade of the 20th century Sir Hesketh Bell, Uganda's Governor, decided that Uganda should be built up by Africans under the disinterested guidance of Europeans. The book therefore traces the emergence of a territory whose material prosperity is mainly based upon peasant agriculture guided by the advice of British agricultural officers. It describes the development from an era of tribal, clan and even village organisation to the system of centralised government along semi-parliamentary lines but notes the disagreement as to whether Uganda's future should lie as a unitary or a federal state. The controversial issue of closer union with the other East African territories is studied at some length as also is the growth of the politically active minority which plays so important a part in the modern Protectorate. The author believes that the years of ‘happy Uganda', the years before the Second World War, were a period in which hard work coupled with peace and obvious progress tended to conceal for many the growth of new forces which needed an outlet and only found one in the political and constitutional developments of the post-war age. This book will be of interest to students of history, African studies, ethnic studies and political science.

It is actually well known that pregnancy and the postpartum period represent a specific time of life for women when vulnerability to present a mental illness is high; this can also be triggered by stress due to baby care. The World Health Organization considers perinatal depression a global problem, including the effects of maternal health, in terms of mortality and morbidity, on the newborn. This book has been inspired by the clinical practice of authors involved in its creation. It concerns perinatal depression starting from its genetic background, describing clinical features of this disorder, taking into consideration the impact of perinatal depression on child development during first years of life. We know that an altered gestational uterine environment due to psychiatric disorders or stress exposure can cause permanent consequences in offsprings, thus prevention and care of this disorder is mandatory. A chapter has been dedicated to pharmacological treatments during pregnancy and postpartum always considering the importance of a drug treatment when necessary to be chosen with respect to safety profile. Moreover a chapter has been entirely dedicated to maternal functioning, describing the Barkin Index of Maternal Functioning (BIMF), a self-report measure of postpartum maternal functioning assessing daily functioning within the context of the maternal role. A report of the available recent studies on this topic, although not comprehensive, is reported in this book.

This book is a systematic study of constitutional legislation in Canada in relation to constitutional development. In deciding whether legislation in the Canadian courts is constitutionally valid or invalid, the author discusses the history, theory, special problems, and rules relating to the function of the courts. He believes that our courts have never clearly enunciated the constitutional basis of their right to review legislation for validity, nor have the permissible limitations on the right been analysed. Thus the rôle of the courts in the operation of the constitution has rarely been articulated. The author's thesis is that constitutional change by amendment is not an effective means of keeping the constituion abreast of developments, and that this function should be taken over by the courts. Based on an analysis of the results of past judicial review this study urges reassessment and change to provide more functional constitutional jurisprudence: it suggests a general liberalization of rules permitting citizens to raise constitutional issues before the courts, a liberalization of rules of evidence so that courts may be adequately informed as to the social and economic contexts of legislation, and a critical reassessment of earlier decisions rather than a strict adherence to prevedent in all cases. In its appeal for a more modern and suitable constitutional jurisprudence this book calls for some radical changes and should encourage the legal profession and the judiciary to re-examine the foundation of existing law and its relation to the present social and political structure of Canada.

This study of parliamentary control of finance in Canada will special emphasis on the period after 1867 is an outgrowth of an interest in the House of Commons on the part of its author which earlier produced The Canadian House of Commons: Representation. The author's main purpose has been to examine the parliamentary side of public expenditure, as distinct from the influence of the Department of Finance and the Auditor General; both these institutions appear frequently in the text, but the emphasis throughout is on the House of Commons. The book demonstrates how erratic the Commons'record has been, ranging from the good to the very bad, and while recent developments in the House appearing promising, they do not yet offer convincing evidence of a permanent change towards effective scrutiny by it of expenditure by the executive. The Commons'attitude reflects the attitudes of members and parties, which singly and collectively are under constant pressures, pressures that have militated against the adoption of either a parsimonious view of the public purse or a rigid insistence on fundamental principles. As a result, effective control of public spending has passed from legislative to executive hands, and the Commons is now in the position of trying to win back a share in the control for itself. Norman Ward's sound appreciation of matters governmental and his flair for communicating his own enthusiastic interest in them make this book a special treat. In 1938, Howard Jay Graham, a deaf law librarian, successfully argued that the authors of the Fourteenth Amendment--ratified after the American Civil War to establish equal protection under the law for all American citizens regardless of race--were motivated by abolitionist fervor, debunking the notion of a corporate conspiracy at the heart of the amendment's wording. For over half a century, the amendment had been used to endow corporations with rights as individuals and thus protect them from state legislation. By 1968, when Everyman's Constitution was first published, the Fourteenth Amendment had become a tool for the incorporation of the Bill of Rights to apply to all American citizens. The essays in this reprinted edition are still relevant as the nation continues to interpret our framing legislation in light of the concerns of today and to balance citizens'rights against those of corporations. Howard Jay Graham was a law librarian brought in by the NAACP's legal team to write a brief on the Fourteenth Amendment for the Supreme Court case Brown v. Board of Education. Though the Supreme Court justices ruled in favor of the NAACP based on the sociological rather than historical evidence it provided, Graham's work, published in various law journals over several decades, contributed greatly to the ongoing interpretation of the Fourteenth Amendment.
