8. The Just Transition : A Systems-Thinking Approach To Managing Climate Action
- Author
-
John Morrison and John Morrison
- Subjects
- Industrial management—Environmental aspects, Business ethics, Environmental policy, Economic policy, Social policy
- Abstract
Managing the climate transition will be one of the biggest challenges ever faced by business and government. While the technical and financial elements of climate transition are vast, the social challenges are even greater. If local populations and workers feel the transitions are not “just” they will resist, and that social opposition now represents one of the greatest barriers to reaching Net Zero by 2050. While the phrase ‘Just Transition'was in the preamble to the 2015 Paris Climate Agreement, it is only now that business, finance and governments are starting to discuss what this might mean in practice. Thousands of companies are now starting to develop transition plans alongside those of governments. This book shows how all managers can best integrate social elements into these plans, consult with the people most affected by the transition out of the high carbon economy, and ensure that what looks good on paper works in practice. It takes a systems-thinking approach, focusing on the interconnections and interdependence of environmental, social and governance issues. The challenge is immense, and the changes will need to be profound. Each chapter in the book will look at the main domains in which management and policy challenges will be faced. From massively increasing the extraction of rare earth metals, most of which sit below, or adjacent to, indigenous land, to building the infrastructure needed to generate and distribute green energy, possibly over “Not in My Back Yard'objections, the task of business and government in ensuring that these changes are fair, and perceived as fair, is immense. This book provides the roadmap for how to get there. Managing the social impacts of the climate transition will be one of the biggest challenges ever faced by business and government.

- Abstract
Courage, Contributions and Compliance: The Routledge Handbook of Climate Law and Governance recognises calls from the United Nations (UN), the Intergovernmental Panel on Climate Change (IPCC). The elders, and others, for climate justice and urgent action, and convenes insights from leading legal and institutional experts, professors, professionals and early career scholars on emerging climate law and policy challenges, commitments and solutions. The collection explores the role of law and governance in scaling up global responses to climate change and advancing sustainability. Based on careful study of international advances and the full spectrum of Nationally Determined Contributions (NDCs) to the global response to climate change, as submitted by Paris Agreement Parties to the UN Framework Convention on Climate Change (UNFCCC), the volume compiles a compelling, coherent and systematic topical account from across diverse legal jurisdictions. Analytical chapters by leading experts, practitioners and scholars close to ongoing climate negotiations explore recent legal and institutional innovations related to climate change which can support implementation and compliance with the Paris Agreement and advance the global Sustainable Development Goals (SDGs). They highlight ways to raise ambition through law and policy, to reform national legal and institutional arrangements to implement NDCs and to further develop international law and governance in the face of the existential threat of climate change and the world: sustainable development commitments.Presenting a pathway for advancing climate ambition in the coming decades, this book will be of interest to government officials, academics, students, professionals and policy makers working in the area of climate law and governance.

- Abstract
Despite frequent protests and abounding discussions about the subject, climate action measures to counter human-made climate change have so far remained largely ineffective. By identifying profound climate-cultural differences, Sarah Kessler offers an explanation to this issue and shows that conventional assumptions of an implicit consensus on the need to prioritise climate action should be reconsidered. She uncovers climate-cultural variations in (implicit and explicit) denial of climate change and thus challenges existing approaches that treat the German public as a unified entity waiting to be activated by the right kind of rationally convincing information.

- Abstract
Learning in the Anthropocene: Reimagining Education in the Twenty-First Century reimagines the education of future generations in our complex society. Carl A. Maida argues we are living in an era of transition that has been repeatedly called an age of acceleration, and in this time of crisis, diverse constituencies will need to coalesce and create place-based arenas for critical inquiry and reflection around biodiversity, energy, and sustainability concerns. Education is therefore critical to the public sphere, which is polarized by contentious debates over class, ethnicity, culture, and more recently the fate of the planet. He posits that two provinces—the school and society—can join together to afford students greater freedom to produce future knowledge by advancing experiential instructional approaches as humanity faces profound challenges to its existence.

- Abstract
This book will help policy makers, university students, and the general public understand how the National Environmental Policy Act (NEPA) is intended to work, and how it can be used to reduce greenhouse gas (GHG) emissions in order to combat global warming. Unlike all other books on NEPA, this book focuses on the global warming problem in terms of thermodynamics and entropy. It explains how NEPA can help combat global warming by operationalizing the “energy requirements and conservation potential” analysis requirement in the Council on Environmental Quality (CEQ) regulations, 40 CFR 1502.16 (a)(7), and it puts the past, present, and future of the NEPA statute, the CEQ regulations, and energy analysis requirements all in one easy to find, portable place. It will be an excellent resource for university students and teachers, policy analysts, and those members of the public that want to know all about the NEPA Process. As a third edition, the book contains new analysis on the amended NEPA statute (2023) and revised CEQ regulations (2024), CEQ's January 9, 2023 interim guidance on how to incorporate GHG emissions into NEPA documents, the social costs of carbon, the long-term strategy of the United States to get to net-zero GHG by 2050, assessing climate risk in NEPA reviews, and the link between energy requirements analysis required by 40 CFR 1502.16 (a) (7) and reduced GHG emissions.

- Abstract
Climate tech is critical for averting planetary chaos. Half the greenhouse gas reductions required to reach “net-zero” climate targets in 2050 will need to come from technologies that have not yet been invented. Without effective government interventions, market incentives alone will not produce a rapid transition to a low-carbon economy. The commercial value of innovative climate technology, especially in its early phases, remains underpriced—far below its social value. The good news is that smart policies can change these dynamics and catalyze the necessary creativity and investment in clean technology, and its deployment. The key question is: which approaches can lead us to future carbon neutrality, and which are likely to fall short? In Making Climate Tech Work, environmental policy expert Alon Tal demystifies climate innovation programs around the world—no policy background needed. Beginning with a review of government's general role in technology policy development, Tal assesses each policy alternative, describing eye-opening experiments in diverse countries, presenting a range of case studies, interviewing leading decarbonization experts, and interpreting new empirical data. Discover how Germany incentivized renewables; Denmark became a wind energy superpower; Australia phased out incandescent bulbs; California's prisons pioneered low-carbon menus; and why carbon taxes have failed around the world—but could be designed for success. Tal distills the benefits and drawbacks of each policy, along with related ethical questions and public perceptions. He concludes by addressing two commonly overlooked issues in climate policy: disruption of workers'livelihoods from the clean energy transition; and integrating the Global South into the planet's new low-carbon economy—as the region that has contributed least to climate change but which must be part of a global solution. Tal not only evaluates which policy strategies effectively reduce emissions but also how they can promote climate tech innovation. Humanity is ultimately in a race against time and effective climate policies are critical to ensure a sustainable future. Making Climate Tech Work serves as an essential primer for policymakers, academics, activists, and anyone interested in climate solutions.

- Subjects
- Industries--Environmental aspects, Carbon dioxide mitigation--Economic aspects, Environmental policy, Pollution prevention
- Abstract
The power sector and transportation tend to dominate conversations about climate change, but there's an under-the-radar source of climate pollution that must be addressed: industry. Globally, industrial activity is responsible for one-third of human-caused greenhouse gas emissions. Though industry is a major emitter, it is essential for producing the tools we need to fight climate change—like wind turbines, solar panels, and electric vehicles—and for meeting our everyday needs. How can industry eliminate its climate pollution while supplying transformational technologies? This book delivers a first-of-its-kind roadmap for the zero-carbon industrial transition, spotlighting the breakthrough innovations transforming the manufacturing sector and the policies that can accelerate this global shift. Jeffrey Rissman illustrates the scope of the challenge, diving into the workings of heavy polluters like steel, chemicals, plastics, cement, and concrete. He examines ways to affordably decarbonize manufacturing, such as electrifying industrial processes, using hydrogen, deploying carbon capture and storage, and growing material efficiency with lightweighting and 3D printing. But technologies are only part of the picture. Enacting the right policies—including financial incentives, research and development support, well-designed carbon pricing, efficiency and emissions standards, and green public procurement—can spur investment and hasten emissions reductions. Rissman provides a framework to ensure that the transition to clean industry enhances equity, health, and prosperity for communities worldwide.Engaging and comprehensive, Zero-Carbon Industry is the definitive guide to decarbonizing the vast—yet often overlooked—global industrial sector.

- Abstract
The world is in the midst of a biodiversity crisis, which existing conservation policies have failed to arrest. Policymakers, academics, and the general public are coming to recognise that much more ambitious conservation policies are in order. But biodiversity conservation raises major issues of global justice - even if the connection between conservation and global justice is too seldom made. The lion's share of conservation funding is spent in the global North, despite the fact that most biodiversity exists in the global South, and local people can often scarcely afford to make sacrifices in the interests of biodiversity conservation. Many responses to the biodiversity crisis threaten to exacerbate existing global injustices, to lock people into poverty, and to exploit the world's poor. At the extreme, policies aimed at protecting biodiversity have also been associated with exclusion, dispossession, and violence. The challenge this book grapples with is how biodiversity might be conserved without producing global injustice. It distinguishes policies which are likely to exacerbate global injustice, and policies which promise to reduce them. The struggle to formulate and implement just conservation policies is vital to our planet's future.

- Abstract
Despite covering almost a third of the globe, forests do not enjoy the protection of a singular global legal convention. Instead, International Forest Law is a complex ecosystem in its own right. This book sets out to examine this complexity by analyzing forest-related Multilateral Environmental Agreements (MEAs) and how the decisions of the various corresponding Conferences of the Parties (COPs) may promote regime interaction in this field of law. Through an in-depth analysis of more than 60 decisions and resolutions of such COPs, Yilly Pacheco discusses how secondary law-making activity in forest-related MEAs may be strengthened and used to fill the gaps in International Forest Law.

- Abstract
Sustainability from an economic and environmental perspective is linked to the way we extract and consume the earth's finite resources and is implicit in the definition of a circular economy (CE) as a model of production and consumption designed to retain value within the economic system. This can include conserving natural resources, making sustainable products by incorporating recyclability in product design, changing consumption behaviour, and adopting more sustainable business models. The UN Sustainable Development Goals (SDGs) are a set of objectives for improving health and education, reducing inequality, and protecting our shared environment globally. The CE is a key enabler to achieving these objectives. The Circular Economy explores how the concepts of CE can help address and meet targets linked to the SDGs. Taking a broad view across different industries and areas, and looking at specific SDGs, this book discusses current activities, standards, policy and legislation, challenges to achieving the SDGs and opportunities for enhancing circularity and sustainability.

This book argues that ethical reasoning should be adopted into policy processes in order to improve environmental regulations. It considers how public administrators and civil servants play key roles in policy making and implementation, and demonstrates how the inclusion of green public ethics at every stage of the policy process could drastically enhance sustainable development initiatives. Filling an important void in the literature on policymaking and environmental ethics, the book draws from empirical case studies to demonstrate how ‘green'ethical reasoning can be utilised by practitioners and stakeholders in democratic governments. It will appeal to all those interested in public policy, public administration, philosophy and environmental studies.

- Abstract

- Abstract
Climate change is prompting an unprecedented questioning of the fundamental bases upon which society is founded. Businesses claim that technology can save the environment, while politicians champion the role of international environmental agreements to secure global action. Economists suggest that we should pay developing countries not to destroy their forests, while environmentalists question whether we can solve ecological problems with the same thinking that created them. As the process of steering society, governance has a critical role to play in coordinating these disparate voices and securing collective action to achieve a more sustainable future. Environmental Governance is the only book to discuss the first principles of governance, while also providing a critical overview of the wide-ranging theories and approaches that underpin policy and practice today. It places governance within its wider political context to explore how the environment is controlled, manipulated, regulated and contested by a range of actors and institutions. This book shows how network and market governance have shaped current approaches to environmental issues, while also introducing approaches such as transition management and adaptive governance. In so doing, it highlights the strengths and weaknesses of the different approaches currently in play, and considers their political implications. This second edition has been comprehensively updated to build upon the success of the acclaimed first edition, with a new chapter on the environmental governance of outer space and updated analysis of international climate change summits. It provides a ground-breaking overview of dominant and emerging approaches of environmental governance, forging critical links between them. Each chapter has been updated with new case studies, key debates and figures, and includes questions for discussion and further reading. It is essential reading for students of the environment, politics and sociology, and, indeed, anyone concerned with changing society to secure a more sustainable future.

- Abstract

- Abstract
Following multiple global crises, there is an urgent need to review our economic and financial paradigms to improve outcomes for the three pillars of sustainable development: economic, social, and environmental. In response, various strands of new economic thinking have emerged such as degrowth, the collaborative economy, solidarity economy, sharing economy and social entrepreneurship. This book explores the various economic and financial dimensions of sustainable development drawing on new and existing theories. This comprehensive book is divided into four sections, each presenting the results of a team of international researchers, tackling the issue from a global, macroeconomic, and microeconomic approach. The first part examines the determinants of sustainable development in the global economy, while the second looks at enterprise in a sustainable world. The third section analyses the financial markets and the fourth addresses economic policy and sustainable development. A wide array of sustainability concerns are discussed in-depth, from analysing changes in environmental social, and governance reporting and assessing their impact on the information systems and reporting of economic entities; exploring the transition to'Industry 5.0', and how technological innovation can be deployed to support a better fit and'win-win'interaction between industry and society, shifting focus from economic and technological factors to important environmental and social dimensions. The monograph is an invaluable resource for scholars, researchers, and students of applied, development, growth, resource, and welfare economics. The policy recommendations will be of benefit to policymakers concerned with issues of sustainable development generally and the Sustainable Development Goals specifically.

- Abstract
How do we – and how should we – engage with the natural environment through the concepts of rights and responsibilities? In this book, Michael Cox develops the theory and practice of environmental property rights, moving beyond simplistic assumptions that do not reflect the diversity of arrangements we see in the world. Recognizing this diversity will help us craft better responses to environmental problems in the future with an interdisciplinary foundation in what has worked, or not worked, in the past. Synthesizing a variety of methods and disciplines, Cox explores rights-based environmental policies as well as different cultural approaches to environmental ownership. The result is a book that helps the reader understand the full range of possibilities when it comes to environmental ownership.

- Abstract
This monograph is designed to provide a comprehensive and accessible reference to Net Zero efforts globally. Firstly, the book explains the basics of Net Zero, Greenhouse Gas Emissions (GHG), and the global climate change struggle. A chapter on Environmental, Social, and Governance (ESG), as standardisation and screening of sustainability follows. Next comes a chapter on carbon pricing and carbon tax. After these background chapters, the book continues with eight chapters that cover Net Zero across a variety of economic sectors: energy supply, business sector, transport, residential, industrial processes, waste management, public (and government), and agriculture, forestry and land use. These economic sectors are adopted from the Intergovernmental Panel on Climate Change (IPCC) and UK National Statistics. Each chapter includes basic background information, technical or scientific, and a policy section. The sector-based chapters also include sectoral emissions analysis, review, and then a horizon scanning for innovative companies and their business models. This will enable non-experts from the business sector to read and understand the dynamics and trends in other sectors. Similarly, students and fresh graduates will easily follow the chapter (or the industry) that interests them and comprehend the basics and contemporary business trends. By joining research work with the business models of 400 noteworthy and innovative companies, this book constructs a vital bridge between academia, practical reality, policy, and business implementation, with a keen focus on environmental value.

- Abstract
This edited collection proposes a wide range of approaches to address the legal issues pertaining to the end of the fossil fuel era. While the fossil fuel era is coming to an end both because of the inherent limits of its resources and because of the need to prevent to further pump out CO2 in an already saturated atmosphere, the legal dispositions to ensure an ordered and rational shift toward cleaner energy still need to be developed. Not only in relation to CO2 emissions themselves but also in relation to the manifold issues related to environmental justice in an era of global climate change and global warming. This book is unique in that it provides a theoretical framework but also works to address cutting edge issues through a series of case studies.

- Abstract
The book presents the experiences, complexities, and contradictions of the implementation of the Sustainable Development Goals in Brazil so far. Through chapters from a variety of stakeholders, the book examines national, regional, and local aspects of development in Brazil. The chapters here draw from scientific knowledge and practical experience to take a critical look at what the SDGs mean in a Global South country and what the implications of this are for global development. The book is divided into three sections. The first section addresses the critical political and institutional aspects related to the implementation of the Sustainable Development Goals in Brazil, highlighting advances as well as pitfalls and setbacks. The chapters look at broad questions related to the role of civil society in defining political priorities and strategies to move forward with the SDGs as well as issues involved in incorporating the SDGs at different levels of government and other institutions. The chapters in this section critically address the political and institutional advances as well as barriers to the progress of the SDGs in Brazil. The second section directly addresses progress made toward the SDGs in the context of the political, economic and social variables specific to Brazil. The chapters address critical shortcomings and demands for Brazilian society: the need for improvements in education and employment policies to reduce poverty, the urgent need to increase gender equality and reduce violence, as well as the imperative to strengthen institutions and policies to mitigate climate change and protect the environment. The final section focuses on critically assessing the 2030 Agenda itself and drawing from a Global South IR perspective. The chapters here dialog with decolonial and post-developmentalist perspectives to highlight problems with the agenda and lift up sidelined priorities, presenting yet-unexamined policy solutions and innovations that are currently absent from the global institutional agenda. The Brazilian case is a perfect illustration of how underdevelopment and political instability can constrain the paths to sustainable development, while at the same time social innovations, leverages based on regional dynamics, and strength from social and cultural diversity can drive sustained progress.

- Abstract
This book focuses on the frontier issues in climate finance and aims to develop a general framework to understand the financial pathways towards a successful energy transition. It builds upon the general descriptions of the current status and future challenges towards carbon neutral targets, and then bring forward a combination of theoretical and empirical analysis on the critical issues related to climate finance. Estimated by the International Energy Agency (IEA), trillions dollars of investment in energy sector are needed to achieve net-zero emission scenario. It provides a huge opportunity for our economies, meanwhile creates considerable challenges to the existing system. Both financing and investment in such an unprecedented scale cannot possibly be satisfied by the current financial architecture, which creates demands for restructuring in the financial sector, developing innovative financial instruments, building mechanisms to attract private investment, and establishing human resources to facilitate climate financing and investment. This area is essentially interdisciplinary, which requires a fundamental reconsideration of standard approaches. Aiming to satisfy the broad interests from both academia and policymakers, the contents of this book range from general discussions on critical issues to advanced statistical analyses on key topics. Authors hope to bring forward a general picture about climate finance and facilitate the demands for both academic research and policymaking. It should also provide a good guidance for graduate students interested in this subject. The main contents of this book are based on solid research outcomes but with clear policy relevance. The book combines finance theory and practices in both financial markets and energy sectors to reflect the complex nature of financing for energy transition. While the materials can provide useful knowledge to policymakers, the book can also inspire new research ideas in the relevant area.

- Abstract
This Brief discusses science–policy interfaces (SPIs) in global environmental governance. Broadly speaking, SPIs can be understood as institutional arrangements that aim to bridge science and policy within a specific issue-area with a view to facilitating the solution of relevant societal problems. Although the scholarly literature on SPIs has grown substantially over the last two decades, there are still several myths and misconceptions about such bodies: these are often reflected in the practice of science–policy bridging within international organizations such as the United Nations. Offering an accessible discussion of the promises and pitfalls of SPIs, the book deliberately targets a hybrid audience, reaching out to both academics and practitioners. By reconstructing relevant theoretical debates across different scholarly fields, such as International Relations and Science and Technology Studies, and by taking stock of key hands-on experiences, this Brief connects the theory and practice of global SPIs, reflecting on the role of critical social science research as far as the interplay between science and policy in international environmental governance is concerned. On the basis of a balanced analysis of the strengths and shortcomings of global SPIs, this volume intends to provide readers with a faithful picture of the current international science–policy landscape as well as with an informed opportunity to evaluate these institutional arrangements'potential for helping to address the global environmental challenges that the world is facing today.

- Abstract
This book examines the extent to which the regulatory design of the emissions permit system in China, taking into account the EU's regulatory experience with integration and from the perspective of the specific Chinese situation, provides opportunities for or hinders the implementation of integrated pollution prevention and control. It was found that China's permitting system provides regulatory opportunities for integrated control of emissions to air, water, and land, but that some challenges remain, particularly in terms of environmental effectiveness and environmental trade-offs. This book is not only aimed at the academic community, but may also benefit policy makers by providing an explanation of the rationale for integrated environmental permitting, together with a critical reflection on the current state of emissions permitting in China. It may also be helpful to the ENGOs that focus on and are willing to comment on the choices of regulatory instruments to be made by the Chinese government, particularly in the light of achieving a high level of environmental protection as a whole.
