This article explores open access (OA) business models within the context of scholarly information networks in the U.S. Open access journals do not provide a significant solution to scholarly information distribution concerns. While OA publication may seem like a great idea, there are reasons why OA journal articles are not the right approach to distributing scholarly information. First, there is a fatal flaw in the pricing model of OA. Interest in maintaining the same support for peer-reviewed material is not equal within the revenue base. The majority of authors willing to support some form of scholarly publication reside in academia. However, many readers are located in commercial organizations having little interest in altruistic support if the information can be obtained freely through OA. In addition, OA would also mean the loss of subsidies that support the maintenance and development of long-term archives. OA would create a system more like HighWire, with reliance upon annual subscriptions to support OA infrastructures. There would once again be even greater reliance on fewer annual contributors. As a business model, the reliance on fewer vested and altruistic supporters to maintain archiving is also not practical.

This article interviews professor Stevan Harnad about the peer review of journals in Great Britain. The open access movement is about freeing access to peer-reviewed articles. There are 24,000 peer-reviewed journals publishing 2.5 million articles a year. All human judgment is humane, hence it occasionally errs. The fact that doctors sometimes make mistakes does not imply that people should rely on quacks instead. For lower-quality journals, peer review simply adds unjustified credibility to mediocre material. The hierarchy of peer-reviewed journals grades down from the highest quality ones at the top, with the most rigorous review and usually the highest rejection rates and impact factors all the way down to a virtual vanity press at the bottom. Peer review is the answerable, expert judgment. The pre- and post-commentary are further supplements to the public, self-corrective enterprise that is scientific/scholarly research and publication. In moving scholarly publications to the Web, there are many vulnerabilities that could potentially be electronically exploited and manipulated. The net definitely opens the door to many abuses. In some areas, unreferred preprints might present a hazard. The recommended remedy for this is a prominent health warning on all unreferred biomedical preprints.

This article focuses on the publishing paradigm of the University of California (UC). As digital technologies evolved and campus budgets constricted, UC librarians, researchers and administrators began acknowledging three challenges that could not be ignored; the economics of publishing were changing rapidly, scholarly communication needed to innovate and sustaining comprehensive collections was becoming increasingly harder to do. UC representatives began conceptualizing a plan to harness the system's resources at a time when the budget was very bad and the possibilities of technology seamed endless. The mission of the California Digital Library is to provide a centralized framework to efficiently share materials held by UC, offer greater and easier access to digital content and join with researchers in developing new tools and innovations for scholarly communication. The eScholarship Repository, a project of the eScholarship initiative project, offers faculty a central location for depositing any research or scholarly output deemed appropriate by their participating UC research unit. It had been a long day for Pieter Bolman, Elsevier executive and former chief executive of such prestigious names in scholarly publishing as Pergamon and Academic Press. Bolman had just spent an hour on the firing line, debating the merits of alternative scholarly communications models that are, by definition, seeking directly to impinge on the business of his company and other journal publishers. This article focuses on the topic of open access to research funded by the National Institutes of Health. On February 8, just days after the NIH announced its final policy, a panel of five stakeholders discussed the topic of open access and, of course, the NIH at the Association of American Publishers' Professional and Scholarly Publishing division's annual meeting, held at the Mayflower Hotel in Washington, DC, and moderated by this reporter. What does open access demand from stakeholders? Yale University librarian Ann Okerson perhaps best captured the underlying mood of the debate. Do publishers, granting agencies, universities, and scholars really favor open access, she asked? Maybe, she answered, citing uncertain risks, and potential benefits. The session closed with Martin Frank, executive director of the American Physiological Association, author of the DC Principles for Free Access. Frank told the assembly that in the contentious open access debate, the contributions of nonprofit publishers were being overlooked. Frank eloquently questioned both the legality of the NIH measure and its practicality, especially since the majority of the NIH's published output is published by nonprofits.

A recent Economist survey of e-commerce chronicled how the late 1990s were defined by overblown projections regarding the growth of online business. The endlessly touted crisis in scholarly publishing has arguably followed a similar cycle of self-serving rhetoric and alarmist hype. As long ago as the mid-1970s, academic publishers were bemoaning the crisis in scholarly publishing. Recently, when I asked an acquisitions librarian from a major ARL institution, whether the library would prefer to do business in an online environment with a nonprofit organization such as a university press, or the multinational conglomerate with which it had reportedly been tussling over serials prices, the librarian said that he would rather deal with the conglomerate.

At my college my colleagues and I work with the faculty to make the most of our limited budget. For one article requested by that biologist, the library paid a copyright fee that is about the cost of a book. So we pay for the article because there's no other way to get it and hope some other library will buy the book that that money would have bought. So, I'm in my library, paying for journals that mostly don't get read, buying rights to articles for individuals to use and toss, and hoping like hell some other library will buy the books we need.
