The article presents a discussion about the continuing development of cyber-weapons and experimentation with digital warfare. As cyber- and electronic attack technologies emerge, it is becoming harder to distinguish between cyberwarfare, directed energy and electronic attack, intelligence gathering and information operations. U.S. Defense Secretary Robert Gates stated that insurgents have surpassed first-world nations when it comes to cyberwar and intelligence, surveillance and reconnaissance (ISR).
