The controversy over transmission cost allocation and its objectives can be summarized in two words: "Who pays?" To answer this question, this article begins by defining the transmission grid, the related organizations, and the controversy over the grid. Next, the paper looks into the reliability of transmission, as well as the economic and public policy benefits that transmission provides. These aspects are important because the cost causation principle governs transmission cost allocation and requires that those benefiting from a given transmission project pay in proportion to the benefits that they receive. Though transmission cost allocation can be accomplished through several methods, it is first important to determine whether the generator or the load should pay for any expansion or upgrade. It is then necessary to decide whether to use a beneficiary-pays or socialization approach in allocating costs. This paper concludes that a strict socialization approach violates the cost causation principle, but a strict beneficiary-pays approach is permissible when it fully captures all the benefits of transmission. Domestic bond markets allow governments to inflate away their debt obligations. However, they also may create a group of bond holders with the influence and desire to demand lower stable inflation. These competing interests suggest the net impact of creating a local currency bond market on inflation is ambiguous.
