The article focuses on the challenge facing airlines in creating a binding agreement on carbon-dioxide emissions at the International Civil Aviation Organization (ICAO) meeting in September 2010 after the Copenhagen, Denmark climate change conference failed to do so. Industry executives say that biofuels are needed to meet the target. But Giovanni Bisignani of the International Air Transport Association (IATA) notes that developing countries are reluctant to adopt such agreement. IATA and other groups lobby for the agreement to prevent double taxation.
