This article reports that British engineers have spent four years planning a tidal-lagoon power project off the coast of Wales, but Chinese enthusiasm for the technology could get the first plant built outside the Yalu River, in Korea Bay, says the developer of both projects. Zhang Wenyue, governor of Liaoning Province signed a cooperation agreement with Tidal Electric Ltd., London, on a recent visit in New York City. Tidal lagoons enclose shallow coastal water with a sea wall, then release the flow through turbines to exploit differences in head. China has enormous tidal flats with "adequate" ranges, says Ullman. A feasibility study by Atkins Consultants Ltd., Epsom, identifies no technical or economic objections to TEL's proposed Welsh project.
