This review proposes the reading of the book in a double perspective. The first one looks a definition of the nature of the Union. The second moves on several issues that give a general approach to the actual State. The book of the Professor Perez Calvo studies the constituent elements and the evolution of the Constitutional States, in particulary, the Spanish State. He utilizes a legal method based on induction, history and Comparative Law. Especially new is the study of the changes about the integration of the State in the Europe Union and the globalization.
