Experts in finance should be interested in Hyman Minsky's integration of financial theory with Keynes' macroeconomic theory of employment and national income. A more descriptive title for Professor Minsky's John Maynard Keynes might have been "Keynes' General Theory and Financial Institutions," with a subtitle "An Investment Theory of Business Cycles, Inflation and Financial Crises." Minsky contends that the revolution in economic theory brought about by Keynes has been aborted by the so-called neoclassical synthesis and he wants to resurrect Keynes' revolution with an infusion of financial theory. Between three introductory chapters on interpretations of Keynes' General Theory and three closing chapters on the implications of Minsky's position are three chapters that contain Minsky's technical contribution. The three intermediate chapters are entitled "Capitalist Finance and the Pricing of Capital Assets," "The Theory of Investment," and "Financial Institutions, Financial Instability and the Pace of Investment." These chapters contain sophisticated analysis, including numerous complex geometrical diagrams. Three essential elements in Minsky's synthesis are decision-making under economic uncertainty, the cyclical character of the capitalist process, and fragile financial institutions in an advanced capitalist economy. Leijonhufvud takes as his text The General Theory of Employment, Interest and Money: He is concerned with its antecedents, its contents, and its eventual distortion and vulgarization (as he sees it) at the hands of those who call themselves disciples. His main theme is that a distinction should be drawn between the economics of John Maynard Keynes and the economics of those who call themselves "Keynesians" (Keynesian economics). Of the two, he has a definite preference for the former, and I for one find many (although not all) of his arguments persuasive. The disciples of Keynes went off the track right at the start, according to Leijonhufvud, by trying to force a dynamic system into a static framework. Keynes was concerned in the first instance not with conditions of equilibrium but with conditions of disequilibrium, not with what makes the system stay on the straight and narrow but with the process that takes place while it is off balance. There is no reason why we cannot be concerned with both, of course, but "Keynesians" have been so intent on fitting macro-analysis into the structure of conventional general-equilibrium doctrine that they have overlooked or misinterpreted those parts that in their unrefined state do not comfortably fall into place. In Leijonhufvud's view, forcing the Keynesian system into an orthodox comparative-static framework, or interpreting it in that way, squeezes out the essential juices. Gone is the role of expectations in shifting the relevant functions; ignored is the importance of the interest rate as a connecting link between the past, the present, and the future; and overlooked are the imperfections of the price system and financial markets as information transmitters coordinating (or failing to coordinate) the plans of buyers and sellers.
