Amada adopts broad parameters for what constitutes Shugendo; for instance, including unaffiliated confraternities performing similar mountain-based practices. Coupled with the dissemination of village-based Shugendo in this era, the fact that more people were climbing these mountains represents an expansion, not reduction, in the scope and practice of Shugendo. In one sense, Jitsukaga's pursuit of an ascetic ideal of Shugendo as well as the common perception of him as the last emblem of "true" Shugendo reinforces the narrative of decline.
