This article discusses the problem of urban poverty. At the end of the 20th century, urban poverty presents something of a paradox. On the one hand, it is both widespread and deeply entrenched; on the other, it barely registers as a political issue. Yet the urban crisis serves many political interests. With culturalist explanations of poverty, linked always to racial images, prevailing in popular and political culture, government officials conveniently hold the poor responsible for their plight. Even among those who analytically anchor joblessness in macroeconomic conditions, the character and behavior of the poor continue to receive considerable attention.
