" I Two countries begin to characterize the complexity of their respective groundwater resources and find that an aquifer crosses underneath their shared border ( i i.e. I that they share a transboundary aquifer). If the recharge area is located in another "aquifer state" and is not water-bearing, the definition of the transboundary aquifer will not capture the recharge area; the presence of a transboundary aquifer is only determined by a "water-bearing geologic formation."
