The theme of the conference, as stated in the title of the proceedings, is somewhat misleading in that the papers and comments presented cover a much broader array of issues than simply new sources of capital. The material presented ranges from proposals for new instruments that are documented with theoretical models, through presentations involving tabulations documenting current industry practices, to verbal descriptions of where the industry appears to be heading. The lengthier and more mathematically sophisticated contributions are, with one exception, authored by academicians. The shorter pieces, with one exception, are by industry-related participants. This book can be divided, for purposes of discussion, into three main parts. Part One (Chapters 1 and 2) contains a model of investment decisions and sets out some of the behavioral implications of that model. The second part (Chapters 3 and 4) summarizes the results of a survey of the leading Canadian business firms which was designed to ferret out the actual processes by which business investment decisions were made. In this manner, the author sought to justify or rationalize his model of the investment decision. The third part of the book (Chapters 5 to 9) discusses the theoretical and empirical effects on the firm of various types of fiscal and monetary policies which have been used or are now under consideration in Canada. After briefly presenting the theoretical aspects of these policies, Helliwell goes on to estimate the probability that firms with diverse characteristics would be affected significantly by these policies, to estimate the gross value of the changes in the tax rules to the firms in question, and to analyze the reactions of firms in terms of these same characteristics. The article discusses Mordechai E. Kreinin's paper "Freedom of Trade and Capital Movements," published in the December 1965 issue of "The Economic Journal." The paper examines the effect of the elimination of tariffs and other trade restrictions among the industrialized nations on the pattern of direct investments. Kreinin predicts the following: a small net contract in investment, primarily in Canada; a shift in the location of investment toward lower cost locations; and a modest improvement in the U.S. balance of payments position from the investment shifts.

The book is both an explanation and an advocation of mean-variance portfolio theory. Alternate (complementary or substitute) approaches to security selection and portfolio construction, such as stochastic dominance, mean entropy, or generic screening and ranking procedures are not included in the book. Neither is any mention made of work on dynamic consumption-investment models. Thus, the book is in no sense eclectic. It is a book about the mean-variance approach to portfolio selection, written by one of the leaders in this field. Research on this topic is a continuing process. This is especially true in the areas of applying the basic concepts to practical investment situations, in relating the model to the traditional topics of corporate finance, and to the estimation of the basic inputs of the model. Some of the topics in Section 3, Applications and Extensions, may be supplanted by more recent studies. The book, however, will remain a primary source for anyone interested in portfolio theory.
