This is a book on economic development written by practitioners. It is the result of specific experiences encountered by a group of economists working for the Harvard Development Advisory Service in the process of making policy recommendations to various governments. The contributions to this volume deal with specific-country issues drawn from only four countries' Argentina, Colombia, Pakistan, and Liberia. The volume is divided into the following six parts: (1) planning, macro models, and development strategy; (2) stabilization and short-term policy; (3) fiscal policy; (4) agricultural development; (5) education, manpower, labor, and wages; and finally (6) evaluation. The article focuses on the book "A Short History of Economic Progress: A Course in Economic History," by Y.S. Brenner. Brenner is a professional economist and his book derives from his 1966 to 67 lecture course at Cape Coast University in Ghana, where he was Head of the Economics Department. Brenner is one of the sensitive subspecies of development economists with the courage needed to start such a course at the era of the Reformation, and moreover to devote much time to the earlier phases of development. Brenner's grand and grandly optimistic hypothesis is that economic progress, starting as a mutant in Reformation Europe, is like an organism and by its very nature tends to spread, to occupy its environment, to cover the earth. Closer to the present, as a development economist, Brenner is properly most interested in blockages, which have impeded the spreading of material progress. Unlike some less sensitive economists Brenner is ready to take account of social, political and cultural elements, which have propelled or impeded development.

These two books constitute a modest contribution to the already voluminous literature on the financing of economic development. These monographs are part of the Praeger Special Studies in International Economics and Development, the stated objective of which is to make specialized research available to the academic, business, and government communities. Both volumes are revised doctoral dissertations and as such, while they may narrowly fit the stated objectives of the publisher, certainly appeal to only a limited audience and suffer some of the obvious shortcomings in publishing this type of work. Although both works come in fancy hardcover editions at the non-bargain price of $15.00 each, once the cover is opened the inferior editorial work and printed format come as a disappointment. These volumes are neither typeset nor printed double-column justified, as a normal printed page would appear, but are merely photo reproductions of the typed manuscripts. Form aside, the editorial work is exceedingly poor. Stylistically, the editor should have done much more in transforming these works from dissertations to published manuscripts. In addition, these works are filled with numerous typographical errors, difficult to justify in any professional monograph, and especially in view of the high price. One must certainly question whether a published hardcover book is the appropriate vehicle to present the research and analysis of the two authors. The work of Areskoug (abbreviated EPB in what follows) would seem to be more appropriately presented as a journal article, perhaps in two parts. The volume by Kim (referred to as FCED below) is somewhat larger and broader in scope and background material. It is not suitable for journal presentation as is. However, the basic analysis could easily have been abstracted from it and presented in that manner. But my quarrel is really with the publisher rather than the authors. [ABSTRACT FROM AUTHOR]

The book is divided into three parts. Part One, on growthmania, the no-choice myth, and the choices open to us, is really quite excellent as far as it goes. This is the brilliant student of the agnostic contemporary welfare economics at his very best. He cuts through the myths of "growth," "political and international necessities," and "progress" to remind the policy-maker that after all there is freedom of choice in this world.
