This paper examines the impact of cargo preference requirements, which create market power for US flagged ships, on the effectiveness of USAID's Food for Peace emergency food aid program. We find that cargo preference requirements increase real ocean transportation costs per metric ton by 68 percent for packaged goods shipments and 101 percent for bulk goods shipments. These differences in cost impacts appear to be associated with differences in the impacts of the mandate on market concentration in the packaged and bulk shipment markets. The federal government annually appropriates funds for food aid programs that the US Agency for International Development manages to benefit some of the neediest individuals in the world. This report analyzes how one interest group, the US maritime industry, has managed to obtain rents from the Title II food aid program through cargo preference requirements in the name of national security. • On the back of effective campaigning and the publication of new dietary advice by influential health bodies, sugar reduction has risen to the top of the dietary health agenda during the past three years. • Official dietary advice in the UK now recommends that free sugars, defined as all monosaccharides and disaccharides added to foods by manufacturers or consumers, plus sugars naturally present in honey, syrups and unsweetened fruit juices, should not exceed 5% of total dietary energy, going considerably further than the 10% limit recommended by the World Health Organization (WHO) and the Dietary Guidelines for Americans 2015-2020. • In response, governments across the world are introducing taxes designed principally to limit sugar consumption as a means of tackling rising obesity rates and other diet-related health issues. • So far, the majority of these measures have been targeted at sweetened soft drinks, but as the imposition of such taxes becomes more common, and particularly if those taxes already introduced produce positive health outcomes, policymakers may begin to extend these measures to food products containing high levels of sugar. • In the UK, one of the countries where taxation of soft drinks is to be introduced, the government has also set a voluntary target for food companies to reduce sugar levels in processed foods by 20% by 2020 through reduction of sugar levels in products, reducing portion size or shifting purchasing towards lower-sugar alternatives. • The UK government aims to emulate earlier success achieved in salt reduction. However, food companies are concerned the 20% target does not take sufficient account of the greater challenge that reducing sugar in formulations generally presents, owing to the multiple functions sugar can perform in food production. The multifunctionality of sugar means that in a reformulated product, it may be replaced by several additional components, including artificial sweeteners or other artificial ingredients, leading to "clean label" issues. • Much of the progress in salt was achieved by so-called "reformulation by stealth", where salt levels in foods were quietly decreased over time, with consumers' palates quickly adjusting to each successive reduction. Emerging research into taste perceptions suggests this incremental approach may not work so effectively for sugar. • In view of the challenges inherent in reformulating products to reduce sugar levels, and the possibility that gradual de-habituation may be less successful with sugar than for salt, a greater emphasis is likely to be required on reducing portion size and adjusting product mix to include more low-sugar options. • There is also concern that consumers, and possibly some policymakers, do not fully understand the particular challenges involved in lowering both sugar levels in a product and total calories at one and the same time. • In the face of these challenges, food companies are likely to increasingly explore process-based solutions that are designed to provide the same perceptions of sweetness to the consumer but with lower concentrations of sugar, by adapting the size, shape or density of sugar crystals. • Given the technical challenges they face in reducing sugar levels in their products, and the possibility that governments may look in due course to extend fiscal measures to food categories, food companies will not only need to optimise any positive impacts resulting from adjusting portion size or product mix but may also benefit from taking proactive steps in areas such as responsible marketing and promotion.
