Several recent reports have examined the needs of families with substance abuse problems in the child welfare system, and documented the barriers to obtaining social services. This report aims to inform substance abuse agencies in depth about the changes in child welfare laws and practices that affect substance abuse agencies policies and practices, as well as their clients and their children. To meet these aims, materials were gathered and analyzed from seven exemplary sites that have forged stronger alcohol and drug service-child welfare service links than most of their counterparts. Current and emerging responses in state and local policies are documented, and models of child welfare services and substance abuse treatment agencies practices that have been shown to improve outcomes for parents and their children are described and updated. The report also provides useful guidelines for state and local treatment agencies in redesigning policies and programs for parents who have been reported for child abuse and neglect, including treatment for parents and targeted prevention and intervention for their children. Substance abuse is a family disease, which can be transmitted both genetically and by the family environment. Legal and illegal use of alcohol, tobacco, and other drugs (ATOD) can affect children through a number of avenues. In planning for allocation of Proposition 10 funds, the use, abuse, and dependence on ATOD by parents, siblings, relatives, and caretakers raises issues in all three of the primary areas of concern of Proposition 10 funding: 1) Parent Education and Support Services; 2) Child Care and Early Education; and 3) Health and Wellness. This paper proposes that Proposition 10 commissions reviewing their options should bear in mind that both short-term expenditures and longer-range investments can help address the problems of younger children affected by ATOD. In the short range, the biggest data gaps need to be filled so that commissions can have a better idea of which children and parents they are targeting. Longer-term priorities could include ensuring that investments in home visiting and other early intervention efforts include adequate emphasis upon ATOD problems, both in identification of ATOD-related effects and in parent education and support. Longer-term investments should also seek to build the capacity to shift resources over time from less effective to more effective programs, and to move from measuring programs outputs to measuring their outcomes on parents and younger children. This article examines some of the factors affecting the current economic status of academic librarians, as well as the history of changes in that economic picture. Issues discussed include the ranking of beginning academic librarian salaries in comparison to others in the profession, historical differences between academic librarian salaries and those of other tenured faculty, and regional variations in library and faculty salaries. Data from salary surveys by the Association of Research Libraries (ARL), the American Association of University Professors/National Center for Education Statistics (AAUP/NCES), the American Library Association-Allied Professional Association (ALA-APA), and the "Library Journal" over a 25-year span are analyzed in concert to develop new information not readily apparent from each data set in isolation.
