One common but challenging problem in cryogenic engineering is to produce a mount that has excellent thermal isolation but is also rigid. Such mounts can be achieved by suspending the load from a network of fibers or strings held in tension. Kevlar fibers are often used for this purpose owing to their high strength and low thermal conductivity. A suite of compact design elements has been developed to improve the reliability of suspension systems made of Kevlar.

A proposed torque sensor would be capable of operating over the temperature range from 1 to 400 K, whereas a typical commercially available torque sensor is limited to the narrower temperature range of 244 to 338 K. The design of this sensor would exploit the wide temperature range and other desirable attributes of differential transducers based on tunnel-diode oscillators as described in "Multiplexing Transducers Based on Tunnel-Diode Oscillators". The proposed torque sensor would include three flexural springs that would couple torque between a hollow outer drive shaft and a solid inner drive shaft. The torque would be deduced from the torsional relative deflection of the two shafts, which would be sensed via changes in capacitances of two capacitors defined by two electrodes attached to the inner shaft and a common middle electrode attached to the outer shaft.

Multiplexing and differential transducers based on tunnel-diode oscillators (TDOs) would be developed, according to a proposal, for operation at very low and/or widely varying temperatures in applications that involve requirements to minimize the power and mass of transducer electronic circuitry. It has been known since 1975 that TDOs are useful for making high-resolution (of the order of 10(exp -9)) measurements at low temperatures. Since that time, TDO transducers have been found to offer the following additional advantages, which the present proposal is intended to exploit: TDO transducers can operate at temperatures ranging from 1 K to about 400 K. Most electronic components other than tunnel diodes do not operate over such a wide temperature range. TDO transducers can be made to operate at very low power - typically, <1 mW. Inasmuch as the response of a TDO transducer is a small change in an arbitrarily set oscillation frequency, the outputs of many TDOs operating at sufficiently different set frequencies can be multiplexed through a single wire. Inasmuch as frequencies can be easily subtracted by means of mixing circuitry, one can easily use two TDOs to make differential measurements. Differential measurements are generally more precise and less susceptible to environmental variations than are absolute measurements. TDO transducers are tolerant to ionizing radiation. Ultimately, the response of a TDO transducer is measured by use of a frequency counter. Because frequency counting can be easily implemented by use of clock signals available from most microprocessors, it is not necessary to incorporate additional readout circuitry that would, if included, add to the mass and power consumption of the transducer circuitry. In one example of many potential variations on the basic theme of the proposal, the figure schematically depicts a conceptual differential-pressure transducer containing a symmetrical pair of TDOs. The differential pressure would be exerted on an electrically conductive and grounded diaphragm, which, at zero differential pressure, would nominally be sprung to a middle position between two capacitor plates that would be parts of the two TDOs. The frequencies of the two TDOs would vary in opposite directions as variations in differential pressure bent the diaphragm away from one capacitor plate and toward the other. The outputs of the TDOs would be mixed and lowpass filtered to obtain a signal at the difference between the frequencies of the two TDOs. The difference frequency would be measured by a frequency counter and converted to differential pressure by a computer.

There is an ever-expanding need to provide economical space launch opportunities for relatively small science payloads. To address this need, a team at NASA's Goddard Space Flight Center has designed the Pucksat. The Pucksat is a highly versatile payload carrier structure compatible for launching on a Delta II two-stage vehicle as a system co-manifested with a primary payload. It is also compatible for launch on the Air Force Medium Class EELV. Pucksat's basic structural architecture consists of six honeycomb panels attached to six longerons in a hexagonal manner and closed off at the top and bottom with circular rings. Users may configure a co-manifested Pucksat in a number of ways. As examples, co-manifested configurations can be designed to accommodate dedicated missions, multiple experiments, multiple small deployable satellites, or a hybrid of the preceding examples. The Pucksat has fixed lateral dimensions and a downward scaleable height. The dimension across the panel hexagonal flats is 62 in. and the maximum height configuration dimension is 38.5 in. Pucksat has been designed to support a 5000 lbm primary payload, with the center of gravity located no greater than 60 in. from its separation plane, and to accommodate a total co-manifested payload mass of 1275 lbm.

A hot gas turbine engine capacitive probe clearanceometer is employed to measure the clearance gap or distance between blade tips on a rotor wheel and its confining casing under operating conditions. A braze sealed tip of the probe carries a capacitor electrode which is electrically connected to an electrical inductor within the probe which is inserted into a turbine casing to position its electrode at the inner surface of the casing. Electrical power is supplied through a voltage controlled variable frequency oscillator having a tuned circuit in which the probe is a component. The oscillator signal is modulated by a change in electrical capacitance between the probe electrode and a passing blade tip surface while an automatic feedback correction circuit corrects oscillator signal drift. A change in distance between a blade tip and the probe electrode is a change in capacitance therebetween which frequency modulates the oscillator signal. The modulated oscillator signal which is then processed through a phase detector and related circuitry to provide an electrical signal is proportional to the clearance gap.

The improvement of the validity and usefulness of evaluation research will require improving both the theory and technology of evaluation, and bettering the ways in which the federal government plans, organizes, and uses evaluation research. Three general kinds of evaluation research are currently practiced: analytic, process, and product. These are appropriate to each of three phases of government: planning/budgeting, operations, and effects. The conditions necessary to improve the quality of evidence which evaluation research provides for federal decision processes rest in the overlapping realms of legislation administration and technology. As the significance of evaluation research increases, its potential to harm will also increase. Therefore certain safeguards become necessary. These safeguards are discussed. The combined efforts of the Executive and the Congress should create and sustain an educational evaluation research system yielding evidence which searches out successes, permits successes to be weighed against failures, reviews the nature and effects of successes, provides sufficient evidence for responsible decision, and asks why successes or failures occurred.
