We present measurements from the ESA/NASA Cluster mission that show in situ acceleration of ions to energies of 1 MeV outside the bow shock. The observed heating can be associated with the presence of electromagnetic structures with strong spatial gradients of the electric field that lead to ion gyro-phase breaking and to the onset of chaos in ion trajectories. It results in rapid, stochastic acceleration of ions in the direction perpendicular to the ambient magnetic field. The electric potential of the structures can be compared to a field of moguls on a ski slope, capable of accelerating and ejecting the fast running skiers out of piste. This mechanism may represent the universal mechanism for perpendicular acceleration and heating of ions in the magnetosphere, the solar corona and in astrophysical plasmas. This is also a basic mechanism that can limit steepening of nonlinear electromagnetic structures at shocks and foreshocks in collisionless plasmas., Comment: 9 pages, 5 figures

Solar photospheric convection drives myriads of dissipative Alfven solitons (hereinafter called alfvenons) capable of accelerating electrons and ions to energies of hundreds of keV and producing the X-ray corona. Alfvenons are exact solutions of two-fluid equations for a collisionless plasma and represent natural accelerators for conversion of the electromagnetic energy flux driven by convective flows into kinetic energy of charged particles in space and astrophysical plasmas. Their properties have been experimentally verified in the magnetosphere, where they accelerate auroral electrons to tens of keV., Comment: 4 pages, 4 color figures, accepted for publication in Phys. The Electric Field and Wave experiment (EFW) on Cluster, which is designed to measure the electric field and density fluctuations with sampling rates, on some occasions, up to 36,000 samples/s in two channels, is decribed. Langmuir sweeps can also be made to determine the electron density and temperature. Among the more interesting objectives of the experiment is to study nonlinear processes that result in acceleration of plasma. Large scale phenomena where all four spacecraft are needed are also studied.

Energy spectra of precipitating electrons are fitted to the sum of three distributions: a power law, a Maxwellian and a Gaussian. This fitting procedure determines seven parameters which characterize the essential features of each spectrum. These characteristic parameters are used to carry out various studies involving precipitating electrons. It is shown that the absence of the power-law population from a particular spectrum is related to the softness of the precipitating primary flux, that the Maxwellian temperature and the Gaussian peak energy have a positive correlation the strength of which varies with local time, that the upward moving Gaussian population has a loss cone distribution, and that the one dimensional velocity distribution parallel to the magnetic field occasionally displays a plateau or a hump on the tail.

The present understanding of magnetosphere ionosphere interactions is described, and present and future predictive capabilities are assessed. Ionospheric features directly coupled to the magnetosphere to a significant degree are considered, with emphasis given to those phenomena of major interest to forecasters and users.

A computer system for solar terrestrial data processing is described. The data base consists mainly of information contained in Ursigrams exchanged between the IUWDS Regional Warning Centers. The system structure and its functions are presented. Solar flare forecasting is described, as one of the prediction techniques incorporated in the system.

A provisional method for determining the hours and frequencies at which solar flares cause major radiopath absorption increase is presented. This technique is incorporated in a computer program for monthly radio propagation prediction.
