This paper provides a systematic and critical review of the economics literature on data as an economic good and draws lessons for data governance. We conclude that focusing on data as an economic good in governance efforts is hardwired to only result in more data production and cannot deliver other societal goals contrary to what is often claimed in the literature and policy. Data governance is often a red herring which distracts from other digital problems. The governance of digital society cannot rely exclusively on data-centric economic models. We review the literatures and the underlying empirical and political claims concerning data commons. While commons thinking is useful to frame digital problems in terms of ecologies, it has important limitations. We propose a political-ecological approach to governing the digital society, defined by ecological thinking about governance problems and the awareness of the political nature of framing the problems and mapping their ecological makeup.

As Large Language Models and Natural Language Processing (NLP) technology rapidly develop and spread into daily life, it becomes crucial to anticipate how their use could harm people. One problem that has received a lot of attention in recent years is that this technology has displayed harmful biases, from generating derogatory stereotypes to producing disparate outcomes for different social groups. Although a lot of effort has been invested in assessing and mitigating these biases, our methods of measuring the biases of NLP models have serious problems and it is often unclear what they actually measure. In this paper, we provide an interdisciplinary approach to discussing the issue of NLP model bias by adopting the lens of psychometrics -- a field specialized in the measurement of concepts like bias that are not directly observable. In particular, we will explore two central notions from psychometrics, the construct validity and the reliability of measurement tools, and discuss how they can be applied in the context of measuring model bias. Our goal is to provide NLP practitioners with methodological tools for designing better bias measures, and to inspire them more generally to explore tools from psychometrics when working on bias measurement tools.

Biological data like electroencephalography (EEG) are typically contaminated by unwanted signals, called artifacts. Therefore, many applications dealing with biological data with low signal-to-noise ratio require robust artifact correction. For some applications like brain-computer-interfaces (BCI), the artifact correction needs to be real-time capable. Artifact subspace reconstruction (ASR) is a statistical method for artifact reduction in EEG. However, in its current implementation, ASR cannot be used in mobile data recordings using limited hardware easily. In this report, we add to the growing field of portable, online signal processing methods by describing an implementation of ASR for limited hardware like single-board computers. We describe the architecture, the process of translating and compiling a Matlab codebase for a research platform, and a set of validation tests using publicly available data sets. The implementation of ASR on limited, portable hardware facilitates the online interpretation of EEG signals acquired outside of the laboratory environment.

open Master Hearing Aid (openMHA) was developed and provided to the hearing aid research community as an open-source software platform with the aim to support sustainable and reproducible research towards improvement and new types of assistive hearing systems not limited by proprietary software. The software offers a flexible framework that allows the users to conduct hearing aid research using tools and a number of signal processing plugins provided with the software as well as the implementation of own methods. The openMHA software is independent of a specific hardware and supports Linux, macOS and Windows operating systems as well as 32-bit and 64-bit ARM-based architectures such as used in small portable integrated systems. www.openmha.org, Comment: 10 pages, 5 figures

A measurement of vector analyzing powers in elastic deuteron-carbon scattering has been performed at the Cooler Synchrotron COSY of Forschungszentrum J\"ulich, Germany. Seven kinetic beam energies between 170 and 380 MeV have been used. A vector-polarized beam from a polarized deuteron source was injected, accelerated to the final desired energy and stored in COSY. A thin needle-shaped diamond strip was used as a carbon target, onto which the beam was slowly steered. Elastically scattered deuterons were identified in the forward direction using various layers of scintillators and straw tubes. Where data exist in the literature (at 200 and 270 MeV), excellent agreement of the angular shape was found. The beam polarization of the presented data was deduced by fitting the absolute scale of the analyzing power to these references. Our results extend the world data set and are necessary for polarimetry of future electric dipole moment searches at storage rings. They will as well serve as an input for theoretical description of polarized hadron-hadron scattering.

Over the past decades, the Groningen Gas Field (GGF) has been increasingly faced by induced earthquakes resulting from gas production. The seismic monitoring network at Groningen has been recently densified to improve the seismic network performance, resulting in increasing amounts of seismic data. Although traditional automated event detection techniques generally are successful in detecting events from continuous data, its detection success is challenged in cases of lower signal-to-noise ratios. The data stream coming from these networks has initiated specific interest in neural networks for automated classification and interpretation. Here, we explore the feasibility of neural networks in detecting the occurrence of seismic events. For this purpose, a three-layered feedforward neural network was trained using public data of a seismic event in the GGF obtained from the Royal Netherlands Meteorological Institute (KNMI) data portal. The first arrival times and duration of earthquake waveforms determined by KNMI for a subset of the station data, were used to detect the arrival times and event duration for the other uninterpreted station data. Subsequently various attributes were used as input for the neural network, that were based on different short term averaging/long term averaging (STA/LTA) and frequency sub-band settings. Using these input data, the network's parameters were iteratively improved to maximize its capability in successfully discriminating seismic events from noise and determine the event duration. Results show an increase of 65 % in accurately detecting seismic events and determining their duration as compared to the reference method. This paper reports the first simultaneous measurement of the horizontal and vertical components of the polarization vector in a storage ring under the influence of a radio frequency (rf) solenoid. The experiments were performed at the Cooler Synchrotron COSY in J\"ulich using a vector polarized, bunched $0.97\,\textrm{GeV/c}$ deuteron beam. Using the new spin feedback system, we set the initial phase difference between the solenoid field and the precession of the polarization vector to a predefined value. The feedback system was then switched off, allowing the phase difference to change over time, and the solenoid was switched on to rotate the polarization vector. We observed an oscillation of the vertical polarization component and the phase difference. The oscillations can be described using an analytical model. The results of this experiment also apply to other rf devices with horizontal magnetic fields, such as Wien filters. The precise manipulation of particle spins in storage rings is a prerequisite for measuring the electric dipole moment (EDM) of charged particles.

In this paper, we demonstrate the connection between a magnetic storage ring with additional sextupole fields set so that the x and y chromaticities vanish and the maximizing of the lifetime of in-plane polarization (IPP) for a 0.97-GeV/c deuteron beam. The IPP magnitude was measured by continuously monitoring the down-up scattering asymmetry (sensitive to sideways polarization) in an in-beam, carbon-target polarimeter and unfolding the precession of the IPP due to the magnetic anomaly of the deuteron. The optimum operating conditions for a long IPP lifetime were made by scanning the field of the storage ring sextupole magnet families while observing the rate of IPP loss during storage of the beam. The beam was bunched and electron cooled. The IPP losses appear to arise from the change of the orbit circumference, and consequently the particle speed and spin tune, due to the transverse betatron oscillations of individual particles in the beam. This letter reports the successful use of feedback from a spin polarization measurement to the revolution frequency of a 0.97 GeV/$c$ bunched and polarized deuteron beam in the Cooler Synchrotron (COSY) storage ring in order to control both the precession rate ($\approx 121$ kHz) and the phase of the horizontal polarization component. Real time synchronization with a radio frequency (rf) solenoid made possible the rotation of the polarization out of the horizontal plane, yielding a demonstration of the feedback method to manipulate the polarization. In particular, the rotation rate shows a sinusoidal function of the horizontal polarization phase (relative to the rf solenoid), which was controlled to within a one standard deviation range of $\sigma = 0.21$ rad. The minimum possible adjustment was 3.7 mHz out of a revolution frequency of 753 kHz, which changes the precession rate by 26 mrad/s. Such a capability meets a requirement for the use of storage rings to look for an intrinsic electric dipole moment of charged particles.

Precision experiments, such as the search for electric dipole moments of charged particles using storage rings, demand for an understanding of the spin dynamics with unprecedented accuracy. The ultimate aim is to measure the electric dipole moments with a sensitivity up to 15 orders in magnitude better than the magnetic dipole moment of the stored particles. This formidable task requires an understanding of the background to the signal of the electric dipole from rotations of the spins in the spurious magnetic fields of a storage ring. One of the observables, especially sensitive to the imperfection magnetic fields in the ring is the angular orientation of stable spin axis. Up to now, the stable spin axis has never been determined experimentally, and in addition, the JEDI collaboration for the first time succeeded to quantify the background signals that stem from false rotations of the magnetic dipole moments in the horizontal and longitudinal imperfection magnetic fields of the storage ring. To this end, we developed a new method based on the spin tune response of a machine to artificially applied longitudinal magnetic fields. This novel technique, called \textit{spin tune mapping}, emerges as a very powerful tool to probe the spin dynamics in storage rings. The technique was experimentally tested in 2014 at the cooler synchrotron COSY, and for the first time, the angular orientation of the stable spin axis at two different locations in the ring has been determined to an unprecedented accuracy of better than $2.8\mu$rad., Comment: 32 pages, 15 figures, 7 tables

A new method to determine the spin tune is described and tested. In an ideal planar magnetic ring, the spin tune - defined as the number of spin precessions per turn - is given by $\nu_s = \gamma G$ (gamma is the Lorentz factor, $G$ the magnetic anomaly). For 970 MeV/c deuterons coherently precessing with a frequency of ~120 kHz in the Cooler Synchrotron COSY, the spin tune is deduced from the up-down asymmetry of deuteron carbon scattering. In a time interval of 2.6 s, the spin tune was determined with a precision of the order $10^{-8}$, and to $1 \cdot 10^{-10}$ for a continuous 100 s accelerator cycle. This renders the presented method a new precision tool for accelerator physics: controlling the spin motion of particles to high precision is mandatory, in particular, for the measurement of electric dipole moments of charged particles in a storage ring., Comment: 6 pages, 6 figures
