Two visible/near IR hand held radiometers and a hand held thermoradiometer were used along with soil moisture and lysimetric measurements in a study of soil moisture distribution in afalfa fields on the Navajo Indian Irrigation Project near farmington, New Mexico. Radiances from irrigated plots were measured and converted to reflectances. Surface soil water contents (o cm to 4 cm) were determined gravimetrically on samples collected at the same time as the spectral measurements. The relationship between the spectral measurements and the crop coefficient were evaluated to demonstrate potential for using spectral measurement to estimate crop coefficient.

The procedures used as well as the results obtained and conclusions derived are described for the following applications of remote sensing in South Dakota: (1) sage grouse management; (2) censusing Canada geese; (3) monitoring grasshopper infestation in rangeland; (4) detecting Dutch elm disease in an urban environment; (5) determining water usage from the Belle Fourche River; (6) resource management of the Lower James River; and (7) the National Model Implantation Program: Lake Herman watershed.

A ground study conducted utilizing hand held radiometers to collect visible, near infrared and thermal infrared measurements. The data was analyzed and evaluated in terms of the ground measurements, which included percent crop canopy cover. The results used to recommend future action regarding use of satellite data in irrigation management.

The author has identified the following significant results. Multispectral reflectance and emittance data from the Skylab workshop were evaluated for prediction of evapotranspiration and soil moisture for an irrigated region of southern Texas. Wavelengths greater than 2.1 microns were required to spectrally distinguish between wet and dry fallow surfaces. Thermal data provided a better estimate of soil moisture than did data from the reflective bands. Thermal data were dependent on soil moisture but not on the type of agricultural land use. The emittance map, when used in conjunction with existing models, did provide an estimate of evapotranspiration rates. Surveys of areas of high soil moisture can be accomplished with space altitude thermal data. Thermal data will provide a reliable input into irrigation scheduling.

An energy budget approach to evaluating the SKYLAB X/5-detector S-192 data for prediction of soil moisture and evapotranspiration rate was pursued. A test site which included both irrigated and dryland agriculture in Southern Texas was selected for the SL-4 SKYLAB mission. Both vegetated and fallow fields were included. Data for a multistage analysis including ground, NC-130B aircraft, RB-57F aircraft, and SKYLAB altitudes were collected. The ground data included such measurements as gravimetric soil moisture, percent of the ground covered by green vegetation, soil texture, net radiation, soil temperature gradients, surface emittance, soil heat flux, air temperature and humidity gradients, and cultural practices. Ground data were used to characterize energy budgets and to evaluate the utility of an energy budget approach for determining soil moisture differences among twelve specific agricultural fields.

The author has identified the following significant results. Initial development of a computer program which implements a boundary detection algorithm to detect edges in digital images is described. An evaluation of the boundary detection algorithm was conducted to locate boundaries of lakes from LANDSAT-1 imagery. The accuracy of the boundary detection algorithm was determined by comparing the area within boundaries of lakes located using digitized LANDSAT imagery with the area of the same lakes planimetered from imagery collected from an aircraft platform.

Remote sensing data obtained from aerial reconnaissance of tornado damage to the city of Pierre, South Dakota on July 23, 1973 was evaluated to determine its value as a decision making and management tool in post-disaster restoration activities. The imaging techniques used are briefly discussed, and both aerial and closeup color photographs are provided which were used in the evaluation. The immediate advantages of the data are identified as a 'quick-look' assessment, and a list is given which outlines the additional advantages for which positive rescue and cleanup action may be initiated. Hail and flood damage evaluation, and remote sensing of crop damage due to insect of disease infestation is also briefly described.

The author has identified the following significant results. ERTS imagery was used as a tool in the identification and refinement of soil association areas; to classify land use patterns between crop and fallow fields; to identify corn, soybeans, and oats; and to identify broad generalized range ecosystems. Various data handling techniques were developed and applied to accomplish these tasks. A map outlining soil associations and relative land values was completed on a base mosaic of ERTS imagery and is included as an appendix to the report.

The basic procedures for interpreting remote sensing imagery to rapidly develop general soils and land use inventories were developed and utilized in Pennington County, South Dakota. These procedures and remote sensing data products were illustrated and explained to many user groups, some of whom are interested in obtaining similar data. The general soils data were integrated with land soils data supplied by the county director of equalization to prepare a land value map. A computer print-out of this map indicating a land value for each quarter section is being used in tax reappraisal of Pennington County. The land use data provided the land use planners with the present use of land in Pennington County. Additional uses of remote sensing applications are also discussed including tornado damage assessment, hail damage evaluation, and presentation of soil and land value information on base maps assembled from ERTS-1 imagery.

Cooperative projects between RSI and numerous South Dakota agencies have provided a means of incorporating remote sensing techniques into operational programs. Eight projects discussed in detail are: (1) detection of high moisture zones near interstate 90; (2) thermal infrared census of Canada geese in South Dakota; (3) dutch elm disease detection in urban environment; (4) a feasibility study for monitoring effective precipitation in South Dakota using TIROS-N; (5) open and abandoned dump sites in Spink county; (6) the influence of soil reflectance on LANDSAT signatures of crops; (7) A model implementation program for Lake Herman watershed; and (8) the Six-Mile Creek investigation follow-on.

The role of research in the educational setting is discussed. Curriculum developments for integrating teaching and research are described. Remote sensing technology is used as an example of bridging the gap between research and application. Recommendations are presented for strengthing research groups.

The author has identified the following significant results. Fourteen LANDSAT scenes were used to produce mosaics of the 167, 474 sq km study area. These were black and white MSS 7 images and false color composite images. Five major soil-landscape units were delineated on the mosaics, and these were subdivided into a total of 40 soil mapping units. Aerial reconnaissance was useful in defining boundaries between mapping units and in estimating the proportion of the various soils which composed each mapping unit. Ground surveying permitted first-hand observation of major soils and sampling for quantitative laboratory analysis. Soil interpretations were made, including properties, potentials, and limitations.

The author has identified the following significant results. Digital analysis of LANDSAT CCT's indicated that two discrete spectral background zones occurred among the five soil zone. K-CLASS classification of corn revealed that accuracy increased when two background zones were used, compared to the classification of corn stratified by five soil zones. Selectively varying film type developer and development time produces higher contract in reprocessed imagery. Interpretation of rangeland and cropped land data from 1968 aerial photography and 1976 LANDSAT imagery indicated losses in rangeland habitat. Thermal imagery was useful in locating potential sources of sub-surface water and geothermal energy, estimating evapotranspiration, and inventorying the land.

An inventory of wetlands for the area included in the proposed Oahe irrigation project was conducted to provide supplemental data for the wildlife mitigation plan. Interpretation techniques for inventoring small wetlands in the low relief terrain of the Lake Dakota Plain were documented and data summaries included. The data were stored and tabulated in a computerized spatial data analysis system.

The dynamic nature of agriculture requires repetitive resource assessments such as those from remote sensing. Until recently, the use of remote sensing in agriculture has been limited primarily to site specific investigations without large-scale evaluations. Examples of successful applications at various user levels are provided. The stage of development for applying remote sensing to many agricultural problems is assessed, and goals for planning future data characteristics for increased use in agriculture are suggested.

The author has identified the following significant results. LANDSAT fulfilled the requirements for general soils and land use information. RB-57 imagery was required to provide the information and detail needed for mapping soils for land evaluation. Soils maps for land evaluation were provided on clear mylar at the scale of the county highway map to aid users in locating mapping units. Resulting mapped data were computer processed to provided a series of interpretive maps (land value, limitations to development, etc.) and area summaries for the users.

Research to determine the optimum time or season for obtaining imagery to identify and map soil limitations was conducted in the proposed Oahe irrigation project area in South Dakota. The optimum time for securing photographs or imagery is when the soil surface patterns are most apparent. For cultivated areas similar to the study area, May is the optimum time. The density slicing analysis of the May image provided additional and more accurate information than did the existing soil map. The soil boundaries were more accurately located. The use of a density analysis system for an operational soil survey has not been tested, but is obviously dependent upon securing excellent photographs for interpretation. The colors or densities of photographs will have to be corrected for sun angle effects, vignetting effects, and processing to have maximum effectiveness for mapping soil limitations. Rangeland sites were established in Bennett County, South Dakota to determine the usefulness of ERTS imagery. Imagery from these areas was interpreted for land use and drainage patterns.

Research was initiated to establish remote sensing techniques for recognizing and mapping soil limitations to land use. Analysis of soils with limitations to land use because of dense subsoil (claypan) and unfavorable topography (convex sloping or depressional areas) was accomplished by experienced soil scientists utilizing a density slicing system. Maps of soil limitations were produced by photographing the color encoded density slicing analysis of an area. The percentage of each soil limitation was measured by the planimeter feature of the density slicing system. The initial results indicate that a density slicing system has great potential not only for delineating areas of similar soil limitations but also for indicating the percentage composition of an area.

Reflectance of single leaves and field plots of cotton, determining Cycocel treatment effects on aerial IR photography

Investigations were undertaken to determine the properties of shallow aquifers and related features that influence electromagnetic energy, to determine how these properties can be detected remotely, and to establish remote sensing procedures for aiding in ground water mapping. The direct influence of aquifier characteristics on surface thermal contrasts is discussed. Conclusions reached for late summer, predawn missions were: (1) Dynamic thermal changes near the surface can be used for thermal infrared sensing to detect shallow aquifers in glacial drift. (2) Under ideal conditions, surface temperatures may be used to predict certain features related to the occurrence of shallow aquifers. (3) The timing of missions and the optimum meteorological conditions occurring prior to and during the mission are critical for night thermal missions. (4) Repetitive flights made under variable conditions provide additional evidence to verify the occurrence of shallow aquifers. (5) Imagery from this investigation, along with ERTS-simulated imagery, indicates the feasibility of applying ERTS A and B data to reconnaissance studies for detection of shallow aquifers.

Description of a spectroradiometer system that measures the intensity of incident and reflected radiation from 0.37 to 2.52 microns and emitted radiation from 2.76 to 13.88 microns. The system is designed to operate in an outdoor environment. Provisions exist for photographic annotation of field data setups.

The author has identified the following significant results. Soil association maps show the spatial relationships of land units developed in unique climatic, geologic, and topographic environments, and having characteristic slopes, soil depths, textures, available water capacities, permeabilities, and the like. ERTS-1 imagery was found to be a useful tool in the identification of soil associations since it provides a synoptic view of an 8 million acre scene, which is large enough so that the effect can be seen on soils of climate, topography, and geology. A regional view also allows soil associations to be observed over most, if not all, of their extent. ERTS-1 MSS imagery also provides four spectral bands taken every 18 days which give data on relief, hydrology, and vegetation, all of which bear on the delineation and interpretation of soil associations. Enlarged prints derived from the individual spectral bands and shown in gray tones were useful for identifying soil associations.

The author has identified the following significant results. In the case of rangelands, manipulation of the digitized material from photographic recordings revealed that the mode-seeking program using only one vegetation group gave the best output map. Efficient mapping of this imagery will possibly require the use of narrow band filters. In the case of cropland, the results obtained with the K-class classifier are shown. Using one feature, the highest percent correct classification was obtained using band 6. Using two features, best results were obtained using bands 4 and 6 and 5 and 6. Specific results obtained with various bands are discussed. In the case of land systems, the eroded shale soils located along the Missouri River reservoirs in South Dakota above the Fort Randall and Big Bend Dams are clearly visible on the IR bands of ERTS scene 17 August, 1972, image description number 1025-16551. The appearance of various types of soil formations is described.

Soil association maps show the spatial relationships of land units having characteristic soil depths and textures, available water capacities, permeabilities, pH characteristics, plasticity indices, liquid limits, and the like, from which broad interpretations can be made such as how the soil is suited as a source for top soil, and as a source for sand and gravel, and how corrosive the soil is for steel and concrete, and what crop and grass yields can be expected. Film color composites of bands 4, 5 and 7 viewed over a light table with magnification show the soil associations of western South Dakota that are now recognized, and, in addition, several new soil association areas have been brought to light.

The applications of remote-sensing techniques offer new approaches to many of the present-day problems encountered by various state agencies in South Dakota. The study was completed in three phases. The first report presented the information needs of the state agencies and educational efforts; the second defined the data handling procedures for fulfilling the applications; and the third phase was a development of a dynamic information dissemination plan on a state-wide basis. Aircraft data, satellite imagery, and other remotely sensed information are valuable for decision-making processes. A design for an organization to acquire for the state the advantages of remote-sensing systems for resources research and management has been developed.

The author has identified the following significant results. One unique advantage of ERTS imagery for delineating soil associations is the large area that can be scanned with one photo. Although soil associations usually are published at scales of 1:500,000 or 1:1,000,000, the delineations are drawn on much larger scale maps covering small pieces of the scene and then pieced together. Alluvial areas are usually swollen out of proportion to other soil areas. ERTS imagery puts alluvial areas into their proper size. A second feature of ERTS imagery is that a soil association map constructed with its aid assures that the cartographic level of the associations is more nearly the same. Another advantage of ERTS imagery is that the actual shape and configuration of soil associations are apparent. Also with ERTS imagery significant new delineations may become apparent which were missed when constructing soil association maps from conventional large scale photos.
