There is mounting evidence that a second quantum revolution based on the technological capabilities to detect and manipulate single quantum particles (e.g., electrons, photons, ions, etc), a feat not achieved during the first quantum revolution, is progressing fast. It is expected that in less than 10 years, this second quantum revolution shall have a significant impact over numerous industries, including finance, medicine, energy, transportation, etc. Quantum computers threaten the status quo of cybersecurity, due to known quantum algorithms that can break asymmetric encryption, which is what gives us the ability to communicate securely using a public channel. Considering the world's dependence on digital communication through data exchange and processing, retaining the ability to communicate securely even once quantum computers come into play, cannot be stressed enough. Two solutions are available: Quantum Key Distribution (QKD) and Post-Quantum Cryptography (PQC); which, we emphasise, are not mutually exclusive. The EuroQCI initiative, of which EQUO is a part of, focuses on QKD and aims to build a network whereby EU countries can communicate securely through QKD. To this aim, the DEP (Digital Europe Programme) project aims to bring technological matureness to QKD by deploying a QKD test network and, through this exercise, understand what is lacking from an operator's point of view when the time to integrate QKD in their network comes., Comment: IEEE 2024 International Conference on Quantum Communications, Networking, and Computing (QCNC)

Without a control group, the most widespread methodologies for estimating causal effects cannot be applied. To fill this gap, we propose the Machine Learning Control Method, a new approach for causal panel analysis that estimates causal parameters without relying on untreated units. We formalize identification within the potential outcomes framework and then provide estimation based on machine learning algorithms. To illustrate the practical relevance of our method, we present simulation evidence, a replication study, and an empirical application on the impact of the COVID-19 crisis on educational inequality. In April 2022, the Vistamilk SFI Research Centre organized the second edition of the "International Workshop on Spectroscopy and Chemometrics - Applications in Food and Agriculture". Within this event, a data challenge was organized among participants of the workshop. Such data competition aimed at developing a prediction model to discriminate dairy cows' diet based on milk spectral information collected in the mid-infrared region. In fact, the development of an accurate and reliable discriminant model for dairy cows' diet can provide important authentication tools for dairy processors to guarantee product origin for dairy food manufacturers from grass-fed animals. Different statistical and machine learning modelling approaches have been employed during the workshop, with different pre-processing steps involved and different degree of complexity. In December 2017, two leading derivative exchanges, CBOE and CME, introduced the first regulated Bitcoin futures. Our aim is estimating their causal impact on Bitcoin volatility and trading volume. Employing a new causal approach, C-ARIMA, we find that the CME future triggered an increase in both outcomes. There is also evidence of a positive volume-volatility relationship and that the effect on volatility was partially due to the higher trading volumes induced by the launch of the contract. After controlling for the effect on volumes, we find that the CME instrument caused Bitcoin volatility to increase by more than double., Comment: 30 pages, 6 figures

After producing the laser and the transistor, the devices that have shaped our modern information society, the possibilities enabled by the ability to create and manipulate individual quantum states opens the door to a second quantum revolution. The Rubin Causal Model (RCM) is a framework that allows to define the causal effect of an intervention as a contrast of potential outcomes. In recent years, several methods have been developed under the RCM to estimate causal effects in time series settings. None of these makes use of ARIMA models, which are instead very common in the econometrics literature. In this paper, we propose a novel approach, C-ARIMA, to define and estimate the causal effect of an intervention in a time series setting under the RCM. We first formalize the assumptions enabling the definition, the estimation and the attribution of the effect to the intervention; we then check the validity of the proposed method with an extensive simulation study, comparing its performance against a standard intervention analysis approach. In the empirical application, we use C-ARIMA to assess the causal effect of a permanent price reduction on supermarket sales. The CausalArima R package provides an implementation of our proposed approach.

We realize an experimental facility for cooling and trapping strontium (Sr) atoms and measure the Land\'e g factor of $^{3}$D$_{1}$ of $^{88}$Sr. Thanks to a novel repumping scheme with the $^{3}$P$_{2}$$\rightarrow$$^{3}$S$_{1}$ and $^{3}$P$_{0}$$\rightarrow$$^{3}$D$_{1}$ combination and the permanent magnets based self-assembled Zeeman slower, the peak atom number in the continuously repumped blue MOT is enhanced by a factor of 15 with respect to the non-repumping case, and reaches $\sim$1 billion. Furthermore, using the resolved-sideband Zeeman spectroscopy, the Land\'e g factor of $^{3}$D$_{1}$ is measured to be 0.4995(88) showing a good agreement with the theoretical value of 0.4988. We demonstrate how the 5G network slicing model can be extended to address data security requirements. In this work we demonstrate two different slice configurations, with different encryption requirements, representing two diverse use-cases for 5G networking: namely, an enterprise application hosted at a metro network site, and a content delivery network. We create a modified software-defined networking (SDN) orchestrator which calculates and provisions network slices according to the requirements, including encryption backed by quantum key distribution (QKD), or other methods. Slices are automatically provisioned by SDN orchestration of network resources, allowing selection of encrypted links as appropriate, including those which use standard Diffie-Hellman key exchange, QKD and quantum-resistant algorithms (QRAs), as well as no encryption at all. We show that the set-up and tear-down times of the network slices takes of the order of 1-2 minutes, which is an order of magnitude improvement over manually provisioning a link today., Comment: 9 pages, 7 figures

The Florence branch of an Italian supermarket chain recently implemented a strategy that permanently lowered the price of numerous store brands in several product categories. To quantify the impact of such a policy change, researchers often use synthetic control methods for estimating causal effects when a subset of units receive a single persistent treatment, and the rest are unaffected by the change. In our applications, however, competitor brands not assigned to treatment are likely impacted by the intervention because of substitution effects; more broadly, this type of interference occurs whenever the treatment assignment of one unit affects the outcome of another. This paper extends the synthetic control methods to accommodate partial interference, allowing interference within predefined groups but not between them. Focusing on a class of causal estimands that capture the effect both on the treated and control units, we develop a multivariate Bayesian structural time series model for generating synthetic controls that would have occurred in the absence of an intervention enabling us to estimate our novel effects. In a simulation study, we explore our Bayesian procedure's empirical properties and show that it achieves good frequentists coverage even when the model is misspecified. We use our new methodology to make causal statements about the impact on sales of the affected store brands and their direct competitors. Researchers are often faced with evaluating the effect of a policy or program that was simultaneously initiated across an entire population of units at a single point in time, and its effects over the targeted population can manifest at any time period afterwards. In the presence of data measured over time, Bayesian time series models have been used to impute what would have happened after the policy was initiated, had the policy not taken place, in order to estimate causal effects. However, the considerations regarding the definition of the target estimands, the underlying assumptions, the plausibility of such assumptions, and the choice of an appropriate model have not been thoroughly investigated. In this paper, we establish useful estimands for the evaluation of large-scale policies. We discuss that imputation of missing potential outcomes relies on an assumption which, even though untestable, can be partially evaluated using observed data. We illustrate an approach to evaluate this key causal assumption and facilitate model elicitation based on data from the time interval before policy initiation and using classic statistical techniques. As an illustration, we study the Hospital Readmissions Reduction Program (HRRP), a US federal intervention aiming to improve health outcomes for patients with pneumonia, acute myocardial infraction, or congestive failure admitted to a hospital. We evaluate the effect of the HRRP on population mortality among the elderly across the US and in four geographic subregions, and at different time windows. We find that the HRRP increased mortality from pneumonia and acute myocardial infraction across at least one geographical region and time horizon, and is likely to have had a detrimental effect on public health.

We present the first direct measurement of the gravity-field curvature based on three conjugated atom interferometers. Three atomic clouds launched in the vertical direction are simultaneously interrogated by the same atom interferometry sequence and used to probe the gravity field at three equally spaced positions. The vertical component of the gravity-field curvature generated by nearby source masses is measured from the difference between adjacent gravity gradient values. Curvature measurements are of interest in geodesy studies and for the validation of gravitational models of the surrounding environment. The possibility of using such a scheme for a new determination of the Newtonian constant of gravity is also discussed., Comment: 5 pages, 3 figures
