The International Dark-Sky Association (IDA), a nonprofit organization that advocates preserving and protecting the nighttime environment by using quality outdoor lighting, defines light pollution as "any adverse effect of artificial light including sky glow, glare, light trespass, light clutter, decreased visibility at night, and energy waste." But basically any artificial outdoor lighting that becomes inefficient, annoying, or unnecessary can be thought of as "light pollution." [ABSTRACT FROM AUTHOR]
