Abstract

We prove the Box Conjecture for pairs of commuting nilpotent matrices, as formulated by Iarrobino et al [28]. This describes the Jordan type of the dense orbit in the nilpotent commutator of a given nilpotent matrix. Our main tool is the Burge correspondence between the set of all partitions and a set of binary words [15, 16]. For connection with the algebraic and geometric setup of matrices and orbits we employ some of Shayman's results on invariant subspaces of a nilpotent matrix [45, 46]. Abstract

Twenty-six years ago a small committee report, building on earlier studies, expounded a compelling and poetic vision for the future of astronomy, calling for an infrared-optimized space telescope with an aperture of at least $4m$. With the support of their governments in the US, Europe, and Canada, 20,000 people realized that vision as the $6.5m$ James Webb Space Telescope. A generation of astronomers will celebrate their accomplishments for the life of the mission, potentially as long as 20 years, and beyond. This report and the scientific discoveries that follow are extended thank-you notes to the 20,000 team members. The telescope is working perfectly, with much better image quality than expected. In this and accompanying papers, we give a brief history, describe the observatory, outline its objectives and current observing program, and discuss the inventions and people who made it possible. Abstract

A method has been developed for the analysis of images of sentinel lymph nodes generated by a spectral scanning device. The aim is to classify the nodes, excised during surgery for breast cancer, as normal or metastatic. The data from one node constitute spectra at 86 wavelengths for each pixel of a 20*20 grid. For the analysis, the spectra are reduced to scores on two factors, one derived externally from a linear discriminant analysis using spectra taken manually from known normal and metastatic tissue, and one derived from the node under investigation to capture variability orthogonal to the external factor. Then a three-group mixture model (normal, metastatic, non-nodal background) using multivariate t distributions is fitted to the scores, with external data being used to specify informative prior distributions for the parameters of the three distributions. A Markov random field prior imposes smoothness on the image generated by the model. Finally, the node is classified as metastatic if any one pixel in this smoothed image is classified as metastatic. The model parameters were tuned on a training set of nodes, and then the tuned model was tested on a separate validation set of nodes, achieving satisfactory sensitivity and specificity. The aim in developing the analysis was to allow flexibility in the way each node is modelled whilst still using external information. 4. Streaming potential modeling in fractured rock: Insights into the identification of hydraulically active fractures

Abstract

Numerous field experiments suggest that the self-potential (SP) geophysical method may allow for the detection of hydraulically active fractures and provide information about fracture properties. However, a lack of suitable numerical tools for modeling streaming potentials in fractured media prevents quantitative interpretation and limits our understanding of how the SP method can be used in this regard. To address this issue, we present a highly efficient two-dimensional discrete-dual-porosity approach for solving the fluid flow and associated self-potential problems in fractured rock. Our approach is specifically designed for complex fracture networks that cannot be investigated using standard numerical methods. We then simulate SP signals associated with pumping conditions for a number of examples to show that (i) accounting for matrix fluid flow is essential for accurate SP modeling and (ii) the sensitivity of SP to hydraulically active fractures is intimately linked with fracture-matrix fluid interactions. This implies that fractures associated with strong SP amplitudes are likely to be hydraulically conductive, attracting fluid flow from the surrounding matrix., Comment: 8 pages, 2 figures

Our main result extends well known enumerative formulae concerning lattice paths, and its derivation involves a classical reflection argument. Abstract

The relationship between international knowledge exchange and the international exchange of persons, particularly through and to higher education systems, is examined. Higher education policy is discussed as one case of international knowledge exchange. Attention is directed to the following policy areas: immigration policy (particularly the McCarran-Walter Act), national security policy as it affects the exchange of persons, and the budgetary support of international exchanges and competing claims for the support of the international exchange of knowledge. Three examples of the international knowledge system in the area of higher education policy are discussed: the exchange of views among professorial organizations in North America and Europe; the nature of the process of response to conservative governments' approaches to retrenchment in the United States, Great Britain, and Europe; and the impact of American models of graduate and undergraduate education on a distance learning masters degree program operated cooperatively between the State University of New York at Buffalo and Alvan Okkoku College in Owerri, Nigeria. Implications of new modes of communication and computer technology on the international exchange of knowledge are also briefly addressed. (SW)

Abstract

The economic benefits and investment functions of education and its relationship to other human resource investments are reported. In addition, a report on the revenue yields of various taxes related to economic conditions is included. The concept of human investment is discussed from the standpoint of its similarities with physical capital investment, dissimilarities: differences in degree, and dissimilarities: differences in kind. Conceptual problems in evaluating educational investment are related to the economist's use of benefit-cost-analysis and rate-of-return-analysis. Economic and social benefits accruing from education are seen as external benefits. Empirical evidence on rates of return is presented in discussions of internal rate of return, discrimination and rate of return analysis, and the return to increased quality. The question of how education influences the size of a nation's output is discussed as to factors in economic growth, the quantity and quality of productive resources, and the mystery of the econometric residual. Revenue limitations related to economic growth, with particular emphasis on educational programs, are examined as to revenue availability, increasing revenue from available sources, some problems of competing resource demands, and taxpayer revolt. This book addresses the critical and difficult issues facing higher education in the 1990s including the need to improve the quality of teaching and learning, raise academic standards, protect freedom of expression, and enhance both the community of the whole and the individual and small groups that make up that community. The book also examines undergraduates' experience of community in both the academic and nonacademic realms while structuring the broad topic around three foci: (1) student diversity, particularly racial and ethnic diversity and women students; (2) individual and small-group rights and responsibilities in relation to institutional authority; and (3) student-faculty relations and the learning community. The book offers an understanding of community as a complex concept, one that incorporates the values of a democratic society and encourages learning and participation by all citizens of the community. Specific topics discussed include race and ethnicity, the climate for women, harassment and free speech, alcohol, crime, fraternity and sorority, or "Greek" life, and interaction among faculty and students. Abstract

A tentative conceptual framework for understanding the transnational political role of universities is presented. This framework categorizes university participation in a large international political system and an important international knowledge system that is part of the larger and interactive: the institutional, local/national, and international levels. This conceptual framework allows one to examine issues of interdependence and autonomy in a way that illuminates the conflict between these two characteristics. It also suggests the importance of patterns of domination through interdependence in order to understand the dynamics of maintaining institutional autonomy as a political goal. The conceptual framework and concern with interdependence and autonomy led to a research agenda that emphasizes the development of aggregate data and explanations informed by a number of case studies using holistic methods. Abstract

A case study of the Colleges of the State University of New York at Buffalo is presented to analyze the problem of change in higher education and the role played by a theory of change. A brief sketch of the history of the Colleges from the beginning to the end of the 1970s is presented to provide a context for a discussion of strategy of change. The following strategies for change were enacted during 1974-79: transformation from participatory decision-making to consultative governance, creation of coalitions, the establishment of procedures to evaluate units, and neutralization of university-wide leadership antagonism toward the Colleges. Some of the issues that emerged in the attempt of the Colleges to pursue the strategies for change are analyzed. The leadership of individual units was assigned to Masters, who were recruited, and the Dean's Office itself was strengthened. To implement the strategy of increasing the importance of individual Colleges, resources were provided to the units, residential units were developed, and noncredit academic programs were developed. An important instrument for transforming the political process of the Colleges into an effective consultative system with clear channels for advising the Dean was the elaboration of a complex budget process. The following additional issues are considered: the lack of resources of the colleges, the problem of the physical environment, creating political coalitions, the development of a faculty senate prospectus, the procedures used in the chartering process and the results of chartering over the five-year period, an external review of the Colleges, and the creation of an academic plan. Lessons learned in the implementation of the strategies are addressed. (SW)

The role of the universities in the international distribution of knowledge is examined. An introduction by Irving J. Spitzberg, Jr. provides an overview of the volume. Part III: Strategies for the Future includes: "Universities, International Organizations, and the Exploration of Alternative Futures for World Order" (John E. Fobes); "Notes on Enlightenment and Transnational Cooperation" (Spitzberg); and "Politics and Economics in the Third World University: Some Analytical Insights" (Mitchell Harwitz and Abraham Haspel). Among the several conclusions are: a research agenda must examine more case studies from the universities; research studies are needed on the role of particular universities in a variety of national settings in the generation and flow of knowledge concerning specific topic areas; further research is needed for constructing frameworks for investigating the distribution of knowledge; and more knowledge is needed on the universities as political institutions in their international and national context. 24. [Open Letter to President Reagan on Federal Support of Campus Arts and Science Efforts].

Abstract

The health of arts and sciences programs on U.S. campuses is addressed in this open letter to President Reagan by the director of the Council for Liberal Learning of the Association of American Colleges (AAC). Concern is expressed that the proposed federal budget cuts will exacerbate the erosion of resources available for teaching and research. At stake is the quality of instruction and scholarship in the arts and sciences and the morale of students and faculty. Crucially important is funding specifically directed at higher education, including student aid and research support; equally important are those areas that indirectly affect the health of liberal education, such as tax policies. Associated with the decline in federal support for the arts and sciences is an erosion in public confidence and commitment to liberal learning. A recent survey of the career decisions of Phi Beta Kappa members and Rhodes Scholars documented that throughout the 1970s and into the 1980s fewer outstanding students decided to pursue teaching and scholarship. Since 1970 the number of students majoring in English has declined by 57 percent, in philosophy by 41 percent, in history by 62 percent, and in modern languages by 50 percent. Attached to the letter is an AAC news release describing it and also describing the Council's purposes: to provide responsive leadership on critical issues of educational policy and to demonstrate the contributions of liberal education to society. Abstract

Leadership development programs on U.S. campuses are discussed. Three categories of campus-based leadership development programs have been identified: the co-curricular program arising out of a student development office or direct student initiative; the academic course that draws mainly on social psychological and management studies literatures; and the liberal arts academic courses that places the study of leadership in the context of both the humanities and the social sciences. Suggestions for leadership programs are offered. Six programs are described in detail that emphasize different categories of programs or that combine the types in different ways. These programs are: the Expanded Curriculum for Excellence in Leadership (EXCEL) at the University of Tampa (Florida); the leadership program at Mount St. Mary's College, Los Angeles (California); an academic and co-curricular leadership program at West Point (New York); the study of leadership as liberal arts at the College of Wooster (Ohio); a liberal arts leadership program at Duke University (North Carolina); and the Public Leadership Education Network (PLEN), a consortium of 10 women's colleges that is administered by Goucher College (Maryland). 26. The International Knowledge System: Transfer and the Transferors--Transforming the System.

Abstract

Connections between the international exchange of persons and the larger system for the exchange of knowledge are discussed, along with the use of policy-relevant knowledge. Two examples of knowledge exchange are considered: (1) judgments about quality in higher education policy in Britain and the United States; and (2) the construction of new campus-to-campus relationships between U.S. and Chinese universities. Extensive knowledge flow between Great Britain and the United States is linked to political and economic factors that have posed similar problems to higher education. The connection between the exchange of persons and other channels for communication is apparent at two levels: many U.S. and British policymakers have spent substantial time in the other country as students and professionals; and many difficult decisions have been made using similar standards of judgment with only limited understanding of how similar problems are confronted in the other country. U.S. and Chinese exchanges, on the other hand, have involved a relatively small number of u.S. campuses, and the growth of other knowledge exchange systems has been much more limited and largely one way (from the United States to China), since relationships have been dependent upon formal systems. 27. It's Academic: The Politics of the Curriculum in American Higher Education.

Abstract

Focused on undergraduate education, the debate about the curriculum in higher education in the 1980s has been carried on primarily by the higher education system itself. Various national reports and national politics have, at most, provided the environment within which the college and university citizens make the real decisions on campus. However, because there is much at stake and because the culture of the university prizes consultation, decisions about curriculum are especially laborious and time-consuming. In fact, campus political systems do not seem to have institutionalized the capacity to make judgments about long-term concerns. We must think creatively about dealing with the lethargy of existing campuses and reconsider the substance and procedure of decisions about academic matters. Presidents, provosts, and boards of trustees need to create deliberative bodies for all segments of the college community, delegating authority and power where appropriate, and then resolving conflict through small, representative cabinets that advise the whole institution and whose word decides most issues. Most important is the belief that everyone is participating in a community that they have voluntarily joined, a strategy far more likely to improve the quality of American higher education than assessment, testing, and management by objectives. This survey is designed to provide the general reader with some basic background on the legal aspects of the effort to achieve environmental quality. The first chapter discusses the structure of federal environmental control in terms of newly established agencies and recently enacted legislation. Other chapters deal individually with air, water, and noise pollution within the framework of the process and causes of these types of pollution, and a review of the relevant legislative controls. Two other chapters take up pesticides, and land use within a similar framework. One entire chapter is devoted to procedural aspects of environmental law. It discusses fundamental problems faced by environmental lawyers, and strategies they frequently employed. The International Role in Environmental Quality is the subject of another section. It discusses the activities of the Unite d Nations and other intergovernmental bodies, bilateral cooperation, and the activities of nongovernmental organizations. Contributions in the fields of art, science, literature, music and in high political offices are mentioned. Part two, "Selected Documents of American Jewry", provides primary materials offering historical evidence of Jewish life. 32. How Do You Talk About People?

Abstract

This monograph discusses prejudice which exists when humans evaluate others. No one sees or hears a man evaluating. One hears or sees only what he says and does. An arbitrary sampling of recent research studies which indicate some of the varieties of mis-evaluation are cited. They reveal that sometimes people show antipathy to people they do not know and that some people say things about others which are just not so. It is one of the curiosities of everyday speech that a person can be making Inference Statements (statements which refer to factors and considerations which are outside the immediate acquaintance of the speaker) when he sounds as though he were talking about something observable. Sometimes people will speak with the force and assurance of the factual when the mood ought more properly reflect a certain tentativeness, an unsureness. The sound of factuality does not establish the factuality of an utterance. Another evaluation oddity which must be noted because it so often shows the departure from the factual is the practice of paying more attention to what a person is called than to the person. It occurs whenever we neglect a man to focus on the way we have named or labelled him. It is one of the commonplaces of studies in semantics that a number of words may refer to the same thing though each may imply strikingly different attitudes to it. A story is told about the way a Greek communist newspaper reported some remarks of Paul Porter, made at a banquet in Macedonia while on an economic mission. He said, "It is indeed a pleasure to be here tonight with you good citizens of Greece. You Greeks and we Americans have very much in common. We like to eat. We like to drink. And we like to sit around and talk." The newspaper said, "Ambassador Porter said that we are just like Americans, gluttons, drunkards, and gossips." (Author/RM)

Abstract

Described here is a model and its use in experimental studies of flexible manipulators. The analytical model uses the equivalent of Rayleigh's method to approximate the displaced shape of a flexible link as the static elastic displacement which would occur under end rotations as applied at the joints. The generalized coordinates are thereby expressly compatible with joint motions and rotations in serial link manipulators, because the amplitude variables are simply the end rotations between the flexible link and the chord connecting the end points. The equations for the system dynamics are quite simple and can readily be formulated for the multi-link, three-dimensional case. When the flexible links possess mass and (polar moment of) inertia which are small compared to the concentrated mass and inertia at the joints, the analytical model is exact and displays the additional advantage of reduction in system dimension for the governing equations. Four series of pilot tests have been completed. Studies on a planar single-link system were conducted at Carnegie-Mellon University, and tests conducted at Toshiba Corporation on a planar two-link system were then incorporated into the study. A single link system under three-dimensional motion, displaying biaxial flexure, was then tested at Carnegie-Mellon.

Abstract

The feasibility of using model based control (MBC) for robotic manipulators was investigated. A double inverted pendulum system was constructed as the experimental system for a general study of dynamically stable manipulation. The original interest in dynamically stable systems was driven by the objective of high vertical reach (balancing), and the planning of inertially favorable trajectories for force and payload demands. The model-based control approach is described and the results of experimental tests are summarized. Results directly demonstrate that MBC can provide stable control at all speeds of operation and support operations requiring dynamic stability such as balancing. The application of MBC to systems with flexible links is also discussed.

Abstract

A simple dynamic model proposed for flexible links is briefly reviewed and experimental control results are presented for different flexible systems. A simple dynamic model is useful for rapid prototyping of manipulators and their control systems, for possible application to manipulator design decisions, and for real time computation as might be applied in model based or feedforward control. Such a model is proposed, with the further advantage that clear physical arguments and explanations can be associated with its simplifying features and with its resulting analytical properties. The model is mathematically equivalent to Rayleigh's method. Taking the example of planar bending, the approach originates in its choice of two amplitude variables, typically chosen as the link end rotations referenced to the chord (or the tangent) motion of the link. This particular choice is key in establishing the advantageous features of the model, and it was used to support the series of experiments reported.

39. Application of model based control to robotic manipulators

Abstract

A robot that can duplicate humam motion capabilities in such activities as balancing, reaching, lifting, and moving has been built and tested. These capabilities are achieved through the use of real time Model-Based Control (MBC) techniques which have recently been demonstrated. MBC accounts for all manipulator inertial forces and provides stable manipulator motion control even at high speeds. To effectively demonstrate the unique capabilities of MBC, an experimental robotic manipulator was constructed, which stands upright, balancing on a two wheel base. The mathematical modeling of dynamics inherent in MBC permit the control system to perform functions that are impossible with conventional non-model based methods. These capabilities include: (1) Stable control at all speeds of operation; (2) Operations requiring dynamic stability such as balancing; (3) Detection and monitoring of applied forces without the use of load sensors; (4) Manipulator safing via detection of abnormal loads. The full potential of MBC has yet to be realized. The experiments performed for this research are only an indication of the potential applications. MBC has no inherent stability limitations and its range of applicability is limited only by the attainable sampling rate, modeling accuracy, and sensor resolution. Manipulators could be designed to operate at the highest speed mechanically attainable without being limited by control inadequacies. Manipulators capable of operating many times faster than current machines would certainly increase productivity for many tasks.
