In response to our article, Why Hasnt Earth Warmed as Much as Expected? (2010), Knutti and Plattner (2012) wrote a rebuttal. The term climate sensitivity is usually defined as the change in global mean surface temperature that is produced by a specified change in forcing, such as a change in solar heating or greenhouse gas concentrations. We had argued in the 2010 paper that although climate models can reproduce the global mean surface temperature history over the past century, the uncertainties in these models, due primarily to the uncertainty in climate forcing by airborne particles, mean that the models lack the confidence to actually constrain the climate sensitivity within useful limits for climate prediction. Knutti and Plattner are climate modelers, and they argued essentially that because the models could reproduce the surface temperature history, the issue we raised was moot. Our response amounts to straightening out this confusion; for the models to be constraining, they must be able to reproduce the surface temperature history with sufficient confidence, not just to match the measurements, but to exclude alternative histories. As before, we concluded that if we can actually make the aerosol measurements using currently available, state-of-the-art techniques, we can determine the aerosol climate forcing to the degree required to constrain that aspect of model climate sensitivity. A technical issue relating to the timescale over which a change in CO2 emissions would be equilibrated in the environmental energy balance was also discussed, again, a matter of differences in terminology.

The observed increase in global mean surface temperature (GMST) over the industrial era is less than 40% of that expected from observed increases in long-lived greenhouse gases together with the best-estimate equilibrium climate sensitivity given by the 2007 Assessment Report of the Intergovernmental Panel on Climate Change (IPCC). Possible reasons for this warming discrepancy are systematically examined here. The warming discrepancy is found to be due mainly to some combination of two factors: the IPCC best estimate of climate sensitivity being too high and/or the greenhouse gas forcing being partially offset by forcing by increased concentrations of atmospheric aerosols; the increase in global heat content due to thermal disequilibrium accounts for less than 25% of the discrepancy, and cooling by natural temperature variation can account for only about 15 %. Current uncertainty in climate sensitivity is shown to preclude determining the amount of future fossil fuel CO2 emissions that would be compatible with any chosen maximum allowable increase in GMST; even the sign of such allowable future emissions is unconstrained. Resolving this situation, by empirical determination of the earth's climate sensitivity from the historical record over the industrial period or through use of climate models whose accuracy is evaluated by their performance over this period, is shown to require substantial reduction in the uncertainty of aerosol forcing over this period.

Aerosols are involved in a complex set of processes that operate across many spatial and temporal scales. Understanding these processes, and ensuring their accurate representation in models of transport, radiation transfer, and climate, requires knowledge of aerosol physical, chemical, and optical properties and the distributions of these properties in space and time. To derive aerosol climate forcing, aerosol optical and microphysical properties and their spatial and temporal distributions, and aerosol interactions with clouds, need to be understood. Such data are also required in conjunction with size-resolved chemical composition in order to evaluate chemical transport models and to distinguish natural and anthropogenic forcing. Other basic parameters needed for modeling the radiative influences of aerosols are surface reflectivity and three-dimensional cloud fields. This large suite of parameters mandates an integrated observing and modeling system of commensurate scope. The Progressive Aerosol Retrieval and Assimilation Global Observing Network (PARAGON) concept, designed to meet this requirement, is motivated by the need to understand climate system sensitivity to changes in atmospheric constituents, to reduce climate model uncertainties, and to analyze diverse collections of data pertaining to aerosols. This paper highlights several challenges resulting from the complexity of the problem. Approaches for dealing with them are offered in the set of companion papers.

A systematic, comprehensive aerosol research framework needs to replace the current, fragmented approach. The Progressive Aerosol Retrieval and Assimilation Global Observing Network (PARAGON) concept (Diner et al. 2004) envisions a coordinated and systematic approach for dramatically improving our understanding of aerosol climate impacts and environmental interactions. Among its scientific motivations is the need to establish, with great confidence, the magnitude of direct anthropogenic aerosol influences on climate and the magnitude and sign of indirect aerosol–cloud effects. Modeling of the industrial era temperature record indicates that net aerosol forcing is slightly less, but opposite in sign, than forcing from anthropogenic greenhouse gases (GHGs). However, the uncertainties in aerosol direct and indirect anthropogenic forcing are of the same magnitude as the effects themselves (Penner et al. 2001; Ramaswamy et al. 2001), and are the dominant sources of uncertainty in current estimates of total anthropogenic climate forcing. A major cause of uncertainty is the tremendous tropospheric aerosol variability in space and time. On regional scales, aerosols can have a much greater effect than GHGs, especially at the earth’s surface.

Aerosols are generated and transformed by myriad processes operating across many spatial and temporal scales. Evaluation of climate models and their sensitivity to changes, such as in greenhouse gas abundances, requires quantifying natural and anthropogenic aerosol forcings and accounting for other critical factors, such as cloud feedbacks. High accuracy is required to provide sufficient sensitivity to perturbations, separate anthropogenic from natural influences, and develop confidence in inputs used to support policy decisions. Although many relevant data sources exist, the aerosol research community does not currently have the means to combine these diverse inputs into an integrated data set for maximum scientific benefit. Bridging observational gaps, adapting to evolving measurements, and establishing rigorous protocols for evaluating models are necessary, while simultaneously maintaining consistent, well understood accuracies. The Progressive Aerosol Retrieval and Assimilation Global Observing Network (PARAGON) concept represents a systematic, integrated approach to global aerosol Characterization, bringing together modern measurement and modeling techniques, geospatial statistics methodologies, and high-performance information technologies to provide the machinery necessary for achieving a comprehensive understanding of how aerosol physical, chemical, and radiative processes impact the Earth system. We outline a framework for integrating and interpreting observations and models and establishing an accurate, consistent and cohesive long-term data record.

Climate forcing by anthropogenic aerosols is a significant but highly uncertain factor in global climate change. Only satellites can offer the global coverage essential to reducing this uncertainty; however, satellite measurements must be coupled with correlative, in situ measurements both to constrain the aerosol optical properties required in satellite retrieval algorithms and to provide chemical identification of aerosol sources. This grant funded the third year of a three-year project which seeks to develop methodologies for combining spaceborne lidar with in-situ aerosol data sets to improve estimates of direct aerosol climate forcing. Progress under this one-year grant consisted in analysis and publication of field studies using a new in-situ capability for measuring aerosol 180 deg backscatter and the extinction-to-backscatter ratio. This new measurement capacity allows definitive lidar/in-situ comparisons and improves our ability to interpret lidar data in terms of climatically relevant quantities such as the extinction coefficient and optical depth. Analyzed data consisted of measurements made along the coast of Washington State, in Central Illinois, over the Indian Ocean, and in the Central Pacific. Thus, this research, combined with previous measurements by others, is rapidly building toward a global data set of extinction-to-backscatter ratio for key aerosol types. Such information will be critical to interpreting lidar data from the upcoming PICASSO-CENA, or P-C, satellite mission. Another aspect of this project is to investigate innovative ways to couple the lidar-satellite signal with target in-situ measurements toward a direct determination of aerosol forcing. This aspect is progressing in collaboration with NASA Langley's P-C lidar simulator.

Stable isotopes were used to analyze the submicron-size sulfate aerosol particles in the atmosphere over the Pacific Ocean, together with the air-mass back trajectories, in order to test the hypothesis of Charlson et al. (1987) who suggested that, over the remote ocean areas, the primary source of atmospheric nonseasalt (NSS) sulfate is marine emissions of dimethylsulfide (DMS). The observed results of isotopic fractionation between the seawater sulfate and NSS sulfate fractions was found to be consistent with the isotopic fractionation predicted for the transformation of the seawater sulfate to the atmospheric NSS sulfate via a DMS path way, supporting the hypothesis of Charlson et al.
